+ April 13, 2021 A DRUG trafficker was arrested after trying to escape from operatives of the Regional Intelligence Division (RID) and the Philippine Drug Enforcement Agency (PDEA) in Tabuk City, Kalinga by jumping into the Chico river.
“Escape gone wrong,” said Kalinga Provincial Police Office (KPPO) Director Police Colonel Davy Limmong after Ruben Appag, 27, of Loccong, Tinglayan, Kalinga, was arrested after his failed attempt to evade arrest.
Appag was rescued by personnel of the Bureau of Fire Protection. He sustained several injuries after jumping into the river.
Confiscated from the suspect were two bags containing four tubes and 19 bricks of suspected marijuana dried leaves and stalks with an estimated weight of around 23 kilos and worth P2,760,000.

Police Major Joery Puerto, chief of Police Station 8, on Sunday they are now preparing all the documents for the filing of charges against Tulot after he already executed his extra-judicial confession on Saturday that he is the lone suspect in the killing of his relatives Jocelyn Nombre, 59; Gemma Espinosa, 69; Michael Espinosa, 35; and Precious Espinosa, 6, on April 4.
He said Tulot signed his extra-judicial confession with the presence of his private lawyer Bartolome Maldi Jr. and the members of the local media.

This was the reason of 39-year-old Christian Tulot on why he did not tell the truth immediately to authorities after witnessing the gruesome killings of his four relatives, whose decomposing bodies were found in their compound at Gardenville Subdivision, Barangay Tangub, Bacolod City on Wednesday morning, April 7, 2021.

CHR-NCR Director Diana B. de Leon said that after an exhaustive study, an analysis showed that local government units (LGUs) should consider a holistic approach of the law in dealing with the drug situation.
“This research reminds the public administrators to immediately consider the provision of the law stating that a government-operated treatment facility should be established in every province,” she said.
“LGUs must enhance its drug prevention and education programs by mobilizing specific committees to conduct a year-round drug awareness campaign,” she added.
The exhaustive study and analysis conducted by De Leon and her team highlighted Article IV of the drugs law, Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act, which stated that institutions should be empowered to help in the monitoring, prevention, and deterrence in the use of dangerous drugs.
