A once in a generation chance so, first to sally for a change of direction whats so special about this in british politics. His comments come a day new treatment suite . After details of a confidential government report were published well, this new centre in reading, which was opened officially today, in the sunday Times Newspaper, although i have to say the centre has been operational since last outlining the potential shortages and difficulties caused by a no deal year, providing conventional cancer brexit. Treatment, and it is one of a our Political Correspondent handful of similar centres across Jonathan Blake reports. The uk so you can imagine it is how bad will no deal be . Pretty popular. It is all about are there going to be Food Shortages . Proton beam therapy, a type of no, not at all. Its entirely manageable. Radiotherapy which targets certain another morning, another meeting. Ministers discuss daily cancers to reduce damage to the uks readiness to leave peripheral tissue and organs, and the eu without a deal. Its accuracy means that it can help there are new questions now, about what that could mean, reduce any side effects which sometimes go with this treatment. After secret documents warning of serious consequences were made public. Lets listen to the medical officer the Prime Minister is adamant that the uk will leave who is in charge at this new centre. By the current deadline and, despite the warnings just weeks ago, insists the government will be ready. Its fantastic, its fantastic for were very confident that, by october the 31st, we will be patients in the Thames Valley ready and that is the crucial thing. Region, to have access to proton therapy, the most advanced machine in the world now. Weve built, we and i think that is what people want. You know, people are very confident are Building Four centres, this is themselves that they can do it. The third one, and i think were i am not pretending there there wont be bumps on the road. Changing the way in which there will be. Radiotherapy treatment of cancer with radiation is going in the uk. I said that on the steps the machine behind me doesnt look of downing street. That different from a conventional but if everybody puts their minds radiotherapy machine, it is a lot to it, i have absolutely no doubt bigger behind the scenes, a huge 65 that we can get ready. Documents leaked to the sunday times warned of posssible shortages tons of metal behind there. But when you look at it, it is small. It is of food, fuel and medicine. Potential travel also cheaper, which means that it is disruption and protests. For those relaxed about coming into the price range that we no deal, it is more of what they call project fear. Can afford for the nhs, and that is the forces that do not wish us to leave the European Union the hope that the nhs will buy will make hay out of this services here for nhs patients, we and they want to get no deal are treating at the moment private of the table because that means no renegotiation. And self pay patients. That leaves us a choice are treating at the moment private between theresa mays absolutely and selfpay patients. Tell us more, sally, about the kind of patients failed three times in parliament who are going to benefit most this Withdrawal Agreement proton treatment . It is interesting, or not leaving at all. The professor hinted at it, to begin and what they actually want is not leave at all. The labour leader again pushed his with, not nhs patients, but a p pa re ntly with, not nhs patients, but apparently that should change in the plan to avoid a no deal brexit, urging mps to bring down next few months. The professor the government, and back him himself says they are negotiating to take charge temporarily. With the nhs, one assumes that is overcast, but also the nhs has more if mps are serious about stopping a no deal crash out, restrictive conditions on the types then they will vote down of cancer that can have proton this reckless government. And it falls to the leader therapy. So, more patients will be able to use this treatment in the of the opposition to make sure no next view months. But this kind of deal does not happen and the people therapy was first used five years decide their own future. That is our responsibility ago on the five year old boy with a and we gladly accept that responsibility and will carry it brain tumour taken out of south out in parliament. Aspen hospital by his parents, but when mps return from their summer break, against medical advice Southampton Hospital and he went its far from certain that enough abroad for treatment. The professor will fall into line behind labour. More than 100 are calling for parliament to be said quite clearly today that if recalled and sit permanently that had happened today, five years on, that little boy would be until brexit is resolved. Eligible for this type of treatment on the nhs. He went on to say that based on treatment rates in other we are talking about food, advanced european countries, the uk, fuel and medicine shortages. Thats the sort of thing and this is quite staggering, the uk may need around 18 proton beam that we talk about in wartime. Therapy facilities in the years to come. At the moment we just have the this is something that three. Now, roger, turning to your is potentially going to happen in peacetime as a result of a conscious decision story, 12 year old campaigning on by our Prime Minister to do or die, for which he does not single use plastic, tell us more. Want to be held accountable, he is not willing to come yes, her name is tilly, she lives in to parliament to defend himself. Wilmslow in cheshire and she has from travel to trade. Sooner or later the government taken up the cause against the will need to be clear scourge of single use plus ticks. About the consequences of leaving the eu without a deal, as time she is encouraging as many of the to reach a new deal runs short. Shops as she possibly can to sign up to give free refills. Single use that was Jonathan Blake, and as we heard in his report, the governments been looking at the possibility of fuel, plastics. Not necessarily a new food and medicine shortages idea, has been going on for a little in the event of a no deal brexit. The Freight Transport Association while, but tilly is particularly says the concerns outlined in the report are worrying. Young, she went on a big march, you its deputy chief executive James Hookham joins me now can see some of her banners, and from tunbridge wells. Showers inspired to try and do something to make a difference to you heard the Prime Minister in that Climate Change. This is her cause report just you heard the Prime Minister in that reportjust a moment earlier saying celebre, if you like. She has gone there would be bumps in the road but round lots of the shops of wilmslow, many of them have signed up, many of we can prepare. Reassuring . We them have put her poster in their expected bumps on the road. I think windows and people are now able to ta ke we didnt quite expect them to be windows and people are now able to take in their bottles and get them refilled. This is what tilly has to quite so big. And there are a few bumps in places which we didnt say. It will track your location and expect them as revealed in the wherever you are , say. It will track your location and wherever you are, it will show lea ked places near you that can refill your expect them as revealed in the leaked document over the weekend. Water bottle for free. The shops are the Logistics Industry which putting up the refill posters, so represents pretty clearly, if a government chooses to leave with an ordeal, we have a huge drop on a that people will know facts like, rancid try to keep the impact as low one third of plastic pollution in the sea is past to water bottles. I as possible. On our hands. We wa nt the sea is past to water bottles. I want to also persuade shops that have already done it to put the need an honest assessment so that we sticker up and advertise that they can do it, if they advertise it and can prepare in time. The government may be prepared, they have clearly people are walking past, then that will make it really simple. What are come to its own conclusions about what the scale of impact may be, but tillys ambitions with this . I was reading over the weekend things that i had not heard about will make it really simple. What are tillys ambitions with this . There is already an app, as she just said, before. What are the things you which is available for smartphones, sought the weekend in the sunday times report on operation i downloaded it earlier, where you can upload onto the app the places that have signed up. Obviously she yellowhammer. The scale of the is putting lots of the shops in effects, the length of time of the wilmslow now onto the app so that people know that that is where they queues at calais backing into kent can go. The app claims that 37,333 and dover. That was a little bit bottles have been saved, that is longer than we had been led to believe which is important because 37,000 which have not ended up in if you are trying to manage landfill or going for recycling suppliers, if youre trying to because people are reusing their manage customers over than audio bottles. I had a look on here, brexit period, you want to give them carry, if you nip down to some indication of when normal broadcasting house in london, within business might be resumed. A a few yards, you could get your water bottle refilled. You could probably do it in the bbc to be no deal brexit. The most surprising honest, but if you were out and about. Sally could pop along to as one for us and potentially the most dac in southampton and get her water impactful was the threat to domestic bottle refilled as well. So there is lots of different places you can do fuel supplies. This was the it. And it is great that young suggestion that through various people in the shape of tilly are mechanisms there may be shortages of making an effort to try and do fuel. And that is not an issue for something to combat single use plastics. Thank you for the advice International Traffic entering and leaving the company, that is clearly on where i can get mine filled up. An issue for all domestic distribution which is of huge both of you, thank you. Really great concern to members. What can you do . Talking to you both. Can you find ways of minimising disruption and job loss . Of course, thatis disruption and job loss . Of course, that is what members have been trying to do throughout this if you would like to see more on any process , we trying to do throughout this process, we do not take a view on of those stories, you can access brexit as such. If the government them via the bbc iplayer. A chooses to leave without a deal our job will be to help business prepare reminder, we