And now an arrest affidavit of Patrick Crusius reveals he told police he was targeting mexicans when he stormed the el paso walmart. Back in his hometown, democratic president ial candidate beto orouke has accused the president of fanning the racial hate. We live in a country where some will try to define us by our differences, and theyll say that those differences are dangerous, theyll warn of invasions and infestations, theyll try to build walls to keep the rest of the world out, theyll talk of people as being less than human and then treat them as less than human. As someone who served 24 years in the military. Both the texas and ohio shootings have reignited fierce debate over gun control. President donald trump has conceded change is needed. Frankly, we need intelligent background checks, ok . This isnt a question of nra, republican, or democrat. I will tell you, i spoke to Mitch Mcconnell yesterday. Hes totally on board. He saidi he said i have been waiting for your call, he is totally on board. I think that the republicans are going to be great and lead the charge, along with the democrats. But the president s biggest hurdle will be the countrys powerful gun lobby the National Rifle association. President trump has suggested he could persuade the nra to change its position. But earlier this week, the nra tweeted even if the republican president goes head to head despite widespread public outcry, its now unlikely senators will be called back from their holidays further delaying Political Action after yet another tragedy. Problems with one offshore wind and one gas generator are understood to have been to blame. Katy austin reports. Commuters navigating Clapham Junction station in darkness. This evenings power cuts did not last long but the impact affected more than a Million People. Including thousands of train passengers across the country, some unable to board. I am going to hang around and see if they put the trains back on and fix the issue but if not, im going to have to find somewhere to stay tonight and get a train tomorrow. No one has come over and spoken to me. No one seems to know what is going on. If you go and ask for help, no one really knows what is going on at all. While some were stuck on trains. I was on a train to edinburgh through to london, we stopped in the countryside for an hour and a half with no information. We were starting to conserve water but now they are sending us back to peterborough station where we are just going to have to be, i presume, dumped off. London kings cross is one of the countrys Busiest Railway stations. Passengers turned up this evening to find there were delays and cancellations and have now been told services are unlikely to resume today. Reports of a problem emerged shortly after 5pm. Uk Power Networks tweeted it was aware of a power cut which it believed was due to a National Grid network failure. It supplies london and the south east and said 300,000 homes were affected in that region, but it didnt end there. Half a Million People lost power in the area western Power Distribution covers, south west england, south wales and the midlands. 110,000 customers served by northern power grid in the north east, 26,000 supplied by Electricity North West in areas from penrith in cumbria to stockport in greater manchester, and 16,000 sse customers in central and southern england, and tens of thousands more were affected in cheshire and merseyside. National grid said the issue was caused by the loss of two generators that connect to the gb Transmission System which led to a fall in the frequency of the electricity system and it had to disconnect part of the network. It said that by 6 30pm, all demand was restored by the Distribution Network operators, and the system was operating normally. By then the loss of power had affected drivers, too, with some traffic lights out. Newcastle airport experienced power issues too, as did ipswich hospital, where the back up generator failed. My mum got stuck in the scan lift, so we were looking at her ten feet off the ground, wondering how on earth she was going to get into the lift, because it wasnt working, or get down again, and it was quite a terrifying 20 minutes, wondering what is going to happen, are we going to have to get the Emergency Services . People whose friday evening journeys turned into a nightmare will be wondering how this could have happened. For the first time in 6. 5 years, the uk economy has shrunk, falling in the 3 months tojune by 0. 2 percent. The contraction in gdp, or the total value of goods and Services Made and sold by all sectors of the economy, was worse than some had expected. But the chancellor sajid javid says the fundamentals of the economy remain resilient and strong, and hes not expecting a recession. 0ur economics editor, faisal islam reports. This is a stockpile. Reams of printing material, labels, plastics, inks shipped into this leicester food labelling company to beat the last brexit deadline. This across tens of thousands of british warehouses boosted the economy before march, and took away from it between april and june, helping leave the british economy shrinking for the first time in years. For now it isnt generally expected the uk is in its first formal recession that is two consecutive quarters of the year where the economy gets smaller since the great financial crisis a decade ago. But this is the first shrinkage over a three month period for 6. 