It and what it means for eight million customers. Good morning. And in sport, a suprise win for the underdogs in americas super bowl. The Philadelphia Eagles beat the favourites, the new England Patriots, by a0 to 33. Its the first time theyve won the title. Let me hear you, minneapolis and Justin Timberlake wows the crowds at half time. Ending up dancing in the crowd. And its getting cold out there. Carol can tell us how cold. A few warnings. Good morning. A cold start to the day. The risk of ice on untreated surfaces. Wind from the east. Some of us will have snow from the west. I will have more in 15 minutes. Thank you. Good morning. First, our main story. The eus chief negotiator, Michel Barnier, will visit downing street today for talks about a possible transitional period after britain leaves the european union. The government has indicated it remains determined to leave the European Customs Union after brexit. The move is seen as an attempt to defuse a growing row within the conservative party. Our political correspondent, chris mason, joins us now. He is not in westminster let us know what is happening. He is not in westminster let us know what is happeningm he is not in westminster let us know what is happening. It has unlocked the brexit process. Michel barnier, we regularly hear about him in the news, but he is perhaps not widely known, he will be having lunch in downing street today with david davis. He comes from the south east of france. Is that place rings a bell, the 1992 Winter Olympics was held there. He was a politician that was crucial in it being a success. In the 1990s he was the europe ministerfor france. John major is the person who was working with him then. And they are talking about the transition arrangement. A two year period at the end of brexit in march next year. In that meeting, theresa may will drop by. Not unusual, she lives there. A big thing for her today is the Customs Union. So many ridiculous phrases thrown around in the brexit context. It means while we are in the eu, when we sell stuff to other countries, no additional tax or tariff is added. In addition to that, there is an agreed tariff, additional tax, for all of the goods sold outside of the european union. The British Government is making it clear this morning we are definitely leaving the Customs Union. This matters because it has been absolutely essential to the row involving the next character, Jacob Rees Mogg, a one man rolling news channel at the moment. Never off the television, talking about brexit. He is a guard dog for the true, real brexit as far as conservative eurosceptics are concerned. He has been described as a red telephone box in human form. He is a traditionalist, standing up for the essence of britain. The strength of his argument and how vociferous it is has caused theresa may a bit of anguish. Even though he will not be at the meetings today, you can imaginea cardboard at the meetings today, you can imagine a cardboard cutout of him propped up against the wall in downing street. Very interesting, and thank you for talking to us in bringing in your guests. Plenty more later on. A new ring fenced tax to fund the nhs and social care in england has been proposed by a panel of Health Experts. The panel, commissioned by the liberal democrats which includes the former head of nhs england sir david nicholson, has also recommended a return of caps on personal payments for adult social care. Heres our health editor, hugh pym. Thousands of demonstrators marched through london at the weekend, calling for increased funding for the nhs. Health unions joined other campaigners, arguing there was a winter crisis which needed urgent action and investment. Today, a report from Health Experts, including the former head of nhs england, has called for new answers to nhs funding problems. The report commissioned by the liberal democrats calls for an extra £4 billion on top of inflation for the nhs in england in the next financial year, more than double the increase announced in the budget. A single, ring fenced tax for health and social care replacing national insurance. And reinstating a commitment to cap the costs paid by individuals for social care. The report argues that higher funding needed for health and care should come through increased taxation, and that this will be more transparent if there is a dedicated tax for this purpose. Longer waiting lists and rationing for some treatments, it says, are undermining the key principles of the nhs. In response, the department of health and social care said the nhs had been prioritised in the budget, and an extra £2 billion had already been provided for social care in england. Hugh pym, bbc news. The sole surviving suspect behind the paris terror attacks in 2015 will go on trial in belgium today. Customers of the Lloyds Banking group have been banned from buying crypto currencies like bitcoin. They say they are protecting 8 million customers from getting debt they could not repay. Bitcoin, what is it . Thank you for that. A good start. It is a virtual currency, on line only. It is a type of money not physical in any way. It does not have a central bank like the bank of england to print a £5 note. It is like a computer file. England to print a £5 note. It is like a computerfile. One bitcoin is like a computerfile. One bitcoin is like a computer file generated by a complicated mathematicalformula, like the encryption news. That is why you hear the phrase cryptocurrency. It is a currency. People have started accepting it around the world, many more than before, businesses and individuals, asa before, businesses and individuals, as a form of cash. You can buy goods and services with it. That is why we saw a growth in recent years. It is a new concept. Why have lloyds done this . The price of bitcoin has many people involved in it. One year ago it was worth £700. In november, it shot up to £30,000 for one bitcoin. £13,000. At the shot up to £30,000 for one bitcoin. £13,000. At the moment, low interest rates, not much of a return for their money, people are interested it is very volatile. November, £13,000 to be now it is under £6,000. If you got involved last november, you would have lost nearly half of your money. That volatility has a lot of people cautious about returns on it. You could lose a lot of money, you could make a lot of money. Lloyds bank is worried people will use credit cards to get debt to pay for bitcoins and then lose all of their money. Thank you very much. I enjoy that. It is not often you do that at ten parsecs in the morning. 6 10. Mothers earn about 30 less than similarly educated fathers by the age of 30. There was one for the rocks new film called skyscraper. Everyone is saying it is a remake of diehard. Everyone is saying this looks a bit familiar. Good morning, loads going on with the weather. We certainly have some snow in the forecast, some of us are seen through the night and this morning and it will stay cold, looking at widespread frost and the risk of ice on untreated surfaces. Worst of that covers the forecast for today actually wintry showers this morning, particularly across parts of the south east through kent, sussex, east anglia and parts of lincolnshire. A lot of dry weather around this morning. Some clear skies here and there although later on, the wintry show with across devon, generally speaking, a lot of dry weather, cloud across central areas and the midlands and those are those wintry showers across kent, sussex, east anglia and at the east coast of england generally, at their rush hours. Further west, clear skies, cold. Some frost, ice, and Northern Ireland, in scotland, the same, wintry showers in the west and also the east. Through the course of the day, some of those showers will push a little bit further westwards, hitting back into the midlands and also through parts of wales that they will be the exception rather than the rule. Most of us wont see them and many of us will have a dry day that it will still cold or indeed very cold, depending on where you are. You still have this north easterly wind coming. Later on, the next system comes in, introducing rain and strengthening wind. As that thinks south east through the course of the night, it engages with the cold air and you can see what is happening, the across Northern Ireland, scotland, Northern England and wales. Tonight, the risk of ice. Ahead of it, some patchy fog forming. You can see a rush of wintry showers coming across the north and also the west. If we pick up the band of rain, sleet and snow for tomorrow, it is going to continue to think southwood getting into the influence of getting into the midlands, fizzling as we go through the day but tomorrow, a winter in its anywhere in terms of showers. In between, dry and bright but look at those temperatures, those are the maximum is maximums. Turning colder, it then rejuvenates, the we will see a period of snow coming south in through parts of the south east during the course of tuesday evening. Again, east anglia towards the south east. But in the course of wednesday will continue to edge away from the south east, a ridge of High Pressure comes in, then we have the next system coming our way, bringing more unsettled conditions. We start seeing the back end of the first front, under that bridge and other cold day, and then this one to indent with soap comes to content with. So keeps the content with. Home to table mountain, cape town is one of the worlds most iconic tourist destinations. It also could become known for being the first major city in the world to run out of water. After three years of very low rainfall and a growing population, its facing its worst drought in memory. Day zero the 16th of april, the date taps are due to run dry is in 70 days. Residents have been told to use less than 50 litres per day. To put that into context, a typical bath tub holds 80 litres. Bridgetti lim banda has set up a crisis group. She joins us now from cape town. Good morning, thanks adjoining house. Tell us, how have you been coping with these restrictions so far you have had on water . Morning. It is difficult, that is no light, it is completely difficult, a different lifestyle than what we have had, you have had to restrict your showers to 90 seconds, that i do is your showers to 90 seconds, that i doisi your showers to 90 seconds, that i do is i watched the base in three days a week and on the fourth day i will have a shower when i wash my hair is that becomes a big event is now in my life. The full wash in the basin. Tell us about day zero because by