Spencer Officials Looking at Ways to Do Away with Inappropriate Behavior at City Parks By charguth April 12, 2021 11:00 am Saga Communications Spencer, IA (KICD)– Spencer officials are working on plan to combat some inappropriate behavior at some of the city parks after Councilman Tom Nelson brought a complaint forward last week specifically addressing some problems with swearing at the East Leach Park playground. Police Chief Mark Warburton was on hand to explain some of the rules saying some changes may have to be made. Chief Warburton says parental supervision is the best remedy for this problem, but it appears there will be some further discussion on the topic at Tuesday’s Park Board meeting.
