Picture was being put out . There are all sorts of pictures of me. Mrjohnsons leadership opponent jeremy hunt says his brexit plans are more realistic. Your plan sounds quite similar. They may be similar, but the person is not. Hillsborough match commander David Duckenfield is to face a re trial in connection with the deaths of 95 liverpool fans. A renovation fit for royalty the public foots the £21; million bill for harry and meghans new home. After much resistance derby county say they have permission to use speak to Frank Lampard. And chris fawkes has all the weather. We will be casting awry again at this heatwave building in europe and many in france are describing is unprecedented forjune in terms of intensity. Thanks chris. Also coming up a bittersweet moment well hear from the parents of the girl whose death from an allergic reaction to a sandwich has brought about a change in the law. Hello, youre watching afternoon live im simon mccoy. After repeated accusations of avoiding media interviews, the frontrunner for the conservative leadership and Prime Minister, borisjohnson, has made a series of broadcast appearances, setting out his ideas, including on brexit. Mrjohnson made an unequivocal pledge to take the uk out of the eu by october 31st, in his words, come what may, do or die. He continued to maintain his silence on his private life, which has come under scrutiny. Its been revealed that the winner of the leadership race will be announced onjuly the 23rd. Our Political Correspondent Jessica Parker reports. Critics say he has kept us in the dark about his brexit plan but Boris Johnson is taking a few more steps into the media spotlight in an interview with the bbc, a concession. He cant get the brexit he wants without goodwill from brussels. It is notjust up to us, its up to the other side as well and there is an element of mutuality and there is an element of mutuality and cooperation in this. And we will be working with our friends and partners to make sure that we have an outcome that is manifestly in the interests of people, of businesses, communities on both sides. He told talk radio that brags it has to happen by the end of october. We will be pushing a plan into action. We will be ready to come out on october the 31st. Come what may . Do oi october the 31st. Come what may . Do or die. October the 31st. Come what may . Do ordie. On lbc october the 31st. Come what may . Do or die. On lbc he said the tories are not tight spot. We are staring down the barrel of defeat. Every tory understands that. Boris wants to leave in october 31 with and without an agreement and getan with and without an agreement and get an implementation period so there is tariff free trade. And solve the irish border issue after we have left using technology. One of the other conservative leadership candidates emerging plan. Jeremy hunt knows there are obstacles in the way. He also wants to renegotiate but is not as set on the toba deadline. With the right person there you have the best chance. How does your plan differ from mr johnson . They sound quite similar. The plan may be similar, the person is not. Barroso said that renegotiating Withdrawal Agreement is not an option. That is not stopping anyone in their tracks. Both contenders claim can get a better deal out of the eu. Mike brussels has said. It is the politics of faith. There is also trust. Arriving at a radio studio borisjohnson may trust. Arriving at a radio studio Boris Johnson may be trust. Arriving at a radio studio borisjohnson may be doing more interviews but is keeping the door closed when discussing the headlines around his private life. Jeremy hunt supporters says the frontrunner needs to front up more. He does not have to answer questions on his private life but i would like to see him answer questions and a lot of other things. For instance in the debate sky has scheduled for tonight. I would like to see much more rigorous questioning of what his plans are for taking the uk out of the eu. My conservative members are reflecting on who they want. Whilst Boris Johnson members are reflecting on who they want. Whilst borisjohnson is still seen ahead in this race all sorts of things go on in westminster and this campaign has already flagged up some unexpected moments. Our chief Political Correspondent vicki young is in surrey for us. He is giving interview after interview. It seems the strategy has com pletely interview. It seems the strategy has completely changed. His team told me that weekend the first half of this contest was getting tory mps buying them so we could get on the ballot paper and be one of the last two. That is what he has been focusing on, taking questions but behind closed doors with tory mps. Now he has succeeded in doing that the state is different and he will engage notjust with tory members but here he went round the gardens and spoke to lots of members of the public. Im not saying they were remotely difficult audience. We are a true blue part of surrey and the constituency where the local tory mp has a majority of more than 20000 and he got a very positive reception from everyone he spoke to here including schoolchildren. I think the strategy is to get him out doing the strategy is to get him out doing the kind of thing he has always done. He was looking much more relaxed, taking questions but not so much about his private life. I did ask and when he arrived here about his approach to europe and about brexit and why he thought that he could make a difference where theresa may has not managed to do that over the last three years. Mr johnson, why do you think the eu will do what you want them to . Because i think there is a massive opportunity now to get this thing done and put it to bed and a low the country to go forward. I think there will be goodwill on both sides. Country to go forward. I think there will be goodwill on both sidesm does feel a little as if we were going back to the arguments we were having two or three years ago about how the uk approaches the whole issue of brexit. What mrjohnson seems to be saying is if we are serious about no deal and if we prepare properly for no deal, keep back some of that £39 billion, that will persuade the eu to take it seriously and change things. To carry on with the same trading relationship we have no, although of course no one thinks the eu will do that. It does feel a bit as if he is saying im a different personality and was a bit of optimism may be i can get something different. But it is absolutely not guaranteed. Lets talk about the release of the photograph yesterday. He was asked 26 times on lbc today when it came from and when it was taken and he wouldnt answer. There has been a big discussion after what happened last week when police were cold to the flat he shares with his girlfriend. Lots of questions which he has refused to answer and says he doesnt answer questions about his personal life and does not want to drag his family and loved ones into it. But then suddenly this photograph appeared in was on the front page of lots of newspapers. There has been a lot of discussion about when it mightve been taken and who took it and people looking very closely at his haircut saying the heroes much longer in the photo and it is not a new photo. He simply wa nts a and it is not a new photo. He simply wants a when it was taken and who it was taken by and whether by releasing that he is breaking his own rule by bringing people into the public domain. He wouldnt answer any of that. Interestingly as he went round the garden see there were some comments from people, not aggressive comments, but one couple came up and said we are conservatives and we will vote for you but just stop conservatives and we will vote for you butjust stop the arguing. One thing we know about the man who would like to be premised on his likes making buses out of cardboard. This is another little detail that has emerged today. It was the interview with talk radio when asked what he does to relax. He said how he likes to make things and paint things and paint cardboard boxes and seems to make buses where he paints passengers enjoying themselves so something new every day. We will be playing that clip at half past. The hillsborough match commander David Duckenfield will face a retrial on a charge of the gross negligence manslaughter of 95 liverpool fans, who died in a crush at the fa cup semifinal in sheffield in 1989. A jury was unable to reach a verdict at a trial earlier this year. The judge ruled another trial will take place in october. Judith moritz is at Preston Crown court. Fiona trott is in preston for us. Fiona, what reaction to todays news has there been from the families . The relatives today have told us they are pleased because this Legal Process is continuing. Some of the more here at Preston Crown court today and others were watching proceedings in a separate building in liverpool. Earlier we spoke to amy who lost her father at the Hillsborough Disaster when she was just five years old and give us this reaction to the decision of the judge. I think that is the right decision for notjust judge. I think that is the right decision for not just the families but the public as well. How stressful has it been . Extremely stressful has it been . Extremely stressful we have not been able to have any closures for several years later our lives are still on hold not only do we suffer as a family but the survivors are suffering and the next generation of our children are suffering because we cant tell them we have an outcome yet. The judge made his decision this morning. We cant broadcast the reasons are not how he made that decision but i can remind you of why we had this hearing at Preston Crown court. David duckenfield the former match commander faced 95 counts of gross negligence manslaughter and was on trial here earlier this year. There was no prosecution over the 96 victim who died later. Thejudy did not reach our verdict and their prosecution sought a retrial. David duckenfield and his team oppose that. He was not required to attend but as we now know he faces another trial in october. The annual review of royal spending has revealed that refurbishing the new home of meghan and harry the duke and duchess of sussex cost the public nearly £2. 5 million. The figures were published by Buckingham Palace. Our royal correspondent Nicholas Witchell has the details. They chose windsor for their wedding, and when harry and meghan considered where they wanted to live, the focus once again was on this town, with its Long Association with royalty. They moved from Kensington Palace in Central London for a secluded residence known as frogmore cottage, hidden away close to windsor castle. What is revealed today is that it has cost £2. 11 million of public money to turn this cottage into a home fit for the duke and duchess of sussex. The officials here at the palace who control royal spending say it cost £2. 11 million to reconfigure the cottage because it was in fact five homes which had to be stripped out to become one single residence, and those Officials Say that whenever the sussexes wanted features in their cottage which went beyond the basic level of comfort, they paid for them themselves. On the broader question of royal finance, the figures show that what is known as the sovereign grant for 2018 19 amounted to £82. 2 million. That is the overall cost of the monarchy, minus things like security. Of that, very nearly £33 million was spent on the refurbishment of Buckingham Palace, the infrastructure of which is said to be in urgent need of repair. The figures give an insight into royal transport costs. For example, the visit last year by the queen and the duchess of sussex to cheshire by royal train and charter aircraft costjust under £30,000, and the visit to the caribbean and cuba earlier this year by the prince of wales and the duchess of cornwall cost more than £400,000. Overall, Officials Say the year was a busy one for the royal family, the members of which, led by the queen, carried out more than 3,000 official engagements in the uk and overseas. Lets talk on this more with graham smith, chief executive of republic an organisation that wants to see the monarchy abolished and the queen replaced with an elected head of state. Buckingham palace makes the point thatis Buckingham Palace makes the point that is part of their estate and this is what it was going to cost to repair. It is part of the Crown Estates are repair. It is part of the Crown Estates a re not repair. It is part of the Crown Estates are not theirs. The refurbishment is clearly designed to provide a host for prince harry and meghan. There is no reason why they should have that home provided by taxpayers. It is two and a half Million Pounds we could be spending on schools and hospitals are Police Officers and are simply not excusable. Ten years ago we were getting outraged by mps spending a lot less in their houses. They are doing much the same but to a much larger cost. It is a 19th century property given to prince harry by the queen and the renovation paid by the queen and the renovation paid by the sovereign grant. It comes under the sovereign grant. It comes under the palace responsibility, if you like. What would you rather, what would be your preferred option . Prince harry and meghan can buy their own house and live there. That is not our radical are controversial view. We all have to work your way through life and play our own homes and there is no reason why harry cant do the same. This is a small pa rt cant do the same. This is a small part of a much bigger picture. It 82 main points mentioned just then is pa rt main points mentioned just then is part of the overall cost which is much more likely to be around £345 million when you include all the other hidden costs. Weve just been looking at pictures of the Royal Wedding and you know the argument that the amount of money that the royal family brings into this country, particularly events we saw in windsor last year, is huge. The market is not. That is the point. Last year in the run up to the wedding i did a freedom of information request for all the evidence and data and they could not give me it. They fully admitted that if we didnt have a monarchy that is no reason for to think to would go down. That is no reason, they are there to do a job that doesnt mean they should keep on spending millions of pounds on them. they should keep on spending millions of pounds on them. If we had a president we would have the same argument about where they live. But it would be one head of state, may be two. Whilst the monarchy as they are, lets put it on a proper footing. That includes having a small budget and an office for the head of state, i salary further head of state, i salary further head of state and it would have it similarto head of state and it would have it similar to ireland with its 10 million all in. A lot of people would say is just £1 to each of us each year. We dontjustify any other public spending by dividing it by every man woman and child in the country. It doesnt work like that. £345 million is the much more accurate figure and for that kind of money can get 15,000 new teachers or nurses. When a situation for schools and hospitals and Police Forces are struggling with cuts and late crime in london. And we are spending millions of pounds on this one family. They simply dont need it. It simply isnt right that we spend not just it simply isnt right