those days they are planning to turn off is what happens then . Well, de zero, the day they turned the, it isnt really a day in particular day zero. It will happen naturally as they lower the pressure in the pipes. What effect will happen is the water will be off for all of the suburbs and it means that we would have to up for 25 litres of water per person per day so we are 50 litres at the moment and it will be almost impossible on that amount. That could go on for a period of at least three months, it could be longer, we have no idea. But we will need to prepare for that level in approximately three months. How worried are you buy it . It must be very concerning. It is very concerning because there are so many uncertainties. The local government hasnt been very forthcoming with plans and preparation for example, its one thing that a lot of people are starting to become concerned about now, storage. Our storage system is now starting to back up because we are putting less and less water into it and you can imagine what will happen when we go down to 25 litres. So, we need to make other plans a sewerage. Tell us, you seem to be bya plans a sewerage. Tell us, you seem to be by a pool. Is that still have water in it . Can you use that . To be by a pool. Is that still have water in it . Can you use that7m to be by a pool. Is that still have water in it . Can you use that . It is half full. At the moment. Presumably you would not be able to do it. Argue able to use the pool water for other things . Argue able . We have lost her. It seems extraordinary that they will do that. They will turn off the taps on that day zero and then people will have to survive off 25 litres. It is interesting, a 50 litre limit at the moment and shower is 62, isnt it . If you brush your teeth and leave a tap on it is nine litres. It is really. They will have to go and collect water from the street, are they, as well . It makes you think about when you are brushing your teeth, i make sure to turn the tap off now. Thank you for watching us, right now lets get the news, travel and weather where you are. We look forward to it all year. Sometimes the Opening Weekend can be lacklustre, but that was awesome. Disappointing for scotland. Such high hopes. Just blown away by wales. The first ten minutes, i dont know about you, but i had so much hope with all the momentum. It is just so disappointing for them yet again to fall upon the sword of wales. They just took those chances. There were so many of them. That is what it comes down to. Still, plenty more. We will see. Plenty more in the tournament to come. Substitute victory wanyama smashing home an equaliser with ten minutes to go. That cancelled out mo salahs earlier stirke, only for the egyptian to wriggle through and score this brilliant goal at the end. But there was still time for a second spurs penalty. It Crystal Palace came from behind to draw 1 1. It moves them up to 1a. Newcastle a re draw 1 1. It moves them up to 1a. Newcastle are at 16th. So much sport and so much controversy. We need to give you more time. There are calls to look at the future of health and social care in england. With pressures on the Health Service is increasing, they say a levy is the only way to guarantee the long term future of the nhs. We have the former chair of the nhs. We have the former chair of the Royal College of gps with us, and shejoins the Royal College of gps with us, and she joins us the Royal College of gps with us, and shejoins us now. The Royal College of gps with us, and she joins us now. Give us more detail. First, explained the ringfence tax. Explain. Detail. First, explained the ringfence tax. Explain. The nhs is funded through general taxation. The problem we have is we go from feast to famine. It follows a political cycle. Before elections, we get offered lots of freebies. And now there is serious strain on the nhs to be we looked at the evidence and it appeared the best solution was to put together a ringfence tax, like the bbc tv licence. It would be fuelled by general taxation, ideally through an increased taxation for the immediate crisis, but also through reform of national insurance. I did not know when i started on this committee when i reached the age of 60 i would pay reduced contributions even though i am working, and over 65, i would pay nothing. Money could be raised by a reform of the national insurance. This would create the hypothecation. We can see some pictures of demonstrations in london with thousands demonstrating for increased funding for the nhs. Do you feel the public support for the change exists . It does. You could see on your pay slip how much was going to the nhs social care tax. It is much more transparent. If there is much more transparent. If there is not enough money in this bucket, fund, then the public would know this. This would be coming back to the bbc. If there is not enough money to pay for new productions, we can have that debate. At the moment, it all seems so murky. We have been told the nhs has more money than it ever required. Then we are told that has not got enough money. Is on me asa gp, has not got enough money. Is on me as a gp, it sometimes makes no sense. as a gp, it sometimes makes no sense. Even me as a gp. To even debate should we be investing in expensive Cancer Treatment if there is not enough money, it is something we as the public can begin to look at and to understand in a much better way. I know money is the main focus, but did you think that, as members of the public, we need to perhaps change perceptions of the nhs perhaps expectations as well. Use them more sparingly . I have reached this age not blaming people, when you are unwell, when we asagp people, when you are unwell, when we as a gp think it is to deal, i think people take the nhs for granted and i think people take the nhs for granted and ithink in people take the nhs for granted and i think in particular those of my age who have never known anything else, i think we do overuse it so some respect, but actually the nhs doesnt have enough money. Under the government has put more money in year but with Health Inflation rising at about 4 per year may be because of clever scientist creating new treatment, we are living longer and healthier, our expectations are increasing, so i think it is important that we understand the nhs is in the wasteful service, it creates a healthy population and continues to do so but if we want it we have to fund it and if we dont wa nt we have to fund it and if we dont want it, that is a decision we should make the population and this new form of taxation, the ring fence will make it a lot easier. Thank you so much for your time this morning, good to speak to you. Im sure this will be greatly discussed by our viewers. One other thing, we would love to get your comments, the government said it would double the Immigration Health surcharge which is that has raised 220 million pounds, this is what the temporary migrants pay when they come to the uk, it is £400 now, that will bring in some more money. Im sure lots of you want to talk about which you like to have this idea, this particular, it would be noted on your pay slip, how much is going to the nhs. Would you like that . What do you think is the mark contact us. What do you think . I was trying to get it on the screen. I dont have all of the power, yet talking about the weather this morning because there are yellow weather warning of snow and ice for large parts of the country. Particularly i think in south wales and south east england . Carol . If people are going on the roads this morning, plenty to think about. Absolutely, good morning, some snow around, it has been falling overnight across kent, essex, east anglia, sussex for example and also some snow across Eastern England. And with low temperatures, the temperature fell to 5. 7 temperatures, the temperature fell to 5. 7 in kingsbridge in Northern Ireland, widespread frost and the risk of ice and this week too all of its still in the forecast and it will remain cold. This morning you can see where we have the snow showers, some across scotland and Northern Ireland but not so many, drifting further west we have some clear skies. It is cold, a risk of ice, frost. In the midlands towards the south a wee bit more cloud but those temperatures at atm, look at those. Still freezing or below. The snow across the south east will blow a little by the west, through the course of the day, though showers at the east coast of england but there are showers rather than a band of snow is so were not all seeing them. One or two across Northern Ireland, as you could across scotland, but for most of us the picture this morning is dry and cold. We will also see wintry as develop across parts of the south west of england with a slight show as to the midlands and into parts of wales but for most, dry, bright, and some sunshine. We are hanging onto the key north easterly wind so wherever you are it will feel cold but these temperatures, no great shakes. Later the winds will pick up across the north west heralding the arrival of the next weather front which initially will bring in some rain to go through this evening what you will find it with the cold air and probably a mixture of sleet and snow readily falling across scotland, Northern Ireland, Northern England and also eventually into wales. Ahead of it, cold, the rest of us, some patchy fog and behind it, cold with the risk of ice and wintry showers. We start off tomorrow with the weather front continuing its defence south eastwards. Bringing snow with it as it does so. It will tend to fizzle as we go through the course of the morning, becoming more of a band of cloud, maybe some sleep, but behind it still cold, still wintry showers, some sunshine and cloud building ahead of it but we arent done with it yet on tuesday because as temperatures dropped and we head into the evening this weather front will actually reinvigorate so as we go through the night time we will have a mixture of rain, sleet and snow, maybe some thunder and lightning. This continues to push down into the south east and also east anglia so if you are travelling, are that in mind. Bear that. Average of High Pressure settle things down and then the next system comes, dry weather although it will still be cold. On the leading edge of the front you can see some snow. In comes the rain and behind it, some snow and the risk of ice. There is so much going on with the Weather Forecast this week and we are only two wednesday it will be pretty traumatic, thank you, we will teach in touch. Jacinta carroll through the morning for the latest updates and worth checking the bbc website. Do stay in touch with carols. Sean is with us once again. Housing, infrastructure, can we build them . Good morning. If you work in construction there could be a big demand to your skills in the coming years with the Construction IndustryTraining Board reckoning 150,000 jobs would need to be filled over the next few years, 15,000 carpenters, 10,000 labourers, and more but the crucial question, other rough people with the right skills to build those homes and infrastructure that we need. Lets talk to stephen bradley. 