go nationwide every for it. But my point is we cannot be afternoon here at a. 30 on afternoon expected to help that preparation live. U nless expected to help that preparation unless the government is honest with the uk has lost its measles free status, due to falling us unless the government is honest with us about exactly what it foresees as mmr immunisation rates. Being the challenges and the in england, one in ten children has problems. So what we are looking for not had both the recommended shots. Is some kind of independent or our Health Correspondent Sophie Hutchinson reports. Frankly honest assessment of exactly where we are now so that we can go measles, a potentially to the industry and say that this is life threatening childhood disease, what you have got to expect, this is is on the rise and the uk what you have got to expect, this is what you have to prepare for, if it is now at risk. This one year old is being protected is no deal, and therefore lanning against it with the first dose of the mmr vaccine. Can take place. It is interesting the second is given that you see independent and honest. Just before school. You are more aware than most of us but the latest figures suggest, the response from the government yesterday was to say that the report this autumn in england, one in seven children will begin was a worse case scenario, an Old Primary School without their second dose of mmr. That increases to one scenario, planning has accelerated, are you not reassured by government in four children in london. And even more worryingly, reassurances . Is that what youre that 30,000 children in england have seeing . Yes. We have been part of never had either dose and have no protection against the disease. Some of that planning. I did not expect to be working, starting from well, if your child is completely unvaccinated against mmr, such point so far back. First of the chances of them getting measles are very, very high. All, the fundamental economic even though measles is now assessment of what no deal would mean for the company, thanks have rare in this country changed in the intervening weeks. Because we have high uptake, use of this scale queues of the when it comes in, it spreads very quickly, it is the most Infectious Disease we know of, really. And so it can get into a school scale, will have the same effect on and spread and pick out all those children who are the country as it did a few weeks unprotected very quickly. Ago. My second point is that we need measles can lead to Serious Health to plan for the worse case scenario. Complications like deafness, learning disabilities and can that is what no deal brexit is, cause fatal pneumonia. Three years ago there were so few absolutely the worst case scenario. Cases that the uk was classed the government needs to, in order to as having eliminated it, keep business going along with it, keep business going along with it, keep britain trading, itjust needs but that has changed to be honest about exactly what we this year, there have been 231 places here. But why . Are signing up for so that we can do our bit to help get business ready. Complacency on the part of parents thank you so much forjoining us. About the need to get that second Prince Andrew says hes vaccine but also people had been listening to the superstitious mumbo jumbo on the internet, all the anti vaccination stuff, appalled by the sexual abuse and thinking that the mmr vaccine is a bad idea. That is wrong. This is the mumbojumbo the Prime Minister is talking about, anti vaccination adverts allegations against his former friend, Jeffrey Epstein. On social media. In the local community, to make sure they are efficiently, young women come and go. Effectively, and conveniently and inside, the queens second son. Delivered for new parents. This year, cases of measles have trebled globally without outbreaks rising in the us, france, germany and italy. Epstein was recently arrested many agree, urgent action is needed. And charged with sex trafficking. He hanged himself nine days ago. Prince andrews relationship with epstein came to light with this in a moment weve got the latest business news. Photograph of the prince with first a look at the headlines a 17 year old girl, who was part on afternoon live. Of epsteins circle. Rules allowing eu nationals her allegation that the prince to live and work in the uk will end immediately, had sex with her was says the Prime Minister, if theres a no deal brexit in october. Dismissed by a us court. And police escape injury in a bomb seven years later, epstein was convicted of sex explosion in County Fermanagh. With a minor and jailed. Security forces say it was a deliberate attempt to lure officers and army colleagues into the area to murder them. But Prince Andrew kept in contact new images emerge of Prince Andrew and was seen walking with epstein in manhattan on his release. AtJeffrey Epsteins the queens second son gave mansion after the financiers up his role as uk trade conviction as the prince says hes representative a year after that appalled by allegations that epstein sexually abused dozens of girls. Photo came out. In the past few weeks, heres your business fresh allegations have been headlines on afternoon live. Met with more denials, donald trump has downplayed fears but pictures of andrew in the house that the worlds biggest economy could go into recession soon. But pictures of andrew in the house investors have become increasinly of a sex offender, brought nervous about the trade war a statement from the palace. Investors have become increasingly nervous about the trade war between the us and china, a statement from the palace. And by a movement on Government Bond markets, which has historically indicated that a recession is on the way. But President Trump said the us economy is doing tremendously well. The Supermarket Chain lidl has warned its suppliers here in britain that it expects them to cover the cost of any tariffs but the statement does not which could be charged on their goods which enter address what Prince Andrew the republic of ireland, was doing inside the home after brexit. Existing customers. Remind us why it is that they would not have been able to buy them . It is partly about a fundraiser, set up by Thames Valley police federation. By Thames Valley police federation, National Security concerns, because as well as handsets and mobile phones, huawei also makes infrastructure for telecoms has raised more than £120,000 networks, particularly five g networks, particularly five g to support his family. Networks, and there are concerns youre watching afternoon live, that its operations could be subject to influence by the chinese state. These are our headlines. The company was blacklisted in may and even yesterday, President Trump rules allowing eu nationals was saying huawei still poses a to live and work in the uk will end immediately, National Security threat and said he says the Prime Minister, if theres did not want to do business with a no deal brexit in october. Jeremy corbyn says an autumn them. Yet today, we have had this general election would be a change reprieve, temporary exemptions, in political direction that britain needs, to stop a no deal brexit. Because there are lots of customers of huawei, particularly those who new images of Prince Andrew atJeffrey Epsteins mansion supply the Rural Telecommunications after the financiers conviction networks in rural parts of america, as the prince says hes appalled by allegations that epstein sexually so they are absolutely key to keep those networks going. For more and abused dozens of girls. This and some other market stories, we can talk to a representative of a theres a warning for cricket over its concussion protocols, that after australia allowed steve smith back out to bat after being hit by a bouncer currency consulting firm. And then diagnosed with delayed concussion 2a hours later. Personally, i think this is because the Us Trade Department really hasnt got together with President Trump and worked out exactly what it needs to do, and obviously, in the grand scheme of things, this is the barcelona player and former still a huge dance around what actually happens in broader terms between the us and china, notjust liverpool player has joined barcelona. And jimmy white has on huawei but also on other issues finally won a crucible final, the of National Security and trade tensions between the two. In the six time runner up claimed the world grand scheme of things, this is a seniors title at the age of 57. A good thing for both us and chinese lot more on all those stories in the economies, both huawei and its next 15 minutes. Suppliers. Huawei, for example, the uk has lost brings in around 70 billion worth its measles free status, of component parts, it uses on three years after the disease was virtually eliminated. Average, over the course of a year, measles can be prevented with two 11 billion worth of that last year doses of the mmr vacine came from the us, companies such as but immunisation rates intel. They will be breathing a sigh of relief that they are able to get have been falling. Their chips over to huawei, and in england one in ten huawei will be breathing a sigh of children is not fully protected. The government says theres been relief that they can sell their a spike in cases of measles and its products for another three months to ordered a series of measures the us as well. We will have to wait to improve vaccination rates. And see if there is another our Health Correspondent Sophie Hutchinson reports. Extension down the line. We have also heard in the last hour that the measles, a potentially life threatening childhood disease, is on the rise and the uk green king brewery in britain has been sold to a Hong Kong Based is now at risk. Property developer for £a. 6 billion. This one year old is being protected was the market expecting this . No against it, with the first dose of the mmr vaccine. The second is given just before school. But the latest figures suggest, this autumn in england, it is about 50 more per share than one in seven children will begin it was at the on friday. You can Primary School without their second dose of mmr. That increases to one in four children in london. Look at this from two ways, first of and, even more worryingly, all, when you look at pubs and you think of prime real estate they used that 30,000 children in england have never had either dose and have no to be on every corner in many town protection against the disease. Centres, and a lot of old pubs which well, if your child is completely have gone bust have been turned into unvaccinated against mmr, flats, so weather we are starting to the chances of them getting measles see this as a big property purchase are very, very high. Within the uk. Secondly from a even