Hatians prepare to vote in longdelayed elections. Live to portauprince plus. Im Florence Louie in myanmar. People in a floodravaged country are not sure what will happen to them when aid runs out. Now, its been a year since the u. S. Led coalition began air strikes against i. S. I. L. In iraq. The campaign was expanded to syria a month later. Critics are saying its not enough to stop the armed group. The rapid advance of i. S. I. L. Across iran and syria promised u. S. Led air strikes. The coalition include bahrain, jordan, qatar, u. A. E. And saudi arabia. It carried out 6,000 strikes since the campaign began, at a cost of 3. 2 billion. The focus. Mission is i. S. I. L. Held cities of mosul and fallujah. 1400 attacks have been carried out in syria, focussing on raqqa, kobane near the Turkish Border and other places. Our correspondent is in the iraqi capital baghdad. Remember a year ago there was none of the equivocation, was there, with the coalition, when it came to bombing i. S. I. L. Territory in iraq, that they expressed when it came to syria . How is the iraqi situation now . Its a good question. This is a country that is yet again faced with another crisis. You have a situation here wherein most of the folks we come across feel they are in no better or more secure position now than they were a year ago, despite repeated promises by the Iraqi Government that i. S. I. L. Will be vanquished here. That territories overtaken by i. S. I. L. , especially in Anbar Province will be reclaimed by the Iraqi Government. In the last few weeks, you have the anbar offensive, and the territory overtaken. It has not happened. Its a tough fight. All underscoring how difficult a going this has been not just for the Iraqi Security forces that many feel are under prepared, and the coalition that is supporting the Iraqi Security forces. We went to an historic and vibrant neighbourhood to get a mood of the people on the street, how they feel a year on since the air strikes against i. S. I. L. Began. Here is our report. With hopes as faded as the pictures that surround them, its a mournful atmosphere for the patrons of baghdads historic cafe. Here they sip and smoke what small comforts are provided. Not even these decaying mementos of iraqs past are enough to counter all the reminders of its dangerous present. The majority didnt think that america that it affects on the ground. Nothing on the ground. Political analyst tells me that in the years since the u. S. Led coalition began air strikes against the Islamic State of iraq and levant, many iraqis have grown more distrustful than ever of their Government Alliance with the united states. They think they have a proven policy, and they will not use the war for global policy. Reporter a short walk away, down baghdads bustling streets, the mood is livelier, but not happier. During a heatwave, anger and anxiety seemed to rise faster than the temperature. Here in baghdad theres a concern about the effectiveness of the air strikes against i. S. I. L. , especially at a time when the group has a stronghold 90km from the capital. Rich with history, this is where the elite came to buy books, discuss issues and debate ideas. On this day many express their concerns over the Coalition Strategy to defeat i. S. I. L. Throughout the year we have not seen tangible results, and it leaves us with a big question mark about whether the coalition is serious about fighting i. S. I. L. On the ground or not. We asked them to review their strategy and deal seriously with iraqi forces, to help them fight i. S. I. L. Others, though, put the blame on sectarian politics, playing out in the ranks to the iraq government. I think the problem is mutual trust. Theres lack of mutual trust. With so much at stake, they have this warning. If this is not resolved. I. S. I. L. Will be Walking Around baghdad in no time. Reporter in a city where writers reigned and poets ruled artistry no longer alleviates dread. Amid the volumes of viction and nonfiction, its fear that is expressed vividly now palestinians in the occupied west bank buried a man who died from burns in his home. This comes after the capital kabul suffered its worst day of violence. Three explosions went off within 24 hours, killing 52 people, injuring hundreds more. The Afghan Taliban claimed responsibility for one of those attacks. Meanwhile dozens of afghans donated blood under tight security for people injured in the attacks. A Government Official said they were the biggest of their kind in recent years. Residents said they dont feel safe in kabul. Translation i feel danger now. When i feel a crowd, i feel a suicide attack, a car bomb may happen. Anything is possible. Hatians start to vote on sunday in the first of a series of elections. Haiti operated without a Parliament Since january when the terms expired, so on sunday every seat in the legislature would be up for grabs. 1800 candidates said theyd run, but the candidates have done little campaigning. People will vote for a new president in october. The constitution bars the incumbent from running for another term. Voters are disillusioned with their leaders. 15 of the public is expected to cast their ballot on sunday. Rob reynolds has more from portero prince. Reporter political campaigning haitian style, where a political rally is a good excuse to break out the drums and have a party. Citizens of this nation will vote on sunday for members of parliament and local officials. And not all potential voters are quite as enthusiastic as these ones. Each morning they set up pots and pans beside a busy street offering plates of rice topped with vegetable sauce for sale. Elections are low on her list of priorities. Translation i voted in the last election. All that happened was the price of rice went up. And beans were more expensive. I dont really see how elections can change anything. Her views are typical of many in the country where unemployment is at 40 , and the average income is 840 per year, and most people live in severe poverty. Im doing everything to leave the country, i cant stand to elections were supposed to happen four years ago. Political wrangling led to repeated cancellations. These modest buildings are the temporary home of haitis parliament. The original was destroyed in the devastating earthquake of january 2010. This is the chamber of deputies, as you can see its hardly a buzzing hive of political activity. The elections have been delayed so often and for so long that none of the lawmakers who sit here are still in office. So there hasnt been a single legislative session since january. Since then, the president has been ruling by decree. Much to the outrage of his political opponents. At the Electoral Council officers this executive director showed us a map of voting stations spread out across the country. Security at the polls is a major concern in several regions. Historically all the places have a higher risk of election day violence, thats why they are marked in red. Back on the street, theres a customer at last. Translation if the election happens, it happens. If not. It doesnt concern me very much, to be honest. For many hatians, a plate of rice means a lot more than a slate of politicians. Lets go live to rob in porto prince. Tell us where you are, and what you can see. Right now im in a neighbourhood called delmar, its crowded, and this is one of the reminding shanty towns, if you will. Temporary cities set up in the aftermath of the earthquake. The earthquake was 5. 