Ch Insp Dale Sexton from Greater Manchester Police (GMP) was the force duty officer in the control room. He said he declared Operation Plato, a pre-arranged plan for a suspected marauding armed terrorist, within minutes of the bomb being detonated. But he decided not to alert the fire and ambulance services. Calculated risk He said he went against national guidelines by keeping the decision secret because he knew the rules meant the area would be declared a hot zone .

RECAP: Traffic stopped on M56 after serious collision near Manchester Airport Police, firefighters and paramedics have been called to the scene. The M56 was completely closed following a serious crash - with traffic stretching back to Manchester Airport. Traffic was stopped on the eastbound carriageway following the incident between Junction 4 for Wythenshawe and Junction 3 for Manchester at around 4.45pm, Highways England warned. Police officers, firefighters and paramedics were called to the scene. The crash is believed to have involved three cars.