though measles is now brexit point of view, given all the rare in this country, because we have high uptake, bad news about brexit, buying pubs when it comes then it can and having britons drink more to spread very quickly, it is the most Infectious Disease drown their sorrows may not be a bad we know of, really. Business idea as well. Interesting and so it can get into a school and spread and pick out all those theory but also talking about children in fact those property and brexit, rightmove says who are unprotected very quickly. It can lead to Serious Health complications, like deafness, learning disabilities and can that it property and brexit, rightmove says thatitis property and brexit, rightmove says that it is possibly seeing a pre brexit post for home sales cause fatal pneumonia. Because there has been more sales than expected this month . Yeah, three years ago, there were so few strange things in the property cases that the uk was classed market, 6 higher than had been as having eliminated it, expected. This is obviously one month and we are only 90 days away but that has changed from the end of october, less than and this year there that that is when we could see a have huge falloff in aggregate demand in been several cases here. The uk economy and a huge hit to the but why . Complacency on the part of parents uk Housing Market. But people still about the need to get the second vaccine for the people had been need to move for work, for schools, listening to the superstitious mumbo jumbo on the internet, for other things as well. So there all the anti vaccination stuff, and thinking that the mmr is still going to be some late vaccine is a bad idea. Demand and people may have bitten that is wrong. Just a note that we are expecting a two conference by the Police Service of Northern Ireland in the next few moments. That is about a bomb explosion close to the border. A lot of concern about that, and will go back to that News Conference when we get it. Right now lets look at the question of Climate Change. Farmers leaders say that Climate Change is one of the Biggest Challenges that the Agricultural Industry faces today. The National Farmers union is calling for more money for flood prevention, and says that consumers have their part to play. In response, the department for the environment said it had provided more than two billion pounds to deal with the risks posed by Climate Change. Lets speak now to our correspondent Sally Challoner whos at lye cross farm in somerset. It isa it is a a000 acre farm. They are milking about 750 cattle. Theyre just about to start here, twice a day, 10,000 litres of milk. They make cheese out of it. We had all sorts of weather is here today. A few weeks ago we had drought. The climate is changing and farmers need to do more to mitigate that and they wa nt to to do more to mitigate that and they want to do more to that. Hence this report from the bbc environment correspondent. As the climate warms, it is becoming more unstable. Extreme weather is becoming more common. From the beast from the east, to scorching heat waves, to flash floods. This was lincolnshire earlier this year. The nfu says we have to be far more ambitious in how we deal with the changing climate. Climate change is probably the single Biggest Issue that farming is facing at the moment. We are seeing extremes of weather events and, for me, probably the single, biggest challenge is around water. We are seeing more floods, we are seeing more droughts. How we manage those, not just as farmers but as wide a society, will be the biggest challenge going forward. This is a place that understands the challenges of Climate Change all too well. These are the somerset levels, theyre flat, crisscrossed with rivers, and very vulnerable. In late 2013, almost all of what we can see here was under water. That includes james winslades farm. When the rivers burst their banks, all of these fields were flooded. He got his cattle outjust in time but he and his family had to move to a safer place. His field stayed under waterfor six months. This autumn, theyre going to do more dredging through here. A major climate reportjust out said that agriculture was a key driver of Global Warming, butjames gets fed up when uk farmers are blamed. We can do our little bit but, the trouble is, if the rest of the world isnt doing anything, how is it going to change . That is my biggest concern. We are very small compared with the rest of the world, really. In rotterdam, some entrepreneurs have seen an opportunity. This is a floating farm. The milk that its 32 cows produce is sold locally. Designers say it is environmentally friendly and can help to future proof cities. We have a Climate Change going on, so we are looking for what we call a climate adaptive location, so no matter how much rain falls, no matter how high the sea level goes, we can produce our life essential, healthy food. The nfu has committed to getting carbon zero by 20a0. If that happens, it will play a part in limiting the most catastrophic effects of Climate Change. On this form they are doing their bit to mitigate climbing change. Climate change. Whatever the form of a stir, livestock farmers, dairy farmers, is not going to be enough for some environmentalists. Im here with someone from a beacon charity, you want it all to stop, dont you . What we are looking at here is a climate crisis. The government has declared that we are in a Climate Emergency. No matter what Animal Agriculture does to limit the impact on the environment, it is never going to be as effective as they beacon alternative. So they were always used former land, far water. Vegan alternative. That doesnt stop the massive amount of methane coming from cows belching. What we are looking at is a climate crisis, and instead of trying to think about how we can make cows more efficient, weve already got the solution, which is a vegan diet. If you need to look into it, our Company Powers mac website is the best for it, including the health and ethical issues. Our companys website. What do you suggest they do . Looking at agriculture in the uk as a whole, 55 of our croplands goes into animal feed, feeding this extremely inefficient middleman. Cows, chickens, pigs. We are using up a huge amount of calories which could go towards feeding the uk. When we think about the south west, trees have been planted here, they can be re wild dig, there are solutions that are much more effective than keeping up with this dairy and meat rhetoric. Im sure the dairy farmer here want agree, but back to you. We are going over to Northern Ireland to hear that from the Police Service about the bomb. Thankfully there we re about the bomb. Thankfully there were no reports of any injuries and an investigation is now under way to establish the exact cause of the explosion. We had received a report that a suspect device had been left in the area on saturday evening. The area was secured by police and a full clea ra nce area was secured by police and a full clearance operation began on sunday morning. However, this mornings explosion. Those who made, transported and deployed this device should explain their actions to the people of Northern Ireland. They bring nothing to society and they showed no regard when they entered a public road, in a public space, to create nothing other than inconvenience and disruption to the local community and attempted to murder public servants. I wish to acknowledge and commend the bravery of those officers and our Army Personnel at the scene of this attack. I would also like to thank the community for their ongoing patience and cooperation. We must ensure their safety, so the area around the scene will remain closed for some time yet until our investigation ends. There are people within our community who know who did this. My message to them today is simple. Please step forward, do the right thing, and provide the information to police that will allow us to bring the perpetrators before the courts. Now for questions. The device sends look at something quite similar to what happened in july. Other any similarities . That will certainly be a strong line of enquiry. We are of the belief that this attack has been carried out by distant republican groupings. The two have been the most active this year are the continuity ira and the new ira, and i think one of those groups would be a very good starting point for an investigation. As they are you aware of re gripping . Re gripping . Investigation. As they are you aware of regripping . Regripping . The continuity ira have been regrouping for a long time, but it is fair to say that their activities increase this year. Is it a crossborder thing as well . Im not in the position to say that, the investigation will be comprehensive and if that turns out to be the case, will follow that, but nothing is saying that at the moment. What can you tell is about the nature of the device . How was it disguised . How close were Police Officers and the Army Officers to the device . Its the Army Officers to the device . Its very early in the investigation. We have located what we believe to be the scene of the explosion. There is a damage in and around that seat, the damage is of a nature that we are of a view, if a person had been standing convenient to it, they would have been very badly injured or possibly killed. As to the make up of the device, and the specifics of how close Police Officers or other personnel where, those are matters we need to either reserve at the moment or complete further enquiries in relation to. Was there some other hoax device which led police to believe the real threat lay somewhere else and not at the location . Certainly there was a call to say there was an abandoned device in the area. We are always alert that sometimes a hoax device can be left, with the intention that a secondary device in place kills Police Officers or army. We are very alert to that possibility. There certainly was an item in and around the area yesterday. It is far too early to say whether that was a hoax placed by the terrorists involved or whether that happen to be an innocent item. Certainly, everything points to this device being set in place to catch Police Officers, army, lured into the area by that phone call to try and kill them. Please officers are spoken in recent months about your concern and. The context brexit. Given months about your concern and. The context brexit. Given that this happened so close to the border, does this underline those concerns or strengthen those concerns . think it underlines the difficulty of the policing in and around the border. I have nothing at my disposal at the moment that would directly link this attack to the eu exit debate and the impending 31st of october debate. But i will say this, weve had two one half years of no devolved