Its saturday 17th august. Our top story. Detectives investigating the killing of a Police Officer in berkshire have sealed off a nearby caravan site. Pc Andrew Harper, who only got married four weeks ago, died after he was dragged along by a vehicle as he was attending reports of a burglary. Our correspondent simon jones is at the scene. Simon, what more do we know . Well, still a big Police Presence here at the scene. This is very much an ongoing crime scene. The site of the boat has been cordoned off. Take a look at the other side, dutch road is also short, too. We understand pc harper was dragged by a vehicle from that side of the road to the side of the road. He was investigating a report of able burglary with a colleague at the time. The police have not given great details to what they believe happened, as they say they believe happened, as they say they do not want to jeopardise the investigation. We do know that ten people had been arrested on suspicion of murder. By age between 13 and 13. We know a nearby caravan parkis 13 and 13. We know a nearby caravan park is also being investigated by the police. There have been lots of tributes to pc harper, the Prime Minister has described what happened here is brutal and senseless. His colleague said they are shocked and saddened and in the past minutes we saw a Police Officer arrived here bringing some flowers. He handed them over to the officers behind me, looking very upset. This is hit the force very hard, because they are investigating the death of one of their own. In terms of the investigation, we are expecting an update later on this morning from Thames Valley police. They are keen to really, they do not want people to really, they do not want people to speculate what happened, but they wa nt to to speculate what happened, but they want to hear from witnesses or anybody who captured anything important. Still very much an ongoing crime scene here at this morning. Labour has warned that high streets are facing a retail apocalypse and has announced proposals to tackle the number of empty shops. Lets talk to our Political CorrespondentTony Bonsignore tony, tell us more about labours plans. Morning, charlie. This will be announced in more detail by the labour leaderJeremy Corbyn. What he wa nts to labour leaderJeremy Corbyn. What he wants to do is take those shops that have been empty, boarded up for 12 months or more, and a testament of around 29,000 of those shops across the uk, and allow local authorities to seize them, effectively. Take them over and turn them into, for example, start up firms, cooperative businesses and Even Community projects. Labour says radical action ideasis projects. Labour says radical action ideas is absolutely essential ever going to about what they say is a retail apocalypse. Many of our high street eventually turning into ghost towns. As you can imagine, the conservatives are not impressed with this, at all. They say the plan will actually do more boarded up shops, because it will lead to lower investment in our high streets. They had their own plan at the moment, called the future high street fund. They are ploughing around £175 million into their plan to try and set the high street. For the moment, thank you. A postmortem examination has determined that the death of the disgraced us financier Jeffrey Epstein was suicide. The chief medical Examiners Office said that epstein, who was found dead in his cell in manhattan a week ago, had hanged himself. 0ur washington correspondent Chris Buckler has more. Several rallies this weekend have open given some degree of permission. Peter fonda, star of the 1969 cult classic, easy rider has died at the age of 79. His family said he passed away peacefully at his home in los angeles after suffering from lung cancer. 0ur correspondent, peter bowes takes a look back at his career. Easy rider, the cult classic. The open road, sacks, drugs and rock and roll. The film is written, produced and starred peter fonda. Travelling through the american southwest and deep south. It touched a nerve that the countrys youth and captured the mood of the times. It also spontaneously in film making. Focused on younger generations. It earned peter fonda an oscar nomination for best original screenplay. Its catapulted him to stardom in hollywood. Later in his career he was nominated for best actor, in the 19 77 drama where he played a florida beekeeper. He won a golden globe for the film. Back to our top story now and the death of pc Andrew Harper who was killed while attending a reported burglary. First i should ask a if you can update us in any sense about the investigation, the scale of what is going on . We can see some of the scene behind you. I cannot offer anything new with concern to the investigation, obviously there will be an update from the force as new backs emerge. But i think we should be focused on bringing those responsible to justice. Be focused on bringing those responsible tojustice. I certainly not want to say anything to compromise that investigation or any potential prosecution. We have woken up potential prosecution. We have woken up this morning again i think control is to andrews family. Many of us heard the newsjenna dyas today and i think it tetchy first thing in the morning when you realise once again his family have open up without him. It has been a huge shock to them and indeed the force and Police Family across the country. What assistance of the police able to get the family at this time . Obviously, they will have specially trained officer to support them and there is wider support across the board from the officers who worked with him. It is been very moving how people from across the Police Community and members of the public across the country have reached out to offer their condolences. That really matters at a time at this. Just apologise to people at home, because it is quite noisy with the vehicles passing by. A major road, what can you tell us about pc Andrew Harper . He was 28 yea rs old about pc Andrew Harper . He was 28 years old and now people are familiar with the fact that it only got married very recently. Yes, absolutely. Tragic circumstances, this isnt awful incident anyway but made even more poignant by the fact that Andrew Harper had onlyjust got married. Speaking to people who knew him well in the force, he is was a very popular officer. I have had comments from the members of the publicly and he had helped. 