150,000 workers are needed, either in the pipeline . The thing is we have a Good Opportunity to plan ahead and we know we have big projects coming up we know we have big projects coming up such as high speed through, nuclear build, so the plants in wales, and also be a thing the government s ambitions for more home buildings which gives us the opportunity to plan ahead and what we are seeing is a range of roles being created, some of the more traditional he would proceed with construction like bricklayers, carpenters, plasterers, painters, but also a lot of roles for civil engineers, surveyors, project managers and increasingly as the industry modernises, modelling projects, analysing data. So if do is projects, analysing data. So if do is there a Skills Shortage . Projects, analysing data. So if do is there a Skills Shortage . They are reporting their ears but i think it is more about the fact that we have a few years to plan ahead, we can have a few years to plan ahead, we ca n start have a few years to plan ahead, we can start investing in more apprenticeships, working with schools to alert people to the opportunities and providing more work experience. The industry think, 150,000 jobs created, will they be filled all will be looking at a point where we actually dont have the workers to build the houses . There is always that pressure, if we see more confidence from the industry that some of the targets will be met such as the housing ambition, more of the small employers they do the work will have the confidence to invest in the skills. I think we can take some confidence from the fact that we have had a lot of success with placing apprenticeships are lost theirjobs placing apprenticeships are lost their jobs because of placing apprenticeships are lost theirjobs because of the collapse of carillion, that was obviously a sad of carillion, that was obviously a sa d eve nt of carillion, that was obviously a sad event but what we have seen is more than half of these vacancies have already been filled, there are lots of interviews coming on the industry is stepping up and have an appetite to invest in apprenticeships and i think it gives you a cause for confidence. It is good for apprentices at carillion but some reports out this morning about carillion saying there will be wider consequences and you may see or smaller construction firms going bust because of the contracts they had with carillion themselves. Are you seeing a bit of that . There is a concern with that because the industry is dominated by small firms, 98 of them are not employees or less we need to watch that closely, there isnt a lot of evidence so far but we will monitor that. Stephen, thank you. Carillion apprentices, there are about 1400 of them, about half of managed to find new roles and new apprentices elsewhere so apprenticeships elsewhere. Good luck to the rest of them, thank you. They went in to the game calling themselves the underdogs but the Philadelphia Eagles caused a stunning upset overnight, beating the new England Patriots to win their first super bowl. The singerJustin Timberlake provided a dazzling half time show but the action on the field outshone the showbiz. Lets take a look at last nights action. Meg oliver is a correspondent with the American Network cbs. Shejoins us now from minneapolis where the game took place. My my goodness me, you can see there has been a proper party how wonderful we at the uk love an underdog winning. So do we and i have to tell you, take a look at this because this party is still going on to quite a few people over there. Look at the field, it is strewn with confetti, people have been doing snow angels in the confetti, guess you would call them football angels, it was an epic game, the underdog, the Philadelphia Eagles came into their first super bowl victory and then they are up against a dynastic, the new england patriot, trying to secure their sixth victory, this game had people in the stands on their feet the entire time dynasty. It came down to an exciting and where we saw the new, excuse me, Philadelphia Eagles quarterback when the mvp, he has three touchdown, court one himself, the crowd and crazy and some of those eagles fans couldnt put the emotions into words. And mvp means most valuable player and he was new to the team in some ways, nick foles . To the team in some ways, nick foles . Louise crawford he was on the bench from most of the season are starting quarterback was injured, he stepped up and completely blew everybody away. He was the underdog coming into this. Illustrate that point a little bit, a lot of those eagles fa ns point a little bit, a lot of those eagles fans came he wearing dog masks, you know, and they embraced the underdog spirit and they really came in and nick foles had precise passes, there were some unbelievable catches on both sides and the defence was over the top. This was a game for the record books. Defence was over the top. This was a game for the record booksm defence was over the top. This was a game for the record books. It is, we know that many millions of people watch it and Justin Timberlake was on at half time, we know things go wrong on this but it didnt. No, it didnt there was a lot of talk about it because as you know this was his third appearance at the half time show at the super bowl and backin half time show at the super bowl and back in 2004 was the infamous wardrobe malfunction, everyone was a little nervous, who was he going to bring out, but he came in, he dazzled the crowd and he also had a duet when he played the piano with prince, prince is from minneapolis, some social media users were put off by that but i would say over raw here in the Us Bank Stadium at one was pleased, it was quite a show. Give us a atmosphere because in the uk many people would have been watching but this is really an event in the states, isnt it . This is a huge event, this is when everyone in america basically bombs over potato chips and br. They come together, there are parties in homes across there are parties in homes across the country and bars. Bonds. Everyone stops or they are doing to watch because it isnt about four all, there is the half time extravaga nza all, there is the half time extravaganza and there is pop star pink who sang the national and some, the rest of it or something for everybody but this year, the game definitely was the main attraction. Lovely to speak to you, with luck to everyone who has to clean that up if you are bleary eyed this morning after watching the super bowl, a lovely day, i wish you were here. If you are waking up and feeling the cold, carol will have a full explanation of what to watch out for and how this could be one of the coldest weeks and how this could be one of the cold est weeks of and how this could be one of the coldest weeks of the year. Time now to get the news, travel and weather where you are. Good morning from bbc london news. Im victoria hollins. An undercover investigation by bbc london has exposed beauticians illegally offering teeth whitening treatments which can leave customers in crippling pain if they go wrong. Whitening is one of the most popular cosmetic treatments in the capital but needs dental training to legally perform on customers. This beautician was recorded using unsafe levels of a powerful bleaching agent. She later denied having done so, and now says shes stopped whitening altogether. This dentist says its a huge concern. I see the other side, when things have gone wrong and patients come in to my surgery and i have to deal with it. I have seen patients go abroad and have their teeth butchered. But in my own country, having it here and seeing this, it is beyond it is astounding, it shouldnt happen. And you can see more on that on inside out london. Thats tonight at 7 30 here on bbc one. Work is due to get under way this morning on a major Re Development of brixton arches, despite warnings about health and safety. Campaigners also fear local businesses are being forced out and held their latest protest yesterday to try to block the work. Network rail insists the scheme will be delivered safely and will benefit the entire community. Thousand of new construction jobs will be created in the capital over the next five years, despite uncertainty caused by brexit, according to new research. The Construction IndustryTraining Board estimates more than 2,000 new roles will be created each year between 2018 and 2022, with housing and infrastructure leading the way. They say this is mainly due to projects such as hs2, the upgrade of london city airport, and the first 100 Affordable Housing scheme in waltham forest. Lets have a look at the travel situation now. Severe delays on the district line, the london overground is part suspended. Delays of up to 10 minutes on thames link and sutherland. On the roads, there are queues building on the a1 southbound by stirling corner. One lane closed and no right turn due to an incident involving a lorry on the great Cambridge Road heading southbound at bullsmoor lane. Lets have a check on the weather now with kate kinsella. Good morning. It was a cold night last night so weve got a widespread frost this morning. Maybe one or two slippery surfaces. The met office has issued a yellow weather warning for snow and ice. Now, the snow showers moving in from the east, falling as a wintry mix at lower level. Over Higher Ground, youre likely to see a bit of snow mixed in there. That chilly north easterly wind though making things feel cold three or four celsius is the maximum temperature. Now, overnight, those showers become a bit fewer further between. You may still see one or two out towards the east. Further west, though, a dry night and clear skies, then the temperature drops right down. The minimum in towns and cities, its zero. Out in the rural spots, even lower. So, a widespread frost tomorrow morning. A bright start, though, if a little chilly. But plenty of sunshine around, at least at first