Former city councilman to take position on tax appraisal board

A new member of the Bell County Tax Appraisal District board of directors was unanimously approved by the Killeen city council during Tuesday’s meeting. Dick Young, a former Killeen city councilman and a former member of the board for the Bell County Water Control and Improvement District No. 1, was nominated by the Killeen City Council on Feb. 2 during a workshop meeting of the council. Young will be replacing Royce Matkin, who died in early January from complications related to COVID-19. Also during that workshop meeting, Otis Evans, the only other applicant for the seat, was nominated but did not receive the majority of the votes that Young received from the council, according to Killeen Mayor Jose Segarra.

A new member could be named to the county tax appraisal board next week

There could be a new Killeen member on the board of directors for the Tax Appraisal District of Bell County in the coming weeks. Dick Young, the former Killeen city councilman and a former member of the board for the Water Control and Improvement District No. 1, was nominated by the Killeen City Council Tuesday to take the city of Killeen spot on the tax board. Young said Friday he had been looking to find a way to serve the community since stepping down from the water board last year. Young, who became a housing developer last year, had to step down from the water board because state law prohibits developers from serving on water boards.

The Killeen City Council will be discussing and making decisions on vacancies on a few board positions in the city and county. The first is the city of Killeen vacancy on the Bell County Tax Appraisal District board of directors where Dick Young, the former Killeen city councilman and the former member of the Bell County Water Control and Improvement District No. 1 board, will be up for the position formerly held by Royce Matkin, who died from complications related to COVID-19 in early January. The council will also be discussing naming Chris Thomas to the Animal Advisory Committee in place of the former member, Leo Gukeisen.

Former Killeen councilmember dies from COVID

Former Killeen City Councilmember Royce Matkin has died from complications related to COVID-19. Matkin, 71 at the time of his death, served on the council from 1985 to 1988, according to City Spokesperson Hilary Shine. Born in Del Rio, he graduated from Killeen high School in 1968, and from Texas A&M in 1972 with a degree in industrial engineering, according to his obituary. Crawford-Bowers Funeral Home in Killeen is in charge of arrangements. He is survived by his wife, Beth, two children and numerous grandchildren, nieces and nephews.