that we spend notjust on their official travel and on official accommodation in Buckingham Palace but also on their private homes elsewhere. I think this should be as outrageous as mps expenses. On the basis that you want to abolish the royal family how would you do it . Do you just say, right, one day we do not have a monarch. Its not a difficult thing, other countries have gone through much larger changes. They did it quite drastically. The point is we have what we have no end to houses of parliament but you have them fully elected with a clear constitutions so we dont have all this argument about what the constitution says that we have at the moment around brexit. We have an elected head of state that has a function and actually perform the role rather than keeping out of constitutional arguments as well as everything else. There are serious principled arguments under serious political constitutional arguments but as i think today shows the institution does not fit for purpose. It failed on all the standards of public life we expect of mps. Standards of public life we expect of mps. Ayyss respeak 56 members of mps. Ayyss respeak 56 members of the royal family are carrying out public duties this afternoon. They do work. That doesnt mean that they dont fall short of the standards in terms of accountability and transparency. It is difficult to see are more accountable and study group of people. You cant really pin them down. When their accounts come out there as a whole lot of detail missing and they get the job of auditing their own money and spending. The piece said over 3000 engagements. A typical engagement is about an hour engagements. A typical engagement is aboutan hourorso engagements. A typical engagement is about an hour or so adds up to about 34 days of work per royal and it is not hard work and the turnout in someone elses organised it. Most of it is at home in their palaces and homes around the country so this is not a hard working monarchy, it is an incredibly expensive monarchy and we could do so much better in principle, democratic and accountable, and certainly a lot cheaper. Thank you very much. If you have any views on that. Tell me what you think. Youre watching afternoon live, these are our headlines. Borisjohnson says he can categorically rule out a brexit extension saying the october 31 deadline is do or die. Hillsborough match commander David Duckenfield will face a retrial over the deaths of 95 liverpool fans. Royal accounts reveal that the duke and duchess of sussex spent borisjohnson says he can categorically rule out royal accounts reveal that the duke and duchess of sussex spent £2. 4 million of taxpayers money on renovating their new home. Derby county say they have been approached by chelsea to speak about the vacant position at stamford bridge. England fightback at lords and no need 286 runs to beat australia. And looking for the sale price of around £16 million. I will have more in the storyjust after half past. The metropolitan police have apologised to the family of one of the eight People Killed in the London Bridge and Borough Market attacks two years ago, for the delay in notifying them of his death. Ignacio echeverria was killed by the three attackers on the 3rd ofjune, 2017, after using his skateboard to try to drive them away from another victim. But it took another four days before his death was confirmed to his family. Our correspondent Richard Lister is at the old bailey for us. Ignacio echeverria was one of the undoubted heroes of that hold sad night back in june undoubted heroes of that hold sad night back injune the 3rd 2017. He spotted a Police Officer and a member of the public being attacked by the three men wielding knives stop he was on his bike and had a skateboard in his backpack. He got off the bike and run over and intervened and was beating one of the attackers over the head with a skateboard before they turned on him and ultimately killed him. His family has chosen not to come to these inquest proceedings for understandable reasons perhaps. So we have heard very little from them but today it emerged they have written to the coroner expressing their concerns about the fact that it took four days for police to identify the body of Ignacio Echeverria for them. We had a little bit about the difficulties of that process. Police rely on dna evidence and so on but initially they rely on any id papers or documents with the body and in this case Ignacio Echeverria did have a wallet and id with them but it fell out when police were trying to move him. An officer picked up the wallet and the other documents and later handed it over but it was processed as an exhibit find at the scene rather than being capped with the body which would have speeded up identity. Today on the witness stand one of the Police Family Liaison Officers apologised on behalf of the met. Kept with the body. He said they always try to tell families as soon as they can and he said they could have done much better. The coroner said he had been in touch with the family to express their sorrow and regret that they were not told more quickly about the death of the sun but also made the point that Police Officers do have to be absolutely certain about a victims identity before they tell the families involved. A new law to protect people who have Food Allergies has been announced by the government. The legislation which will require businesses to list all the ingredients in pre packaged foods is named after Natasha Ednan Laperouse, who died from an allergic reaction after eating a sandwich from pret a manger. Daniela relph reports. It was the start of the Summer Holiday that she would never get to see. 15 year old Natasha Ednan Laperouse was on her way to the south of france. But on board the plane, she collapsed and died soon after. Shed suffered a catastrophic allergic reaction. Natasha had eaten a sandwich shed bought from pret a manger. The packaging did not say it included sesame seeds. The ingredients that caused her collapse. Since losing her, natashas family have become relentless campaigners. They blamed inadequate food labelling laws for her death and wanted change. Today, the government announced natashas law. This, in her name, isjust wonderful. She would be so proud. For us, its. |ts a way of her memory living on. And thats so important, when you lose a child, its so difficult not to talk about her all the time and not to have her living on in peoples memories. But with natashas law being something set in stone, it feels like that wont happen at all. And so many people will be saved and have a safer life and navigate their lives, their allergic lives, in a much better way, because of her. Natashas law will be introduced this summer and be mandatory by 2021. From then, all prepacked food going directly to sale must list all of its ingredients. Many Big Food Companies have welcomed the new legislation. But there is concern within the industry that smaller businesses cant afford such comprehensive food labelling. Natashas parents have had some high profile support. By coincidence, sarah, duchess of york, was on board the flight with the family when natashas body was repatriated. She will now be patron of a new charity, set up by the family, which hopes to ultimately find a cure for some allergies. People just dont understand. They think, allergy, oh, yes. It is a massive problem. 44 of adults are now suffering from allergic conditions. We have to do something about it. And i think narf, the Natasha Allergy Research foundation will go into communities, support communities, will be funding researchers. The five or six people who are researching in this country, to really let them find a solution through immunotherapy. And really make a difference. For natashas family, the new law in her name is a fitting legacy for her life. Daniela relph, bbc news, west london. Later i will be joined by natasha esperance on a day they say is want to celebrate. Natasha is appearance. The parents of natasha. Europe is bracing itself for a heatwave this week, with france having to prepare for record temperatures. As warm air moves up from africa, the mercury is expected to rise to the high 30s from today, reaching over 40 degrees celsius in some places by the end of the week. The french government has put special measures in place for schools and care homes for the elderly including introducing temporary fountains and mist machines. Our paris correspondent Hugh Schofield reports. Airfrom the air from the sahara born airfrom the sahara born north by High Pressure over the atlantic and in france it is the dog days. Temperatures that may edge up in places over 40 degrees, numbers you sometimes get in july places over 40 degrees, numbers you sometimes get injuly or august but now unusually early in the year. It is not even a holidayjet. Schools are still working and so apprehensive as the government they have postponed public exams that we re have postponed public exams that were to take place this week. Children cant be expected to work ina children cant be expected to work in a cauldron. In france memories of the 2003 heatwave weigh heavily when 15,000 mainly elderly people are reckoned to have died from heat. The environment minister said the will be new measures and partners. Translation we will have a transport pollution system that will be triggered if we notice levels are extended and any day. Frolicking in poor public functions will be frolicking and public functions although find upon will be permitted. Mid day in paris and it is hot although maybe not the punishing heat some were predicting. The peak of the heatwave are supposed to come on thursday or friday before probably eating somewhat before the weekend. Easing. Spain, germany, italy and belgium have all reported unseasonably high temperatures. Is it Global Warming . The French Health minister has said this kind of premature heatwave must no longer be regarded as unusual. The french must prepare for more to come. Time for a look at the weather, with chris fawkes. The french forecasters are calling this heatwave unprecedented. In terms of its intensity. Take a look at the temperatures in nimes. The Current Record is 39 celsius for june. We are completely obliterated the record by some six celsius so this heatwave is just incredible. There are some features around Climate Change, for example. The french forecasters have looked back at heatwave since 1947. They have found in the last 30 years they have become twice as frequent compared with the previous period and are expecting heatwave is to become twice as frequent again as we get towards 2050 so it looks like we might have to get used to these searingly hot temperatures. Temperatures this heart, it is unusual to get them injune we find heatwaves are happening earlier and later in the season and notjust confined to july and august. Later in the season and notjust confined tojuly and august. That tended to be the case in years gone by. And it is notjust confined to france. We are talking of large swathes in europe. The Current National temperature record in france stands at 44 celsius, set in august 2003 which claimed 20,000 lives across europe. We could beat that in june. 45 lives across europe. We could beat that injune. 45 degrees as possible. The spanish record stands at 48 but it will be very hot across parts of germany and into switzerland. We could see temperature records tumble with the peak of the heat expected through thursday and friday. Ijust wonder when you see these figures come true for the first time do you react in the way the rest of us do . Crikey, what is going on . I think that first chart that i showed you blows my mind, the idea that the temperatures, the reckitt temperatures, the reckitt temperature in nimes has been 39 celsius and we could be looking at a jump celsius and we could be looking at a jump of six celsius it is absolutely obliterating the record. That does not bode well for the future. Heatwaves in europe is one of the things the computer models are picking up on in terms of Climate Change, becoming more frequent as we look towards the future. As far as our mother goes, were looking at wet weather in the uk the moment. Rain is pushing north across wales and into the midlands and Northern Counties of england. We could get some thunderstorms. A lot of cloud across the country but in the south we may see some writer spells. Temperatures will rise quickly in the south and it still feels humid. And the rest of the uk temperature is nothing to write home about. The heatwave not affecting the uk and the hot weather willjust be in europe at this for the next few days. Thru tuesday night we will start to see a bit of rain pushed back south across Northern England and a lot of cloud over night. When is tending to move on from a north easterly direction. Mist and fog patches around, particularly over high ground and a soupy feel to the air over southern parts of the country. Into wednesday, it will probably turn out to be a cloudy day. There will be breaks in the cloud and some sun as we had into the afternoon. One of the more promising spots that will be eastern areas of scotland, 22 degrees in edinburgh and summer temperatures in the south but probably feeling not quite as humid as it has done over recent days. That is the forecast for the middle part of the week. As we head into thursday our area of low pressure really teats and we draw when warmer airfrom low pressure really teats and we draw when warmer air from the continent. Reorientate is. Temperatures will rise. Temperatures rising in the sunshine so it will feel pleasantly warm. Temperatures 25 degrees or so in edinburgh and potentially still the low 20s for the south. We will continue to see those temperatures rise as we head to the weekend and it looks likely we will see the hottest day of the year as we head into the weekend. London 31 celsius or so on saturday but it will also be fairly breezy. He does not last too long because as we had through sunday and monday the atla ntic flexes we had through sunday and monday the atlantic flexes its muscles and will blow the heat away from us. We will probably see temptress moderate a bit across North West Europe as well. This is bbc news our latest headlines. Borisjohnson says he can catagorically rule out a brexit extension saying the october 31 deadline is do or die. Ready to come out in october the 31st, come what may. Do ordie . Do or die. Hillsborough match commander David Duckenfield will face a retrial over the gross negligence manslaughter of 95 liverpool fans. Families welcome the decision. We arejust we are just delighted, absolutely delighted. It is one of the better news days weve had after all the bad news weve had over the years. Renovating prince harry and meghans new home has cost taxpayers nearly £2. 