5 years, when the crisis in the eurozone was raging. The First Quarter of this year was flatted by the effect of billions of pounds of stockpiling which explains some, not all of todays weakness. The question now what happens in the next three months . What a welcome for a new chancellor of the exchequer, who played down his shock on a visit to the National Grid. No one will be surprised by todays figures, there was a general expectation growth in this quarter would be slower than the previous quarter, and the important thing is the fundamentals of the uk economy remain very strong. Can you rule out a recession . Im not expecting recession at all, and dont take my word for it, there isnt a single leading forecaster that is expecting a recession. The east midlands is a hub for logistics and freight and in these lorries and giant storage sheds is an economy trying to deal with the prospect of more fundamental changes to the way this country trades. The governments argument that the disappointing numbers are down to the fact that in warehouses up and down the country they had to wind down the extraordinary level of stockpiled parts and products for the brexit that never was in march. But this is only part of the story. A recession, although not likely, is now possible. The economy far from turbo charged at a sensitive point. Here in nottinghamshire, the chancellor was meeting apprentices and acknowledged a brexit factor in the numbers but not a jolt from the rising chances of no deal in october. Most of all we want to bring certainty which is why we must leave on october 31 and if that means leaving with no deal, that is the way its going to be. It is the certainty of no deal that is impacting on intentions, that is what the bank of england has said. Businesses want certainty around brexit. But what sort of certainty . Back in leicester, the labelling boss, zed, says he is fed up of stockpiling and he has delayed investing to fit out his new factory. We went through this before march and now between march and october. We have had a lot of unstable, uncertainty, and the cloudy skies are upon us again. We cant move forward or back, we are stuck in a rut, thats where we are. The expectation is britain avoids a formal recession by growing but with the pound tumbling again, nothing seems too certain in the british economy. Thirty migrants have been intercepted crossing the English Channel in four small boats, including a kayak. The vessels were picked up by a Border Force Patrol and taken to dover. The home office says the group was made up of 27 men, one woman and two children. Simonjones reports. The small boats brought back to dover have become a common sight less so this. Migrants sitting on the hull. Two other people had attempted to paddle across the channel. This is extraordinary, to come across the English Channel in a 2 man kayak, Something Like this is an example of a 2 man kayak, great forjust off the beach and paddling around the coastline, but to go through the English Channel in Something Like this is taking a massive risk. How dangerous do you think this was . Extremely dangerous, it is more luck that they got spotted where they did rather than actually found by a ship or not hit by a ship, without a doubt. We could be talking about a fatality . It is just luck that we are not. So far this month 77 migrants have reached the uk by boat, and total 837 have been picked up this year by the border force and other 179 by the french authorities. Charities supporting migrants say conditions like these in calais, with some migrants sleeping rough in tips, is leading people to take evermore Desperate Measures to get to britain. This shows the desperation that people are feeling to want to have to have a flimsy means of transport like a kayak coming over to the uk, and also shows that the countermeasures that have been taken dont really address this particular situation. Shouldnt people be claiming asylum in france which is a safe country . Many people feel they have connections with the uk, which means that they feel they have a right to actually claim asylum in the uk. One of calaiss top officials in a recent interview with the bbc insisted he was taking the issue seriously. Translation for us, the french authorities, we need firstly to save lives, avoid any serious incidents, and also disrupt people trafficking networks. But this will not be a quick or easy task. This is bbc news, the Headlines Police say the el paso shooting suspect has confessed that he was deliberately targeting mexicans. 