A government source has told the bbc around 10 of loans are suspected to be illegal. Also tonight. Workers are sent home, as Deutsche Bank cuts hundreds, possibly thousands, ofjobs in london. Heather mills, the former wife of sir Paul Mccartney, is the latest to win a payout in the phone hacking scandal. How air pollution could be shortening a childs life by up to seven months. It is out. And the fairytale is over for 15 year old cori gauff, but britains joanna but britainsjoanna konta makes it to the quarterfinals at wimbledon. And coming up on bbc news. Its much more straightforward for serena, as williams reaches another quarterfinal, and rafa nadal also books his place in the next round. Good evening and welcome to the bbc news at six. The bbc has learnt that tens of millions of pounds of public money is feared to have been lost to fraudsters who are targeting the governments universal credit benefits system. Often pretending to be from the localjob centre, the scammers offer to get money on behalf of claimants in return for a fee. The unsuspecting claimants often realise theyve been duped only when their current benefits stop, theyre left in debt and having to repay the money to the government. 0ne government source has told us that around 100,000 requests for loans are made each month, and 10 are suspected to be fraudulent, with a typical illegal loan totalling around £1,500. It means fraud with universal credit is potentially four times higher than other benefits. With this exclusive report, heres our social affairs correspondent, michael buchanan. Universal credit is a new service that helps ensure that you are better off in work than you are on benefits. It is the Welfare Benefits that has become the fraudsters friend. And how much did you get . In my bank account was 1005 and a £25. And how much did you have to pay in . £1000. Exploiting an online loophole to leave people in debt. He sold me he told me to put in for universal credit. And that was the first of it . That was the first i knew. Tens of millions of millions of pounds stolen from taxpayers. To see it is happening on this extent is an absolute scandal. Jade thomas is a victim of the fraudsters. She was offered £500 by a man who said he could access government grants and unbeknown to her, the mother of five was signed up online for universal credit. The for she knew was when her other benefits were stopped and she went to a job centre. They told me that they had signed up for five children with different names, children with different names, children and i dont have, with different ages. They told me i had been signed up with a five bedroom house when i am only in three bedroom. House when i am only in threebedroom. The fraudster took two thirds of the £1500 he claimed on her behalf. The money was a loan and she has to pay it all back to the government, but she wasnt the only one. I would say altogether there was one before me, me and my friend and 11 5 others. There was one before me, me and my friend and 45 others. So about seven, eight people. And he was signing you all up fraudulently for universal credit . Yes. In an hour or two, yes. So, over those couple of hours, he made thousands of pounds. Yes. Job Centre Officials say the extent of the fraud is staggering and money is pulling out of the public purse. Messages on an internal government online forum seen by the bbc highlight the extent of the problems. How many more times can claimants. This is absolutely a slap in the face to people who are struggling you are struggling and in poverty that the government are wasting money on fraud that they should be stopping and preventing before this roll out goes any further. Stopping and preventing before this rollout goes any further. Angela parry is now paying the cost of being scammed. She has been investigated for fraud after a man claimed he could offer her a payday loa n claimed he could offer her a payday loan but, instead, signed her up for universal credit. You are going to have to pay £60 a month until you paid the1,500 . Have to pay £60 a month until you paid the 1,500 . Yes. And you have lost the benefit you on . Yes. What have the past few weeks been like . Thinking about my rent and council tax and things, where am i going to get the food, where am i going to get the food, where am i going to get gas and leccy . They told me to go to get gas and leccy . They told me to gotoa get gas and leccy . They told me to go to a food bank. One irony of this problem is universal credit was actually designed to save £1 billion in fraud and error. Michael, clearly a very serious problem, what is the government trying to do to stop these scammers . Ina trying to do to stop these scammers . In a statement this evening, the department for work and pensions say they are aware of it and they have a tea m they are aware of it and they have a team of people trying to identify fraud cases and they tell people not to give their bank details in particular are out to anybody that they dont actually know, but there is deep frustration among front line job Centre Officials about this problem and the length of time it has taken the leadership of the department, the government, to do anything about it. One official in those chat rooms i referred to referred to it as putting the department to shame. Another said, all of us on the shop floor screaming about it and nobody is listening he has any influence. This scam has essentially been going on for many months, but the problem it is trying to solve goes back a number of years. Universal credit was designed to be paid in arrears and people have to wait six weeks for the first payment. That was creating hardship and so they decided to make it a five week weight and to make these advances are available much quicker, sometimes within one hour. An online check, nobody checks the id and the idea is that the hardships would be removed. But it has actually become an opportunity for scammers to make an opportunity for scammers to make a Staggering