5 million, royal accounts reveal. The parents of a teenager who died from an allergic reaction to sesame seeds in a baguette say theyre delighted that a new labelling law will be introduced. Sport now on afternoon live with reshmin. After much resistance, derby county say they have granted permission for chelsea to speak to Frank Lampard about the vacant Managerial Position at stamford bridge. On two occasions the Cameroon Team stopped playing in protest at decisions made by the video assistant referee. Its been suggested that qin liang lost control of the game. I think the ref did what she could to the best of her ability. I think it was a difficult game. But i think she handled it, obviously shes gone with the decision she thinks is best, thats all we can go with, whether it is for or against. We have to stay in her line and focus on what we can do, and we are here to play at a world cup and thats what we would like to focus on. Former newcastle midfielder lee clark says losing rafa benitez has been coming all along and the club has lost a world class manager. The news hasnt been well received by supporters, who have been protesting over mike ashleys continued ownership of newcastle. We understand there is appointment and their anger. We have let go of a real renowned world class manager. Someone who could attract the best players if we ever got there in terms of the budget, but also keeping the club in the league over the last few seasons. It has been a long time coming, really, not a shock to many people. When you get this far down the line, you know its going to end the way it has. Premiership rugby Club Leicester tigers has put itself up for sale and is seeking a price of about £60 millon. Applause shes my hero. Always since i was a little kid. If you have a good parent, your pa rent if you have a good parent, your parent or the future for you. All quite emotional back to you for now. That will put an end to any emotion we can hear more now from borisjohnson, whos been expanding on his plan for taking the uk out of the eu by the end of october. Hes done three broadcast interviews in quick succession one with our Political Editor Laura Kuenssberg last night, one with the Radio Station lbc, and one on talkradio this morning. Heres what he had to say to talkradios Ross Kempsell. So brexit, that will of course, we will be pushing a plan into action. We are ready to come out on october the 31st. Come what may . Come may. White might do or die . Do or die. What might the plan is to get to october the 31st and if visit is blocked by parliament, what is plan b . First of all, we need to get rid of this current Withdrawal Agreement and get the best bits in it, put them through parliament, then we wa nt to them through parliament, then we want to make sure we keep that money, suspended and waiting to hand it over if we get the deal we want. Then we want to make sure we come up with solutions for the Northern Irish border. I think the way to come out is with a standstill between the uk and the eu, so that we keep going with the existing arrangements until such time as we have completed our free trade agreement. Only use that period to solve the questions of the Northern Irish border. You said yesterday it is positive energy that would help. I think it would help. I have never seen such morose nets and gloom from a government. For three years we have been sitting around, wrapped in defeatism, telling the British Public they cant do this or that. It is pathetic. They are saying it is going to take more than positive energy, your critics say it is not just about lost or positive energy. Dont forget, we havent even really wa nted dont forget, we havent even really wanted to come out. Thats the heart of the problem. What weve been doing is weve been creating our own prison. The backstop, the customs union, the Single Market are all basically designed to keep us in. Earlier he was repeatedly pressed about his late night row with his girlfriend and whether a photograph suggesting they had made up was old and had been released by his supporters. I cant determine what the newspapers decide. So mac that isa the newspapers decide. So mac that is a yes or no then we will move on. This is nothing to do. Did you know the picture was being put out . There are all sorts of pitches of me on the into doubt, which pop up from time to time. Did you know this was being put out . I am aware. It is entirely up to newspapers to decide what they want to put out. His opponent for the leadership is foreign secretaryjeremy hunt hes been much quieter than borisjohnson this last 24 hours, butjournalists asked him briefly about his brexit plans as he headed to westminster this morning. What do you think of borisjohnson . That is why we want the debates, so he will tell us. He said he was going to. Mind the puddles. I think if you send the right person, you have the best chance. Your plan sounds quite similar. They may be similar, but the person is not. See you later, guys. Going back to that talktadio interview, it provided perhaps one of the more peculiar moments of this campaign. Borisjohnson was asked by Ross Kempsell what he enjoys doing in his spare time. Lets have a listen to his answer. I like to paint. Or i make things. What do you make . I make. I have a thing where i make models of. I make buses. Models of buses . Models of buses. No, what i make is. I get old. I dont know, wooden crates, right . And i paint them. Suppose its a box that has contained two wine bottles. It will have a dividing thing. I turn it into a bus, put passengers. You are making cardboard buses. No, i paint the passages enjoying themselves, on the wonderful bus. |j wonder what he writes on the side southern water says it is deeply sorry after receiving a record fine for spilling waste water into the environment from its sewage plants and deliberately misreporting its performance. The 126 Million Pound penalty means customers will receive a rebate of at least 61 pounds each. The Environment Agency has launched a criminal investigation into the case. Heres what the regulator told the bbc earlier. The Environment Agency is undergoing a criminal investigation into southern water but the company did not run their treatment works in the way they are expected to, and in addition they tried to cover up that poor performance. Thats why we are levying such a high penalty on them today. Rebecca is here. Good afternoon. All the Business News in afternoon. All the Business News in a moment, but first the headlines. Hillsborough match commander David Duckenfield will face a retrial over the deaths of 95 liverpool fans. The royal accounts reveal the duke and duchess of sussex spent £2. 4 million of taxpayers money on renovating the new home. Heres your business headlines on afternoon live. A criminal investigation into leading Water Company southern water has been ordered by the Environment Agency. Its already been fined a record £126 million for spills of waste waterfrom its sewage plants and for deliberately misreporting its performance. The regulator ofwat described the findings as shocking. At the same time, one of the uks biggest waste firms has been find guilty of illegally sending waste abroad. Biffa Waste Services sent nappies and Food Packaging abroad claiming it was waste paper. The export of unsorted household recycling waste from the uk to china has been banned since 2006. Kerry foods makers of mattessons and some walls products is to close its site in Burton Upon Trent in staffordshire with the loss of 900 jobs. Unions say the closure comes after the firm lost a contract to supply ready meals to tesco. The factory was the towns largest employer. Lets look at this report from a social mobility charity. Top professions in the uk are still unduly dominated by people who have gone through private schools and oxford and cambridge universities. How dominated . The sutton trust and social Mobility Commission 7 who attend private schools and the 1 who graduate from oxford and cambridge they are very heavily represented in the topjobs. 0k, the topjobs. Ok, so obviously they are saying that needs to change. Yes, they are, but why, if the top job has gone to the top person . You could argue thats how it should be. Lets talk to the founder of the sutton trust. Whats wrong with this position . Well, there is something right and something wrong. The facts are that the elite, oxford and cambridge and some people from independent schools, are going to the top. The problem is, if the base of people that get into those places that is the problem. Lets take oxford and cambridge first. As you said, less than 1 of people go to oxford and cambridge, so they are highly selective, they are two of the greatest universities in the world, when people go there, generally something good happens to them and when they come out they actually qualify for those top jobs. Lets talk about who gets in. They have done a good job for the last few years against what most people think. The numbers of kids from state schools, disadvantaged backgrounds, has gone up. They have got ambitious plans to increase that. And i dont think we need to worry that much about oxford and cambridge in terms of they are expanding the base of people coming m, expanding the base of people coming in, therefore the fact they are part of the elite, i dont think it is a big issue. What you didnt say was that in fact, 25 of the top people are from oxford and cambridge. 40 are from oxford and cambridge. 40 are private schools. If you add them together it is almost two thirds, so its a lot. Set against that, 2496 of oxbridge are oxbridge graduate and only 19 of the population has been to university. This is a problem, how should it be changed . Ive already discussed the oxford and cambridge issue, which is that they need to widen the base of kids going in, and that is a way in effect a change it. What im saying, listen, oxford and cambridge are not the only game in town, there are a lot of other good universities that people can go to and get to the top. When we move on to private schools, that becomes a different issue. The problem is, we have a socially Selective School system. Not just private schools, but if you look at whats going on, the best comprehensives are in areas where the house prices are high, the average kid cant get in because it is whoever is closest to the school who gets in. If you look at the grammar schools, which are 5 , very good schools, if you cant afford private tuition, you dont have a chance, you cant compete with people who are being tutored. So the kids we are working with, low and middle income kids, dont really have a chance to get into grammar schools. When you go to the private schools, things go dramatically worse. There are only 1 of places at private schools available to kids who cant afford the fees. If someone is going to give me £10,000, the fees are £50,000, i cant afford the fees are £50,000, i cant afford the £5,000 just topped that up if i am from an ordinary background. To top that up. Very briefly to wrap up, it seems only fair to ask you where you want to university. Up, it seems only fair to ask you where you want to universitylj up, it seems only fair to ask you where you want to university. I was fortunate enough to go to oxford. Served you well, hopefully thank you forjoining us. Thank you. Its a lwa ys you forjoining us. Thank you. Its always the sting at the end. Yes, we like to end on a sting thank you very much. Mps have criticised an executive producer of itvs thejeremy kyle show for the irresponsible use of lie detector tests, which were routinely used on the programme, calling it astonishing and disappointing that executives couldnt confirm their exact accuracy. The shows bosses were called to give evidence to mps following the death of participant steve dymond, who reportedly failed a lie detector test. A warning that you may find some aspects of this report from David Sillito disturbing. It was a show all about dramatic confrontations, on screen drama. You are a liar but when one of those guests, steve dymond, was found dead after appearing on the show, it was the end. Now the heads of itv and the people responsible for the programme, are to face questioning from mps today. Why did you say no . The test says you a liar. Did the programme bosses even know how accurate they were . The not 100 . They couldnt be more specific than that. You cant find what this actually is. So i might not 100 . I what this actually is. So i might not 10096. I am not a lie detector expert. You are responsible for this programme. We know it is. You dont know. Tell me. So this test says you lied. Mps were shown at this clip and how one expert said the tests had a one in three chance of being wrong, but itv defended the way it had treated the guests. 9996 of the people that apply to come on the show apply because they watch the show apply because they watch the show apply because they watch the show on a daily basis, they had a problem and they wanted to come on the show, they would apply directly to the show, they lovejeremy and they wanted to hear his advice. The mps were far from convinced. The lack of information about lie detectors was, they said, astonishing and incredible. But itv said not only had the show been cancelled, any future format would not use lie detectors in the same way. Borisjohnson has Boris Johnson has been borisjohnson has been taking to the airwaves. He has been at wisley in surrey today. As well as journalists he has also been talking to some of the locals. Fantastic. So might we hope so, anyhow. No more rows. All quiet. Good luck. No more rows now, in mexico shes a heroine frida a search and rescue wonder dog, is hanging up her goggles and retiring from duties with the mexican navy after nine years of service. The labrador became famous for finding earthquake survivors in 2017, and is credited with having found 12 people alive and locating more than 40 bodies. Will grant has the story. There were few greater symbols of hope during the mexico earthquake of 2017 than frida. The labrador retriever, clad in her protective eye mask and safety gear, went from building to building with her handler in the aftermath of the terrible disaster, looking for survivors and often finding them, too. In 53 rescue missions, shes helped locate 12 people alive under the rubble, to be exact. And notjust in mexico. She travelled to haiti in 2010, guatemala in 2012, and ecuador in 2016. Cheering however, now the time has come for her to hang up the goggles and the flak jacket and gnaw on a bone or two in peace instead. At a ceremony in mexico city, fridas uniform was removed and replaced with a chew toy. For many, frida seemed to represent an indefatigable spirit in the country that kept people going when the news kept getting worse. Frida is yet to confirm the plans for her retirement, but its believed she may move to the countryside. Time for a look at the weather. Heres chris fawkes. If you are expecting some dry weather you are barking up the wrong tree expert we have some rain still around across the uk at the moment. More or less across the central portion of the country, so across wales, the midlands, Northern England, still quite heavy in places. The odd rumble of thunder. Sky is biting and ending up in the south, where it feels humid, sticky and sultry, we could see a few thunderstorms later. Temperatures in the high 20s towards southern parts, mid 20s, 25 or so in london. Not so high for the north, back to below normalfor high for the north, back to below normal for the high for the north, back to below normalfor the time of high for the north, back to below normal for the time of year. Tonight, the rain taking a while to ease off, left with extensive cloud for most of us. Mist and fog patches likely to develop over the higher ground. Turning quite murky and grey. Temperatures in double figures for most and quite an uncomfortable night across southern parts of wales and england, 16 in cardiff and london. Into wednesday, it is going to bea london. Into wednesday, it is