Thats right adrian we are at a polling station right in the heart of kabul there have been no attacks here but we know that there have been one or 2 attacks on the outskirts of the city this city is pretty much locked down there are check checkpoints roadblocks all around the city and then on the outer extends out of verges of the city itself all met meant to ensure that this election goes smoothly go safely but it has to be said that theres been a pretty lackluster performance at this polling station at least theres no only ever been throughout the day with 1st light when this polling station opened only ever a trickle of people coming to vote and that seems pretty much with a half an hour to go before closing to have dried up completely i think around the. Its a fairly mixed picture the independent commission for the elections has said that there thousands of polling stations opened at 1st light and that people were waiting lining up to cast their vote. There was a lot of enthusiasm for this ballot that may well have been the case in some parts of afghanistan but reports from other parts of afghanistan especially and those areas particularly under taliban control say that there has been a very low turnout of course the fear of the taliban and the attacks have made the situation worse there was the attack in kandahar there have been several other tax through the country and we are hearing about for example a mortar attack where which landed close to a polling d station injuring people up in northern Kunduz Province so the fear of the taliban i think has kept a number of people away it has to be said from the governments point of view there have been relatively few attacks there people were predicting possibly more attacks on this very important day given that there are some 5000 polling stations around the country that have been open and operating that was the number at the start of the day having said that at the last election 5 years ago there were 7000 polling stations open and we know from the commission governing this election that around 500. 00 of those 5000. 00 polling stations table to open because of the Security Threat and where the commission is still waiting to hear from several other polling stations so it does tend to be a mixed picture but it does seem to be a fairly low turnout all right many thanks reporting live there from kabul lets bring in serious afghan specialist. Trust or supporters believe in the electoral process also governments are broken promises there was a lot of promise of Economic Prosperity security none of that has eventuated also fraud people that i follow on social media are saying that theyre not going to vote because they believe it does not make a difference so all that has come together together with the talibans threat has resulted in what we see now is a very poor turnout remember that afghanistan is a larger rules Society Country some 70 to 80 percent of afghanistans population continue to live in a rule. Areas and at the moment all the coverage of the global media organizations are. Pinned on major cities especially kabul and so therefore we dont know whats going on in rural areas i have seen some facebook and tweets where people are saying that in the northern parts of afghanistan in some villages the name of the candidates are not on the ballot papers some of the stations are poorly manned and so therefore people cannot vote for the people they want to vote so all these put together has created a voter. Whos likely to win and that given all that youve just said how legitimate will that victory be well i dont think were going to have a clear cut winner in the 1st round at least if everything goes smoothly for whatever we have in front of us and theres no fraud. Its possible that i could be leading because that is based on the support that people showed to him when he went to herat city when he went to other areas where he campaigned but not to forget that ashraf ghani also has a very strong. Support base in afghanistan part of going to support base is those people who are upset. Because last time i won the election at least from his perspective and many other observers but due to. Political. Situation and fraud it was accepted that ashraf ghani win the election and he would become the executive chief executive of the government which was not in the constitution it became just a political agreement which later on did not work with the 2 candidates. Last throughout the last 4 years though they worked supposed to work in the government of National Unity have constantly been undermining one another as we said a few a few minutes ago the taliban refused point blank to enter into any talks with the Previous Administration this election changed do you think will it make any difference i think the issue of war and peace in afghanistan is now are they we can see this all depended on a tweet from donald trump if it would say hes going to negotiate with the taliban then everything will be back on the table and the people whoever is in kabul in the president ial palace has no choice but to accept whatever washington decides on that front but the taliban yes they have said they will not negotiate with ashraf ghani but we know that there were some secret communications between ashraf ghani and the taliban they were going to meet income david so its not.