tomorrow. Then through the afternoon, we will slowly see the cloud moving down from the north. A northerly breeze tomorrow, temperatures really struggling a bitterly cold day between two and four celsius asa maximum. It is not until tomorrow evening, the rush hour, we see further snow moving across, moving from north to south through the course of the night. A cold might as well minimum down to around 2. So, against, for wednesday morning, a widespread frost. Im back with the latest from the bbc london newsroom in half an hour. Plenty more on our website at the usual address. A risk of the winter. Good morning. A risk of ice. A covering of snow, especially in the south east. Sunshine in eastern areas. Some in the south west. Later on tonight, rain and snow. More detailed in 15 minutes. Thank you. Detail. The main story. The eus chief negotiator, Michel Barnier, will visit downing street today for talks about a possible transitional period after britain leaves the european union. The government has indicated it remains determined to leave the European Customs Union after brexit. The move is seen as an attempt to defuse a growing row within the conservative party. We should talk about that in a few moments, including the infighting with the tory party in brussels. There is a lot to discuss this morning. Today, a report from Health Experts including the former head of nhs england has called for new answers to nhs funding problems. The report commissioned by the liberal democrats calls for an extra £4 billion on top of inflation for the nhs in england in the next financial year, more than double the increase announced in the budget, a single, ring fenced tax for health and social care replacing national insurance, and reinstating a commitment to cap the costs paid by individuals for social care. The report argues that higher funding needed for health and care should come through increased taxation, and that this will be more transparent if there is a dedicated tax for this purpose. It is not a waste of a service. We have to fund it. As a population, we have to fund it. As a population, we have to fund it. As a population, we have to make this decision. This form of taxation would make it easier. Longer waiting lists and rationing for some treatments, it says, are undermining the key principles of the nhs. In response, the department of health and social care said the nhs had been prioritised in the budget, and an extra £2 billion had already been provided for social care in england. Customers of the Lloyds Banking group have been banned from buying crypto currencies like bitcoin. They say they are protecting 8 million customers from getting debt they could not repay. First, you have heard about it a lot. But what is it . What is bitcoin it isa lot. But what is it . What is bitcoin it is a cryptocurrency, a digital currency, a virtual currency, only on the internet. There are no notes, no coins. It is not like a normal currency with a central bank. They are alike computer files. One bitcoin is like a single computer file. It is generated by complicated mathematics, like encryption technology. That is what it is, internet currency. It is being used more and more around the world. Businesses and people are taking it asa businesses and people are taking it as a currency in exchange for goods and services. That is why it has increased in the last few years. It is still very volatile. And lloyds is still very volatile. And lloyds is stopping people from buying it . One year ago one bitcoin was £700, thatis one year ago one bitcoin was £700, that is like the exchange rate. November last year, £13,000, a huge increase. Many people would have made a lot of money. They thought this could be a good way to make a return. But prices can go down as well as up. It fell to less than £6,000. People trying to get in on the act on a credit card could lose a lot of money very quickly. Lloyds is worried they could not pay it back and could foot the bill. They have said you cannot buy it any more on your credit card, or any other cooper currency. Thank you. The sole surviving suspect behind the paris terror attacks in 2015 will go on trial in belgium today. Salah abdeslam faces charges relating to a shoot out he had with police while on the run in belgium in 2016. He faces a second trial relating to his involvement in the paris attacks at a later date. He is not actually facing charges to do with the attacks in paris. He is not. That is expected in two years time. Since that time, on the friday night, the 13th of november, when he was pictured going to and coming away from the scene on cctv camera ata away from the scene on cctv camera at a service station, especially on the way back. He is the last suspect who was thought to have been among those present, the last to have information about what happened that night, the link to the cell that killed 130 at the bataclan. Four months after that, he was the most wa nted months after that, he was the most wanted man of europe, he was discovered here near the criminal court in brussels. This was the footage taken by the police as they attended the incidents on the m20. Luckily no one was seriously injured and the motorway has now been cleared. The met office has issued yellow warnings of snow and ice for large parts of the uk. Give yourself some extra time this morning to defrost the car. A new Mental Health campaign to encourage children to be comfortable in their own skin is being supported by the duchess of cambridge. Her royal highness, Kate Middleton is pregnant with her third child and says adults should help encourage children to be the best versions of themselves. Take a look at these dramatic pictures of a sea rescue from the rnli. The woman you can see there in the water, was perched on top of a submerged car, after she became stranded on a beach on the cumbrian coast as the tide was coming in. The woman was forced to climb on to the top of her vehicle to escape rising sea water between mawbray and beckfoot. She was eventually rescued by the lifeboat and treated for hypothermia. The rnli said she had a lucky escape. You can see how lucky that escape was. I was going to give you a fact, but i cant remember what it is. The tidal range. Faster than a galloping horse . Iwill think tidal range. Faster than a galloping horse . I will think about it. The main story. The Prime Minister and david davis will speak to the eu chief negotiator, Michel Barnier. It could shape the relationship when the uk leads the eu. Normally we turned to the screen and say chris mason is at westminster. I am delighted to say he is here today. I can talk you through some of the dramatic people of the brexit process, the central characters, absolutely central, especially this person, you hear a lot about him, here he is. Michel barnier. Good morning. A digital cardboard cutout. He leads the negotiations for the eu. He is from east france. He was a europe minister for east france. He was a europe ministerfor france east france. He was a europe minister for france during the 19905. Minister for france during the 1990s. Why am i mentioning that . When he was doing that gig, he bumped into a certain david davis. They go back a long way. At the time, he wasjohn major is europe minister. Majors. They are having lunch today in downing street talking about brexit, especially the transition period. It looks like the uk will negotiate for the two year period starting from march next year. The Prime Minister willjoin them, not unusual, because she lives there. She will meet with Michel Barnier. Another character who will not be there but well be in cardboard cutout form, is not digital, is Jacob Rees Mogg. Cardboard cutout form, is not digital, isJacob Rees Mogg. Will. He is on the air the whole time talking about brexit. He chairs and important committee. Says the man who is always on the air talking about brexit. You have me there. He is the chair of a group of backbenchers who wants to make sure they get a true and clean and pure brexit rather than a mishmash of watered down compromise, which is what they fear. The Prime Minister overnight has reacted to some criticism coming from people like Jacob Rees Mogg talking about the notion of the Customs Union, one of the Central Point of contention around the whole thing. Michel barnier will be giving a big News Conference later this week fleshing out where we got used. We will talk about that later. They want us to not be part of the or a Customs Union. The government is having to be more clear because of the heat from people like Jacob Rees Mogg. Christopher very popular, isnt it, it has been number one, a brexit pod cast. That is with adam pleming who neatly joins us from cast. That is with adam pleming who neatlyjoins us from brussels. Lets talk about the Customs Union. That news, how will be played out where you are . So the uk published a paper in the summer about what it thought about customs and gave two options are the future and so people have had quite a long time to buy gestating brussels. They thought it was ambitious and didnt quite understand how it would work in practice and hadnt really thought about it since then but of course it has roared back up the agenda because of all the tough coming on at westminster and eu has different Customs Unions, different customs arrangements that different countries. It has won with turkey that only covers agriculture. It has a smaller one with san marino. So it is possible to have the spoke customs arrangements that arent the customs arrangements that arent the custom union that apply to the eu countries. In private, Michel Barnier has talked about the possibility of there being some kind of Customs Union with the uk, he was talking to the Northern Ireland select committee a few weeks ago, and in the minutes, it shows they discussed that. At the eu will say what it says all along, the closer the uk wants to be to the eu after brexit, the closer the uk will have to stick to the eus rules, that is what the eu says, and they also say it isnt just about what the eu says, and they also say it isntjust about customs or about goods crossing borders, various ta riffs goods crossing borders, various tariffs and checks on them as to whether they have paid the right import or export duties but also other regulations that go with it, things like animal health, plant standards, product safety standards, so actually, you would probably still have to check goods crossing the borderfull of still have to check goods crossing the border full of those things which means you still