going to be a cloudy day for most areas. The cloud could tin and brick to give some sunshine, the best place for saying that probably across easter in scotland. Perhaps Northern Ireland are doing ok as well. Temperatures in the high teens to low 20s but not feeling as he made across southern parts of the country. Into thursday, High Pressure still there about re orientating itself and we start to draw in some of the warmer air from the continent. Temperatures will be rising later on this week. Should be a dry day coming up on thursday with a fair bit of sunshine, not completely, there will be some cloud but sunny spells for the most part. It is going to feel warm, temperatures of 25 in edinburgh, thats one of the warmer days of the year and 24 in cardiff, also getting warmer and more humid. The focus across into europe is on the extreme heatwave that is set to build through thursday and friday, it could set National Temperature records in a number of places including france, it is certainly going to smash thejune temperature records in a number of areas. Some of the hot air will be coming our way so 31 possible in london on saturday. But certainly not a heatwave, just a brief warm up. Because as we head through sunday data next week, the atlantic starts to flex its muscles, bringing some fresh air, and that will start to knock down some of those extreme temperatures in parts of france as well so it will feel more co mforta ble. Well so it will feel more comfortable. Thats your latest weather. Hello, youre watching afternoon live. Im simon mccoy. Today at three its do or die. Borisjohnson gives an unequivocal promise that britain will leave the eu by 31st october if he becomes pm. Ready to come out on october the 31st come what may. Do ordie . Do or die. 26 times hes asked in another radio interview when this picture of him with girlfriend Carrie Symonds was taken and who released it to the media yesterday. I cant determine what the newspapers decide stop did you know the picture was being put out there . There are all sorts of pictures of me. Mrjohnsons opponent jeremy hunt says his brexit plans are more realistic your plan sounds quite similar. The plan may be similar but the person is not. Hillsborough match commander David Duckenfield is to face a re trial in connection with the deaths of 95 liverpool fans. A renovation fit for royalty the public foots the £2. 4 million bill for harry and meghans new home. Coming up on afternoon live all the sport with reshmin. England are under pressure at lords. After being set a target of 286 by australia, they lost james vince for a duck followed byjoe root for just 8. A short while ago, they were 15 2. Thanks, reshmin, and chris fawkes has all the weather. We have rain today so wet weather around a central portion of the uk but we are also looking at what is going on in europe with a suit and extreme heatwave building. Forecasters and france are describing it as unprecedented for june. In france. Thanks chris. Also coming up a bittersweet moment well hear from the parents of the girl whose death from an allergic reaction to a sandwich has brought about a change in the law. We will talk to them and about half an hour. In about half an hour. Hello everyone this is afternoon live im simon mccoy. Borisjohnson the frontrunner for the conservative leadership and Prime Minister has made a series of broadcast appearances being asked about brexit, his campaign style, his private life and even what he does to relax. They come after repeated accusations that hed been avoiding media interviews. On brexit he made an unequivocal vow to take the uk out of the eu by october 31st do or die. Meanwhile its emerged that the winner of the leadership race between him and jeremy hunt will be announced onjuly the 23rd. Our Political Correspondent Jessica Parker reports. Critics say he has kept us in the dark about his brexit plan, but borisjohnsons taking a few steps into the media spotlight. In an interview with the bbc, a concession that he cant get the brexit he wants without goodwill from brussels. Its notjust up to us, its up to the other side, as well. There is an element, of course, a very important element, of mutuality and cooperation in this. And we will be working with our friends and partners to make sure that we have an outcome that is manifestly in the interests of people, of businesses, communities, on both sides. Borisjohnson has told talk radio that brexit has to happen by the end of october, that its do or die. We will be pushing a plan into action and getting ready to come out on october the 31st. Do or die . Do or die. And on lbc. Chris in glasgow. He said the tories are in a tight spot. Were staring down the barrel of defeat. And look at what happened in the european elections, in the council elections. My party, the conservative party, is on 9 in the european elections. Every tory mp understands that. So, what exactly is the plan . Borisjohnson wants the uk to leave by october 31st with a new agreement. Hold off on paying brussels the whole £39 billion divorce payment. Get an implementation period so theres tariff free trade until a free trade deal is fleshed out. And solve the irish border issue after weve left, using technology. What of the other conservative leadership candidates emerging plan . Jeremy hunt knows there are obstacles in the way. Careful of the puddles, guys. He also wants to renegotiate, but is not as set on the deadline of october 31st. If you send the right person you have the best chance. How does your plan differ from mrjohnsons . They sound similar. The plan may be similar, the persons not. See you later, guys. Brussels has said that renegotiating the Withdrawal Agreement is not an option. That message isnt stopping anybody in their tracks. Both contenders claim they can get a better deal out of the eu, that they personally have what it takes to change the dynamic and unlock this process. But as things stand, its an unprovable promise. Its the politics of faith. And theres also the matter of trust. Arriving at a radio studio, Boris Johnson may be doing more interviews, but hes keeping the door closed when it comes to discussing the headlines around his private life. A jeremy hunt supporter says the frontrunner generally needs to front up more. If boris is not going to answer questions on his private life, that is his decision, but i would like to see him answer questions on lots of other things. And its been disappointing that he hasnt been able to participate in the debate that sky has scheduled for tonight, and i would like to see much more rigorous questioning of what his plans are for taking the uk out of the eu. Conservative Party Members are reflecting on who they want, while borisjohnsons still seen as being ahead in this race, all sorts of things go on in westminster. This campaign has already flagged up some unexpected moments. Our chief Political Correspondent, vicki young is in surrey where borisjohnson has been meeting Party Members this lunchtime. Earlier she told me it seems apparent his strategy has completely changed after accepting a chain of media interviews this morning. His team told me at the weekend the first half of this contest was getting tory mps buying them so we could get on the ballot paper and be one of the last two. That is what he has been focusing on, taking questions but behind closed doors with tory mps. Now he has succeeded in doing that they say it is different and he will engage not just with tory members but here in wisley he went round the gardens and spoke to lots of members of the public. Im not saying they were remotely difficult audience. We are in a true blue part of surrey and the constituency where the local tory mp has a majority of more than 20,000 and he got a very positive reception from everyone he spoke to here including schoolchildren. I think the strategy is to get him out doing the kind of thing he has always done. He was looking much more relaxed, taking questions but not so much about his private life. I did ask him when he arrived here about his approach to europe and about brexit and why he thought that he could make a difference where theresa may has not managed to do that over the last three years. Mrjohnson, why do you think the eu will do what you want them to . Because i think there is a massive opportunity now to get this thing done and put it to bed and allow the country to go forward. I think there will be goodwill on both sides. It does feel a little as if we were going back to the arguments we we re having two or three years ago about how the uk approaches the whole issue of brexit. What mrjohnson seems to be saying is if we are serious about no deal and if we prepare properly for no deal, keep back some of that £39 billion, that will persuade the eu to take it that will persuade the eu to take us seriously and change things. To carry on with the same trading relationship we have now, although of course no one thinks the eu will do that. It does feel a bit as if he is saying im a different personality and was a bit of optimism may be i can get something different. But it is absolutely not guaranteed. Lets talk about the release of the photograph yesterday. He was asked 26 times on lbc today where it came from and when it was taken and he wouldnt answer. There has been a big discussion after what happened last week when police were called to the flat he shares with his girlfriend. Lots of questions which he has refused to answer and says he doesnt answer questions about his personal life and does not want to drag his family and loved ones into it. But then suddenly this photograph appeared and was on the front page of lots of newspapers. There has been a lot of discussion about when it mightve been taken and who took it and people looking very closely at his haircut saying the hair is much longer in the photo and it is not a new photo. He simply wont say when it was taken and who it was taken by and whether by releasing that he is breaking his own rule by bringing people into the public domain. He wouldnt answer any of that. Interestingly as he went round the garden see there were some comments from people, not aggressive comments, but one couple came up and said we are conservatives and we will vote for you butjust stop the arguing. One thing we know about the man who would like to be pm is he he likes making buses out of cardboard. This is another little detail that has emerged today. It was the interview with talk radio when asked what he does to relax. He said how he likes to make things and paint things and paint cardboard boxes and seems to make buses where he paints passengers enjoying themselves so something new every day. Out and about in surrey today he met with some supporters at wisley. Where isjeremy where is jeremy hunt . |j where is jeremy hunt . I dont know. We are going to vote for you. Just no more rows. No more rows. When is the big day to vote . no more rows. No more rows. When is the big day to vote . I think a 6th ofjuly. From Manchester Magistrate Court we are hearing that the pro brexit activist james gotha rd are hearing that the pro brexit activist James Gothard has are hearing that the pro brexit activistJames Gothard has been found guilty of common assault at a journalist on the 9th of february. He was cleared of a charge of using threatening words or behaviour. He was, the 29 year old, been found guilty of common assault on a photographer. More on that later. The hillsborough match commander David Duckenfield will face a retrial on a charge of the gross negligence manslaughter of 95 liverpool fans, who died in a crush at the fa cup semi final in sheffield in 1989. A jury was unable to reach a verdict at a trial earlier this year. The judge ruled another trial will take place in october. Fiona trott has been at Preston Crown court for us. The relatives today have told us they are pleased because this Legal Process is continuing. Some of them were here at Preston Crown court today and others were watching proceedings in a separate building in liverpool. Earlier we spoke to amy who lost her father at the Hillsborough Disaster when she was just five years old and give us this reaction to the decision of thejudge. I think that is the right decision for not just the families but the public as well. How stressful has it been . Extremely stressful we have not been able to have any closure so still for several years later our lives are still on hold and not only do we suffer as a family but the survivors are suffering and the next generation of our children are suffering because we cant tell them we have an outcome yet. Thejudge made his decision this morning. We cant broadcast the reasons about how he made that decision but i can remind you of why we had this hearing at Preston Crown court. David duckenfield the former match commander faced 95 counts of there can be no prosecution over the 96th victim, tony bland, who died later. Thejur did not reach our verdict and their prosecution sought a retrial. David duckenfield and his team oppose that. He was not required to attend but as we now know he faces another trial in october. He was not required to attend but as we now know he faces another a man has gone on trial at the old bailey accused of murdering a father on a train in january this year. Darren pencille is accused of stabbing lee pomeroy repeatedly on a guildford to london service. He denies murder. His girlfriend, chelsea mitchell, who is on bail, is accused of assisting an offender which she denies. Our correspondent Richard Galpin is at the old bailey for us. The prosecution have been set out their case and a lot of detail setting out with when mr pomeroy and his son got on a train at guildford heading towards waterloo. The man accused of murdering him had got on the train and it seems they got into some kind of altercation and pretty quickly within a minute or so getting on board, possibly because the pomeroy is blocking the aisle. The argument escalated an escalator and they were shouting at each other with insults. And also moving through the carriage will not be moved into another carriage and mr pomeroy followed mr pencille. He pulled out a knife having just made a phone call to his girlfriend saying he was going to kill someone. The prosecution described how that was blow after blow with his knife with mr pomeroy being starred 18 times, the first time in the neck. Starred 18 times. The prosecution referred to photographs from cctv showing blood all over the floor and the clothing of mr pomeroy. Pencille got out the train at camden station having told his girlfriend and expected to be picked up by her. They went back to a flat in farnham and went on to the south coast for a period of time and mr pencille had changed his appearance but the following day they were arrested. He denies a charge of murder and his girlfriend, chelsey mitchell, denies helping an offender. What is revealed today is that it has cost £2. 4 million of public money to turn this cottage into a home fit for the duke and duchess of sussex. The officials here at the palace who control royal spending say it cost £2. 4 million to reconfigure the cottage because it was in fact five homes which had to be stripped out to become one single residence, and those Officials Say that whenever the sussexes wanted features in their cottage which went beyond the basic level of comfort, they paid for them themselves. Youre watching afternoon live, these are our headlines. Borisjohnson says he can categorically rule out a brexit extension saying the october 31 deadline is do or die hillsborough match commander David Duckenfield will face a retrial over the deaths of 95 liverpool fans. Royal accounts reveal that the duke and duchess of sussex spent £2. 