Delaware State Police have identified the 28-year-old man killed near Seaford Saturday morning as Kwantae Hovington. Troopers were called to Park Circle, in the Mobile Gardens Manufactured Home Community, at 6:40 a.m. for reports of the shooting. On scene, troopers found Hovington dead. Police have not said where on his body he was shot, or whether they have any suspects.
