And the Desert Island and the team are doing so well at the moment that the other teams might as well not show up ireland and their team. Sarah keith lucas has all the weather. Sarah. The strong winds have moved away but we have lots of wintry weather on the cards with snowfall and ice and i will bring you all those details in halfan i will bring you all those details in half an hour. Some day their prince will come but crowds gathering in cardiff for prince harry and his bride to be Meghan Markle will have to wait a bit longer because the royals train is running an hour late. Hello, everyone. This is afternoon live. Im simon mccoy. The french president , Emmanuel Macron, is in the uk for a summit with theresa may and its an important one for both countries. The leaders will be concentrating on what could be a crucial relationship once britain leaves the eu. They already have Strong Security links, underlined today by the first ever meeting of the quint, the heads of all five british and french spy agencies, both domestic and foreign. Its happening at Sandhurst Military Academy and thats quite deliberate, to underline the military strength and ties between britain and france. But a closer bilateral relationship has costs. Our political correspondent, iain watson, reports. This area near calais was, until recently, known as thejungle, a makeshift camp of economic migrants and genuine refugees. It was cleared by the french authorities in 2016 but it is estimated that around 700 migrants are still in the area. Even before the brexit referendum, the British Government paid an extra 20 Million Euros to help with policing costs. Today the Prime Minister will agree to pay even more but some of her mps are wary. Its their problem as much as it is ours and it should not be a situation where we keep funding france every time they demand more cash. This young, modernising european leader signed an agreement in 2003 essentially moving British Border controls onto french soil. Before becoming president , this young, modernising european politician suggested scrapping the agreement if britain were to leave the eu. He has changed his mind but at a price. The British Government will make £a4. 5 million available to strengthen security at the border. There will be more robust fencing, enhanced cctv and infrared Detection Technology at calais and other border points. A former conservative leader says its money well spent. Securing our borders has a huge benefit to us, making sure that security is right and sharing that burdened with france, that is already established principle. This extra 40, im now assured, is absolutely about improving that to a much bigger degree. But some of his colleagues are concerned that the government will also agree to take more migrants as part of the deal to keep border controls in france. The most important thing is that we dont agree to take more migrants from calais because what will happen is that would simply encourage more people to take dangerous journeys across europe, threaten a newjungle, there would be a boon for people traffickers. But the summit is not just about immigration. Theresa may will symbolise her commitment to European Security beyond brexit by agreeing to send troop carrying helicopters to help the french in the fight against islamists in mali. Brexit is not formally on the agenda at this summit but the elephant in the room will be stomping around pretty loudly. With france said to be taking a potentially hard line in the forthcoming trade talks, the personal relationship between the british Prime Minister and the french president could prove vital. Macron has a very close relationship with angela merkel, he does not have that kind of friendship with may but he is happy to deal with her and i can tell you most eu leaders would rather have theresa may than some of the alternatives. Her best card is actually the defence relationship. If she says to him, look, how can you have a really close defence and security relationship if youre screwing us on the future economic relationship . The entente was cordiale when they met in france but there will now need to be a closer relationship as trade talks loom. Iain watson, bbc news. In a moment will take to our Diplomatic Correspondent paul adams first to vicki young who is at sandhurst. This is going to be a crucial relationship in the coming months and years . It is and were hearing a lot about the practicalities of the arrangement about calais which has been going on for some time and that has nothing to do with our membership of the eu but it was interesting that Emmanuel Macron said before he became president that he was willing to rip up that agreement, not what he is saying now but he has clearly got some more cash from the uk. The response of the government here is that this is not just us the government here is that this is notjust us and the over more money to country but is benefiting people here by having a tighter border, and the best way to deal with this, to try to top that passage of illegal migration across the channel. There are practical arrangement that will be talked about including more defence cooperation and helicopters being sent to help the french in mali but it is about more than that and of course although brexit has not been talked about in the run up to this, that is the backdrop, it is about how britain continues it bilateral relationships when it leaves the eu and the one with france is crucial also two big military powers, this huge trade between them, £77 billion a year, all of that means these two countries, which are often described as being in a love hate relationship, they will have to depend on each other. Britain is trying to say that we are leaving the eu, but not leaving europe. Things like security cooperation, the terror attacks that