On June 17 the Victor Planning & Zoning Commission will consider a subdivision concept plan application for Kylea Drive Subdivision, a 70-lot neighborhood on 18.4 acres of vacant land northeast of the Settlement in the west part of town.
Crewsen West LLC, the owner of the two lots that will be subdivided, purchased the property in January of this year. The proposal from Crewsen West and Harmony Design & Engineering lays out 70 lots that are approximately 0.15 acres each with 35 attached houses, which totals 70 residential units.

An attached house, according to Victorâs code, is a building type that accommodates two connected residential units. It is different than a duplex because the units are located on two separate lots and share a common wall along the lot line.
City awaits legal resolution for remaining Rocking H tenantsÂ
During its May 20 meeting, the City of Victor Planning and Zoning Commission tabled Teton Valley Resortâs application for an annexation of land to expand and improve the RV park. TVR acquired the land in September 2019 and controversially served 90 day eviction notices to tenants of the former Rocking H Mobile Home Park still living on the property.
The resort is owned by Randy Larsen, and managed by Keith Larsen. TVR has been working towards expansion for years, citing increases in demand for RV accommodations during the summer months. TVR is one of five privately owned campgrounds across Teton Valley. The annexation is for land that TVR wants to use in its third phase of development, but the second phase of development remains unfinished. Rocking H is on the land that TVR intends to use for its second phase.
The manager of Teton Valley Resort on Highway 31 has applied to the City of Victor for an annexation of the resort-owned 12 acres west of the existing operation, and for a conditional use permit in order to operate a restaurant in the TVR clubhouse.
Resort manager Keith Larsen wrote in the annexation application that TVR is in the process of constructing its second phase on the five-acre lot south of the existing resort, formerly the site of the Rocking H Mobile Home Park, and the expansion is scheduled to be completed by the end of 2021; the western parcel would constitute the third phase, with additional RV bays, access roads, a park area and pond, trails, and landscaping.
