Moves Follow Updated CDC Guidance and as Vermont Continues to Lead the Nation in Vaccinations
Montpelier, Vt. - Governor Phil Scott today announced that because Vermont has already hit its necessary vaccination threshold with over 60% of the population receiving at least one dose, it will move into Step 3 of the Vermont Forward Plan more than two weeks ahead of the anticipated schedule.
Additionally, following updated guidance from the Centers for Disease Control and Prevention (CDC), the Governor signed an executive order lifting the State’s masking and physical distancing requirements for fully vaccinated individuals in Vermont. You are considered fully vaccinated two weeks after the final dose of your COVID-19 vaccine.

New England states continue their shift away from phased reopening plans in favor of sector-specific guidance and broad capacity and gathering restrictions, although many are now easing or being removed entirely. A quick reference chart on key elements across New England, including any remaining travel restrictions, is available here. All New England states have now removed remote work requirements, although remote work is still encouraged.
In addition, some states have noted that they will be ending their states of emergency. We will be issuing a separate alert on the impact of this aspect of the return to business as usual.
Vermont unemployment rate falls to 2.9 percent
The Vermont seasonally-adjusted unemployment rate fell again and at 2.9 percent in March is back under 3 percent for the first time since just before the pandemic hit in early 2020. The rate reflects a decrease of one-tenth of one percentage point from the prior month’s revised estimate of 3.0 percent. Vermont now is tied for the lowest rate in the nation with three Western states. There are still over 28,000 filing unemployment claims in Vermont. While this about a third the number of filers from the peak of the pandemic, it is still historically high. Ongoing claims typically would be under 6,000. The pandemic numbers also include new programs like the PUA, which in recent weeks has accounted for almost 9,000 claims.
