Deputy charged with criminal trespass in Steuben County, Sheriff Allard says full-investigation underway
Steuben County Sheriff Jim Allard says a deputy was arrested after an investigation by New York State Police and the Steuben County District Attorney’s Office.
He says a complaint of inappropriate conduct was filed against an off-duty deputy, identified in a press release as Joseph Winters.
Following an investigation, Winters was charged with criminal trespass, as a Class A misdemeanor.
Sheriff Allard says his department cooperated with state police and the DA’s office fully.
Now an administrative investigation will begin. “With the criminal investigation now complete, the Steuben County Sheriff’s Office will conduct an administrative investigation into the allegations concerning Deputy Winters’ conduct,” Allard said in a press release.

A Steuben County Sheriff’s Deputy was arrested Thursday after a person contacted Bath State Police in mid-February to report alleged inappropriate behavior while the deputy was off-duty.
Deputy Joseph J. Winters, 28, of Painted Post, was charged with second-degree criminal trespass, a misdemeanor, regarding an incident that occurred Feb. 3 in the Village of Savona, according to Bath-based New York State Police.
Steuben County Sheriff Jim Allard said with the criminal investigation completed, the Steuben County Sheriff’s Office will conduct an administrative investigation into the allegations concerning the deputy’s conduct.
“The investigation began over a week ago,” Allard said. “The arrest was for entering or remaining unlawfully at a premise. Bath State Police investigated the complaint and issued an appearance ticket Thursday.”