Amount of money. Michael, thank you. Hundreds, possibly thousands, ofjobs are at risk at Deutsche Bank in london, as part of a company reorganisation. Some workers have been sent home, while others are still waiting to find out whether their jobs are at risk. Up to 18,000 jobs around the world are being cut. Our business editor, simonjack, is outside their offices in london. Any idea of how many jobs are going to go . Well, there is no official breakdown by country, but a bit of simple arithmetic gets to 100 certainly, possibly thousands. They are cutting one fifth of their Global Workforce and they have 8,000 people in the uk and they have 8,000 people in the uk and they have 8,000 people in the uk and the bids of the business they are cutting, the trading in bonds and shares, are most heavily concentrated both here and in new york so it would make sense that the axles is harder here than it does backin axles is harder here than it does back in germany. A lot of people will be asking the question, is this brexit related . Will be asking the question, is this brexit related . It will be asking the question, is this brexit related . It is not. This is a company that has been limping along for many years and major surgery was expected and many would say overdue. Some people will see it as an opportunity. Berkeley spy it as an opportunity. Berkeley spy it as an opportunity to take the business Deutsche Bank is leaving behind. But the city itself is quite resilient, it is like a coral wreath. They have banking, insurance, legal, accountancy, it take centuries to build and it is very hard to damage overnight. But it doesnt mean it is not suspected to erosion and we have seen not suspected to erosion and we have seen people and capital leaking into other financial centres. And you seen people and capital leaking into otherfinancial centres. And you can chipa otherfinancial centres. And you can chip a bit of that off and that feels like that has happened today, just chipped a bit of the ecosystem off today. Simon jack, thank you. The campaigner Heather Mills has settled her legal action for phone hacking against the former newspaper news of the world. Ms mills who was previously married to sir Paul Mccartney received a substantial, but undisclosed, sum. Hers is the latest settlement in the long running scandal that led to the closure of news of the world eight years ago. There are understood to be thousands more cases still pending. Our special correspondent lucy manning has more. Congratulations, both of you. The appearance of Heather Mills in the newspapers after her engagement to sir Paul Mccartney in 2001. She was already campaigning Charity Worker but the stories in the news of the world that came by phone hacking ruined, she said, herfamily and reputation family life. At the high court today, she got an apology and significant pay out from the former publisher of the newspaper. The feeling i have is one ofjoy and vindication. My motivation to win this decade long fight stems from a desire to obtain justice. Not only for my family, my charities and myself, but for the thousands of innocent members of the public who like me have suffered similar ignominious criminal treatment at the hands of one of the wells most powerful media groups. Ms mills was around one of 90 people, including sir eltonjohn, around one of 90 people, including sir elton john, who around one of 90 people, including sir eltonjohn, who agreed to pay out over phone hacking. While the company admitted phone hacking was used at news of the world, they didnt admit it had happened at one of their other newspapers, the sun. A lawyer for News Group Newspapers which published the news of the world said it offered its sincere apologies to Heather Mills and her sisterfor apologies to Heather Mills and her sister for the distress caused by the invasion of privacy, that it shouldnt have happened and it had no right to intrude into her private life in this way. With millions of pounds of pay outs for phone hacking continuing and other publishers like the mirror Group Newspapers also settling cases, there are calls for reinstating the inquiry into the media at which the government cancelled. I am sure there are more settle m e nts cancelled. I am sure there are more settlements to come, this is just one of many that we have already had. But what we really need is part two of the letters and inquiry, which was set up to take place after all the criminal investigations had finished, to uncover the stories. Victims of phone hacking included politicians, celebrities, royalty, the murdered schoolgirl milly dowler and other ordinary people caught up in these events. I am very confident that the newspaper industry has changed its ways and things like this do not happen, certainly not on any significant scale. Heather mills will not be the last phone hacking victim, at least 200 more crimes against newspapers are in the pipeline. The government has described the leaking of diplomatic emails criticising the Trump Administration as absolutely unacceptable. Confidential memos, written by the uks ambassador in washington, sir kim darroch, described Donald Trumps administration as inept and dysfunctional. Theresa may has insisted she has fullfaith in sir kim. An investigation into the leak is under way. Hospital leaders in england say that nhs waiting lists for routine surgery have risen by as much as 50 in some parts of england because of a row about senior doctors pensions. Consultants have been refusing to extra shifts because the introduction of new pension rules means working overtime can leave them worse off, with big tax bills. 0ur health editor, hugh pym, has this report. Hospitals are already under pressure and now some say they are struggling to cope with the workload for nonurgent cases because they cant get enough senior doctors to do extra shifts to clear the backlog. 