The Lee County Sheriff s Office said deputies responding to a call at Walmart off U.S. 41 in Estero found the puppy, in distress, in a blue Hyundai SUV, halfway hanging out of a window, with his mouth taped shut. There was also another dog inside the vehicle.
A witness at the site told deputies that the dog was hanging halfway out the SUV s window with snot coming from its nose and electrical tape wrapped tightly around the mouth area. The young dog was also leashed to a headrest inside the SUV.
The witness said they removed the tape, took the puppy out of the SUV and then provided water to the dog, which had trouble drinking due to having been bound tightly.

A Lehigh Acres man was arrested by the Lee County Sheriff’s Office Thursday on charges of animal cruelty.
The LCSO responded to a home in the 400 block of Rushmore Avenue after receiving a report of animal cruelty. A witness had notified deputies after hearing a dog yelping and its owner, 20-year-old Ivan Garcia, screaming at the animal.
When deputies arrived, they say Garcia’s black pitbull, Kano, had several lacerations and scars on its face, and Garcia had blood and dog hair on him. The Animal Cruelty Task Force and East Criminal Investigations Division assumed the investigation.
Target: Lee County, Florida State Attorney Amira D. Fox
Goal: Give person who allegedly left dogs outside and kept prong collar on one of them a just legal sentence.
Two dogs were allegedly left outside for an unspecified amount of time, and one of them was said to be wearing a prong collar with spiked links. Carmen Melendez was arrested for the reported incident. She needs to spend an adequate amount of time behind bars if she is found guilty of such mistreatment to better ensure a similar incident will not happen again.
A veterinarian said they had a difficult time removing the collar, because it became implanted in the neck as a result of having been there for such a long period of time. The tightness of the collar reportedly caused multiple wounds, and the vet further indicated that the injuries occurred because of neglect. Both dogs were surrendered to authorities.