4 million of taxpayers money on renovating their new home. And in sport, england are under pressure and have lost three early wickets including dual route for an eight and the captain morgan has just gone forfour. Derby county say they have granted chelsea permission to speak to Frank Lampard about the vacant Managerial Position at sta mford about the vacant Managerial Position at stamford bridge. And leicester tigers are up for sale looking for a price of about £60 million. I will have more than most tories just after half past three. All evidence in the inquest for those killed in the London Bridge and Borough Market attacks has now been heard. Eight people were killed in the attacks, which took place two years ago. Hearings into the deaths of the victims have been taking place since the start of last month. Lawyers for the main parties involved will begin summing up tomorrow morning, before the coroner gives his conclusions on thursday and friday. A new law to protect people who have Food Allergies has been announced by the government. The legislation which will require businesses to list all the ingredients in pre packaged foods is named after Natasha Ednan Laperouse, who died from an allergic reaction after eating a sandwich from pret a manger. After Natasha Ednan Laperouse, who died from an allergic reaction after eating a sandwich from pret a manger. The ingredient that caused her collapse. Since losing her, natashas family have become relentless campaigners. They blamed inadequate food labelling laws for her death and wanted change. Today, the government announced natashas law. This, in her name, isjust wonderful. She would be so proud. For us, its a way of her memory living on. Many biggerfood companies have welcomed the new legislation. Lets discuss this more with natashas parents tanya and nadim Ednan Laperouse theyjoin me now. This is a big day for you. How important . This is so important. A law has been passed today and it is very difficult to pass a law in this particular law is in the name of our daughter. Natasha is love. It is our legacy for her. Natashas law. She was an allergy sufferer and died an untimely death because of a loophole in the law. We wanted to close that law but it turned out for the public wanted was the same labelling across all pre packaged food across the board so there is no confusion. It is a remarkable achievement. Congratulations. Even some of the Government People you we re some of the Government People you were talking to didnt think this would go through. We were told that such things, to get a law, dramatic change of law, affecting the biggest industry in this country, the food industry, to get it done and passed ina industry, to get it done and passed in a small matter of months is almost like a revolution but it has happened. People were telling us after the inquest the chances of this happening were 100 to one. Michael gove has really shown his skill and ability as a senior minister to come good on his word and that is phenomenal. We dont often hear the upsides of this so credit where it is due. You were sitting in that inquest for the death of your daughter, perhaps the lowest point in your life but here you are having grabbed something from it. What drove you from that to this . Initially it was our son, we had to stay strong for him. He was 13 at the time and has just turned 16. That is initially what it was and it was really the inquest brought so much out. It was a shock to us. Every single day was a revelation not to just us but the public and especially allergy sufferers. It should not be a shock. You should know in advance what you will hear. So many mistakes were made with the law and it brought up a whole list of the catastrophes so as we digested that information we realised that something needs to be done. We were given a platform by the press and the public and we were being listened to. Many people contacted us we were worried about their own families and so we have been given this voice and it was just really natural we should use it and it is very empowering gives us a purpose. Wasnt very natural . There must have been huge pressure on your relationship and yet this, was it born of anger or frustration or love . Born of anger or frustration or love . All of the above. The statistics are when someone like a child dies in a family it is very often the beginning of the break up often the beginning of the break up of that family, the marriage and ple nty of that family, the marriage and plenty more. So one tragedy actually creates another and another and another and creates another and another and anotherand a creates another and another and another and a negative legacy Going Forward for the future generations. For us, we were determined to not let that break us. We will not like that become who we are in the future. And to hold it together to try to find a way to i suppose healing for ourselves through a process which is to do good for the re st of process which is to do good for the rest of society and we grew up with natasha and nurtured her for 15 and a half years, she was the most special thing in our lives and she died. We dont want that to happen to anyone at all and that is what gets us up in the morning. And you are setting up a charity as well. Explain how that will work. Are setting up a charity as well. Explain how that will workm launches today and it is amazing the law and charter to launch have arrived in the same day. That was not planned. Whole point of the charity was research because when natasha was a baby and refined her magic she was we discovered there was no research in this country at all that time, very little information. We were really left to fend for ourselves. The only research happening at the time was in america so a dream is always there would be some proper research. There are lots of theories but never enough funding to bring some really Meaningful Research into the country. So we want to do that and then look at education and awareness because that has to be brought up to keep people safe and also look at law. We are not going to go around changing laws and adding new laws but want to find out where the problems are and see what we can do through our platform to help others. It isa through our platform to help others. It is a fantastic legacy for natasha but it does not define her. We are all familiar with images of heart. There is a young lady we will never get to know and you had the privilege of knowing her. Perhaps she gets lost in all this in some way. I can she gets lost in all this in some way. Ican tell you she gets lost in all this in some way. I can tell you candidly, both my self and my wife have taken turns to sleep in her bed in her bedroom has not changed since the day she died and her homework is still on the table and so on. What motivates us the table and so on. What motivates us isa the table and so on. What motivates us is a terrible sense of loss, great sense of loss. At the same time we feel god is with us to take that feeling and turn it into something good for other people. What can we do . We could cower in the corner and disappear and die, thatis the corner and disappear and die, that is a choice. We could go forward and try to create something positive and a situation that is much better for the millions of people in this country and probably other countries Going Forward. people in this country and probably other countries Going Forward. I am out of time but do you think she would be rather proud of what you have achieved . Hugely. She was idealistic. She was a 15 year old who wanted to change the world and she had big dreams. She was quite brave and much braver than either of us brave and much braver than either of us at her age. She was interested in law and human rights and those areas she had done Work Experience in when she had done Work Experience in when she was 15 and three months before we lost. There is absolutely no way she would have wanted us to just break apartand she would have wanted us to just break apart and a family to fall apart. That would have been the worst legacy. To hold it and hold it and try and create a constructive rather than destructive environment. The first thing that kept us going was alex. We dont want him to lose us on was alex. We dont want him to lose us on the day he lost his sister. That kept us going initially, we had to get up and be normalfor him. There were very dark moments. We have been to hell and back. We have closed the chapter on our former lives and move forward into this charity to basically bring the world a thrill and the world of food allergy onto the stage in this country. A great pleasure to meet you. Thank you very much stop lets have a look at the weather. Here is chris. We are taking a look at the heatwave building across europe and taking a look at what is happening in france. These are the temperatures in june. The june record in nimes currently stands at 39 but it will be 45 degrees so we will not just beat 39 but it will be 45 degrees so we will notjust beat the 39 but it will be 45 degrees so we will not just beat the june 39 but it will be 45 degrees so we will notjust beat thejune records but potentially completely obliterate them. Forecasters in france suggest this heatwave is com pletely france suggest this heatwave is completely unprecedented for june and intensity. Look at Climate Change there is an angle here because the forecasters have looked back at the weather patterns since 1947 and think the heatwaves have been coming twice as common in the last 34 years as a previous period before that and reckon heatwaves in france will get more common again, doubling in frequency between now and 2050. These kind of incredible temperatures. 39 celsius the Current Record could get up to 45. That would be a new french all Time Temperature record not just would be a new french all Time Temperature record notjust forjean but every month everywhere in france. Incredible potential over the next few days. The heat is notjust in france, as you suggest. We have pretty high temperatures. It could peak at around 45 degrees in some of the hottest parts of france. Hot as well for spain. Some way for the national record, which i think stand at 48 celsius. Very hot conditions in italy. A red weather warning in place for that red hot weather in spain. In germany temperatures will push into the high 30s, potentially the low 405. The push into the high 305, potentially the low 405. The heat is pretty widespread. Looking at our weather picture, we have heavy rain around. This picture is moving away from wales, but still some pretty wet conditions for the midlands and northern parts of england, could even get an odd rumble of thunder from that rain. Skies are brightening up. But it feels pretty 5oupy, temperatures are very muggy, or conditions for north east scotla nd or conditions for north east scotland where we have thick layers of low cloud and misty patches. A5 we go through this evening and overnight, itll 5tay cloudy for mo5t overnight, itll 5tay cloudy for most of us, that rain taking quite a long time to slowly fizzle out across Northern England and the midlands. It will stay pretty for much of the night. Things become murky around the coast. Temperatures in double figures. And a muggy unpleasant feel to the weather overnight in the south of england and wales. Lots of cloud a5 overnight in the south of england and wales. Lots of cloud as you can see on the chart. A few places will see on the chart. A few places will see the cloud break and they will see the cloud break and they will see some sunny spell5 coming through. Eastern areas of scotland prone to 5un5hine will get some brightness. Similar temperature temperatures across england and wales. But it should feel fresher, not as humid. This area of High Pressure is still there for thursday. The winds for light in europe and that is what is causing the temperatures to rocket here. We will start to get the warm air coming our way, particularly for 5outhern parts, with a build in humidity. For most, a dry day on thursday, variable cloud, some sunny 5pells, thursday, variable cloud, some sunny spells, and more 5un5hine to go around compared with recent days. In the sunshine itll feel warm, 25 degrees in edinburgh, could see highs of about 22 in london, but itll get warmer than that. Through friday and into the weekend, big jump friday and into the weekend, big jump in temperatures come up to 31 the top temperature expected in london. But the heat doesnt stick around for long. As we head into sunday and the early part of next week, the atlantic flexes its muscles, we get that cool and fresh aircoming in. That muscles, we get that cool and fresh air coming in. That will start to knock down the temperatures across pa rt5 of france, knock down the temperatures across parts of france, as well. So hopefully the worst of the heatwave will also be passed over there. Your latest weather. This is bbc news our latest headlines. We can hear more now from borisjohnson whos been expanding on his plan for taking the uk out of the eu by the end of october. Hes done three broadcast interviews in quick succession one with our Political Editor Laura Kuenssberg last night, one with the Radio Station lbc, and one on talkradio this morning. Heres what he had to say to talkradios Ross Kempsell. We will be pushing our plan into action. Getting ready to come out on october the. Action. Getting ready to come out on october the. 31st . Come what may . Do ordie october the. 31st . Come what may . Do or die customer yes, come what may, do or die. To get an agreement thatis may, do or die. To get an agreement that is better than the one we have, and to get out by 31st of october, and to get out by 31st of october, and if that is blocked by everybody, what is plan b . First of all we need to get rid of the current Withdrawal Agreement and get the best bits in it, put them through parliament, and then we want to make sure that we keep that money. Suspended. And waiting to. Hand it over if we get the deal that we want. And then we wa nt to the deal that we want. And then we want to make sure that we come up with solutions for the Northern Irish border. Earlier today he was asked on lbc radio about his late night row with his girlfriend and whether a photograph suggesting theyd made up was old and had been released by his supporters. And he was repeatedly pressed on the issue. I cant determine what the newspapers decide. But you knew the picture was being put out . This is nothing to do with. Did you know the picture was being put out, mr johnson . There are all sorts of pictures of me out on the internet, which popped up from time to time. Did you know this picture was being put out . Im aware there are all sorts of pictures of me out on the internets. It is entirely up to the newspapers to decide what they want to report. Going back to that talkradio interview with Boris Johnson, it provided perhaps one of the more peculiar moments of this leadership campaign. Mrjohnson was asked by Ross Kempsell what he enjoys doing in his spare time. Lets have a listen to his answer. I like to paint. Or i make things. What do you make . Imake. I have a thing where i make models of. I make buses. Models of buses . Models of buses. No, what i make is. Iget old. I dont know, wooden crates, right . And i paint them. Suppose its a box that has contained two wine bottles. It will have a dividing thing. I turn it into a bus, put passengers. You are making cardboard buses. No, i paint the passengers enjoying themselves, on the wonderful bus. Borisjohnsons opponent for the leadership is foreign secretaryjeremy hunt hes been much quieter than borisjohnson this last 24 hours butjournalists asked him briefly about his brexit plans as he headed to westminster this morning. What do you think of Boris Johnson. . That is why we want the debates, so he will tell us. He said he was going to. Mind the puddles i think if you send the right person, you have the best chance. Now the heads of itv and the people responsible for the programme, are to face questioning from mps today. Why did you say no . The test says youre a liar. Did the programme bosses even know how accurate they were . Not 100 . They couldnt be more specific than that. You cant find what this actually is. So it might not be 100 . I am not a lie detector expert. You are responsible for this programme. We know it is. You dont know. Tell me. This test says you lied. Ididnt mps were shown this clip and how one expert said the tests had a one in three chance of being wrong, but itv defended the way it had treated the guests. 