ROCKFORD Identify a revenue stream to fund a sorely needed capital improvement plan, revive parts if not all of a 2018 strategic plan and, perhaps most importantly, bring financial stability and a sense of civility to Winnebago County government.
Those are some of the tasks on the to-do list of newly elected Winnebago County Board Chairman Joe Chiarelli as he begins his first 100 days in office.
Some of those tasks would be a challenge in the best of economic times. They re even more difficult in the midst of a global pandemic when lives have been lost and many businesses are struggling or have shuttered.

14 Every wing has a story of events and accomplishments of Airmen’s bravery, courage and sacrifice, and new chapters of the wing’s legacy are added continuously.
Capturing those stories and archiving the history of the 403rd Wing and its Reserve Citizen Airmen’s role in national defense is the job of Dr. Justin J. Iverson.
He’s the 403rd Wing’s newest historian and the first full-time civil servant to hold the position.
Some of his duties include documenting unit historical activities and heritage, such as reviewing unit emblem submission request packages, and maintaining wing historical archives to include drafting the wing’s annual history report. He is also charged with providing historical research and reference services for leadership and the public, according to Air Force Handbook 84-106, Aerospace Operations in Peace and War.
As we look back at 2020, I’m encouraged by what we’ve accomplished as a community in the face of a global pandemic. As the year began, Rockford was riding great momentum with positive economic and public safety metrics. Our unemployment rate was at the lowest mark in Rockford’s history and we’d seen a 30% decrease in violent crime over the previous three years. Then, COVID-19 upended our lives in ways we couldn’t possibly have imagined.
However, as we look to 2021, it’s important to note Rockford’s accomplishments in spite of all the challenges we’ve faced. While I’m fortunate enough to work alongside 1,000 talented professionals and the dedicated members of City Council at the city of Rockford, I know that our success only happens when we work together as a community:
