Arrests of mother, stepfather for murder of 6-year-old took

More than four years after six-year-old Dontay Lucas was killed, police have confirmed the two people arrested and charged on Saturday with his murder are the boy's mother, Rykel Frank, and her partner, Mitchell Frank.