institutions, we have unresolved issues around legacy, and we saw an aspect of that play out in londonderry last weekend. We have had tensions on the ground in communities this year, we have the uncertainty around eu exit, weve had five attempted attacks to murder Police Officers this year, and the find of another murdered type device. One of those attacks, of course, tragically cut killed an officer. Tragically killed an officer. Tragically killed an officer. When you add it up, i do believe it is time for reflection of the type of society we want to live in here. These terrorists have spoken, and in response the Police Service will continue to do its job and investigate this attack. Men and women will be in the every Community Today, tomorrow and the next day serving. As i said in response, when i went to daddy, i appeal to people to have conversations, when i went to daddy,. We need the politicians to absolutely set out, not just a condemnation politicians to absolutely set out, notjust a condemnation to these people, but to work together. Police playing their part, but police in their own not being sufficient to actually say, you do not represent the type of society we want to live in and we want to reclaim the prosperity that i think we all felt a number of years ago. Many of us sense that things are becoming more entrenched, and progress that had been made is slipping back a little bit. This is the sixth attack this year. What is it say about the level of threat impose on officers and the public . As i say, the level of threat has remained at severe for ten yea rs threat has remained at severe for ten years now, which means as an attack is highly possible and can occur without warning at any time. That threat level has endured for ten years. We have people in our society who wake up everyday and their motivation is to try and kill Police Officers. Sometimes officers, Army Personnel. That is their intent. Thankfully, most of their attacks dont succeed. These six that we are talking about, there are others that we have thwarted in the last year working with our collea g u es last year working with our colleagues in the m15. Small groups of determined people can actually cause quite a bit of significant effect. They can pose a real risk and danger. So i dont want to overestimate the ability of these groups, but we cant underestimate it either. They have shown the determination to try and kill Police Officers this year. We are very lucky one of my colleagues wasnt killed. One officer did lose her life when the intention was the co police at night. We shouldnt ta ke co police at night. We shouldnt take our place for granted. We need to work continuously to move forward , to work continuously to move forward, and not allow ourselves to regress. He said theyre operating on small groups. If it is a small group, why cant we stamp them out . The police have done quite a bit of work in tackling these groups. One person got a substantial service this yearfor person got a substantial service this year for attempting to murder a police officer. There are people on remand, people facing sentence. But yes it requires a security response, but it requires more, it requires possible readership, improved employment, jobs, giving people a hope and aspiration that there is something in the future that will help them get off street corners. Terrorism of this nature is a societal problem. Yes, the police will do everything they can, and we, working with m15, are constraining much of their efforts, but reg retta bly, much of their efforts, but regrettably, such as this morning, sometimes an attack will occur. Small groups can actually cause quite a significant impact. It requires all of us across society to work exceptionally hard at defeating these people, which starts with absolute ensuring they know they are rejected. As i said, im going to reserve the exact details about the number of police and security personnel at a scene of that nature. That is something that we wouldnt talk about. Certainly, officers at the scene reported hearing an exceptionally loud explosion, but as to their exact distance from it, i wa nt to to their exact distance from it, i want to reserve at this moment. You mention the new ira and the continuity ira is. Because of the geography, it would be more likely to be the continuity ira. He talks about the cooperation with the mi5, what is the level of corporation . strongly suspect, i believe myself wiggle room because its an early stage of the investigation. I strongly suspect that this attack, we will find, was carried out by either the continuity ira or the new ira. As to our relationship, it is very strong and a relationship that exists daily with the m15, sharing information about sex offenders right up to working together to thwart the actions of these terrorist groups. There was a bomb declared a seahawks injune. Is it possible these kind of things are almost dry runs. It it was declared a hoax injune. Is it was declared a hoax injune. Is it the case that this may have been left close to where the police where . It is too early for me to say if that was the case in this instance, but your question was as possible. Yes, of course it is possible. Yes, of course it is possible. I think that is a technique that has been written about by journalists and technique that has been written about byjournalists and writers over the years. If it happened on this occasion, it will be a line of investigation for the enquiry. The detective giving a really quite robust explanation of what he sees going on across Northern Ireland right now. He said, these people need to explain themselves, they bring nothing to society other than the attempt to murder public servants. He said several times, the attempt to murder Police Officers as the result of this hoax device, he said he strongly suspects the dissident republican groupings, either the new ria or the continuity ira, and said that although there was some difficulty of policing, that actually the wider problem of society will terrorism is a societal problem. He pointed to the politics of the situation, saying two and a half years, nor as devolved institutions, uncertainty over eu exit and legacy issues. He put the problem of terrorism in the context of Northern Ireland, same more generally that many see progress is slipping back a bit, and terrorism is about so much more than policing, it isa is about so much more than policing, it is a societal problem. We have a mixture of sunshine and showers today. Some heavy showers developing in the midlands and the south east of england over the past few hours. Government sources said Boris Johnson and the home secretary, priti patel, would pursue a tougher approach to freedom of movement than their predecessors. Under theresa may, two options were being considered for eu citizens, wishing to come to the uk after october 31, if theres no deal. One was for freedom of movement to continue untiljanuary 2021, so eu citizens could come and work here until that point. The second option was for eu citizens to be allowed to stay for three months, before having to apply if they wanted to stay for longer, for up to three years. Well a little earlier, the Prime Minister told bbc radio cornwall that the uk would not suddenly become hostile to immigrants, and that an australian style points based immigration system would be adopted. What we are going to do is leave the eu and that all those powers revert to the uk. But i want to stress, because people get a bit confused, or can be, that does not mean that we are going to stop anybody coming into this country. It doesnt mean that we are going to become remotely hostile to immigration or to immigrants. I am not, at all. I used to run the most diverse city in the world and was very proud of it. What it does mean is that immigration into the uk will be democratically controlled and we will be producing australian style points based system to do it. Earlier, i spoke to our Home Affairs Correspondent danny shaw , correspondent danny shaw, who said a lot of details in the governments immigration policy still needed to be finalised. Details are yet to emerge. They are being worked on at the moment. What we do know is that there will be some symbolic changes i think, after october the 31st, in the event of an ordeal. In the event of a no deal. For example, we are told there will be tougher checks to determine and stop foreign criminals. Eu nationals who have criminal convictions from coming into the uk than was previously the case. And there may be some other changes as well, to highlight the fact that the uk is now in charge of immigration policy and is no longer allowing freedom of movement. But that still raises a lot questions about how the system will work. There are just over two months to go before october the 31st and if you think about the fact that there are some a0 Million People coming from the eu, eu nationals, not british nationals citizens of other countries in the European Economic areas like switzerland, coming into britain every year, a0 million, how do you go about putting a system in place, in two months, that will ensure that those people have a right to be here, have a right to come in, and are not criminals, and so on. And that then those rules are enforced. That is quite an exercise to do that, in two months. Because our immigration rules, we have difficuty enforcing at the best of time. Its not exactly an unchequered picture in terms of histroy, is it . Picture in terms of history, is it . Coming back to a question about the two options previously under discussion. Has the new Prime Minister, has a new home secretary said what it is they find unacceptable about those plans that were under consideration . No, they have not said that. But what they are clear about is that they want to send a message to the eu, that they are serious about a no deal. And freedom of movement rules will go. So, that is clearly a message that they want to send. But clearly, there are also details about those two options under consideration that they do not like, and they feel there needs to be a tougher line drawn in the sand. Meanwhile, Jeremy Corbyn has vowed to do Everything Possible to stop a no deal brexit, and urged other politicians to back him. In a speech in northamptonshire, the labour leader said a general election would provide a once in a generation chance for a change of direction in british politics. His comments come a day after details of a confidential government report were published in the sunday Times Newspaper, outlining the potential shortages and difficulties caused by a no deal brexit. Our Political Correspondent Jonathan Blake reports. How bad will no deal be . Are there going to be Food Shortages . No, not at all. Its entirely manageable. Another morning, another meeting. Ministers discuss daily the uks readiness to leave the eu without a deal. There are new questions now, about what that could mean, after secret documents warning of serious consequences were made public. The Prime Minister is adamant that the uk will leave by the current deadline and, despite the warnings just weeks ago, insists the government will be ready. Were very confident that, by october the 31st, we will be ready and that is the crucial thing. And i think that is what people want you know, people are very confident themselves that they can do it. I am not pretending that there wont be bumps on the road. There will be. I said that on the steps of downing street. But if everybody puts their minds to it, i have absolutely no doubt that we can get ready. Documents leaked to the sunday times warned of posssible shortages of food, fuel and medicine. Potential travel disruption and protests. For those relaxed about no deal, it is more of what they call project fear. The forces who do not wish us to leave the European Union will make hay out of this and they want to get no deal of the table because that means no renegotiation. That leaves us a choice between theresa mays absolutely failed three times in parliament Withdrawal Agreement or not leaving at all. And what they actually want is not leave at all. Is not to leave at all. The labour leader again pushed his plan to avoid a no deal brexit, urging mps to bring down the government, and back him to take charge temporarily. If mps are serious about stopping a no deal crash out, then they will vote down this reckless government. And it falls to the leader of the opposition to make sure no deal does not happen and the people decide their own future. That is our responsibility and we gladly accept that responsibility and will carry it out in parliament. But, when mps return from their summer break, its far from certain that enough will fall into line behind labour. More than 100 are calling for parliament to be recalled and sit permanently until brexit is resolved. We are talking about food, fuel and medicine shortages. Thats the sort of thing that we talk about in wartime. This is something that is potentially going to happen in peacetime, as a result of a conscious decision by our Prime Minister to do or die, for which he does not want to be held accountable, he is not willing to come to parliament to defend himself. From travel to trade. Sooner or later, the government will need to be clear about the consequences of leaving the eu without a deal, as time to reach a new deal runs short. Joining me now isjoe owen, the associate director who heads up the Brexit Programme at the institute for government. Thank you forjoining us. Lets deal with these two things separately. First the freedom of movement points. We have heard the Prime Minister talk about it, a government spokesman, are you clear about their intent . Not at all. We know what the government does not want. It doesnt wa nt government does not want. It doesnt want these two options in place until the temporary system was there under the past government, but we do not know what they want and that is a very big problem when you are ten weeks away from having to have it in place. The past change to the immigration system, i think it was about four years from the point at which it was designed until it was fully rolled out. The immigration white paper that we receive before christmas was two years in the making. The idea that in ten weeks we can come up with a new plan and let out ready for october the 31st, i think doesnt really stand up as it stands, until we at least see some of the detail around what is being planned. They have spoken about an australian based points system and traffic women out for checks. The payments has said that despite the bumps on the road tough criminality checks. On that subject, that was part of the previous approach. And the region thatis previous approach. And the region that is important is because when we leave the eu we no longer have access to a couple of important eu wide systems which allow us to automatically access these databases, so automatically access these data bases, so it automatically access these databases, so it is important that there is a moment of criminality checking. The australian based points system would be a very big change to the way we do immigration. And i think, you know, you are talking years for a design, development and roll out. So there needs to be something else, there needs to be something else, there needs to be another interim plan for the end of october. The alternative is to say to eu citizens that you will then have to go through the same process as non eu nationals for this immigration system that we have for people coming from the us or australia. That has some problems which is why the past two home secretaries stayed away from it. That is that the system does not allow for anything other than very high skilled migration. It also relies for you to go, it relies on prospective migrants to go to visa processing centres which dont exist in europe. We have never needed them. So carrying out that system for eu citizens is also a really, really big challenge. The other big important element of this is what happens to the eu citizens who were already here and who this government and successive governments have promised some security too. Enforcing a new system for eu citizens on the 1st of november means that those who havent already applied for settler status are in a precarious position. Because they wont have documentation to prove that they are eligible in the uk. And we have seen through windrush that one of the big problems with our animation system is that when there are people who have rights to be in the country that dont have a documentation to prove it, that they can get caught up in all sorts of enforcement measures that are specifically not designed for them. I have two glass questions i want to ask, and if you could keep them brief because were running out of time. Last questions. If you are an eu citizen and you havent got your settler status organised, should you be rushing to get your documentation ready before october the 31st if you are already here . think you definitely want clarity from the government because they we re from the government because they were promised until the end of 2020. But this would mean the are in a precarious position. One other question about the prospect of a no deal brexit, after the yellowhammer document release in the sunday times yesterday, we have had the government saying it is old, it is worst case analysis, we are going to be ready with accelerated planning for no deal. It is not a big problem. On pump as the payments and put it but we will be ready. Are you reassured . These are the governments plans for what they think it will look like but they may be old but if they are, they are only two weeks out of date. And if they are changed, it is relatively modest changes. Some of the big things in there about not having a sustainable plan or a credible plan for the irish border still holds. So it is reassuring to know that they have these consistent planning assumptions and you would hope that we get more detail about what the new assumptions look like. And how credible they are. Thank you so much. Several Police Officers have escaped injury in a bomb explosion in County Fermanagh. The explosion happened at wattle bridge, near newtownbutler, close to the irish border, during a security operation launched after a warning was received. It is understood a hoax device was found initially last night. In the last few moments, belfast polices deputy chief constable Stephen Martin gave his thoughts on events. I have nothing at my disposal at the moment, any information that would directly link this attack to the eu exit debate and the impending 31st of october debate. But i will say this. We have had two one half years of no devolved constitutions. We have unresolved issues around legacy and we saw that play out in londonderry last weekend, derry last weekend. We have the uncertainty around eu exit. We have had five attempted attacks to murder Police Officers this year. And found a mortar type device. One of those attacks of course a tragically killed one of those attacks of course a tragically killed lyra mckee. The Police Service will continue to do itsjob. Men and women will be in every Community Today and tomorrow and the next day serving. But as i said in response when i went to derry, the day after lyra mckee, and i appealed for people to have conversations, we need action. We need, as a society, led by politicians, to absolutely set out, not just our politicians, to absolutely set out, notjust our condemnation, to these people, but to work collectively together. Society right across the police, police playing apart, but police, police playing apart, but police on their own not been sufficient. To say that you do not represent the type of society we wa nt to represent the type of society we want to live in and we want to reclaim the prosperity that i think we all felt a number of years ago. But many of us, i certainly people have reflected to me, sense that things are becoming more entrenched. And progress that had been made is merely slipping back little bit. Our Northern Ireland correspondent emma va rdy is at the site of the explosion. That was a man not mincing words . Absolutely, you could hear the frustration in his voice about the lack of government here in Northern Ireland. He said that progress was slipping back. Northern ireland has been without a government for two and a half years since to surmount collapsed. But has that got any direct link to the Terror Threat . Difficult to draw that line but what it does mean is that there is a lack of accountability from local politicians, people are left without a voice and a lack of ministerial direction. What happened here was particularly sinister because it seems that a call was made about a device over the weekend, and that brought in police and bomb disposal teams and while they were investigating the incident, this other device exploded nearby. They we re other device exploded nearby. They were lured into a trap if you like. The police of Northern Ireland have said that this was a deliberate attempt to try and murder Police Officers and their colleagues the Army Bomb Disposal team who were on the scene. It is the second type of incident in the last couple of weeks. Two weeks ago we saw another attempt to lure Police Officers to assume using a hoax call and then abadi trapped device was discovered hidden nearby. The a booby trapped device. So the dangers are made very clear from these two incidents. You heard the constable saying this is the fifth attempt this year alone to try to murder Police Officers. The deputy chief