Richard, Spencer take top prizes in Ohio Youth Capital Challenge COLUMBUS Allen County’s Cadence Richard won a $500 scholarship for her policy proposal on feral cat overpopulation, presented during the Ohio Youth Capital Challenge. Richard and a teammate from Scioto County were the civic contest’s first-place winners for 2021. Lucy Spencer, of Auglaize County, was also recognized with a second-place prize for her team’s proposal to support sexual harassment victims in the workplace. Those who shared their experiences have also shared their fury, frustration, fear and dismay. Some who could afford to have felt they had no option but to turn to private healthcare, unable to obtain the help they needed from an NHS struggling with Covid and all its knock-on effects.