99 of the people that apply to come on the show apply because they watch the show on a daily basis, they had a problem and they wanted to come on the show, they would apply directly to the show, they lovejeremy and they wanted to hear his advice. The mp5 were far from convinced. The lack of information about lie detectors was, they said, astonishing and incredible. But itv said not only had the show been cancelled, any future format would not use lie detectors in the same way. The issue of those with Mental Health problems, then you cannot deal with post, the internet, things like that comment being addressed. It is hard enough for a lot of us dealing with these life admin things but a new initiative has been launched by the money and Mental Health policy institute to try and improve standards in the industry and awareness of how difficult it is for people with mental illnesses, depression, and other things, to deal with these kinds of things. But quite a difficult thing to gauge. Who has a mentor illness, who simply cannot be bothered . We will find out from our guest now. Helen undy is director of the money and Mental Health policy institute. One infour one in four people might have a problem, and we are looking at things like depression, anxiety, ocd, rather than age conditions like dementia, although undoubtedly some of those conditions may have a similar effect, so we will be looking there, as well. What guidelines are you setting out . We are all aware of energy firms making adjustments so that somebody with a physical disability or sensory issue has access. So we think the time has come for people with Mental Health problems. Weve made it really clear to firms if somebody is struggling to firms if somebody is struggling to use the telephone because of anxiety. Here are some clear things you can do to make sure they can still cancel their mobile phone contract, or submit a metre reading for their energy provider. Give us a flavour, give us some of the initiatives or advice you are giving. We know that half of people with Mental Health problems struggle to make telephone calls to a Central Service provider. That means people are having heart palpitations, sweating, we know one in five have had a panic attack when trying to deal with a service provider. We think all of the essential functions essential functions, you think all of the essential functions essentialfunctions, you should be able to deal with it in multiple ways. If you are struggling to speak on the phone, could you do it by post . We know short term memory loss isa post . We know short term memory loss is a common issue, as well. Its a symptom of a lot of Mental Health problems and it is sometimes a side effect of treatment. That means people can really struggle with remembering passwords. 80 of people with Mental Health problems in our study struggled to log in just because of remembering passwords and pin numbers. Increasingly using touch verification or other forms of verification. Or reminding people of Key Information can really help people to keep using services and get the same level of service they would get if they were not experiencing a mentor health problem. You are hoping these businesses will sign up to these new higher standards. Mental health problem. Who wouldnt want to spend less time in call centres or less time navigating complex processes to get in touch with a bank or energy company. None of the things we are suggesting would benefit people with Mental Health problems, itsjust about having really good accessible customer service. But it is good to know that by doing that you are helping those who struggle the most. We are piloting this with lloyds bank at the moment. We are looking through all of their policies and processes and products and its been a positive reception. Well be making recommendations about how they can do better for their customers with Mental Health problems. Thanks very much. Good news for carpet right, which means good news for cold feet . Now in mexico shes a heroine frida a search and rescue wonder dog, is hanging up her goggles and retiring from duties with the mexican navy after nine years of service. The labrador became famous for finding earthquake survivors in 2017, and is credited with having found twelve people alive. Will grant has the story there were few greater symbols of hope during the mexico earthquake of 2017 than frida. Cheering however, now the time has come for her to hang up the goggles and the flat jacket and gnaw on a bone or two in peace instead. This is afternoon lie. All of the main story is about the leadership race is from 4pm. Now, the weather. Mixed fortunes today, lots of cloud across the country for most areas, and we have seen some rain, as well, the wettest weather has been across the wettest weather has been across the midlands, wales, and into Northern England. Heavy bursts expected from this system, and itll continue to drift toward southernmost areas of scotland as we head into evening time. The skies brightening up for a time, could trigger some isolated thundery downpours. Warm and humid in the south east. Otherwise, temperatures a little bit below average and feeling muggy at times towards southern parts. Overnight tonight, it stays predominantly cloudy. There will be a lot of dry weather, but things will turn murky, particularly over hills. Overnight, temperatures into double figures, between ten and 16 degrees, muggy air still there over the far south east of england, otherwise not feeling too humid. Wednesday looks like being another cloudy day. The wind turning to a northerly direction. There is cloudy and fresh conditions will be spreading south across england and wales. Temperatures reaching just around 22 degrees. And itll feel less humid for those in the south. Beyond that, High Pressure is still in charge of the weather, and into thursday there is the hot air coming in from the near continent. Temperatures will be rising. This is thursday, there should be more in the way of sunshine to go around, and those temperatures are forecast to pick up in those sunny spells. Through the afternoon, we should see highs reaching on into perhaps 22 degrees in london, 25 possibly in edinburgh. Those temperatures will continue to rise later on in the week. Nothing in the head with the heatwave we have in europe. Temperatures are expected to blast through the all time june temperature record in france. It could set an all Time Temperature record, so thats one to watch over the next few days. We get a bit hotter, as well, temperatures in london could get up to 31 degrees on saturday but then it is all change as we head through sunday and into the start of the new week as we lose the start of the new week as we lose the heat and the atlantica is more ofan the heat and the atlantica is more of an influence that will bring some fresh airour of an influence that will bring some fresh air our way. Also coming up we hear from the parents of the girl whose death from an allergic reaction to a sandwich has brought about a change in the law. We could cower in the corner and disappear, that is a choice, all we could go forward and try to create something positive and create a situation that is much better than millions of people in this country and other countries Going Forward. Hello, everyone. This is afternoon live. Boris johnson, the front runner for the conservative leadership and Prime Minister, has made a series of broadcast appearances being asked about brexit, his campaign style, his private life and even what he does to relax. They come after repeated accusations that hed been avoiding media interviews. On brexit, he made an unequivocal vow to take the uk out of the eu by october 31st do or die. Meanwhile, its emerged that the winner of the leadership race between him and jeremy hunt will be announced on 23rd july. Our Political Correspondent, Jessica Parker, reports. Critics say he has kept us in the dark about his brexit plan, but borisjohnsons taking a few steps into the media spotlight. In an interview with the bbc, a concession that he cant get the brexit he wants without goodwill from brussels. Its notjust up to us, its up to the other side as well. There is an important, of course, a very important element, of mutuality and cooperation in this. And we will be working with our friends and partners to make sure that we have an outcome that is manifestly in the interests of people, of businesses, communities, on both sides. Borisjohnson has told talk radio that brexit has to happen by the end of october, that its do or die. We will push our plan into action and get ready to come out on the 315t and get ready to come out on the 31st of october, do or die, do or die. Jessica parker, bbc news. Lets speak to our Political Correspondent, jonathan blake. A change of tack then by Boris Johnsons team. It would seem so on the surface. After criticism from his opponents that he has been hiding away and not engaging in this campaign in public and in the media, borisjohnson has campaign in public and in the media, Boris Johnson has been campaign in public and in the media, borisjohnson has been everywhere today. If you turn on the tv or radio, the chances are you would see footage of him either doing a series of interviews as you saw and heard in justs of interviews as you saw and heard injusts report, or going on walkabout in the true blue tory heartland of surrey. He has been meeting potential conservative party member voters who he is hoping to win over count on their votes, but Boris Johnsons planned win over count on their votes, but borisjohnsons planned the brexit has been getting fresh ears. He has been attempting to explain what he would do as Prime Minister to take the uk out of the european union, with or without a deal, at the end of october. That is not his preferred option. Leaving with the deal would be. But as he conceded in his interview last night, that depends on the eu playing ball, and our chief Political Correspondent caught up with mrjohnson as he arrived at wisley in surrey earlier on. Mrjohnson, why do you think the eu will do what you want them to . Because i think that its a massive opportunity now to get this thing done, put it to bed and allow the country to move forward. But you need good will from them, dont you . And i think theres going to be good will on both sides. So borisjohnson will continue to face questions about how exactly he plans to get the eu to engage and agree to some form of new brexit deal which will allow there to be a transition period after the 31st of october when we consider continue trading with the eu as we do now before a future relationship was worked out. It also appeared to be an opportunity for Boris Johnson worked out. It also appeared to be an opportunity for borisjohnson to talk about all the other things he would like to do as Prime Minister, a long list of areas where he would seek to increase funding, whether it was spending on schools, education, police, infrastructure, broadband, social care, plenty of things he has got a shopping spending less to get on with. In terms of the detail of where that money would come from and how much and exactly what he would spend and where, well, that appears to be thin on the ground at the moment. Then there are those questions about his private life. He said he has a rule that he does not go into any of that because it is unfairon his go into any of that because it is unfair on his loved ones and his family. And forget tough questions from interviewers, it was a couple of unsuspecting conservative Party Members that Boris Johnson of unsuspecting conservative Party Members that borisjohnson found himself answering more of those questions from a little earlier on. Where isjeremy hunt, then . I dont know have i got any chance of banking on your support . Of course. You think so . We thought you were the best. Fantastic. Well, we hope so, anyhow. Just dont have any more rows. No more rows. All quiet. Thank you very much. Anyhow, good luck. Whens the big day to vote . Two or three days time, is it . I think its coming up. I think the postal ballots arrive on the 6th ofjuly. Well, youve got a few more days. A few more days, keep going. Thank you. Bye. Bye bye, see you. So, some clarity on the timing there but we have a clearer idea of what the transition process will be . Yes, the transition process will be . Yes, the conservative party confirmed this afternoon that is expected it will be the 23rd ofjuly that the new leader of the conservative party and therefore the new Prime Minister will be announced. After all those postal votes from conservative Party Members are counted, and it will be the following day that theresa may gives her last appearance at Prime Ministers questions in the house of commons and then goes to the palace. The helicopters will be up, the cars will be toing and froing across london, and the podium will be outside downing street, so mark that day in yourdiary outside downing street, so mark that day in your diary if you want to witness the changeover of power from one Prime Minister to another. This is the other leadership race going on, the liberal democrats race. Now, he thinks he may have made a slight mistake with the comment in the red box. The times politics discussion. I hereby float the idea of a remain alliance to decapitate that blonde heading oxbridge and south rice lip. That person the red box in the times this morning, and below it. It looks like an apology. He said. Sir ed davey the come up againstjoe swenson in that leadership contest, both of them appearing on the Victoria Derbyshire programme later this week. The hillsborough match commander, David Duckenfield, will face a retrial on a charge of the gross negligence manslaughter of 95 liverpool fans who died in a crush at the fa cup semifinal in sheffield in 1989. Earlier, we spoke to amy, who lost her father at the Hillsborough Disaster when she was just five years old and give us this