0ne extra shifts to clear the backlog. One of our key challenges this medical director told me what that meant for hospital care. Some of our patients are waiting longer for follow up outpatient appointments. Some of our patients are waiting longer to have some of their diagnostic procedures such as some scans. Tougher rules on pension tax relief for high earners have hit doctors on a salary above £110,000 a year. They have affected extra shifts worked which can now be taxed around 75 or more. This surgeon at chesterfield royal told us he had stopped doing weekend work on top of his normal contract. I love coming to work, but i worked out that it was actually going to cost me money, so was actually going to cost me money, so it became negative pay, to do those extra eight hours, sol so it became negative pay, to do those extra eight hours, so i did make the decision to stop doing them. Ministers say it is not possible to have separate rules just for doctors and they are consulting ona plan for doctors and they are consulting on a plan to allow Senior Health staff and employers to cut pension contributions. But hospitals argue the governmentjust is not moving fast enough to tackle the problem and if it isnt dealt with sooner, there could be more Serious Problems covering rotas and keeping control of waiting times for patients. What we are seeing on of waiting times for patients. What we are seeing on a of waiting times for patients. What we are seeing on a day to day basis, and it has become particularly severe over the last couple of months, is an increase in waiting times, operations being cancelled, not being able to provide the really timely and effective care that hospital trusts would like to provide, meaning patients waiting longerfor provide, meaning patients waiting longer for treatment. Hospitals are having to bring in agency staff to cover the gaps, that is another drain on their finances. With Staff Shortages in many parts of the nhs anyway, the pension tax issue could not have come at a more difficult time. Our top story this evening tens of millions of pounds of benefits loans are feared lost to fraudsters, leaving unsuspecting claimants in debt. Coming up, im here at wimbledon, Johanna Konta is through to the quarterfinals, but the fairy tale run of coco gauff is finally over. Coming up in sportsday, on bbc news, massive week for cricket, we will have the latest from old trafford on the eve of the world cup semifinal between india and new zealand. Air pollution could shorten a childs life by up to seven months, according to new research. The study which looked at the impact of two of the main pollutants on children in birmingham found that a child born in 2011 could die up to 7 months early if exposed over a lifetime to the current levels of toxic air in the city. Birmingham is one of five cities required by the government to set up a clean air zone to reduce pollution. From there, our Health Correspondent Dominic Hughes reports. They are the hidden killers, millions of tiny particles from exhaust fumes, brakes, even tires on the road, polluting the air, choking lungs, damaging hearts. The road, polluting the air, choking lungs, damaging heartslj the road, polluting the air, choking lungs, damaging hearts. Ijoined the clea n lungs, damaging hearts. Ijoined the clean air parents network. In birmingham, one of the most polluted cities in the uk, these parents are worried about the effect this is having on children. Its not getting less polluted, its getting more polluted, more people getting vehicles, they think electric cars are fine but it is not, this particulate matter comes from brakes and tyres. It is something you can avoid. I am very concerned, my daughter and i both get asthma, luckily we live close to school but we can see that every day, there is usually somebody, quite a few parents, who sit in car is idling. Parking is difficult but you need to start thinking more about our futures and the future of our children. It is easy to feel depressed about it but obviously, nothing changes by people feeling depressed about things. You need to galvanise ourselves, and we need to do something about it because collectively, if we are all talking about the same thing, we start moving in the same direction. There is little doubt that traffic fumes are bad for our health, while todays report is based on modelling and best estimates, it adds to a growing body of evidence that high pollution levels today could have a serious impact on the future health of children in particular. These pictures, taken outside a school, show how exhaust fumes flow right past children because they are closer to the ground and as the dangers of pollution become better understood, the tension is shifting to those most at risk. Children are really vulnerable to the effects of air pollution lungs are still developing, when they breathe it in, it can stunt growth of their lungs. This can lead to Lasting Health problems. In birmingham, the city council is poised to introduce a clea n council is poised to introduce a clean air zone which will restrict the most polluting vehicles, one of five cities. By the government to ta ke five cities. By the government to take action on what has been described as a Public Health emergency. Im the father of young children, i am cultivable to the children, i am cultivable to the children in our city, i am deeply concerned, there should be no child growing up in any city who does not breathe in good quality air. Tackling pollution will require a huge shift in how we use our cars but there is mounting evidence that the air in our biggest cities is slowly killing us. British airways has been fined a record £183 million after the personal details of nearly half a million customers were accessed by hackers last year. The Information Commissioners Office said poor security meant the hackers were able to harvest information including payment card numbers and travel booking details. Our Technology Correspondent rory cellanjones is here. The size of the fine is presumably a reflection of the seriousness of the data breach, presumably
