Hopkinsville City Council to consider residential trash collection rate increase

Hopkinsville, KY, USA / WHOP 1230 AM | News Radio Jul 22, 2021 | 8:42 PM Residential Herby Curby trash collection service in Hopkinsville could be going up by $3.41 each month soon as the Hopkinsville City Council Committee of the Whole forwarded on an ordinance to that effect during its regular July meeting Thursday night. The residential rate hasn’t increased since 2006 and Hopkinsville Solid Waste General Manager Tony Sicari says costs have and continue to increase. He says he’s hopeful this increase will be the last they ask for over the next five to seven years. The Committee forwarded on the rate increase ordinance to city council on a unanimous vote.

In new business, the Lot Next Door Program was unanimously approved by an 8-0 vote with council members Patricia Bell, Tom Johnson, Terry Parker, and Alethea West absent from the meeting. The municipal order authorizes Mayor Wendell Lynch, Chief Administrative Officer Troy Body, and City Attorney Doug Willen to initiate legal action and release liens as necessary to facilitate the program. The Lot Next Door Program allows residents who live next door to a dilapidated property to pay a nominal fee and take ownership if it is maintained for 12-months and no violations have occurred.

COTW forwards budgets to city council

Hopkinsville, KY, USA / WHOP 1230 AM | News Radio May 13, 2021 | 9:01 PM The Hopkinsville City Council Committee of the Whole forwarded on Mayor Wendell Lynch’s $40.5 million budget for the next fiscal year with only one small amendment Thursday night. The amendment, which like the budget was approved unanimously, gives Community Development Services another $31,000 that was requested. Chief Financial Officer Robert Martin says there’s no projected property tax increase and while he believes payroll tax revenues will meet or exceed pre-pandemic numbers, he was still conservative in his estimates. Each department head talked about their requests and Police Chief Clayton Sumner says while he thinks his department will be ok on fuel even if prices do rise more because he is understaffed and has fewer vehicles on the street, he may need additional funds for gasoline if the cost goes up significantly.

Mayor Lynch proposes $40 5 million budget for upcoming fiscal year

City employees in general would receive a 2 percent cost of living adjustment. The city is projecting an 8.8 percent increase in payroll tax revenue with continued recovery from the pandemic and while property tax revenue is expected to grow with increased assessment, Mayor Lynch says he will not propose any increase to the tax rate. Mayor Lynch also highlighted some major projects, including a new cell at the landfill to help extend the facility’s lifetime and will allow for vertical expansion in the future. The mayor’s IGNITE comprehensive economic development plan includes $125,000 in initial funding for The Lot Next Door program to transition vacant or unmaintained lots to new ownership.
