nOn a recent, blindingly sunny day, a well-dressed woman got out of a car with Maryland tags and walked toward the Milford rest stop on northbound I-95. Unlike everyone else coming in and going out, she was not wearing a mask.
That was understandable. A few days earlier, her governor, Larry Hogan, relaxed Maryland’s pandemic-induced mask mandates as well as crowd capacity restrictions. At a news conference announcing the change, he’d called it a “day so many of us have been waiting for and working toward.”
