Florida’s Commission on Ethics dismissed the complaint last Friday as legally insufficient to proceed. A complainant, the state said, must show the accused public official attempted to use their position to benefit themselves or others.
The state’s response to the complaint said even if the allegations are true, they only present a detriment to Thomas and other staff members not a misuse of a public position to benefit herself.
In the complaint, Thomas described numerous meetings or phone calls throughout the year alleging McNealy intervened in his day-to-day operations and demanded he make changes to his department an overstep of the district’s organizational structure, he said.
