HElping Animals Rescue Team (Heart) UNFORTUNATELY, in many areas in Sabah, keeping a dog chained or in a pen 24/7 is quite prevalent and common. It’s becoming so common that the people just accept it and they say we’ll do something about it. Well who is that person that’s going to do something about it. Sadly all too often we are called to attend tethered dogs that are suffering or have died from heat stress because they couldn’t reach water or shade. These cases send a clear message that it is not acceptable to keep dogs on a tether as a way of life, and it is never acceptable to keep them tethered or confined without adequate water, shelter and shade
