They said the Lucie Blackman trust can confirm a body has been found in the search for nora quoirin, at this time we cannot confirm it is nora, but it sadly seems likely. Investigations are under way to confirm identity and cause of death. Our colleagues hearfrom confirm identity and cause of death. Our colleagues hear from writers confirm identity and cause of death. Our colleagues hearfrom writers had said that earlier today a man walked up said that earlier today a man walked up to said that earlier today a man walked uptoa said that earlier today a man walked up to a checkpoint until then he had found a body, he said the location was a Palm Oil Plantation near a river area about three kilometres from the main road just up there. The family have gone into this area, someone was the family have gone into this area, someone was being consoled in the back. Forensic teams are heading behind me and we are seeing British Embassy because going down the road. This is the Central Nervous area of the search and rescue operation, it has been off limits to journalists reporting on the story for the last week also, we are respecting the familys privacy while they work out what is going on with this latest line from the police. Just remind our audience when nora line from the police. Just remind our audience when nora just remind our audience when nora disappeared and what we know about the circumstances . More than a week ago the family arrived for a two week holiday, it was on august the 3rd. On august the 4th, her father sebastian went into her bedroom at atn, in this upstairs room her bed was empty. When he went downstairs, the window was open. Her father sebastian went into her bedroom at 8am. He alerted the authorities that his daughter was missing, a search and rescue effort has been going on for ten days. This has always been treated as a missing persons case, not a criminal investigation, by the malaysia and police. We had tried them on searches, looked at riverbeds, jane ben searches in the jungle. Nothing was found, the even used a loud hailer with noras mothers voice to try to coax nor out of the undergrowth. This is the First Major Development since the search and rescue operation began, we are waiting for more details about the identity of the body. How vulnerable was nora . About the identity of the body. How vulnerable was nora . She grew up with learning difficulties, she had a smaller brain than average, she had mobility issues, she was a very vulnerable girl, a girl who like to be comforted, she did not like to be in an area like thejungle, she wa nted in an area like thejungle, she wanted to always be with her family, her uncle said she was a very sensitive, sweet child. Herfamily have had nothing but praise for nora and said what a lovely girl she was. It was very worrying for the family in the last couple of weeks, thinking she could be as here in thisjungle area thinking she could be as here in this jungle area which is very harsh, what with the snakes in this jungle, the pitch black at night. It is very disorientating if you are in at night and you do not know which direction you are walking in. This isa direction you are walking in. This is a very unforgiving terrain, especially for a 15 year old like nora. Thank you, howard, i know you will come back to us if there is more to know about. Howard johnson, reporting live from the malaysian jungle. If there is more information, we will bring you age. We will bring it to you. Should hands free phone calls be banned while driving . A committee of mps thinks so. The transport select Committee Says the evidence suggests there is the same risk of collision as using hand held mobiles, which is of course already banned. There were 773 casualties on britains roads in 2017 including 43 deaths and 135 serious injuries in crashes where a driver using any kind of mobile was a contributory factor, according to the group of mps. In 2017 we spoke to alice husband on this programme her seven year old son, seth dixon, was killed by a driver using a hands free phone. He went to post a letter in the post box opposite ally has, and on his return across the road, was hit by a carand return across the road, was hit by a car and sustained injuries which led to him dying two weeks later from his injuries in his head. Post a letter in the post box opposite our house. The lady driving the car was using her phone hands free, she was not breaking the law. But she received a prosecution for careless driving but received only a fine. Do you feel that the law let you and your son down . I feel at the time the research was not fair for us to understand the destruction of using a phone hands free. By the time of the inquest, the research had come out and people need to recognise this and change the way they behave. At the time, i would say most others would have felt that hands free on a phone was unacceptable thing to do, this was december 2014. Joining me now is labour mp lilian greenwood, who chairs the committee, and says any use of a phone distracts from a drivers ability to pay full attention to the road. She chairs the transport select committee. Im alsojoined by Nigel Humphries from the alliance of british drivers. That morning both, and thank you for talking to us. Lillian greenwood, what is wrong with hands free . think you had very compelling evidence from a mother who lost her son. The evidence that came before alkalinity, from doctor janet son. The evidence that came before alkalinity, from doctorjanet briggs of the open university and doctor sean hellman of the transport Research Laboratory was that having mobile phone conversation is very distracting, it puts you in the position of being four times more likely to be involved in a collision, it is the same level of risk as driving your car whilst at orjust above risk as driving your car whilst at or just above the risk as driving your car whilst at orjust above the drink driving limit. It simply is not safe. That is why we think the government need to clarify, because the current law gives the impression it is safe to use a mobile phone while driving if it is hands free, the evidence is that it it is hands free, the evidence is thatitis it is hands free, the evidence is that it is actually dangerous. Nigel humphreys, do you accept that . humphreys, do you accept that . |j think humphreys, do you accept that . think it is too late to have this conversation. 