might have to have the big queues at port at dover, depending on what kind of the tunnel is, so it is about other things not just goods tunnel is, so it is about other things notjust goods and that have a knock on effect so there is a debate about how the void a hard border between Northern Ireland the republic of ireland . Border between Northern Ireland the republic of ireland . While all these discussions are going on, you mentioned, there is infighting in the tory party and wonder how that is reflect from a european point of view in these discussions. You thought i was nerdy adam can really go for it when he talks about his minutes and he has lever arch files will of position papers and partnership papers there is nothing about brexit but adam misses. The conversation is crucial, plenty of people, and adam will say this, plenty in brussels in positions that matter are assiduous readers of british newspapers and british radio and tv shows, they know the rows that are going on and there is a huge row going on with the conservatives at the moment but one about theresa mays future, not about theresa mays future, not about brexit, and that overlap, and the challenger theresa may is to get into the real crunchy bits of these brexit negotiations is that she will try and strive to achieve some compromise to accommodate as many people as possible and every time she does that, there will be screams from one side or the other that she is selling out. Right. I like it when you describe that has crunchy. I will bank that complement, it will feature again adam, they are on brexitcase, on radio life. You can download it from their website. Popular and with good reason as well. Its 7 18. It is very chilly, a number of warnings out there. Lets find out what that means for you. Heres carol. Lets crack on. Good morning, this week s weather will remain cold, cold start as you rightly said, and through the week widespread frost and some will season snow and in fa ct and some will season snow and in fact it and some will season snow and in fa ct it pretty and some will season snow and in fact it pretty much holds true for what we have at the moment. We have some light snow across parts of kent, essex, sussex, east anglia, snow showers upper east coast. West, it is dry but nonetheless we could still see a covering of snow across parts of devon and the wintry showers. Towards the east, cloud, some breaks, snow showers, and a keen wind. It does really accentuates the cold feel. Ayresome park, from showers, moving west into wealth and North Western england and Northern Ireland it is largely dry as it is across scotland but any showers across scotland are also likely to be wintry and dont forget wherever you are risk the risk of ice. Through the day the showers in the east will tend to weaken a total because if you form across the midlands in through wales and other mentioned south west england. A lot of dry weather. Some wintry sunshine. But it is winter, it will feel cold. But a richer at the moment is minus five. Later, cloud will build in the west, the wind will build in the west, the wind will strengthen, some gal forces across north west scotland, then comes the rain and as it engages with the cold air, it will readily fall as snow across Northern Ireland and scotland, getting into Northern England and later wales and behind it, a good rush of wintry showers, again the risk of ice wherever you are, and some patchy fog warning ahead of the band of rain, sleet and snow. Maybe some lightening as well. Through the course of tomorrow, this whole weather front producing this sinks south and starts to peter out in touch. The cloud will build ahead of it, eradicating the bright start. Heidi, wintry showers around up there could be a lot of fun trying and it will feel cold, temperatures 24. As and it will feel cold, temperatures 2 4. As we head into the evening, the front continues its journey moving towards the south east, the temperature in the evening will drop, it rejuvenates, and what we will find is further snow falling across the wash for example in east anglia and towards london, and in the south east. Again, those are snow showers. Behind, clearskies, the risk of ice, another cold night. Tuesday sees the back edge of the front clearing away to the continent. A ridge of High Pressure builds us. The next and then comes m, builds us. The next and then comes in, bringing wet and windy weather. Dry weather, a cold day, on the leading edge of the system we are likely to see snow and then in comes the rain and behind it we can see further snow showers and again, the risk of ice. Generally 3 five degrees. Thank you, carol. See you later. From the chilean is of the uk we will take you back to rio. Chilean is at the rio olympics, jack laugher and chris mears won great britains first olympic diving gold medal with victory in the mens synchronised 3m springboard. With just two months to go until the gold coast Commonwealth Games in australia, we can reveal to you this morning that the winning duo will compete for team england as part of the 13 strong diving team. Chris and jackjoin us now. Well done, congratulations, how exciting. We are really looking forward to it. It has been a while since weve been to the gold coast and Commonwealth Games back in 2014 we came away with a gold medal there so it will be nice to follow that up. Really excited about it. I think asjack said the up. Really excited about it. I think as jack said the gold up. Really excited about it. I think asjack said the gold coast, couldnt be a much better place. Very much looking forward to it. How is life and professionally, personally, how has it changed since winning an olympic gold . Not that much, really we still live in the same place, we are still training, still do normal stuff. We had a whirlwind two or three months, a little different, it was such a huge feet to win in the olympics and the first britons to do it in diving was huge for us and to come away with that was fantastic so life has changed but i think not all that much. It was crazy for a few months and the new kind ofjust get back to it and it is normal and it is working towards the next gold and thatis working towards the next gold and that isjust how it goes. Working towards the next gold and that isjust how it goeslj that isjust how it goes. I remember the green pool. I dont want to mention it but what was that . That was extraordinary. Ive never seen anything like it. You get the Commonwealth Games in india in 2010 and that had a it is a bacterial problem or something but nothing like that that was crazy they said it was completely safe though. Like that that was crazy they said it was completely safe thoughlj like that that was crazy they said it was completely safe though. I had an earof it was completely safe though. I had an ear of infection infection, it could have been from that, i dont know, but it was strange. It put other athletes off and we just embraced it. It is interesting, tell us about having one and found the brilliantly, its a different kind of pressure now, isnt it . Yeah when we did ourfirst of pressure now, isnt it . Yeah when we did our first competition after the olympic games, it was massive. Was everyone like oh, heres these two. That actually announced us, this is quick and jack. Orjack and chris. What are you not telling us . They announced us as olympic champions and it was an added pressure. When you dive, you are synchronised, when you dive, you are synchronised, when you talk, you are synchronised. It is amazing. You must sort of be able to be quite telepathic with each other. Me and chris are best friends and we know exactly what each other is thinking all the time and that helps us as well because when we compete, if someone feels a little nervous or scared or you can see someone making slight mistakes, we can sort of bring each other back into where we need to be so we think it works so well for both of us. We pick upa it works so well for both of us. We pick up a Little Things and snow when to Say Something or not to. And you finish each others sentencess its so cute. Obviously, getting the mbe and coming back and everyone wanting to talk to you and all of attention, is there a bit of a drop off after the olympics because life is different but you have a supreme high we achieved the greatest thing you can in your sport and then you are back to normal life relatively quickly . Definitely, both of us experienced that. It was weird because chris went to america and i was in england and we didnt speak for about one month and were we met up for about one month and were we met up afterwards we talked about it and it was like we were going through the same things but completely apart from one another which was weird to be honest but slowly recovered and kind of got back to it and it seems so stupid to be kind of sad after winning an olympic medal but you come back to it after being so high at the peak of my career and my life saying it was a bit weird. You have to come down. As jack said, it is the peak. You were working towards a force long. And once you get it, you goi force long. And once you get it, you go i have done it but what now . You dont think about that . What now, and do you have a special dive planned . We cant really progress much more than we have . We did the highest and hardest dive in the entire world so we are still working on our signature kind of dive, the 42. 