co nsta ble Police Officers. The deputy chief constable was saying that the suspects are dissident republicans, perhaps the continuity ira who also claimed they were behind the attack couple of weeks ago. He also said the activities of the continuity ira have been increasing over the past year. Here at the scene, things are quiet at the moment because there was a wide according where the taxi took place. Cording. After those strong words from the deputy chief co nsta ble strong words from the deputy chief constable there will be even greater pressure now placed on politicians from the dup and sinn fein to get them back to power sharing but there has been pressure on them for months now and has not seemed to be able to get them over that hurdle of making a new agreement. But another reminder from a new agreement. But another reminderfrom the police a new agreement. But another reminder from the police to politicians today to say that we need you back in government. Emma, thank you. A teenage boy has appeared in court charged with murdering a lawyer who was stabbed to death with a screwdriver in newcastle city centre. Peter duncan died after being attacked last wednesday. A 17 year old who cant be named for legal reasons spoke only to confirm his name, age and address when he appeared before a magistrate this morning. Hell appear in court again later this week. Police have been given more time to question ten people arrested on suspicion of murdering an officer, who was killed while investigating a report of a burglary in berkshire. This morning, colleagues of pc Andrew Harper visited the scene where the 28 year old died after being dragged along a road by a vehicle on thursday night. A fund, set up by Thames Valley police federation, has raised more than £160,000 to support his family. The uk has lost its measles free status, three years after the disease was virtually eliminated. Measles can be prevented with two doses of the mmr vacine but immunisation rates have been falling. In england, one in ten children is not fully protected. The government says theres been a spike in cases of measles and its ordered a series of measures to improve vaccination rates. Lets speak to helen now. Thank you for joining lets speak to helen now. Thank you forjoining us. This is your area of expertise, to look at why immunisation rates go up or down. While they going down . They are only going down a little bit but i think it isa going down a little bit but i think it is a number of factors. We have not seen measles for many years and people tend to forget how serious it is. Parents need to be reminded about the disease and that it is important to protect their children, but also they need to be reminded about getting their children vaccinated. Two doses are required to fully protect children. The first doseis to fully protect children. The first dose is given when babies are about a year old, dose is given when babies are about a yearold, and dose is given when babies are about a year old, and then the second dose comes three years later. Parents may simply forget that that second dose is needed. You would have thought that children of that age often need to go to the gp for something or other, you would have thought it is a kind of thing that could flash up on the medical records. To see the shout to see this child hasnt had their second dose. There is a lot of pressure on Health Services at the moment. The number of health visitors, the professionals who visitors, the professionals who visit families in the early years, has been reduced by a quarter. So there is real pressure on the system at the moment to get these things done. I was interested that even countries like france, germany and italy, they have a big measles problem and the global rate is going up problem and the global rate is going up so ina problem and the global rate is going up so in a way, one cannot be complacent about a world which is moving in the right direction in respect of this, especially if children are travelling, they become more vulnerable when they travel abroad . Absolutely. As you say there has been a global increase in measles and a lot of the cases that we have seen have resulted from importations into this country. So it is really important we protect our population. Government has come up our population. Government has come up with a few suggestions at the moment. They are going to talk to social media and get social media involved in quashing messages that they regard as unhelpful and promoting messages about immunisation that they regard as helpful. Do you think that will work . I think a lot of the suggestions that the government have made our very good and it is really good to see they are taking it seriously. In protecting our childrens health. Many of the things they have suggested have already been suggested by Public Health england earlier this year but what we need is notjust these words, but to show a real commitment, we need resources. So we need more health visitors, we need more practice nurses, these are the nurses that day to day give the vaccines to children and parents and there is a shortage of these practitioners. So it is notjust about saying this is what we will do, we need to see some resource behind it so make sure it happens. Very quick question, if you are young adult, the real spike in failures or decisions not to immunise, happened in the 90s with the scare about the mmr, so you have a generation of children going into aduu a generation of children going into adult hood now. If they havent been vaccinated, is it still a dangerfor them . What should they do about it . Me should be vaccinated. It is called a childhood disease which is a misnomer because it makes it sound very mild but it is nasty. It is particularly nasty if you are very young or a young adult so they should be immunised, there is no upper age limit for organisations. Thank you so much for coming in. Prince andrew says hes appalled by the sexual abuse allegations against his former friend jeffery epstein. Against his former friend Jeffrey Epstein. It comes after footage emerged, which shows the duke of york in the financiers mansion nine years ago, after the billionaire had served a prison sentence for sex offences. Mr epstein killed himself last week amid fresh allegations he had sexally abused and trafficked young girls. Buckingham palace says any suggestion the duke of york would condone, participate in, or encourage any such behaviour was abhorrent. Our royal correspondent jonny dymond reports. Caught on camera inside a convicted paedophiles home, and Prince Andrew is in the spotlight again. The video shows Prince Andrews billionaire friend Jeffrey Epstein leaving his town house in manhattan. Young women come and go. And inside, the queens second son. Epstein was recently arrested, and charged, with sex trafficking. He hanged himself nine days ago. Prince andrews relationship with epstein came to light with this photograph of the prince with a 17 year old girl, who was part of epsteins circle. Her allegation that the prince had sex with her was dismissed by a us court. Seven years later, epstein was convicted of sex with a minor and jailed. But Prince Andrew kept in contact and was seen walking with epstein in manhattan, on his release. The queens second son gave up his role as uk trade representative a year after that photo came out. In the past few weeks, fresh allegations have been met with more denials, but pictures of andrew in the house of a sex offender brought a statement from the palace. The duke of york, the palace said, has been appalled by the recent reports ofJeffrey Epsteins alleged crimes. But the statement does not address what Prince Andrew was doing inside the home of a convicted paedophile. Time for a look at the weather. Heres darren bett firefighters and gran canaria have said they are overwhelmed by the flames. Evacuation numbers have grown in the last 2a hour is, the fire started in on saturday, not sure how it started but these are the scenes on the ground. This is a picture from nasa, the view from space and can you see that . That is the fire. Doesnt look like it is covering a vast area at the moment, this was taken yesterday, and you can see how the smoke is getting blown out into the atlantic, so the winds. Blown out into the atlantic, so the winds. Is blown out into the atlantic, so the winds. Is that blown out into the atlantic, so the winds. Is that green blob forest . Yes it is. It is this one they are concerned about, the forest has some fine trees which will be like a tinderbox, i suspect. Fine trees which will be like a tinderbox, isuspect. There fine trees which will be like a tinderbox, i suspect. There are three elements of the weather that can make fighting the fire more difficult. And help spread the fire. The first is when strength, pretty straightforward, the stronger the wind, the more oxygen gets fed into the fire, and it can travel further more quickly. Moisture levels are significant. Relative humidity. Humidity levels. And if the humidity is very low, the air is very dry, you have the debris on the ground, it is all very dry and is more susceptible to catching fire. Therefore the fire can spread. Likewise with the temperature. If it is water, the fire will spread as well. What has happened over the weekend and is happening today, temperatures well above average, 30 degrees or so, even in the mountains in the centre where the fire is, the winds are coming in north africa, so a very dry wind, hence the low humidity. It is also hot wind, hence the high temperatures. This is the as the azores. Wind direction will change and it will go more north easterly, so it wont come in off the hot dry land, temperatures will be back to near normal, humidity levels will go up but it is still windy. They must be praying for the weather change to start . But it is the wind it is often windy in the canaries, i dont know if you have been, but it is often windy around that area of high pressure. And the winds will be gusting 30 miles an hour, Even Stronger than we have at the moment, so it will change direction and may move the fire into a different part of the island. What they need is rain. What about us . Do we have them . We do. We need that to settle things down. That is what brings us the high wind and rain over the summer. Here, that is what brings us the high wind and rain overthe summer. Here, near birmingham we have seen a lot of rain. We have still got an area of low pressure that we had over the weekend. It is moving away but only very slowly. Lots of showers, still breezy, the weather front bringing some rain across scotland and Northern Ireland. You can see how the showers have developed widely today. Very few places missing them. There are the lightning flashes, turning wetter across