Formerly known as the Fraternity’s Inspector General the position was renamed to more appropriately reflect the non-profit status of the entity (fraternal) the IG position was renamed the Corporate Compliance Officer by the Grand Basileus on the advice of the Grand Counselor and approval of the Supreme Council in 2014 in Washington, D.C.
The position had not previously been a paid position.
As such the position had limited authority and responsibilities.
The Fraternity recognized that it had sustained significant expense in the outsourcing of preliminary investigations that yielded little tangible results and actionable evidence.
In 2015 the Supreme Council again concluded that our resources would be better served by contracting a member of the Fraternity, including office space, to conduct preliminary investigations and to obtain information previously withheld from non-members.
The Corporate Compliance Officer’s contract funds a team of selected members with law enforcement and investigative skills internationally.
These members have documented knowledge, skills and abilities valuable in the execution of the CCO’s mission.
This team functions as a cohesive unit addressing issues wherever they may occur throughout Omega.

Executive Summary.

The Fraternity recognizing the need for the services of an independent contractor to assist the Fraternity and its affiliates with providing corporate compliance and vendor enforcement services and security consulting in connection with the official duties of the Grand Counselor in managing the legal affairs of the Fraternity and overseeing the risk management operations entered into agreement with Palmetto Security Services effective November 1, 2015..
The Fraternity first explored having the position of Corporate Compliance Officer be done as a volunteer and found that it is difficult to manage expenses related thereto and to have the broad support of the Corporate Compliance Officer on an international level at a moment’s notice.
Additionally, having the need to develop a security protocol for events of the Fraternity and monitor vendors motivated the Fraternity to move forward with the retention of the above stated independent contractor..
As a contracted services provider Palmetto Security Services has undertaken the following compliance and consulting associated technical and professional obligations:.
a. Develop a written security plan at least 90 days prior to any and all International Events..

b. Implement and Manage Security in accordance with the plan in cooperation with the Grand Basileus, Grand Counselor, Executive Director and IHQ staff.

c. Perform all duties as outlined by the approved regulations relating to the office of International Corporate Compliance Officer, under the oversight of the Grand Basileus and the direct supervision of the Grand Counselor.

d. Establish an Intellectual Property Monitoring Process and Vendor Licensee Enforcement regime for the timely and effective control of licensed vendors and enforcement actions against non-licensed vendors or users of Fraternity Intellectual property.

e. Work with the Grand Counselor and other Grand Officer of the Supreme Council as necessary to effectuate the enforcement regime.

f. Produce a Quarterly report to be submitted to the Grand Counselor.

g. Provide written reports of activities to the Grand Basileus and Grand Counselor as may be required from time to time regarding the status of investigations, and or enforcement actions.

h. Attend those International meetings and retreats as necessary upon request by the Grand Basileus or the Grand Counselor in order to provide training, or reports of activities to attendees.

i. Make himself available to testify as necessary at any trial or adjudication of any matter involving his investigation and the Fraternity..
In keeping with its contractual mandates, the Contractor may, at the direction of the Grand Basileus or/and the Grand Counselor under the directive of the Supreme Council, investigate allegations of fraud, waste and abuse at all levels of the Fraternity; review programs and practices at the international level, in districts and in chapters to identify systemic vulnerabilities and opportunities for improvement..
Through the first six months of the contract Palmetto Security Services has provided the following services:.
• Completed and submitted a written security action plan for all international meetings;.

• Provided security services for the 2016 International Undergraduate Summit held in Atlanta, GA..

• Initiated a review of the Fraternity’s vendor licensing program;.

• Met with International Headquarters management and staff to better understand the operational culture and practices;.

• Commissioned, with the approval of the Grand Counselor, an audit of the Fraternity’s financial practices relative to the adherence to Generally Accepted Accounting Principles (GAAP) and the International Headquarters’ financial procedures guidelines;.

• Conducted and managed investigations of allegations of violations of the Fraternity’s Membership Selection Process guidelines and that are in violation of civil laws regarding hazing..