reaction to the decision of the judge. I think that its the right decision for not just the families but the public as well. We cant broadcast the reasons on how he made that decision but i can remind you of why we had this hearing at Preston Crown court. David duckenfield, the former match commander, faced 95 counts of gross negligence manslaughter and was on trial here earlier this year. There could be no prosecution over the 96th victim, tony bland, who died later. The jury did not reach a verdict and their prosecution sought a retrial. David duckenfield and his team opposed that. He was not required to attend, but as we now know he faces another trial in october. All evidence in the inquest for those killed in the London Bridge and Borough Market attacks has now been heard. Eight people were killed in the attacks which took place two years ago. Hearings into the deaths of the victims have been taking place since the start of last month. Lawyers for the main parties involved will begin summing up tomorrow before the coroner gives his conclusions on thursday and friday. Our correspondent, Richard Lister, is at the old bailey for us. The start of the closure of this process . The start of the closure of this process . Yes, and of course this is just a process as it applies to the eight victims of the three attackers two years ago. The judge in this case, the coroner, will begin giving his conclusions on thursday. That is likely to take two days. Many of the agencies here will listen out to see if he has advice for them. We have heard that m15 was following the ringleader of the three attackers. They were following him for some considerable time, and yet they were unaware that he was planning the attack and they did not see the final preparation saw him setting off with his accomplices to carry the attack out. We have also heard that the London Ambulance service was not able to send its paramedics into the scenes where there were people dead and dying for some considerable time until the police decided that the area was clear for them to go in, by which time in the cases of those eight were attacked, it was too late to help them. There area number of it was too late to help them. There are a number of agencies which will look to see what they could have done differently and how they might be advised to improve in the future, and he will offer some of that advice on thursday and friday. Today, there was an apology to the family of one of the victims from spain because the metropolitan Police Acknowledge they took longer than they should have been telling the family that he had died. It actually took them four days to confirm his identity because his wallet and id papers had become separated from him as he lay when he was being tended to by a Police Officer. The family who have not been through these proceedings chose not to come to the old bailey, perhaps for obvious reasons, had written to the coroner suggesting they were concerned it had taken until the 7th ofjune to find out what had happened, and today a Police Family coordinator gave his apologies, suggesting they could have done things better. There will be several agencies listening to find out from the coroner whether they should have done things better in his view when he presents his conclusions on thursday and friday. Yellow vest protesterjames goddard has been found guilty of common assault on a photojournalist at a demonstration in manchester on february 9. He was cleared of a charge of using threatening words or behaviour, but fined £300 for the common assault, and ordered to pay £500 in prosecution costs. A man has gone on trial at the old bailey, accused of murdering a a passenger on board a train injanuary this year. Darren pencille is accused of repeatedly stabbing lee pomeroy, who was travelling with his 14 year old son on the guildford to london service. Mr pencilles girlfriend, chelsea mitchell, who is on bail, is accused of assisting an offender, which she denies. Youre watching afternoon live. These are our headlines borisjohnson makes a series of media and public appearances and promises that brexit will happen on the october 31 deadline do or die. Hillsborough match commander David Duckenfield will face a retrial over the deaths of 95 liverpool fans. Royal accounts reveal that the duke and duchess of sussex spent £2. 4 million of taxpayers money on renovating their home in windsor. England are under pressure in the cricket world cup. Australia have taken for early wickets. Jonny ba i rstow taken for early wickets. Jonny bairstow the latest the 27. England we re bairstow the latest the 27. England were 94 for a short while ago. Derby county say they have granted chelsea permission to speak to Frank Lampard chelsea permission to speak to frank lampa rd about the chelsea permission to speak to Frank Lampard about the vacant managers job at stamford bridge. And leicester tigers has put itself up for sale. They are looking for a price of £60 million. More on those stories just after half past. Southern water says it is deeply sorry after receiving a record fine for spilling waste water into the environment from its sewage plants and deliberately misreporting its performance. The £126 million penalty means customers will receive a rebate of at least £61 each. The Environment Agency has launched a criminal investigation into the case. Heres what the regulator told the bbc earlier. The Environment Agency is actually taking, undergoing a criminal investigation into southern water and the impact it has had on the environment. But the company did not run their treatment works in the way that they were expected to and, in addition, they tried to cover up that poor performance. And that is why we are levying such a high penalty on them today. Well, we can now speak to the green party the mp Caroline Lucas who accused southern water of putting profit ahead of maintaining the environment. Your reaction festival to that fine. Iam very your reaction festival to that fine. I am very glad that the fine has been levied. I also think there are questions as to whether or not the license should be looked at as well. It was looked at. She said on the radio this morning that it was because the management had changed that they felt this was not necessary. Lets hope they are right and lets keep a very close eye on this because there is no cause at all and feeling any confidence at all. This has been the worst performing company for many years that has shown a complete contempt for the customer as well as an utter disregard for the environment, but not only has it been dumping raw sewage in sussex and kent, but also this issue of the fraudulent misrepresentation of the performance indicators, that is truly shocking. To me, this is another nail in the coffin of having water in the private sector. We should be putting in the Public Sector where we can keep a better own it and where we will not spend billions of pounds to line shareholders pockets and private equity firms but instead it goes into our water services. Lets look at this issue of southern water. The locations of where these lea ks water. The locations of where these leaks happen, we do not know, do we . We dont know. There was something in east worthing and something along the kent coast but the way in which this has not been transparent is a real problem because there real health risks. If people swim in water that is contaminated. That is a problem alongside all of these other issues. I just wonder what you think southern water should have done that they didnt once it did become public. I think they should have not been misrepresenting their performance statistics. They should have been upfront quicker about what went wrong and where. And probably referred themselves to the regulator. The catalogue of mistakes, to be kind, has been going on foran mistakes, to be kind, has been going on for an awfully long time. This is five years and more so it seems to me as if there has been a long standing problem here that has not been properly addressed. The difficulty is utah all Water Companies with the same brush. We are only talking about one of the Privatised Company said. We are, but there are also question marks about there are also question marks about the whole system where right now we need to make sure that as much resource as possible goes into our Water Systems not least because at a time of accelerating Climate Change Water Resources will be under more stress tha n Water Resources will be under more stress than ever before an investment is needed more than ever before. There are questions to be legitimately raised about the water sector that was handed to private Companies Many years ago with a subsidy of £12 million at that point. They had no debt. Now we have a situation where between them the Water Companies have £50 billion of debt, they have also paid out over £50 billion of returns to shareholders, and i think there was a good time to ask that question about whether we really are getting value for money. Customers are getting a rebate of £61 each and the Environment Agency has launched a criminal investigation, more war can be done . Over that time period, bills have gone up by 40 . I am simply saying that the counterfactual would have been about how much resource we could have had going into our Water Systems if we had not been paying out when it comes to shareholders, and if you we re comes to shareholders, and if you were to look at the government re acquiring Water Companies, what you would also see is that the debt which is over 50 billion, the government could repay that at a lower rate because governments get access to lower Interest Rates for that debt. You can see a situation well not only would it be better for the environment to bring those Water Companies back into public ownership, equip betterfor bill payers as well. A new law to protect people who have Food Allergies has been announced by the government. The legislation, which will require businesses to list all the ingredients in pre packaged foods, is named after Natasha Ednan Laperouse, who died from an allergic reaction after eating a sandwich from pret a manger. Earlier i spoke to natashas parents, tanya and nadim. This law is and our daughters name and her legacy. She was an allergy sufferer and died at very untimely death because of a loophole in the law. What we have tried to do is close that law initially, but it turned out the public, what they wa nted turned out the public, what they wanted was more transparency, and they wanted the same labelling across all pre packaged food, and not just across all pre packaged food, and notjust some across all pre packaged food, and not just some labels for some across all pre packaged food, and notjust some labels for some and some for others, but across the board so there is no confusion. Some for others, but across the board so there is no confusionm isa board so there is no confusionm is a remarkable achievement so congratulations for a start, but even some of the Government People you spoke to did not think this would go through. We are told, and we are not experts, that to get a law, a dramatic change in law, affecting the big industry in this country, the food industry, to get it done and get it passed in such a short time is almost like a revolution in itself, but it has happened. People were telling us after the inquest that the chances of this happening were 100 1. In fa ct, of this happening were 100 1. In fact, michael gove has shown his skill and ability as a senior minister to come good on his word. We dont often hear the upsides of this, so credit where it is due. But you were sitting in the inquest for the death of your daughter, the lowest point in your life, and yet here you are having grabbed something from it. What is it that drove you from that to this . Initially it was our son, we had to stay strong for him. He was 13 at the time and has just turned 16. That was initially what it was. It was the inquest which brought so much up. It was a shock to us, every day was a revelation, notjust to us but the public and allergy sufferers. It shouldnt be a shock, though, should it . There were so many mistakes made. There was a whole list of catastrophes. As we digested that information, we realise that something needed to be done. We were given a platform by the press, the public, we were being listened to, many people contacted us, worried about their own families, so we have been given this voice, it was natural that we should use it. It is very empowering and gives us a purpose now. Use a natural, but was it . There must have been huge pressure on your relationship and yet was this borne of anger or frustration or love . Good question all of the above. But when a child dies in the family, it is often the beginning of the break up of that family, the marriage and plenty more, so from one tragedy creates another and another and it almost creates a negative legacy Going Forward. And i think for us, we were determined not to let that break us all become who we are in the future, and to hold it together, to try and find a way of healing for ourselves through a process which is to do good for the re st of process which is to do good for the rest of society. We nurtured natasha for 15. 