yorkshire, lincolnshire and east anglia, the south east of england a dryer for the south of wales and the south west. Temperatures will drop very quickly when the downpours come along. Still around this evening and thenit along. Still around this evening and then it turns dryer overnight unsurprisingly. We will see the wet weather moving Northern Ireland towards Northern England. Either side of that, for much of scotland and for much of england and wales it will be called, but clear. A chair in the air in the morning, getting towards late summer now it doesnt feel much like summer, still a bit of warmth in the sun and there will be affair better that around tomorrow. Some showerfor be affair better that around tomorrow. Some shower for scotland, Northern England, clouding overfrom Northern Ireland, a bit of rain here and there. Fewer showers than today. Temperatures similar to today. There is the area of low pressure, another one. This time a bit further north, we will start dry in most places, some sunshine on wednesday, a few showers out towards the west, cloud increases, wind picks up, rain coming into Northern Ireland then scotland. To arrive in north west england and wales later on. I had of that, it may well be dry, some sunshine and a bit warmer for the south west wind, 23 degrees. With the wind is continuing over the coming few days as we headboard weekend we should see temperatures rising further which will spread the warmth. The reason is because the jet stream position has changed so it isa jet stream position has changed so it is a bit further north, low pressure is getting steered more to the north of the uk, so northern scotla nd the north of the uk, so northern scotland seeing most of the rain by the end of the week, bringing rain into Northern Ireland on saturday and perhaps Northern England on sunday. Further south likely to be dry with a peak of the warmth at 27 degrees on saturday. This is bbc news our latest headlines. Sport now on afternoon live with olly foster at the bbc sport centre. Olly, the second ashes test finished yesterday but plenty of fall out from that bouncer that hit austrlian batsmen steve smith . Yes, batsmen steve smith . The match at lords was dra between yes, the match at lords was drawn, between england and australia, australia still one up in the series but it will be remembered for that ferocious spell of bowling from jofra archer, and steve smith, the australian batsmen, hit on the side of the neck by a 92mph bouncer. He retired hurt, this was on the saturday, came back out to finish his innings, cricket australia has defended the doctor, their doctor, who allowed that to happen, saying they went through all the necessary protocols in place in the sport to spot concussion. But the next day he was diagnosed with delayed symptoms. This is very common. And he was replaced for the second innings. Australia now say they will monitor him day by day and if he is free from symptoms for 2a hours, then he can train and probably play the third son of, which starts on thursday at headingley. But is that too soon . The Brain Injury Charity headway has had a lot to say about this this morning. They say that they put him in an incredibly dangerous position to begin with, and that they now need to learn from other sports. Currently there is not a set period of time mandated where they have to sit it out. Rugby and hockey and all of these other sports have these periods, and it is often up have these periods, and it is often up to three weeks, it is mandated, once you get diagnosed, you cannot play until that set point in time. Cricket does not have that are set to and cricket does not have that are set to and i think that is wrong and it needs to be looked at very quickly and carefully. England took a lot of positives out of the draw at lords and they have named an unchanged squad for the next have. Turning to another ballgame, snooker. Farmers leaders say that Climate Change is one of the Biggest Challenges that the Agricultural Industry faces today. The National Farmers union is calling for more money for flood prevention, and says that consumers have their part to play. In response, the department for the environment said it had provided more than £2 billion to deal with the risks posed by Climate Change. Lets speak now to our correspondent Sally Challoner, whos at lye cross farm in somerset. Yes, we are at the foot of the mendip hills here, it is very windy, as you can see pocketed just outside the milking parlour, they milk 750 cows twice a day, they are alljust queueing up to go in at the moment. But as you say, the climate is changing and farmers want to end have to do more to mitigate that. Claire marshall reports. As the climate warms, its becoming more unstable. Extreme weather is becoming more common. From the beast from the east. To scorching heat waves. To flash floods. This was lincolnshire earlier this year. The nfu says we have to be far more ambitious in how we deal with the changing climate. Climate change is probably the single Biggest Issue that farming is facing at the moment. We are seeing extremes of weather events. And for me, probably the single biggest challenge is around water. Were seeing more floods, were seeing more droughts and how we manage those, notjust as farmers, but as wider society, will be the biggest challenge going forward. This is a place that understands the challenge of Climate Change all too well. These are the somerset levels. They are flat, criss crossed with rivers and very vulnerable. And in late 2013, almost all of what we can see here was underwater. That includes james winslades farm. When the rivers burst their banks, all of these fields were flooded. He got his cattle outjust in time but he and his family had to move to a safer place. His fields stayed underwaterfor six months. This autumn, theyre going to do more dredging through here. A major climate reportjust out said that agriculture was a key driver of Global Warming butjames gets fed up when uk farmers are blamed. We can do our little bit but the trouble is if the rest of the world isnt doing anything, how is it going to change . Thats my biggest concern. Were very small compared with the rest of the world, really. In rotterdam, some entrepreneurs have seen an opportunity. This is a floating farm. The milk produced by its 32 cows is sold locally. The designers say it is invalid mentally friendly and could help to future proof cities. Friendly and could help to futureproof cities. We have a Climate Change going on so we were looking for what we call a climate adaptive situation, so no matter how much rain falls, no matter how high the sea level goes, we can always produce our life essential, healthy food. The nfu has committed to going carbon zero by 20a0. If that happens, it will play a part in limiting the most catastrophic effects of Climate Change. Claire marshall, bbc news, on the somerset levels. Well, farmers on this farm so they are working very hard to mitigate the effects of Climate Change. I have come to meet the farm operations director. We spoke to a vegan campaigner other go who said, actually, to get rid of all of that methane, just stop eating dairy and meat, how would that work out . Its a very simple argument but brilliant truly it wouldnt help this business, it might help the environment in a small way but at the end of the day, the western side of the uk is a grass growing area, we have a maritime claim it that suits animal production and we can do suits animal production and we can d o exa ctly suits animal production and we can do exactly that, high rainfall, weve got the majority of grassland on the western side of the country is permanent pasture, which is a fantastic carbon sink, and without that, we would have more carbon emissions, rather than less. Could you grow other crops . We could but like i said, it is ideally suited for growing grass, permanent grass is fantastic and as well as producing good, wholesome food, it a cts producing good, wholesome food, it acts as a carbon sink, which is good for the environment. Do you think eventually you will have to stop producing meat and dairy . That is a very good question. Personally i dont think so. I think there will be an increase in vegetable consumption, i think people are becoming more aware of what they are eating, but no doubt, people will carry on eating meat and aye, for one, support that, and it is about choice. And if we can do it sustainably, without damaging the environment, then great, and that is what we have to do on a global basis, we have to minimise whatever emissions and whatever damage we are doing. Talking about methane, there is also fertiliser and loss of soil, soil degradation, what are you doing here to counter that . One thing we dont do is, we dont leave any fields without a crop in them, so as soon we have won, we cultivate and re so another crop to follow afterwards. We have things like six metres around each of the fields, where we grow maize, for example, which has got a terrible reputation for spoiling ground, but if you manage it correctly, if you have fields which are not suited to growing maize, then you shouldnt growing maize, then you shouldnt grow it, but if you have got a field which is suited to it, manage it sensibly, and if you can put a six metre margin around the outside of permanent grass which stops soil from washing into a watercourse, then great because you are managing then great because you are managing the environment and reducing the damage. You are a big farm, 4000 acres, across several sites, but how ha rd acres, across several sites, but how hard is it to farm in an environmentally friendly way for smallerfarms . Environmentally friendly way for smaller farms . Its not that difficult, everything is relative, just because we are a large scale producer does not mean that we can do itany producer does not mean that we can do it any easier than anybody else. Its do it any easier than anybody else. Its all about scale. We might put dozens and dozens of acres into environmental schemes, a smaller farm might put only ten acres but it all has a bearing on the overall picture. Thank you very much for joining us. In an hours time we will hear from the green mp for this area on the subject. The green mep. In a moment well have the latest business news. Moment well have the latest business news. First a look at the headlines on afternoon live. Rules allowing eu nationals to live and work in the uk will end immediately, says the Prime Minister, if theres a no deal brexit in october. Jeremy corbyn says an autumn general election would be a change in political direction that britain needs to stop a no deal brexit. Police escape injury in a bomb explosion in County Fermanagh Security Forces say it was a deliberate attempt to lure officers and army colleagues into the area to murder them. Heres your business headlines on afternoon live. Donald trump has downplayed fears that the worlds biggest economy could go into recession soon. Investors have become increasingly nervous about the trade war between the us and china and by a movement on Government Bond markets which has historically indicated that a recession is on the way. But President Trump said the us economy is doing tremendously well. The Supermarket Chain lidl has warned its suppliers here in britain that it expects them to cover the cost of any tariffs which could be charged on their goods which enter the republic of ireland after brexit. Lidl says the duty paid clause is already part of it supplier contracts. Industry sources have told the Times Newspaper that suppliers to other supermarkets in the eu fear that similar demands will be made of them. Theres been a surge in house sales over the past month with analysts at rightmove saying that buyers are trying to conclude transactions before the brexit deadline of october 31st. So, this has come from the property listing site rightmove, which says there has been some kind of a pre brexit spending spree. Lets look at some of the figures. Actually, asking prices fell by 1 . Now, that is pretty normal because prices usually fall in the summer months because there is less activity. However, that drop is less than you would expect at this time of year. That is on the previous month. It is partly because there has been an increase in deals being agreed, 6. 