both countries have suffered in the last couple of years, means that that kind of cooperation must and will continue when we have left the eu. No surprise we are here at sandhurst, this military backdrop, and we are expecting the president and we are expecting the president and the Prime Minister to arrive just before 3pm. They will inspect the armed forces and have meetings ata the armed forces and have meetings at a press conference later when we will see exactly what they have been doing and may the outline of what their relationship might be going into the future. Thank you, we will go back to you later but first to paul adams. As far as the french are concerned, they want quite a lot in return for this improving relationship . They do. The situation here in calais remains untenable. It is still a magnet for migrants, not quite in the same numbers as was the case a couple of years ago but we still think it is anything in the region of 700 migrants in this area and they all want to cross the channel. That is why part of calais had been turned into a fortress in the past few years. A lot of that with british money that has put up fences and barbed wire and surveillance cameras and the rest of it to try to secure the routes across. The port here was the first place to be fortified, then the eurotunnel approaches which were very attractive at some point to the migrants but it has all been sealed to the point where it is pretty difficult and extremely dangerous for migrants to attempt that crossing. The french say that it has obviously done at a cost in terms of the additional policing required with hundreds of Police Officers on permanent duty in this area and the simple cost of all the infrastructure that has been required. The people here day that the town has paid an economic price and it was speculative that mr macron would try to solicit british money to try to revitalise the local economy but i think any suggestion that would have been rebuffed by the british. But calais will remain a problem for the foreseeable future and potentially will be one of mr macrons brexit card in the process of the negotiations. Thank you very much, paul. We will return to vicki young a little later as well. We can speak our security correspondent, frank gardner. People may be surprised at how close the security ties are between britain and france. I think the way that people in whitehall and paris are seeing this is that there is brexit on one hand, with all the difficult trade and financial and customs negotiations that are still to come, and then there is security. The people at working level want the security relationship to be effectively ring fenced from all of the disagreements and perhaps unpleasa ntness fenced from all of the disagreements and perhaps unpleasantness over brexit. The reason is that the Terror Threat facing europe, all European Countries, is so big, so ongoing and so dangerous that they cannot afford to take risks, it is not something they can use as a political football. A few hours ago there was the first ever meeting of something called the quint which i had never heard of before, presumably from the latin. The five heads of the intelligence agencies, mi5, mi6 and gchq from the british site and the two french agencies, the equivalence of mi5 and mi6. They all met together in a secure location and shared what they think are the main concerns. A lot of it is about isis and the ongoing propaganda, the flow of insightful material on the internet, some about returning jihadists, what to do with people who come out of raqqa. It is not the main framework for sharing intelligence, that remains something called ctg, the counterterrorist group, but this is the first time in britain and france have got together in the same room, these chiefs. You can see what is in it for france because gchq and other organisations here are very useful internationally, but if the british have a Good Relationship with france it gives them and in to europe which is presumably something that is under threat of bit with brexit . little but i think people have been alarmist about this. Britain will have to lead europol, for example, the European Police agency, but nobody i have spoken to on either side of the channel thinks we will be denied access to this vital terrorism list. There is something on the schengen Information System which is eight shared list so if a suspected terrorist forces the border between germany and belgium, it gets flagged up and passed to other countries and there is no suggestion britain will be left out of that because it is counter productive and the European Countries know they need the expertise of british agencies. Britain has something called jtac which is thejoint britain has something called jtac which is the joint terrorism analysis centre, a fusion cell with about 100 men and women sitting transporting intelligence, military intercept and everything and they are constantly assess the ongoing threat to british citizens around the world. That is a model that other countries are looking at and thinking they could use it for a double in belgium where they have two different languages, six Different Police forces and it is not always that efficient. Thank you very much. Severe gales have been causing disruption across much of the uk with gusts of around 80 Miles Per Hour. Nearly 60,000 homes have lost power in east anglia and south east england, and there have been reports of fallen trees on or near roads in lincolnshire, norfolk and gloucestershire. Train lines in the east of england have been blocked by fallen trees. Damage to overhead electric wires is causing problems for Train Services in the midlands. Tom burridge reports. Gales overnight, so plenty of clearing up in large parts of the country this morning. Here in surrey, trees