5 years like this most special thing in our lives, and she died, and we dont want that to happen to anyone at all, and thats what gets us up in the morning. And you are setting up a charity as well, explain how that will go. You are setting up a charity as well, explain how that will gom launches today. It is amazing that the law and the charity launch arrived at the same day, that was not planned. The whole point of the charity was research. When natasha was a baby, when we found out how allergic she was, we discovered there was no research in this country at all, and we were left to fend for ourselves. The only research happening at the time was in america, so our dream was always that there would be proper research. There are lots of theories out there but never funding to bring Meaningful Research into the country. We also want to look at education and awareness because that has to be brought up to keep people safe. We also want to look at law, so we are not about to go around changing and adding new laws but we wa nt to changing and adding new laws but we want to find out where the problems are and see what we can do through our platform to help others. An update on the tory leadership race. Borisjohnson hasjust update on the tory leadership race. Boris johnson has just written to the other one, jeremy hunt, saying, ifi the other one, jeremy hunt, saying, if i become Prime Minister, we will leave the eu on the 31st of october, deal or no deal. Today i have asked jeremy hunt whether he will also commit, no matter what. Jeremy hunt whether he will also commit, no matterwhat. No jeremy hunt whether he will also commit, no matter what. No ifs, jeremy hunt whether he will also commit, no matterwhat. No ifs, buts or second referendum. He says, commit, no matterwhat. No ifs, buts orsecond referendum. He says, if you will not give this commitment, what would you consider to be an a cce pta ble what would you consider to be an acceptable delay . Would it be the end of this year or will you extend our eu membership into 2020 . At what point we decide there is not to love . Point we decide there is not to love . If you ask for further delay, what will your attitude beta conditions you might impose . It is a letter sent to the other contender, jeremy hunt, putting him on the spot in terms of the date forward departure from the eu. That is the letter from the borisjohnson campaign and that has just been published on twitter. No response yet from jeremy hunt. Now its time for a look at the weather with chris fawkes. Mixed weather picture to take us to the rest of the afternoon. A lot of cloud across much of the uk with outbreaks of rain. Drifting northwards the england and wales. Brighter skies pushing into the south that time, triggering a few isolated thundery showers. Then overnight, the weather will slowly become dry but we expect it to stay grey and cloudy. Mist and fog patches forming. These are your overnight temperatures, double figures, feeling humid across the south. For wednesday, a cloudy day again. The wince tending to come from a northerly direction so we will have fresher air moving in across england and wales. Limited sunshine in scotland. Temperature wise, temperatures could get into the low tech 205 for many of us highs reaching the upper teens. That is your weather. This is bbc news our latest headlines. Sport now on afternoon live with reshmin chowdhury. Australia in control against england in their cricket world cup contest. Must we hear the latest from lords . Its been an early start for england in their match against australia. There seemed to be hope for england as they began their reply but momentum shifted pretty quickly. We canjoin our sports momentum shifted pretty quickly. We can join our Sports Correspondent joe wilson who is at lords. What happened to england . We have some afternoon sunshine here in lords, in this corner of london, and im wondering if some of those murky clouds may have finally lifted from the minds of the english batsmen. They only need 286 to wind. I say only, these days that is a small total, but they lost four wickets quickly. To win. James vincent was out early. When we think of morgan and Jonny Bairstow, both caught on the boundary, attending big hits, that aggressive batting that england specialise in, but today we have to ask ourselves, were they playing the situation, where they playing the situation, where they playing the conditions . What we can say about englands innings in the last 30 minutes is thatjos buttler and ben stokes have come together. Theyve put together over 50 for the fifth wicket. They dont have to go crazy, it is still that small total, they just have to go crazy, it is still that small total, theyjust have to stay there and accumulate. But staying there and accumulate. But staying there has been the big issue for england so far in their innings. They need to stay there in steady the ship. Aaron finch was the star for australia. They had a good start. And there was a hot reception for david warner and steve smith, wasnt there . Yes. Hostile reception. As hostile as it can get at lords. When david warner came out to bat at the start of the innings it happened, and it was definitely there when steve smith came on and when he walked off. Im not sure if it really affected the way dave warner batted. He is used to being the villain of things during cricket matches. As for steve smith, he was so furious himself at the way he got out, i dont think any reaction from the crowd could really have further darkened his mood. Anyway, we have a real game on here. We certainly do, thanks very much. You can follow ball by ball commentary from the test match special team on five live sports extra, and you can keep up to date via the bbc sport website and app. Staying with cricket, the former west indies captain brian lara who suffered a health scare earlier has announced he is absolutely fine. Last season they flirted with relegation, finishing second from bottom. Leicester tigers havent won the league title since 2013. Now on afternoon live lets go nationwide and see whats happening around the country in our daily visit to the bbc newsrooms around the uk. Lets go to look easts Amelia Reynolds who is in norwich to tell us about a rare contagious bacterial outbreak in essex. And east midland todays report quentin raynerjoins us to talk about the dangers of drowning across the region. First over to amelia. Twelve people have died in essex after an outbreak of a contagious bacterial infection. A total of 32 people have been infected with strep a. Just how serious is this . Public Health England say there is little or no risk to the general public. What we are talking about is strep a, which is a common bacteria found in the throat, often with no symptoms at all. But when it gets into the blood or the lungs it can be life threatening. The outbreak that we have in essex at the moment isa that we have in essex at the moment is a very rare strain. Its invasive, so its serious, and it is hitting the elderly. The elderly who are receiving care for open wounds, receiving that care in either care homes or out in the community. Because it is such a rare strain of public Health England are linking the first one is around the braintree area. Other cases have emerged in chelmsford and maldon. They havent been able to contain it so far. The risk is still there. Today we went to a laboratory at Broomfield Hospital in chelmsford, where they were testing swabs that had been taken. Public Health England have identified about 800 elderly patients potentially at risk. They have been testing the swa bs risk. They have been testing the swabs of 700 today. Theyve also been swapping medical staff. Still, at the moment, nobody is any clearer infinding out at the moment, nobody is any clearer in finding out how this bacteria has spread. How long has this been going on . The first cases, a small number of cases were detected in february, then more in march and april, as you said we now have a total of 32, there have been 12 deaths. Today is there have been 12 deaths. Today is the first time anybody from the nhs has spoken about it. Thats probably because one of my colleagues went to them, having found something on page 23 of some papers from the ccg. We started asking questions. Today public Health England have agreed to give us their first interview. I spoke to their director of health protection, and i asked him if he thought there could be further deaths. Thats correct. It is a serious situation. Look out and be vigilant for symptoms which are not very specific, but may indicate at the beginning and infection, such as a fever, or muscle ache, or sore throat, or skin lesion in another pa rt throat, or skin lesion in another part of the body. But have a low threshold of pointing out to the nurse or to the gp or Health Care Provider you normally see. If you are at all worried about the health of your loved ones. And isnt that exactly the information that would have been so helpful for the exactly the information that would have been so helpfulfor the public to know back in february or march . So, obviously in february we had a very, very small number of cases only. Obviously, as cases kept coming, in march and in april, we became more concerned about this. We are nowjune, we are the 25th of june. Yes, i understand this is a very serious situation thats very, very serious situation thats very, very difficult and challenging to contain. We will have a full report from our Health Correspondent and more of that interview on bbc look east. Is that your lead story tonight . It is. Remarkable, thank you very much. There is a warning of drowning in your area. This is from something which happened in derbyshire over the weekend. This is all prompted by an incident over the weekend involving an 11 Year Old Girl who had to be rescued by firefighters at a popular spot called pebble beach which is right next to the river derwent, close to a recycling point near derby. Nothing like its californian namesake. But i must say, the weather today was utterly miserable, you would not want to dive in there where we are filming today, but when the sun is out this spot proves irresistible to many people. We happened to be filming there last summer, just after a 25 year old man had drowned out the way. We filmed this young man jumping had drowned out the way. We filmed this young manjumping in. He had no idea that somebody had been killed and two others rescued two days before. The weir. He was chastened when we told him about it and he vowed never to go back in again. The dangers are the currents, both underneath and on the surface, there is the danger of hidden debris underneath the surface, as well, you just dont know what has been thrown in there. The steepness of the banks, people think they can get there, but it is ten feet high and they cannot get up. The cleanliness of the water at that spot, as well. And the temperature is a real issue there, as well. Many people, including this 11 Year Old Girl over the weekend, suffered from cold water shock. That is exacerbated also by people struggling to get out of the cold water. Lets hear from the fire and rescue service. You can suffer from shortness of breath, disorientation, you could panic and get yourself into further difficulties. If members of the public tried to effect a rescue they could get themselves in danger. We dont want them to try and do that. We wa nt dont want them to try and do that. We want to keep people safe and ideally out of the water. The Fire Rescue Service then dont have to affect those rescues in the first place. How often have they had to be called out . They must be concerned, particularly because of the weather forecast. Yes, a heat wave is coming up from europe, we are in for a yes, a heat wave is coming up from europe, we are infora hot yes, a heat wave is coming up from europe, we are in for a hot spell over this weekend. Thats why they are on full alert, if you like. Theyve been looking back over their records, the derbyshire Fire Rescue Service, and they state since 2014 theyve been called out to 77 of these incidents. They rescued around 230 people. There have also been six fatalities, including that one last year at pebble beach which i mentioned before. Last year, because of their concerns, the service in derbyshire produced a video called shop, which i think you can see now. Called shock. Derbyshire county is going to replay this video to schools before the holidays and they will post it on their social media sites, as well. The message is very simple. Its a message to all of us. They are appealing to all of us not to go into open water, be it to swim orjustjump in. To go into open water, be it to swim or just jump in. They to go into open water, be it to swim orjustjump in. They mean any open water, we are talking rivers, canals, quarries, and lakes. They even say to horse riders, do not go in with your horse, either. You might want to be crossing some water, you might want to be leaving them in for a drink, because if an animal gets trapped that makes any rescue animal gets trapped that makes any rescu e eve n animal gets trapped that makes any rescue even more complicated and riskier. Thanks very much for that story from both of you. If you would like to see more on any of those stories you can access them by the bbc iplayer. We go nationwide every weekday afternoon at 4 30pm here on afternoon light. What is revealed today is that it has cost £2. 4 million of public money to turn this cottage into a home fit for the duke and duchess of sussex. For example, the visit last june by the queen and the duchess of sussex to cheshire by royal train and charter aircraft costjust under £30,000, and the visit to the caribbean and cuba earlier this year by the prince of wales and the duchess of cornwall cost more than £400,000. Overall, Officials Say the year was a busy one for the royal family, the members of which, led by the queen, carried out more than 3,000 official engagements in the uk and overseas. In the last few minutes the story on the tory leadership progresses. Lets ta ke lets take a look at the markets, weve already discussed carpet right, but theres a lot going on. Yes, the Share Price Movement has been incredible, like the map of the himalayas. Are you into carpet . Hard flooring . I wasnt expecting such questions im happy with anything. Carpet is very nice underfoot. Yes, a Floor Covering of the appropriate type for the appropriate room, if i may say. Last hour we we re room, if i may say. Last hour we were expecting to hear from. Chuckles keep going laughter you want tiles in a kitchen, wouldnt you . Carpet you want tiles in a kitchen, wouldnt you . Carpet on the stairs. Thats what i mean. Yes. Chuckles lets get some sense from the stockbrokers hargreaves la nsdown. Laith khalaf is Senior Analyst at hargreaves la nsdown. 9pa 9p a share last year, today they touched 40p, whats been going on at carpet right, what has it been doing right . Theres been lots of movement along the way. If you look at the longer term shareholders out of pocket because the company had to go into a cva last year to restructure its business. If you look at the financial metrics now, it is still not very pretty, but they are heading in the right direction. The headline loss that carpet right announced today was £25 million. Not very good, obviously, but that co m pa res to very good, obviously, but that compares to £70 million last year, soa compares to £70 million last year, so a moderation there. If you look at the sales performance, as well, sales declined over the year as a whole, but Getting Better towards the end of the year, and actually in positive territory over the last couple of months. Some signs that the pace of decline is moderated, but still a very uncertain outlook for the company, its shareholders, and staff, as well. Lets stay with retail, we had a dismal report from cbi about the state of retailing. The biggest fall for ten years. Is that something to worry about, or are we at a comparison with a particularly good year last year . I think thats the case, its never wise to drill too far down into just one month, or to put too much onus one month, or to put too much onus on one months performance. Especially if we are looking at this year compared to last. If you look outside the window you can see whats happening, compared with last year when we had that heat wave, we had the football world cup, which caused a lot of activity, a lot of consumer activity. If you look at some of the key products, sales are down, you are looking at beer, you are looking at ice cream, you are looking at burgers, all of these things which played into the heatwave last year. If you look a bit wider, we do seem to have a bit ofa bit wider, we do seem to have a bit of a soft economic patch in the second quarter. Part of that is down to brexit stockpiling at the beginning of the year, which has brought activity forward. And the weather plays its part, as i said, retail is obviously seasonal. So that looks like we might get a pretty poor economic reading for the second quarter. And on that gloomy note, thank you very much for joining us from Hargreaves Lansdown stockbrokers. Chuckles one other thing i wanted to mention in terms of Market Performance is gold, which has hit a six high of more than 1400 an ounce. The safe haven status of gold, the legendary safe haven of gold. The pots closing six points higher, nothing to write home about. The ftse closing six points higher. A pretty static Market Performance. Yes, the only thing going up as the temperature. Thanks, rebecca.
