Lou Leon Guerrero's office stated. “As I stated in my first year in office, our island was in a period of transition. Whatever conditions our administration inherited, we promised to move forward," the governor said. "To almost completely eliminate the deficit of over $83 million is a direct result of our commitment to fiscal discipline." Financial statements ending Sept. 30, 2020, show GovGuam reported a surplus of $46,287,261 in the General Fund, reducing the accumulated deficit to $1,573,682, or 0.2% of reported revenues, the release stated.