halting trains between portsmouth and london. Trains also going nowhere in norwich. It was a familiar problem. And imagine the end section of your roof blown down while you sleep. Thats what happened here in coventry. Not an explosion, just the force of the wind, and family left with the aftermath. It was scary at first, frightening at first, we just wanted to get everybody out of the house. Now we can see the damage and nobody is hurt, it is upsetting it will cost a lot. Scenes like this in london, familiar elsewhere. Winds of more than 70 mph. Luckily no reports so far that anyone was seriously injured but peoples property not so lucky. I heard the window smash, fully thought somebody was trying to break into the house. I walked into the living room and a Christmas Tree had been blown into my window and broke it. Different weather, still making travel difficult in the north of england and scotland. But conditions today, milder and sometimes stunning. 0n the m71; in south lanarkshire, a different story from the chaos earlier in the week. The damage caused by the gales further south is extensive. A wolf like this escaped after offence was blown down at a sanctuary in berkshire. And this gives you the idea of the power of the wind last night in suffolk. A play centre now without much of its roof. Ican drink i can drink you the latest news on the wolf which has been recaptured. The escape this morning and there is a picture of him having been reca ptu red a picture of him having been recaptured and back on a leash. He a p pa re ntly recaptured and back on a leash. He apparently travelled about eight miles after escaping. And there is a tweet from Thames Valley police who have thanked everybody in the community for their patience and understanding. That concern in berkshire on the escaped wolf is now a thing of the past. Youre watching afternoon live, these are our headlines. As the french president arrives here, a uk pledge of more than £40 million to boost Border Security at the channel. Gusts of more than 80mph bring more travel disruption across the country. In berkshire a wolf was on the loose after its fence blew down in the storm. Its now been recaptured. And england would be a head coach has joked that the ireland team is so has joked that the ireland team is so good that the other countries might as well not show up jens nielsen eight uncapped players in his squad for the championship. He has named. Johanna konta is staying positive despite a shock defeat in the australian open. And Arsene Wenger said he expects Alexis Sanchez to depart for Manchester United in the next couple of days with Henrikh Mkhitaryan moving to north london as part of the deal. I will have more on those stories just after half past. We are all waiting for prince harry and Meghan Markle to arrive in cardiff. It is 2001 people waiting for them because Sarah Campbell is there as well but how late is their train . Everybody is loving my headline that one day the prince will come points failure at didcot parkway, something commuters may be familiar with and Meghan Markle is 110w familiar with and Meghan Markle is now familiar with it. It is running about an hour later. I think it is pulling into cardiff Central Station as we speak so they should be here shortly because it is just a short distance from there to hear at the castle. They said they could make Available Space for 2000 people but i dont think theyre right that many, maybe in the hundreds rather than the thousands and it has somewhat dissipated because people might have come in their lunch hour and that has now finished so it is 110w and that has now finished so it is now dwindled and it is also really cold. But this is their third official visit as a couple since theyre in engagement was announced at the end of november and they are due to come here to the castle and they will go inside and be given a taste of welsh culture and heritage so they will be meeting some of the countrys famous sportsman and also eating welsh cheese and welsh cakes and hearing an all male welsh choir and hearing an all male welsh choir and some poetry. Before they do that, the plan is that they will spend around 20 minutes meeting the crowd who have been here waiting since about 730 in the morning, some of them. They are then going to travel to another area of the city toa travel to another area of the city to a Community Leisure centre which is running a project which is helping young people, disadvantaged young people participate in sport. Ideas that we know that prince harry is very interested in, helping young people with activities. In terms of the timings, this train delay has thrown everything out of the window so we have to wait and see when they arrive, how long they stay and when they leave. Welcome to britain, Meghan Markle what is your best guess . At about 2 30pm so not long now. Fingers crossed they will be here shortly. In the distance i can see the dignitaries arriving on the lord mayor of cardiff and the lord lieutenant so that would suggest something is in the offing shortly but we will keep you posted. We will be back to you when it happens, thank you. And some breaking news, we are hearing the government is setting up a task force involving business and unions to support those firms and workers effected by the carillion collapse. Lloyds bank has already said it will provide £50 million of support to Small Businesses who are struggling after the failure of carillion. They were among the banks that stopped backing them after the government refused to ensure its debts and the government had asked banks for assurances they would help those affected by the collapse. But the government has announced it is setting up a task force to help businesses and workers effected but more on that later. Hospital consultants in wales are w