5 somersaults and three twists, it kind of separated us from everybody at the olympics. There is always work to do, we are always working on fine tuning. And you have some world series events between now and the Commonwealth Games in the buildup . One of them is japan which is really exciting to go there for the first time. In preparation for the first time. In preparation for the tokyo olympics. It will be weird, we have beijing and japan, some training, about two months of the gold coast before you leave so it could be worse, couldnt it . Listen, huge good luck, i know you dont need it but we will be watching closely. We give very much indeed. But if it was ever had to get who were so synchronised in their absence. They dont even have to look at each other, they beautifully, seamlessly roll on. Thanks, guys. Youre watching breakfast. Still to come this morning they spent 62 days on ice, travelling up to 27 miles a day. From David Walliams swimming the channel to eddie izzard running 43 marathons, sport relief has a proven track record in persuading celebrities to take on tough physical challenges. This morning, we can tell you who is next to throw their hat, or should we say cycling helmet, into the ring. Bbc radio twos zoe ball is getting on her bike for a cycling challenge to raise money for an issue close to her heart. She here to tell us more. 0h oh my goodness what have i done |j dont know what are you going to do . It involves a bicycle. I will do it from the 17th to the 23rd of march. I know that you cycle. I have ridden shopping bikes and so on. I have been on beach cruisers and a bmx. But road bikes, cleats, oh my god. I have had an altercation with the curb, an angry driver, and two slow motion falls. The curb, an angry driver, and two slowmotion falls. You had never been on a road bike before . Never. She gave me some top tips at looking out for undercarriages, which i wont mention, but wind and rain. Idid wont mention, but wind and rain. I did the furthest i have done so far the other day. I will not tell you yet, we will reveal it, but it isa you yet, we will reveal it, but it is a long way for a novice. I managed to do a good distance. I did really well. I realised i was terrified of going downhill. You have to brake. Water, gravel, it all scares me. Dont brake on the gravel. I keep worrying about my teeth. At the end i was thinking, i have done it i have done it i could not get the cleats out, slow motion fell down, and a postman helped me up. I will take my hat off for you. The other day you posted your breakfast. You are eating a lot. I have been eating a lot. Everyone says you have to toughen up your core, great distances. I mean, i dont do sport. We did an indoor water bike, you go for hours and it toughens you up. He said you can eat what you want. I am eating so much. People will be thinking why did you sign up . It is bringing awareness and raising money for something close to your heart. One of the big issues at sport relief is Mental Health. Many people know that i lost my boyfriend, well, last year, i lost my boyfriend who suffered from depression for a long time. I was touched and moved by people who got in touch with me who had been through the same thing with the same issues. I think everyone knows that Mental Health resources are under huge pressure. There are a lot of people not getting the support they need in time. There is a long waiting list to get therapy. And, so, i was left with lots of questions. And the great thing about this is we are making a documentary where i will go and visit projects helping People Living with mental illness, which could be self harm, anxiety, depression, griezmann, bullying, all of those issues. It cove rs so bullying, all of those issues. It covers so many. bullying, all of those issues. It covers so many. Bereavement. One infourof us covers so many. Bereavement. One in four of us are dealing with mental illness. It is huge. So, what are we doing . How can we help . How can people find out . There are incredible organisations and people. It is finding those and spreading some awareness. And hopefully some, you know, helping people find the right help, and some hope moving forward. I listened to your first show back on radio2. It is emotional listening to you. You get the sense it has so many impacts and so many people. Yes. I think, you know, living with someone going through that, it is hard to understand what they are going through if you have never been through it. It is hard to help. You want to fix things. Perhaps that is not what you should be doing. I want to talk to many people along the way in the documentary and find out how to best help those you love and help them find, you know, the right help. When you were going through this you have those times when your legs are hurting, your back is hurting, everything takes. Honest, your eyelashes can hurt you will need something to drive you on and it seems like you have already got that sort of mental space where you will be able to say i have to do this. Sort of mental space where you will be able to say i have to do thislj have be able to say i have to do this. have got to do this. And hopefully keep the conversation going, raise money. Im not the only one, greg james is trying to beat his incredible feat of five triathlons in five days. He is doing the crazier than that which you can follow on iplayer and radio one and alex jones from the one follow on iplayer and radio one and alexjones from the one show is facing the mother of all challenges raising awareness for Mental Health issues and we will hear all about that on the one show and we want people to get involved. Everyone join in. We can all add our steps. Lets not let you go without talking about strictly. Brendan isnt going on. It isa strictly. Brendan isnt going on. It is a end of an era, rendon is a legend, i have loved watching him, it will be strained without him. I think, i have to say, sean and his top gun deaths this year was, i was so jealous of both of them actually when they did that. It was so good though when they did the charleston, it is the one of my favourite ever so he is an amazing boys so i look forward to seeing more from him, it will be strange though and we will miss him. Good luck with the training. How many hours a day . Training . Now . A good 25 minutes a day no, loads loads when will we know . I think i have four weeks of training. I will be fine lovely to see you, so much good luck and we will be following you breakfast. Sport relief returned for a week from the 70s to the 23rd of march, it gets the app, join us with their1 billion steps and followed zoe and greg and everyone taking part. Lets look at the scene on a cold dartmoor this morning. My goodness, it looks absolutely beautiful. We are therefore a very interesting reason. We will tell you shortly. There we will go on the bike today, she will need to take good care, while she not . She will there is ice around and it is freezing. Notjust her, all of us, the Weather Forecast for the week is it will remain cold through the week, widespread frost and some snow as well and it holds true for today. Lovely weather watchers pictures this morning, hastings it has been snowing. Some snow this warning across kent, had ethics, vics and before sussex, essex, and east anglia. Dry weather around, and although the wintry showers will tend to ease a touch, one or two across the midlands, wales and also in the south west england. So this afternoon across north west england, some dry weather and still cold, still a few showers coming in on the wind and cold wind coming in on the wind and cold wind coming from the north east into some eastern parts of england. Showery not all of us will see it. A lot of dry weather in the west but we are not immune to those showers across parts of south west england. Especially so given. Wales, some dry weather, sunshine but it will feel cold. As it will across Northern Ireland. A change is coming for you because the cloud were built in the west with some rain coming in. Think of scotland, dry weather but in the west, the cloud will build, the wind will strengthen and gale force with exposure, and the rain arrives. Through this evening as the band of rain, sleet and snow sinks southwards, once again it will be the risk of ice. Almost anywhere. Those wintry showers moving behind and ahead of it, some patchy fog. Tomorrow, it would pick up the band of rain, it continues its journey moving south east was through the course of the day, eventually tending to fizzle. Ahead of it, the cloud will build, eradicating the bright start, and ahead of it, sunshine but a good kippa ring of wintry showers in the north and the west. Temperatures 2 4. We will still cold field. The temperature will fall towards evening and as the weather front sta rts evening and as the weather front starts to push southwards, it will reinvigorate, introducing more snow across parts of east anglia, and down towards the south east generally. The lazard, they can also be some thunder and lightning in a particular band. The risk of ice, a cold night, a cold start, then the front during the day is there, ahead of its average of High Pressure builds in that things will settle down however look at what is coming, the next several fronts. Cold start to the day, the rest of us, frost, sunshine, the cloud building from the and ahead of it, we will see some snow. The brain then comes in and behind it, once again we will see further snow showers and the risk of ice. There is an awful lot happening in the Weather Forecast this week. My goodness, there is we need to petition for more time for carroll, she has a lot to cram in. All we could be quiet. Or. Now, if youre struggling to get out of bed this morning, youre not alone. Today is traditionally the day in which the highest numbers of workers call in sick, but that could be changing. Sean has been looking at what it means for businesses. Ona on a monday . The first monday of february. It is starting to change a little bit, if you are thinking about it today your bosses may be a little more aware about what people have done in the past. Good morning. Yes, according to one law firm, its estimated that today approximately 350,000 people will need a day off sick today. The absence rate on mondays across the year is almost double that of fridays. 23. 5 compared to 13. 