YOUNGSTOWN Peggy Bosela adopted some city-owned property on Albert Street near Hubbard Road 15 years ago with the idea of making it look more inviting to the people passing through each day.
For years, her fondness for “the lot” grew, as did the number of people who honked, waved and helped her with her labors by providing her with flowers or gallons of water to nourish them.
