THE CONSTITUTION OF THE STARK STATE COLLEGE AMERICAN SIGN LANGUAGE CLUB.

PREAMBLE.
The club recognizes the authority of Stark State College, which is the authority of the state of Ohio, delegated by law to the Board of Trustees of the College, and through them to the president and administrative officers and faculty, and realizes it is from these sources that all powers delegated by this Constitution are derived..
ARTICLE I: NAME AND PURPOSE.
Section 1.

The name of this organization shall be the Stark State College American Sign Language Club and shall hereafter be referred to as the ASL Club in this constitution..

Section 2..
The Purpose.
a.
This Club will strive to provide services to the Deaf community through fundraising, works and by raising awareness of ASL whenever possible..
b.
This Club will provide opportunities to students in the ASL program to interact and use the language.
.
c.
This Club will create fundraising opportunities for which the monies will be used to benefit the Deaf community and not the students of Stark State or the ASL Club unless otherwise declared..

ARTICLE II: MEMBERSHIP.
Section 1..
Membership will be extended to anyone who has a desire and interest in becoming involved in the club..
Section 2..
An Active Member shall be defined as anyone who has fulfilled the requirements of attending four fundraising/service events and two social events within the past 12 months..

Section 3.
.
Membership can be revoked from anyone who does not follow the Code of Conduct included in this constitution or by a simple majority vote from the Executive Committee..

ARTICLE III: EXECUTIVE COMMITTEE.
Section 1..
There shall exist an elected Executive Committee of active members made up of:.
a. Two (2) Co-Presidents.

b. Secretary.
.
c. Treasurer.
.
d. Fundraising Head.
.
e. One person from the Stark State College staff, faculty, or administration..
Section 2.
.
The Executive Committee shall stay in office for a period of one year and shall then be subject to replacement or re-election as the membership may decide..
Section 3.
.
Only active members may be nominated for executive offices..
a. An active member will be considered as one who has attended at least four fundraising events or service and two social events in the previous year with the club..
ARTICLE IV: DUTIES AND RESPONSIBILITES .
Section 1..
The Co-Presidents.
a. At least one of the Co-Presidents must preside over all meetings..
.
b. The Co-Presidents must work with each other in all good faith for the betterment of the Club at all times..
.
c. The Co-Presidents shall fulfill the duties of his or her office as the elected representatives of the membership..
.
.
d. The Co-Presidents shall have one combined mutual vote on any motion in case of a tie vote..
.
Section 2..
The Secretary.
a. The Secretary shall take accurate notes and prepare minutes of each meeting of the Club and of the Executive Committee..
.
b. The Secretary shall be responsible for keeping the minutes in a permanent location and in satisfactory format..
.
c. The Secretary shall be charged with the responsibility of maintaining all social media and making certain that the Co-Presidents also have administrative access as well..
.
d. The Secretary shall prepare and maintain a roll of all active members and call it when necessary..
.
e. The Secretary shall carry out any required paperwork in the name of the Club..
Section 3..
The Treasurer.
a. The Treasurer shall be the financial custodian of the Club.
.
.
b. The Treasurer shall be required to render a quarterly financial report to the Club and with one week’s notice to report on the Club’s finances as required by the Co-Presidents or any other active member..
.
c. The Treasurer shall prepare, keep and make available all financial documents so that the auditors may carry out their duties..
.
d. The Treasurer must present and get approval from the members before any fundraising monies are to be distributed..
Section 4..
Fundraising Head .
a. The Fundraising Head will be responsible for conceiving and planning all fundraising events.

b. The Fundraising Head will get approval from the Co-Presidents for any fundraising event..
.
c. The Fundraising Head make the Secretary aware of any events and give ample time for each event to be publicized..
.
d. The Fundraising Head will make certain all proceeds from each event are presented to the Treasurer within 72 hours of the completion of the event..

Section 5..
The Stark State College of Technology Staff, Faculty or Administrative Member.
a. The other member of the Executive Committee shall reflect and report on the views, requests and requirements of the authorities named in the preamble of this constitution..
ARTICLE V: ELECTION OF OFFICERS.
Section 1.

Election of officers of the Executive Committee shall be held within the first three weeks of the Fall Semester..
.
Section 2..
An emergency election shall be called if any one position of the Executive Committee becomes vacant for any reason within three weeks of the vacancy..
.
ARTICLE VI: REMOVAL AND REPLACEMENT OF OFFICERS.
Section 1..
Any member of the Executive Committee or the entire Executive Committee can be impeached by a two-thirds vote of the active members..

ARTICLE VII: REVISION OF CONSTITUTION.
Section 1..
Every Fall semester election meeting a complete revision of the constitution must be completed and any changes made with a two-thirds vote.
This will be completed after the election has taken place..

ARTICLE VIII: QUORUM.
Section 1..
Ten active members of the Club shall constitute a quorum..
Section 2.
.
Three members of the Executive Committee including staff, faculty or administrative member, shall constitute a quorum for an Executive Committee meeting..
.
ARTICLE IX: AMENDMENTS.
Section 1..
Any amendment to this Constitution shall be sent to the Executive Committee in writing.
The Executive Committee shall forward the amendment to the membership no later than the second meeting following receipt of the amendment by the Committee..

Section 2..
This Constitution shall be amended by a two-thirds vote..

ARTICLE X: CODE OF CONDUCT.
Section 1..
Members of the Club shall at all times be respectful to each other and others..
Section 2.
.
Members of the Club must in good faith attempt to use ASL when communicating with other ASL Club members as well as with members of the Deaf community when at Club functions..
Section 3.
.
Members of the Club must abide by all rules and guidelines set forth for specific events..
Section 4.
.
Failure to follow any Rules in the Code of Conduct is grounds for immediate dismissal from the Club and all its events as voted on by a simple majority of the Executive Committee.

a. In order to be considered for reinstating to the ASL Club the offender must write a letter of apology to the ASL Club and any member/organization within the Deaf community they have offended.
The Executive Committee will vote to reinstate the individual with a two thirds vote..