2 . About 137 million working days are lost every year to sickness or injury in the uk every year. That works out as just over four days off unwell per worker, although thats down from an average of seven days per worker in 1993. But it does still have an impact, and managing sickness is a big problem for employers. The big problem managing this sickness generally and lets have a look at why these are changing, and oleary is with us, and Employment Law expert. Good morning. Traditionally it is the first monday . The first monday of february was traditionally the National Sickie day and it has been the case had 10 years but the pattern has changed since last year and it is interspersed through the year and predominantly monday is seeing a spike in sickness. Why the change . Why would we have looked at this monday previously . We noticed it ourselves for the first monday in the very and now we have noticed it has come interspersed, possibly because employees have cottoned on to the fact and to gets a lot of publicity and possibly it is one of the reasons for the change. When you save 350,000 people taking off the day off work because of illness, National Sickie day gives the impression that everyone is pulling a sickie and actually couldnt could have made in but lots of people surely are not well and cannot into work. Absolutely, and those figures dont take into account the genuine absences and of course there are those and it is just that traditionally, weve seen a lot of excuses for absence rather than looking at the reasons and the underlying reasons why people are absent. What do you think they are because we have had people getting in touch, we put this on twitter, lisa said i have ms and ifeel terrible when i get sent home because it was playing up the first time in eight years. And her employer has a duty to support her through that, but potentially is a disability so that our obligations on the employer. Georgina says she is in her third year with a seasonal job, we talk about seasonaljobs may be being a little bit more the hours of flexible but not be guaranteed contract, guaranteed hours. She said i fell ill today but i am still going in. Do you think people who are not on the local contracts may be feel like they need to go in even if they are not fit for work . Certainly because the reality is they will not get paid and it will impact them and it may impact on their employers luck with that of employing them again so for example with a seasonaljob they employ up for the employer may not use them again because are unreliable. For the employer may not use them again because are unreliablem shouldnt happen, should it . Again because are unreliablem shouldnt happen, should mm shouldnt happen, should mm shouldnt and that is why its for procedures to be in place to try to identify the reason are the absence and tackle that. Thank you, mr. Emma. People say i am self employed and if emma. People say i am self employed and if i have a day off it directly hits my business. It is tough, there are people pulling a sickie but the wider issue businesses have to manage that is a tricky one. Sean, thank you. We know that dartmoor is home to some stunning scenery but can it make for arresting audio . Breakfastsjohn maguire is finding out for us this morning. Good morning. No traffic will travel all sport bulletins or dj banter in between records or anything like that, they will use this, the people behind this are saying that this, dartmoor, will be the studio. It will be the sounds from right across the moor, not only that but the sounds of the community, conversations, local people going around their daily life will stop what you can see this morning, it will make this incredible vista, it will turn that into sound and it will be an extraordinary listen, i think. Into sound and it will be an extraordinary listen, ithink. It will tell you more after the news, travel and weather where you were watching breakfast this morning. The government has indicated it remains determined to leave the Customs Union after brexit. The move is seen as an attempt to defuse growing tensions in the conservative party. Our political correspondent, chris mason joins us now. A big week for the main players in brexit . Really big week. Relation sometimes between the uk and brussels and within the uk and the conservative party are even colder than carols forecast. We are into the crunchy bits of these figures the oceans. It feels like we have been droning on about brexit everyday. Feels like we have been droning on about brexit everyday. feels like we have been droning on about brexit everyday. I wouldnt say droning on, informing us. We are getting to the crucial stage with just over a year to go before brexit actually happens. You are the central characters . Absolutely crucial, Michel Barnier. He is absolutely crucial, he is the eus chief brexit negotiator and he is in downing street for negotiations. Who is he . He is from the south east of france, where they help the Winter Olympics in 1982. He was the local mp. Anyway, he became a europe minister for mp. Anyway, he became a europe ministerfor france mp. Speaking to the idea that he isa the flesh. Speaking to the idea that he is a traditionalist and is absolute absent at advocate brexit anglesey any attempt of watering down a selling Alcohol Project as watering down and theresa may have to keep people like him onside. Also the 48 that voted for brexit onside as well, and that is not easy. Quick word on the Customs Union . Yes, the Customs Union, central to our membership of the european union. What it means is we can sell stuff to other European Countries without an additional tax being added on. It also means when we buy stuff from outside of the european union, what is a common external tariff, uniform tax is added on. It means that in the Customs Union we cannot go off around the world and strike a trade arrangement with america or india or whoever it might be. For those who are advocates of brexit, unless you leave the Customs Union, you are not making the most of leaving the european union. Others will argue we should stay close to our nearest trading partners. Downing street will no doubt say we will leave the Customs Union after the transition period, but there might be some arrangement, as yet not defined in the long term. Thank you very much. A couple of big business stories this morning, including a warning of travel misery for ryanair passengers. Sean is here with the details. If you are thinking of flying ryanair, it is around easter . The talks have broken down so Michael Oleary has said the man is from pilots are laughable. Those are his words. Disruption at easter will be a big problem for the business and passengers as well. The biggest factor is leaving their careers and working part time after becoming mothers. It is a big issue we will be talking about a lot more tomorrow as well. Men and women and lower incomes are seeing the pay gap narrow. They go, that is the biggest contributing factor. At the begining of what forecasters say could be one of the coldest weeks of the winter, snow has led to a series of accidents in kent. The duchess of cambridge has recorded a personal message to try and spur children on to be comfortable in their own skin. Kate, who is pregnant with her third child, recorded the message to launch childrens Mental Health week. Childhood is an incredibly important moment in our lives, it is a time when we explore our personalities, discover the potential that lies within us, and learn how we be ourselves. Our experience of the world at this early stage shapes who we become as adults and how to be comfortable in ourown skin. Whether we are school leaders, teachers, or a support staff or parents, we each have a crucial role to play. When we are open and honest with each other about the challenges we face, we can Work Together to ensure the children in our care have the chance to become the best versions of themselves. It could be pretty dramatic weather, carol will have the details. We always listen to carol anyway but more attention required this morning. Six women from the british army have become the largest all female group to ski coast to coast across antarctica. The Ice Maiden Team tookjust 62 days to complete their 1 thousand mile expedition. In a moment, well speak to three of the team, but first heres a reminder ofjust how gruelling their challenge was. Soft music plays. Delightful. 0h oh, it snowed laughter. Ooooohhh applause. And joining us now from sandhurst are major sandy hennis, Lance SergeantSophie Montagne and major nics wetherill. Thank you forjoining us. Who wants to start . Why did you want to go on an adventure like this . Go on, nics. Icame an adventure like this . Go on, nics. I came out with this idea about ten years ago when i went to see somebody who gave a great talk about his crossing of antarctica. I realised i wasnt really happy with just hearing about it from someone else, i wanted to do it myself. But is where the idea came from. Over the last ten years it has been great to include as many women as possible and make it an all female team. To include as many women as possible and make it an allfemale team. Tell us about taking part in it, what we most looking forward to . The first hints of antarctica, stepping off the plane and seeing the place you had read and dreams about. Seeing the whiteness, the ice, the blue sky and the endlessness of the sky, that is what we have missed since weve been home. You have beautiful blue sky this morning but i imagine its quite a different scene you obviously had to train massively for this, what was the toughest thing about the training . We did a three week exercise out in norway, where we carried everything that we needed to survive for those three weeks, all of our tent equipment and food. That was tough but some of the hills are a lot steeper than some of the stuff we had in antarctica, we really pushed ourselves on that, so that we were prepared when we went to antarctica. We talked a bit about the lovely things, what was the toughest thing . The cold, the wind laughter i think, for the team. One of the toughest things was the mental side of it. Because we had beautiful skies, but every day was the same. For 61 days, we had to get up and do the same thing over and over. Particularly at the very beginning when we were delayed by the weather for so long, it was that mental test of, are we actually going to be able to start and finish within the time frame that weve got . That aside was one of the hardest things for the team. That side. One of the hardest things for the team. That side. Teamwork and Everything Else is incredibly important in that sort of environment. Definitely. I really felt that. I was a bit ill at the start and was unable, to one point, to pull my weight so the girls had to take my weight so the girls had to take my weight of me to allow me to continue. Fortunately, i recovered and carried on to finish the expedition. Without that teamwork and without being able to be so honest with all of the team, i dont think i would have made it through. Definitely, the teamwork makes it work. You talked a bit about it being an all female team. That is a message you want to get across in some ways, you want to encourage other women into sport but perhaps not this extreme, though . Laughter imean not this extreme, though . Laughter i mean maybe some will go this extreme but it started off initially asjust encouraging extreme but it started off initially as just encouraging women within the military to get involved in adventurous training and pushing themselves mentally and physically. But as it grew and more and more people got interested and told me they were being inspired by ed, it has expanded to notjust they were being inspired by ed, it has expanded to not just women they were being inspired by ed, it has expanded to notjust women in