The Hong Kong government announced on 1 February 2021 that it
will lower the threshold for compulsory COVID-19 testing. They are
(in short):
If one or more new confirmed cases with unknown sources are
found in a residential building (including a building with mixed
commercial and residential use) or sewage samples collected at the
building testing positive for COVID-19, the building will be
included in the compulsory testing notice;
If the Centre for Health Protection considers there is a
cluster outbreak in a particular workplace, apart from requiring
34 COVID-19 cases reported

The Centre for Health Protection today said it is investigating 34 additional cases of COVID-19, of which 29 are locally transmitted, including two more cases from Luk Yeung Sun Chuen in Tsuen Wan.
At a press briefing this afternoon, the centre s Communicable Disease Branch Head Dr Chuang Shuk-kwan said among the local cases, eight have unknown sources of infection.
She noted that two of the newly reported cases are from Block R at Luk Yeung Sun Chuen, bringing the number of infection cases of the same block to 12.
Quarantine orders will be issued to asymptomatic residents of units 04 and 05 above the 18th floor of Block R and they will be taken to quarantine centres, while symptomatic residents will be sent to the hospital for treatment.

Hong Kong will set up 18 community vaccination centers one in every district to each handle at least 2,000 residents a day as the city prepares to administer the Covid-19 shot developed by BioNTech SE and Pfizer Inc. as early as the end of February.

Metal barriers blocked streets, police addressed people through loudspeakers, and some residents in the Hong Kong area of Yau Ma Tei faced a night sealed off from the rest of the city, after an “ambush-style” Covid-19 lockdown on Tuesday.
People living in blocks numbered 9-27 on Pitt Street, and Shun Fung Building on 3 Tung On Street, were taken by surprise, with the government acting at the last minute to avoid giving residents advance warning through leaks in the media.
The lockdown, which began at 7pm, was expected to end at 6am on Wednesday, and those in the area had been told to stay inside until they had been tested for Covid-19. But officers also said people should be prepared to miss work, because they were unsure of whether testing would finish on time.
