I think ICU should make Mbarika pay for his atrocities. Oxford may choose to spare Imafidon because of the complexities involved in prosecuting his case, but Mbarika shouldn’t be that lucky. He is on the ICU faculty. The university should have rules and regulations guiding its activities. I doubt if the university rules support forgery.
