Digital Government From: 13 May 2021 (Transcript of the speech, exactly as it was delivered) Good morning everyone, and many thanks to Govnet for inviting me here today and giving me the opportunity to share the plans and priorities for the Digital, Data and Technology Function for the coming year, led by the Central Digital and Data Office. The theme of the next two days is enhancing government to citizen engagement through the digital evolution, and there is so much to talk about as always. Earlier this year, the Cabinet Office announced the new DDaT leadership team. The appointments of Paul Willmott and Joanna Davinson to the newly established Central Digital and Data Office, strengthen the leadership and vision needed for the next phase of digital delivery and transformation in government.

Scores of GDS staff moved to new Central Digital and Data Office Responsibility for controls and standards has been taken on by new entity The east London headquarters of GDS and CDDO. Credit: Derwent London 13 May 2021 In the last month, scores of staff from the Government Digital Service have moved over to the newly established Central Digital and Data Office, which has taken on a range of standards and controls functions that were previously the remit of GDS. CDDO, which is led by former Home Office digital chief Joanna Davinson, now holds responsibility for managing and implementing all digital, data and technology strategy and standards throughout government. This includes the Service Standard – a set of 14 rules against which services are assessed at every stage of their development. The newly created Cabinet Office body also oversees open standards and government’s Technology Code of Practice.

The UK civil service has transformed its data operations during the pandemic, says Office for National Statistics chief Professor Sir Ian Diamond – web-scraping, integrating datasets, and building partnerships with businesses and foreign governments. And with more analysts and statistics professionals, he tells Matt Ross, it could move even faster “We have seen a rapid and incredibly impressive use of statistics over the last year, in radical, novel and innovative ways,” says Professor Sir Ian Diamond. “During the pandemic, we have done things at much greater pace than we might have otherwise.”

A key ambition of government’s digital transformation work in recent years has been to eliminate duplication, and ensure citizens do not have to provide the same information more than once. The oft-stated vision of delivering more end-to-end services – that take as their starting point the citizen’s ultimate goal, such as learning to drive or starting a business – is also dependent on agencies working together to ensure information and tools are collated in one place, and that departmental boundaries are invisible to users.

To help speed up the digitisation of services, said Joanna Davinson – executive director of the recently-established Central Digital and Data Office (CDDO) – her team will focus on harmonising the way that data is collated and processed across government.
