Tale of 2 quarantine sites
WDK/WJF: NOAH S LAND. Three hectares of land at South Road Properties where Noha, one of Cebu City s quarantine center, has been located, are still owned by the City Government.
The lot was leased by Bigfoot Global Solutions, owner of Bigfoot Studios, in 2007 for 25 years, meaning the lease wouldn t expire until 2032. It was not disclosed how much rent Bigfoot has been paying; only the fact that it was expected to pay in advance P25 million in rent.
Whatever the exact rent, it must have been not stiff since Bigfoot promised huge development in the area that would ve boosted the SRP value, increased city tax incomes and created thousands of jobs. SunStar File May 14, 2021 THE New Normal Oasis for Adaptation and a Home (Noah) Complex will close its doors on May 30, 2021, about a year after starting operations as an isolation center for asymptomatic and mild coronavirus disease 2019 (Covid-19) patients.
The complex, located in the South Road Properties (SRP), has stopped accepting Covid-19 patients since May 5.
Work is ongoing on an extension facility behind the Bigfoot Studio building, where the Noah personnel may move their operations. It is expected to accommodate more than 1,000 beds.
Cebu City Mayor Edgardo Labella, in a press conference on Friday, May 14, said its closure will not affect the City’s Covid-19 response as cases are already declining.

AT A GLANCE. [1] The Sanggunian, in a special session Monday, May 3, voted to request the mayor, through Cebu City Administrator Floro Casas Jr., and City Attorney Rey Gealon to submit to the City Council their position on the letter of Gov. Gwen Garcia asking for the return of the title to province-owned lots covered by the 2018 land swap forged by the former governor and former city mayor.
[2] A number of councilors wanted the execution of the contract as, they alleged, it was already perfected, “a done deal,” the issue has dragged on for more than two decades, and if any LGU should go to court, it must be the province, not the city.

+ May 02, 2021 THE Cebu City Government has reduced the number of operational barangay isolation centers (BICs) due to the low number of coronavirus disease 2019 (Covid-19) cases.
At the New Normal Oasis for Adaptation and a Home (Noah) Complex, only two blocks are being used since only a few Covid patients are confined there.
City Councilor Joel Garganera, Emergency Operations Center (EOC) deputy chief implementer, said only three BICs, which have a 380-bed capacity, are in use, but it did not name which ones.
The EOC data shows that as of Saturday, May 1, 2021, only 183 beds were occupied.

+ April 30, 2021 THE 98 job order employees assigned at the Cebu City Quarantine Center (CCQC) and the Cebu City Medical Center (CCMC) who have not been paid for four months will receive their salaries next week.
City Administrator Floro Casas Jr. said the documents for the payment of nurses and medical technologists who have job order employment status reached his table on Thursday, April 29, 2021.
The total budget for the salaries of the job order employees reached P4.3 million.
Starting on May 3, Casas said, salaries for the medical workers will be released.
Casas said there was a delay in the releasing of the salaries since the budget for the salaries was not included in the annual budget for 2021.