20 years ago, when mobile phones were first available, they brought in a ban on using hand held phones. inaudible . What has happened now is that auto manufacturers have spent the last 20 years fully integrating the phone into the car systems, because have these massive touchscreens and things like apple car play, which link the phone to the car, it has got to the point where it is impossible to unravel, i think. There many, many other things about these touchscreens that can be just as distracting for drivers is using the phone. Lillian greenwood said four times more likely to be in a collision using a hands free, same risk as being at alljust collision using a hands free, same risk as being at all just above the drink driving limit. Do you accept that evidence . No. It is different types of impairment. inaudible should want to manage distractions ina should want to manage distractions in a competent manner, and if they cannot do that they should not be on the road. Identify hands free conversation is any different to talking to a passenger, thinking about Something Else or being prepared with Something Else i dont think the hands free conversation. Lillian greenwood, how is it any different to stopping the kids arguing in the back seat, talking to a passenger in the front seat, changing radio stations on the dashboard touch screen . Many things can distract us while driving and we shall be all recognise the position of driving with children. Is it any different to using hands free . Of driving with children. Is it any different to using handsfree . Yes, we have heard very clear evidence from experts in the field that having a mobile phone conversation requires you to summon up mental imagery, which prevents you from fully concentrating on the road. I am not saying this because i have a problem with people driving or any of that, this is about the evidence, and the evidence from the psychologists was that when you are having a mobile phone conversation, it involves cognitive complexity that distracts you from driving your car safely, that is why we are calling on the government to explore the options for whitening the current law so that it would cover hands free as well as using a hand held mobile. That is only one of our recommendations. hand held mobile. That is only one of our recommendations. I understand that. Nigel humphreys, putting aside what you said about phones being integrated and lots of modern cars, wouldnt it be sensible to ban hands free and cars as well . wouldnt it be sensible to ban handsfree and cars as well . I dont think it would, i think it would just be compounding the mistake we made in bringing in hand held inaudible i inaudible , because when the hand held came out, they were phones and phones only. They had buttons. At the time we didnt think it was terribly dangerous making phone calls using a hand held phone, it was well within the parameters of risks and distractions. The problem is inaudible . Lots of people inaudible . And then using a hand held phone has become very dangerous because inaudible without buttons. It is highly dangerous to use a smartphone behind the wheel. inaudible if we extend that. 0k. inaudible . Iam if we extend that. 0k. inaudible . I am going to pause you, i get the just of what you are saying but it isa just of what you are saying but it is a bit difficult to hear you. I will reduce the messages, lillian winwood. They are not that impressed with this suggestion. I know there will be a Public Consultation and perhaps these are some of the contributions. Nick says what is next, will be be banned from talking to one another while driving or shouting at the kids to behave. Tanya says do not ban hand held phones unless you can ban radios and talking in general. I think the suggestion is ott. Lucy says lets ban talking to your crying baby, toddlers, any passenger who speaks. Distraction using hands free is an obvious potential hazard but so are all of the above. I think it is time to use common sense, not more banning. Nick says a 12 month ban for anyone caught using a phone while driving should be standard. Derek says nothing on a clients com pletely derek says nothing on a clients completely safe, the hands free phone is safer than a front seat passenger or back seat children, all of whom cause distractions. Is that fair . A hands free phone is safer than a front seat passenger all kids in the back . That is not what the evidence says. There is importance in what some of your viewers have said, we have caused greater enforcement, the numbers of collisions involving the use of a mobile phone is rising and has been rising steadily since 2011, he reported 43 deaths in 2017. Over that same period the number of offences captured by the police resulting in enforcement action has dropped by two thirds, so enforcing the current law is important, but the current law is important, but the evidence we heard from experts is that it is different having a conversation on a mobile phone, it is more distracting than talking to people in the vehicle, they are aware of your surroundings and they know that if you are concentrating on the road they will stop talking to you. That is not the case on a mobile phone. Our recommendations are based on strong evidence and they are about reducing the numbers of People Killed and seriously injured on our roads. I recognise there are many practicalities and this needs to be subject to a wider public discussion and im really pleased that people are having that conversation as a result of our report, but people need typically are that having conversations on your mobile phone is avoidable and it is not safe while you are driving. Thank you both very much, lillian greenwood, labour and of the transport select committee, and Nigel Humphreys from the alliance of drivers. Hong kongs leader carrie lam says violence is pushing the city into an abyss and a path of no return. She says the rule of law is being damaged and that the citys recovery from Anti Government protests could take a long time.
