Noting that there are 10 crore labourers in the organised sector and 40 crore in the unorganised sector, Gangwar said the government is making efforts and running programmes to shift the workforce employed in the unorganised sector to organised sector. Employment generation coupled with improving employability is the priority of the government, he said in a written reply to a starred question.
The government has taken various steps for generating employment in the country, the minister said.
The measures include encouraging various projects involving substantial investment and increasing public expenditure on schemes like Prime Minister s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pt Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) and Pradhan Mantri Mudra Yojana (PMMY).

Micro, small and medium enterprises (MSME) sector has hailed the Budget 2021 proposals as steps in the right direction to boost the growth and address the needs of the unorganized labour force. MSME s Association of Industries president Pramod Dafaria said that the proposal to launch a portal to collect relevant information on gig workers, building/construction workers, among others is an important step as it will help formulate health, housing, skill, insurance credit and food schemes for migrant workers. We are hopeful that the provision of Rs 15,700 crore in the budget will majorly benefit the small-scale industries, Pramod said.

The last year had been a rude shock to everyone in the country, particularly for those who run small businesses and startups or work in the unorganised sector. As part of the Union Budget for 2021-22, Finance Minister Nirmala Sitharaman announced several measures to improve the business and operating environment for small companies and startups.
Sitharaman also announced that the government would bring gig economy workers under the proposed labour code. “For first time globally, social security benefits will be extended to gig and platform workers. Minimum wages will apply to categories of workers. And they will all be covered by state insurance corporations,” she said
