Under the wail of passing trains, Portland’s Old Town residents and business owners swap stories of the latest neighborhood goings on. Their conversations repeat themselves week after week. They fear crime is increasing. They’re bothered by tents lining sidewalks and trash piling up. They’re frustrated that first responders don’t arrive quickly when homeless neighbors experience a mental health crisis. And they worry about the immense task of reopening their businesses after a year of closures.

Wisemane Alcema, 35, faces a first-degree murder charge in connection with the killing of 27-year-old Briana Paschal.
According to her arrest warrant, the City of Miami Police Department received a ShotSpotter alert just after 6:45 a.m. that morning in reference to four gunshots being fired in the area of Northwest Third Avenue and 14th Terrace.
Several people called 911 a short time later to report that a woman had been shot at that location.

PORTLAND, Ore. Portland police conducted a homicide investigation in Portland s Old Town neighborhood Saturday.
Officers responded at about 1:15 p.m. to an apartment on Northwest Second Avenue, between West Burnside Street and Northwest Couch Street, after a report of a man found dead.
Based on a preliminary investigation, police said the death appeared to be a homicide.
One person has been detained by police in connection with the death.
Multnomah County s medical examiner will determine the cause and manner of death.
Police said the investigation is impacting the west side of the apartment building. As of 4:42 p.m., Northwest Third Avenue is closed between Burnside and Couch.
Harry Garcon, 31, of Miami-Dade, was shot dead shortly after his car was broken into and Fort Lauderdale police hope surveillance video of both crimes will lead them to the killer.

Police are searching for a suspect after three armed robberies occurred within the same hour near University Avenue Sunday night, according to Gainesville Police Department.
Police believe the same suspect, who was armed with a handgun, committed all three robberies, GPD spokesperson Graham Glover said.
The first armed robbery was at about 8 p.m. at the Target on the corner of Southwest 13th Street and Northwest Third Avenue, Glover said. A UF public safety alert sent to students and faculty first said there was an armed robbery