the military but outside. Inspired by it. But men, women, boys and girls, to find their antarctica, find something that pushes them physically and mentally. This was just to prove that none of us have been to antarctica before, but if you put the right steps in place, you put the right steps in place, you can really achieve anything that you can really achieve anything that you want. Its wonderful to speak to you, thank you. A beautiful day. Thank you forjoining us from sandhurst. It looks absolutely gorgeous this morning. Beautiful. John maguire is on dartmoor, we will be there later on dartmoor, we will be there later on but he was saying it is minus two. Heres carol with a look at this mornings weather. Good morning. Its 5 in Northern Ireland this morning, a cold but beta. For many parts of the country. Look at the forecast for this week, it will stay cold through the week, widespread frost, the risk of ice on untreated surfaces and snow. This holds true for today. We have seen snow this morning and overnight. This is a lovely weather watchers picture from kent. Another one from kent shows the snow. This is in rainham. And one more from kent. The snow is not deep but it makes a beautiful picture. It also means tricky travelling conditions adding in ice. Snow in kent, essex, sussex, east anglia and eastern uk. There are showers. Not all of us will see snow showers but we will see some p0p up snow showers but we will see some pop up across the midlands, wales, south west england. Showers in scotla nd south west england. Showers in scotland will also be snow showers. A lot of dry weather as well. In the afternoon, immune to the wintry showers but if you catch one, it will be lighter than this morning. Still have a noticeable north easterly breeze. It makes it feel particularly cold, colder than the temperatures suggest. In the afternoon, we could see a wintry flurry or two in devon and the odd snow shower across wales but most of us wont, most will stay dry and cold. Northern ireland, the odd shower but mostly dry. The cloud will thicken with rain arriving later. And thickening across western scotla nd later. And thickening across western scotland with winds strengthening, gale force later with exposure that a lot of dry weather and the sunshine but feeling cold. This evening and overnight, the weather front produces a band of rain, sleet and snow which will continue to push south east. Behind it, colderair comes in with wintry showers and the risk of ice. Ahead of this weather front, patchy fog forms. Inglot to bearin front, patchy fog forms. Inglot to bear in mind first thing. The risk of ice, fog and that will lift it isa of ice, fog and that will lift it is a lot to bear in mind. It will push steadily south east. Through the day, it will peter out in situ and a band of cloud. Mostly the showers will be rain. Building towards the south east. Behind it, sunshine that you can still see lots of wintry showers. Temperatures will get through the evening and overnight, this weather front, get through the evening and overnight, this weatherfront, as it ru ns overnight, this weatherfront, as it runs into the cold air will rejuvenate. Further wintry showers across the wash, east anglia and the home counties, london for example, as it continues to push south east. There is the risk of irish on untreated surfaces. Tomorrow we lose that weather from very readily, High Pressure builds in, fairly settled until the next set of weather fronts. Frosty and settled until the next set of weatherfronts. Frosty and icy settled until the next set of weather fronts. Frosty and icy start with a fair bit of sunshine. Cloud building from the west. As they arrive in the west, they will be preceded by some snow and then the rain will come in. It will be windy and behind those weather fronts later in the day in the evening and overnight, the risk of snow showers and ice. Longterm, are we going to get a bit warmer next week . Further beyond . Maybe a little bit but were not done with winter, this is not unusualfor not done with winter, this is not unusual for winter. Expect more colder winter before we are through cold weather before winter is through. She could have given me some hope thank you. Tell it how it is thank you. It is lovely, though. We can show you. We will show you some picturesjohn we can show you. We will show you some pictures john maguire we can show you. We will show you some picturesjohn maguire in dartmoor. It looks just glorious. It really does. Dartmoor is a fa ntastically it really does. Dartmoor is a fantastically wild and wonderful place. Ive been coming here for more than 30 years. Its extraordinary. You will get a snowy days, days where you cant see your hand in front of your face because of the cloud and fog butjust look at it. It is resplendent, majestic. The colours are extraordinary. All of the different colours of the more and he has changed as the sun has come up. That is what we can see, thatis come up. That is what we can see, that is what your eye tells you. You would take photos if you came here. But what does the play sound like . There will be a new Community Radio station being set up to achieve exactly that called skylark. The organisers say this will be their studio, dartmoor will be their studio. It will be the sounds of this place that he will be able to listen to. Good morning. You have been out and about this morning. Interference tell me about the programming. It sounds very different. Interference studio thats so disappointing what he was trying to tell you is that they will have this Radio Station and on it, you will hear the beautiful sounds. Shall we try again . Of dartmoor. Can we picked up that interview . How disappointing. It looked so gorgeous. We will try to re establish things. Can you hear us . I can, can you hear me. Lets try again, we lost you momentarily. Sorry about that, i was waxing lyrical. Its because we are surrounded by granite, that is probably what is causing problems. Im not sure how far we got. There will be a new community station called skylark that will bring you the sounds of dartmoor. Tell us what a day listening to skylark would be like . Very different to what we normally expect to radio . Exactly, normally expect to radio . Exactly, no conventional programmes, no fixed studio location, presenter, traffic, weather updates, that kind of thing. But instead a continuous kailash of sound all recorded on dartmoor. We will hear beautiful sounds of nature, people will talk about their lives. And maybe also some songs they are singing in the landscape. Lots of Different Things all recorded right here. Thank you. Lets talk to Tony Whitehead who has been doing some recording, good morning. Asi as i was saying, i am not sure whether people at home heard it or not because we had problems with the signal, we are used to coming up and taking a photo but you would never think of recording sound. You wouldnt. Its an amazing place, dartmoor is full of sound, the landscape scenes. But if some of the things we want to capture with this the landscape hum. We want to get the sounds of this landscape out there. And to get those sounds recorded by people who live here, people from the communities. Getting them involved, skilling them up and had to make radio, everybody in this community can be radio makers. People will be able to make their own radio documentaries . They can make their own content, absolutely. We think we have a lot of interest in this area for people to do that. To really celebrate the soundscape of dartmoor. Good stuff. Lucinda, nothing in life is free. If you dont have advertisers and you dont have a license fee like the bbc does, how will you pay for it . We are looking for funding, we will apply for grants, working in partnership with lots of other organisations and we will do fun things like wonderful holidays people can come to to work with us and that will help fund the project. It is important that everybody in the community has a voice through this project and that people can meet one another, learn from one another and we feel that will enrich peoples lives, especially if they are very isolated, living on dartmoor. It is important that we reach out to them and they can be involved as fully as possible. Thank you, thank you for braving the wind and the temperature and the technical issues. Back in the studio, warm studio, i know you have both done quite a lot of radio. We talk about radio in painting pictures with words. When you think of that concept, is there a better ca nvas of that concept, is there a better canvas than this . Dartmoor itself. Studio there really isnt, it is absolutely beautiful, thank you. We could stare at that for hours. It is gorgeous. They should notjust have the Radio Station that the tv as well. Time now to get the news, travel and weather where you are. Can we give five more seconds of dartmoor . Apparently not just rewind your mind a little bit, have that beautiful vision of dartmoor, we should be back with more in two or three minutes. Hello. Feeling cold and wintry this week. Frosty nights and snow in the forecast at times. Today, mixture of sunny spells and wintry showers. The majority of those showers in the east and south of england particularly to the morning where we could see some eyes. We tend to move as we move through the day. Away from the showers dry and bright weather, good spells of sunshine developing. North easterly breeze in the south will accentuate the cold temperatures. A maximum five celsius. This evening and overnight, the wind will pick up in the north west. We have this band of cloud, rain, sleet and snow that will edge its way south eastwards through the night bringing snow for scotland, Northern England and wales. Ahead of that largely dry. Frosty developing and freezing fog not out of the question. A cold to come. It will be cold rowley. Tomorrow, some waking up to snow on the ground. The snow will die out and bright conditions leading in and some wintry showers. The odd rumble of thunder not out of the question. Holding onto some more brightness ahead of it in the south east. Tuesday, a cold day with temperatures in the single figures. Snow could reinvigorate in the night into wednesday. An interlude on wednesday but the next weather front waiting in the wings and that will bring snow and rain as we move through wednesday and thursday. Temperatures staying cold as well. As we move through this week feeling wintry, it will stay cold and we will see widespread frost as we move through the night. Also some snow in the forecast at times.
