Oceanside is considering a series of zoning amendments intended to streamline the creation of emergency shelters and low-income housing in the city.
Shelters on city-owned properties in commercial, industrial, and public or semi-public zones would not need to obtain a conditional use permit or other discretionary approvals under the amendments.
“The city is creating more flexibility and opportunities for these facilities . and streamlining review and contracting,” said Shannon Vitale, a city associate planner, at Monday’s Oceanside Planning Commission meeting.
The Planning Commission unanimously recommended approval. The proposed changes go to the City Council for a decision June 16.

Oceanside Reckons With Tent City Lining Its Streets
OCEANSIDE, Calif. The city of Oceanside in San Diego County recently took a unique approach to its homeless problem: It replaced a growing tent city that had lined one of its major streets with large rocks.
The city took action after citizens complained that the tent community attracted crime and filth to an area with local businesses and residential neighborhoods. The rocks make it difficult for the homeless to return and camp on the same spot. In exchange, the needy were issued vouchers for temporary housing and food.
Oceanside resident Lorelee Goehle contacted The Epoch Times after noticing the number of tents lining Oceanside Boulevard had nearly tripled in a few short weeks.

The U.S. Fish & Wildlife Service has awarded a $1 million grant for the first phase of construction of the Loma Alta Slough wetlands enhancement project.
The work, which could begin in late 2022, will restore and enhance six acres of coastal wetland and upland habitat along the Loma Alta Creek near Buccaneer Beach in south Oceanside. Plans include more than 1,500 feet of nature trails with educational signs and connections to nearby facilities such as Buccaneer Park.
When healthy, small creeks and estuaries like Loma Alta provide a home for unusual species such as the tidewater goby, a native California fish less than 2 inches long. However, urbanization and development lead to stagnation and poor water quality that degrade the native species habitat and the nearby public beach.
