Flagler County Sheriff’s Office deputies de-escalated two potentially dangerous incidents within 48 hours on April 15 and April 17.
“Unfortunately, law enforcement has become the default mental health agency due to the lack of funding and resources available,” Sheriff Rick Staly said. “In these dangerous instances, our deputies did a great job using their training to safely de-escalate these incidents and resolve them without anyone being injured. I’m very proud of our team and thank them for successfully resolving back-to-back dangerous encounters.”
Reis was behind the wheel of a blue BMW that was driving recklessly through Ralph Carter Park during the brawl on April 7 involving 20 to 30 people. Reis was accused of running over a 17-year-old boy, the release said.
“Video evidence suggests that the driver of the vehicle purposefully attempted to run over the victim,” the release said.
Deputies had already arrested 17-year-old Mar Figueroa Rohena, who was accused of using a Taser to shock a 17-year-old boy for nearly four minutes straight during the brawl, the release said.
Rohena was charged with aggravated battery with a deadly weapon and using a weapon while committing a second-degree felony. She was turned over to the custody of the Department of Juvenile Justice. The News-Journal does not always publish the names of accused juveniles, but is doing so in this case due to the severity of the charges.

Three teens were arrested on March 4 following an investigation into the robbery and battery of a special needs woman. Another teen has now been arrested for harassing the victim and pressuring her not to cooperate with the State Attorney s Office.
The victim had been riding in the car with the three teens under the guise of friendship when they began threatening her with a knife and a stun gun before physically attacking her and preventing her from calling law enforcement. The teens were aware that the victim had been diagnosed with autism, and one of the teens called the victim names.
