The state Senate late Monday passed its one-house budget resolution for the fiscal year that starts April 1. It would hike taxes on those earning more than $1 million in a bid to raise $4 billion for the state s coffers. The Assembly is expected to pass a similar plan this week, and then the sides then will negotiate a budget with Gov. Andrew Cuomo. Whether the tax plan becomes law is uncertain, but the Democrat-controlled Legislature is staking out its position and expects to exert its influence on the budget process with a Democratic governor weakened by two scandals, calls for his resignation and threats of impeachment.
