A San Luis Obispo County judge Wednesday refused to allow prosecutors to add two rape charges from Los Angeles to the murder case against Paul Flores in the 1996 disappearance of Kristin Smart.
The move by Judge Craig B. Van Rooyen comes despite a prosecutor telling the court, “Paul Flores has raped so many women, it’s hard to keep track,” as he argued for the judge to allow the San Luis Obispo County district attorney to add rape charges from 2011 and 2017 involving two women in Los Angeles.
The prosecutor argued there was a nexus to the murder charge against Flores. They have said he killed Smart, a 19-year-old fellow student at Cal Poly San Luis Obispo, during the commission of a rape or attempted rape in his dormitory the night she vanished 25 years ago.

A judge denied efforts to add rape charges against the man accused of killing a Cal Poly San Luis Obispo student more than 25 years ago.
Paul Flores is accused in the 1996 disappearance, and death of Kristen Smart. They were both students at Cal Poly. Prosecutors said he walked Smart back to the dorms after an off-campus party. They think he attected her in his dorm room.
The additional charges were from two open sexual assault cases in Los Angeles County which occured decades after Smart s death. It was part of a proseuction effort to show Flores was guilty of a pattern of assaulting women.
Templeton man arrested for threatening to stab group while yelling racial slurs in rural Paso Robles
PASO ROBLES, Calif. - San Luis Obispo County Sheriff s deputies arrested a Templeton man Saturday morning after he allegedly threatened to assault a group of people with a knife and fled the area, prompting a shelter in place advisory.
Deputies said they were called to the 3000 block of Creston Road in rural Paso Robles around 5 a.m. for a man armed with a knife who was making threats to harm others and himself.
After arriving, deputies discovered the man had fled down Creston Road while still armed with the knife. Deputies said they chased after the man and located him, but he refused to listen to their commands and continued to flee.

An Arroyo Grande man arrested earlier this year on suspicion of child sexual abuse with multiple victims under the age of 14 has pleaded not guilty.
San Luis Obispo County Sheriff s investigators took James Peter Storton, 63, into custody in May. He was booked into San Luis Obispo County Jail on multiple counts of lewd and lascivious acts with a child.
Sheriff s officials said at the time they were withholding further information about where these incidents occurred to protect the victims and their family. However, investigators were asking for the public s help to identify any other potential victims in this case.