22 people died in the attack last saturday. Lauren viyagran is a reporter for the el paso times, who has been covering the story. I asked her how the community has been coping with the tragedy. Imean, it i mean, it is the subject of every conversation, every day, everywhere. This was a huge tragedy for this community. We lost so many lives and so community. We lost so many lives and so many people were impacted. We are hearing these media reports now that details of the Police Arrest report have come out and they say that the shooter targeted mexicans. What has been the reaction to that development . We knew from just minutes, hours after the shooting, but there was a so called manifesto posted online that had been linked to the shooter, that was very quickly linked to the shooter. That uses quickly linked to the shooter. That uses language describing immigration as an invasion, describing immigrants as invaders. Some of this language echoes language used by the president of the united states. The ma nifesto, president of the united states. The manifesto, as it were, is filled with hate, and specifically states that the shooter would target people of hispanic ethnicity and dissent. We learned today, as you said, in some court documents, but there is Additional Information about the shooter may have told police directly that he did in fact target hispanic people. I was at a protest a few days ago on the day that the president arrived in el paso to meet with the victims families, and the young man read the names of each of the 22 dad, and it was startling to hear those names roll off his tongue in spanish. 22 dead. The vast majority of the people who died were of hispanic descent. Our people still feeling a sense of anger, a sense of shock, or are issues moving on to what can be done, what happens next . Are people still feeling stop i would have to say a mix of everything. There is obviously a daily morning here. We are going through each of the funerals, there have been funerals injuarez and el paso. At the protest i attended, speaking to both survivors of the massacre and walmart people who were in that store when the shooting occurred, they do also want to talk about guns. I am hearing an all out ban on assault style weapons, those high powered rifles that are available in the us, that have been used so often in the Mass Shootings we experience here. On that issue of gun control, of course, that is a national debate, it is interesting that people are talking about a ban on assault rifles or assault powered weapons, given texas still has very liberal, relaxed gun laws. Now, you have to remember, el paso is in west texas which votes democrat. That being said, it is still texas, and many people here are gun owners. Even those gun owners told me that they see no reason for an individual to have an ak 47, for example. In italy, the often fraught coalition between the five Star Movement and the league party appears to have broken apart beyond repair. The leagues leader, matteo salvini, has called for a no confidence vote, blaming the five Star Movements opposition to a high speed rail link. James reynolds reports from rome. The leagues leader matteo salvini, surely the most photographed man in italy, wants to break up the populist coalition and head for an early election. But that is no particular surprise. For the last year, salvini has had to share power with the five Star Movement, as one of two deputy prime ministers. But current opinion polls suggest that he may have a chance of winning a snap vote and taking over as italys prime minister. He is calling his members of parliament to rome to organise a no confidence vote. Translation all the parliamentarians from the league will be in rome on monday, they will be there on tuesday, on wednesday, on thursday and on friday. It is absurd that someone says, as i read in some newspaper, that we cannot force parliamentarians to work on the ferragosto public holiday. They should get off their bums and go to work, even on a public holiday. This puts pressure on the five star leader luigi di maio, who is also a deputy prime minister. His party has been losing support, but he says he is not scared of an early vote, and he accuses salvini of being destructive. Translation minister salvini, after having spent two weeks at the beach, came to rome only to bring down the government and accuse parliamentarians of not working. Next week members of the senate will break their holidays to discuss holding a formal no confidence vote which may take place later this month. If it passes, the initiative would then fall to italys president , sergio mattarella, who has the sole power to decide whether or not to call early election. The Electoral Commission says britain needs laws fit for the digital age, to take into account the rise of Companies Like facebook and google. The independent body which regulates party and election finance, is calling for greater transparency, and more powers to investigate campaign spending. Heres our media editor amol rajan. Are you going to vote liberal on thursday . Certainly, yes. Very good. And my boyfriend. Not so long ago, the most effective political campaigning took place face to face and door to door. Such campaigning still has its place, of course, but today the persuasion machines of social media offer a more efficient route to voters. In just the past month, conservative spending on such ads has boomed, fuelling rumours of a snap election. What is the attraction of social media platforms like facebook to people who have a political message they want to get across . Its really incredibly low cost, and its really easy to use. Anyone sitting on their own can get open a laptop, they can create a
