The matter involves not only the legal issue of delivering animals via a postal service, but also the just-implemented “Animal Epidemic Prevention Law” related to the CCP virus. Shipping live animals bought online using regular express delivery is illegal but common in China. The practice has received little attention from the CCP’s official media in the past. The incident in Sichuan that caught public attention happened on March 3. People found dozens of “pet blind boxes” waiting to be delivered at an express station in downtown Chengdu, Sichuan province, and they could hear the meowing of cats and the barking of dogs from inside the boxes.

They began scanning the place for life. Soon enough, they have covered the entire building, marking where they found hair and prints. Diligently, they have inferred the movements for the past two days of the fugitive they were tracking. Within two hours, they close the case. Hot on the trail, they spot the escapee - a missing cat - which they carefully detain and return to its worried owners.

Walking the Dog in China? From May Onwards You Must Use a Leash

Recently in Beijing, a viral video showed a dog-owner walking around a park in Chaoyang district without his pet on a leash. He reportedly also allowed it to defecate.  The 65-year-old man, surnamed Zhao, can be heard shouting angrily at the person filming him. After the Chaoyang Public Security Bureau investigated Zhao, they found his dog was not registered for annual health checks. He was later issued with a fine totaling RMB2,500. Beijing already has some of the strictest rules for dog ownership in China. Owners are banned from walking their pets in certain areas, notably Tiananmen Square and West Chang’an Street (chang’an xijie).