5 years ago and you can see the tents still here. You see gift of the american people. A lot of money spent, a ledge of about 10 billion was spent, and perhaps half of that has already been spent. But you still see here, and well arriving our cameraman to pan around so you can get an idea of the extent. You can see everywhere these shanties covered with sheet metal or improvised sheeting and so forth. So a lot of that money clearly has not filtered its way down to the people. Theres a conservative estimate, about 60,000 people remaining in the camps. Now, whether this election will make much of a difference for those people remains to be seen. But the people we spoke to here and elsewhere in portauprince do not seem especially excited about the election. They have a lot going on in their every day lives, and, frankly, pretty good reasons to be suspicious and disillusioned by the political class. That explains the low predicted turn out of 15 , only 15 are expected to turn out and take part in this muchdelayed electoral process. Well, thats going to be a problem. We spoke to the prime minister, evans paul, two days ago, and he told us that a large turn out would render some arab legitimacy for the elections, and show that the government was up and functioning, a vote of confidence from the people. The last time elections were held, more than four years ago, there was turn out estimated at less than 30 . If the estimates you cited are correct, 15 , half of what came out last time, that is going to be seen, i think, as lacking a certain amount of legitimacy for whichever politicians are elected. And as you pointed out, theres hundreds, thousands running for office at the chamber of executives in the senate, and the process itself will take several months, starting tomorrow, 9th of august, and will continue in run off in october, a president ial election, and a final run off in september. The political process has a long way to go for now, thank you, rob reynolds live in portauprince lets return to the main story, and that is its a year since the start of u. S. Led Coalition Air strikes against i. S. I. L. In iraq and a little later in syria. Well deal specifically with the campaign against i. S. I. L. In iraq, and talk to a member of the Iraqi Parliament, and he is in the Iraqi Government of baghdad. What is your assessment then, one year on, of the effectiveness of the air campaign, primarily the air Campaign Launched against i. S. I. L. A year ago . Thank you very much for having me on this show. And about the campaign, the air campaign, fighting i. S. I. L. , from the beginning we see the air campaign is not enough to fight i. S. I. L. After a year, i. S. I. L. Have more ground, power and have more cities in iraq. And we are facing very organised criminal organization. Unfortunately, there is no serious action from the Central Government or from others to help the local people, the tribal people who are fighting i. S. I. L. On the ground. We find more disciplined people, more refugees, iraqi refugees inside the country, and no one help them. We are facing a humanitarian crisis, and are very bad situation for children. No education, no future for them. So i think the air campaign alone is not enough, and is useless. I think you were referring specifically to the situation in the west of the country, in Anbar Province, is that what you were referring to when you said you didnt thing the government had the right strategy. Yes, exactly. What should the government do in order to retake the major cities in Anbar Province . I think the most important thing they have to deal with the local people. They have to trust the local people. Do they have to arm the local people . Is that what you are suggesting . Exactly. Exactly. They have to arm the local people. They have to give them logistic support. I give you an example. To the west of iraq and baghdadi, the annual air base. We have people, fighters, they are fighting since more than one year, one year and a half. They are fighting i. S. I. L. , they are isolating begging for water. Only water, not weapons, and they depend on themselves, private resources to five. The area between fallujah and ramadi also, they are resisting more than one year, and the help of the Iraqi Government and the International Coalition is shamed and poor. Though need water, they need food and no one help them. No one give them support. We have to leave it there. And medicine, and all of that. Sorry, theres a delay on the line. Thank you for coming on to al jazeera to talk to us on the anniversary of the start of the air campaign against i. S. I. L. In your country. Thank you a lot more to come on the al jazeera newshour, including his death at the hands of White Police Officers sparked weeks of protest and debate. Now a year on, the u. S. Young people in ferguson came out to mark the anniversary of Michael Browns death. This was organised by his father, Michael Brown senior. Back stage, theres time to reflect on the incident that ended this 18yearolds life and changed their life and changed the community. I believe ferguson sparked a fire burning throughout the country. Every city when a cop kills a black person unjustly, people come out and respond. Around ferguson, reminders are everywhere, it was here that Michael Brown was shot after being confronted by the police. For shoplifting. His body lay in the street for hours. Now its a makeshift memorial. A federal investigation helped clear the officer of any criminal wrongdoing, and found a disturbing pattern of police, in ferguson, where minorities were targeted unfairly for minor violations to raise revenue for the city through fines. That mistreatment fumed the fuelled the sometimes violent response to browns death. Protesters scared off against police, criticized for their heavyhanded response. Sympathy spread around the country, as did stories of unarmed black men killed by the police. The slogan black lives mattered was born. Browns matter was a spokesperson for a movement. Michaels death has a bigger purpose for it. This has given me a voice for him to let people know that we are dealing with social injustice. Reporter ferguson now has a new police chief and city manager both black. Theres a new judge too and a law that limits how much can be collected from fines and tickets. The mayor remains in office, despite attempts to remove him. I hope people realise that the city of ferguson from day one has tried to engage, has tried to listen.
