First, that it was spending money in the right place: capital expenditure, which would create value over the long term. And second, that it was transparent. The deficit is three times what it should be, but at least the government has accepted it. Perhaps these two things are enough to make it a good Budget, though one doesn’t know. There has not really been any Budget I can remember that made any difference to most people’s lives, except perhaps one, and that was in 1991.