0ne woman in particular his texan mind says that he was the one who gave her the courage to come forward and press charges in a case of domestic abuse. He is clearly a man who, in his short period of time, touched many lives. He has been an exemplary Police Officer. It is a time where, iam sure, Police Officer. It is a time where, i am sure, officers, but also the wider public without any risk that space officers taken everyday work. That conversation must be one that looms large amounts Police Services right now . Absolutely, i think we should remember that every time a Police Officer puts on a uniform they put themselves in harms way to protect public. We should be eternally grateful for that. 0bviously, eternally grateful for that. Obviously, as part of the investigation into this we will look to save any more can be done to protect our officers on the front line. But their safety is at the four. We should always remember, when it is danger, they run towards it, whilst everybody else runs away from it. We should be hugely grateful for the risk they put themselves in. Vacant units and boarded up shop fronts are an all too common sight on high streets across the uk. So with the number of empty shops at its highest in four years what can be done to solve the problem . Labour wants to give councils the power to reopen shops. Lets speak to the shadow housing ministerjohn healey who is in our sheffield studio. Thank you forjoining us this morning. It is something i have been covering this week in the business needs, one in ten shops is empty in town centres across the uk. How do you plan to change that . Indeed, exactly. More shops are empty for longer in many of our high streets in town centres. Because those are pa rt in town centres. Because those are part of the identity, as well as the economic lifeblood of those areas, we need to be able to get them reopens, bring new life back to the streets. This is a plan to give councils the plan to step in where landlords will simply not play ball and will not do anything with the long term empty shops to say all right, let us manage them. Let us get businesses, community projects, cooperative businesses, let us get activity and people back into those shops. Back into those units and back into the high streets. So, you wa nt back into the high streets. So, you want councils to be able to decide if businesses can open a shop that had been empty for more than 12 months. But what does that mean . Will they be getting them for free . How does that work with other businesses that are been around for longer and are not getting the free space . I was going to work . The detail of how it will work will be settled in consultation. We are proposing as a starter anything that has been vacant for more than 12 Months Council should be working with those landlords and owners to try and get fresh either retail or other businesses and activity into the shops. Where they will not co operate, we need councils with the back up power to say ok, we will manage these premises in the meantime. We will make sure they are used and it is part and parcel of stopping, i think, used and it is part and parcel of stopping, ithink, that used and it is part and parcel of stopping, i think, that downward spiral that we often see with boarded up shops and premises in the town centres. But essentially, this is about money and commercial viability. Landlords are not charges, how they going to be convinced to let people use them if they have not been proven to be commercially viable over the previous 12 month . Labour government 15 years ago, when we brought something in summer to deal with long term empty dwellings, is that landlords, when councils had this power and take this interest, if you like, they will often cooperate. You can get coordination with the owner of such property in order to get it reused. Similar things should work with shop units and if necessary we wa nt with shop units and if necessary we want councils to be able to say ok, you will not do it, we were and manage these premises. We have be elected and contain arrangement with you. But we will make sure we have this activity in our high street and oui this activity in our high street and our town centres. It is part of a much bigger plan, it is not the single answer. Part of the bigger plan must obviously involve stopping the expansion of chargeable cash machines, stopping Bank Closures in many town centres and villages. Free bus travel, particularly for under 25 is stop and also to see free public wi fi in town centres, which many of our good mac labour councillors are already doing. Looking at the bigger political picture at the moment, brexit is still the big issue that many politicians are dealing with. Theres a lot of chatter around what would happen if there is a vote of no confidence in the government after recess. We have heard Jeremy Corbyn say he collates a government of National Unity as a caretaker Prime Minister. This does not look likely, though, does . We have had joe went swenson say that she would reject this. What are your thoughts on what could happen . Bags it is the big issue, but the big grave threat as they thrashed out no deal brexit. Brexit is the big issue. That has got to be the biggest challenge for all of a sudden we had done since the 2017 election to lead the arguments on the all Party Majority in parliament to stop that no deal. But it need to plan and how to do it, so that is what we have let out this week. A plan to halt the threat ofa this week. A plan to halt the threat of a new deal to put an end to the disarray and deep disorder in government and the failure of brexit and is about the chance to decide what should happen in a general election. So, it would be a question ofa election. So, it would be a question of a caretaking government, short term, single purpose, with the job stopping the new deal brexit and allowing people the chance, if you like, to pass judgment allowing people the chance, if you like, to passjudgment on allowing people the chance, if you like, to pass judgment on the government, but also decide and elect a fresh parliament. Would you be happy with Kenneth Clarke as a ca reta ker be happy with Kenneth Clarke as a caretaker Prime Minister . No, of course. The leader of the main opposition has got to be the option for a caretaker government. There are 2117 labourmps, for a caretaker government. There are 2117 labour mps, 1a lib dems, you cannot have detail wagging the dog in that way. It is clear that the basis for any cross Party Majority for stopping no deal and mapping a way forward must rest with, based on and led by