1 higher than at the same time last year. My colleague Tadhg Enright spoke to the rightmove Housing Market analyst miles shipside. It is not unusual at this time of the year because sellers coming to market at this period in the summerare coming to market at this period in the summer are really trying to price competitively to attract buyers distracted by the holidays. Last year we saw a drop of 2. 3 , so this year, a far smaller drop than usual and on the back of that as well, were seeing greater activity, more buying activity, than in the same month a year ago. To close those deals, why buyers, what is in it for them . You need two to play ten coen the moving game and it looks like buyers and sellers are both judging looks like buyers and sellers are bothjudging a good time to buy, competitive prices for the bias, and for the sellers, lets get this done in case there is more uncertainty around the corner. So, a scramble on property, but what about other big ticket purchases . Another report out today shows that people have been put off from spending large on other items. This has come from the ihs market. Household finance index. It showed that consumers are much more pessimistic about their financial situation than they were injuly. Appetite for major purchases has declined at the second fastest rate. Declined at the second fastest rate. What declined at the second fastest rate. What kind of purchases . For example, to do with house renovations, electronic goods, those kind of things, a new bathroom, that kind of things, a new bathroom, that kind of things, a new bathroom, that kind of thing. People are holding off and not making those purchases. For more on this, we can speak to an independent financial journalist kids grow. Why do you think people are pushing off from buying those big ticket items, given that, in fa ct, big ticket items, given that, in fact, Work Activity and wages have increased . Thats true, we have actually seen wages outpace inflation for the first time in a while this year, and the jobs market is looking pretty robust at the moment. But we did also see the economy contracted by 0. 2 in the Second Quarter of this year, and of course we have a lot of unknowns regarding brexit, withjust over two months to go. I think that the main two factors which are influencing consumers to be a bit more cautious right now are firstly, the drop in the value of sterling, that has made holidays abroad much more expensive, particularly in places like the us. So that could be influencing people to delay trips which they were previously planning, and the second factor is interest rates. Mark carney, governor of the bank of england, has strongly suggested that the base rate will go up in the near future, but Financial Markets think otherwise. They have actually factored in a drop in the base rate to 0. 5 and a growing number of consumers, in this survey particularly, a rise in the number of consumers agreeing with that outlook. Do you think financial well being is also related not only to brexit but also to what is happening in the Global Economy as well, do you think it feeds through to people . Of course. I think that the growing trade war between the us and china is spooking investors particularly. And weve also seen essentially a trade war emerging between china and japan. And there isa between china and japan. And there is a lot of mixed views about the Economic Outlook for various countries in the eu as he so its notjust the brexit countries in the eu as he so its not just the brexit situation which is affecting consumers, but the Global Outlook as well. Got time for a quick look at the markets before you go . Yes, its interesting, investors have been affected as well, big dips in the Financial Markets over the past week or so. But actually today, as you can see, the major markets have lifted and this is to do with the fact that actually, there have been stimulus plans announced, potential stimulus plans announced, potential stimulus plans in the pipeline for the likes of china and germany, germany, the finance minister indicating that a possible 50 billion euros would be set aside to stimulate the economy, help the jobs market and also, china, theres plans to try and make it easier and cheaper for banks to lend money, another way of stimulatingly economy. So there has beena stimulatingly economy. So there has been a knock on effect from that. A think tank is proposing that drivers who leave their vehicle engines running should be filmed by members of the public, who would then get a cut of the fine paid by the offender. Its similar to a scheme thats already underway in new york. Michael cowan reports. Weve all seen it, cars sitting stationary outside our schools, hospitals and roadsides, but with the engine on. Idling vehicles produce almost double the emissions that a moving car would. But one organisation has a radical plan to limit the damage to both the environment and our health. So, basically, if you see somebody idling, then you can take a photo and video of that offence and then report it to the council. Isnt it slightly authoritarian to ask citizens to inform on one another to the state . Well, its a voluntary scheme, so if you feel uncomfortable doing it, you dont have to. But the main problem here isnt the person taking the video, its the person whos idling. But what impact do emissions from idling vehicles have on our health . The key thing is personal exposure. And if youre walking past a line of idling vehicles, it would be quite a significant amount of pollution that youll be breathing in sooty particles and nitrogen dioxide, and thats especially worrying if youre a young child or a patient with a respiratory or cardiovascular disease. Leaving your engine on while stationary is illegal and it could leave you £20 poorer if its your first offence, shooting up to £80 if youre a repeat offender. But this is nothing new its been around for years. Its just not heavily enforced. But this proposal for citizen reporting is new. And across the pond, its hugely successful. Yeah, so hes idling, so im going to do what i need to do. In new york, citizens can report buses and commercial trucks which have been idling for three minutes, or one minute if theyre outside a school. In return, theyll get 25 of the fine. Us fines are substantially bigger than in the uk, starting at 350, the equivalent of £288 for a first offence, up to an eye watering 2,000 thats over £1500 if youre a repeat offender. And for some, its proving to be lucrative. Ive made about 10,000, cash, in my bank. You gave up your full time job to stop people idling . Uh, its a bit broader than that. In london, some activists are already on the case. Meet david smith, aka little ninja. We met to go on a pollution patrol. This vehicle is actually off, but if it was idling, when i breathe the air and i think oh, that smells, and i kind of look down. And if my son was here or my daughter in a buggy was all the way down here, and suddenly you realise that if im feeling it, and its toxic for me, whats it like for a child . But is britain ready for citizen reporting . Well, drivers who leave their vehicle just idling, that is anti social. So, what we really need is more government campaigns and better enforcement. Im not sure this country is ready to have bounty hunters out there, cashing in on other drivers. The government say they want to launch a consultation into idling, but they havent released details of when that will happen. Michael cowan, bbc news. 50 years ago, a russian sailor put a message in a bottle and threw it into the sea. Well, now, half a century later, his letter has washed up on the shores of western alaska. Tyler ivanoff was gathering firewood when he made the discovery. He posted a copy of the letter on facebook, where russian speakers translated it as a greeting from a russian sailor, which included an address and a request for a response. Russian media tracked down the writer, captain anatoly botsanenko. Now 86 years old, hes reported to have burst into tears when told his letter had finally been found. A french couple could face up to six years in jail after being found with a0 kilograms of sardinian sand in theircar. Police discovered the sand crammed into 1a plastic bottles in the boot of an suv belonging to the couple, who say they wanted to take it home as a souvenir. But sardinias famed white sand is considered a public good and it is strictly forbidden to remove it from the island. Now its time for a look at the weather. Hello. Weve got some drier and warmer weather on the way for later in the week. Until then, the message is straightforward, a mixture of sunshine and showers, rather breezy as well. The area of low pressure which has been with us all weekend is still close enough to keep the showers above us, although it is moving away. The weather front is focusing some thicker cloud and patchy rain moving down across scotla nd patchy rain moving down across scotland and Northern Ireland. I had of it, the showers breaking out more widely. More recently, some heavy downpours running through the midlands and east anglia. Those may push their way into parts of yorkshire and lincolnshire, where it has been dry earlier on. It should turn a bit drier for the south west of england, temperatures near average for the time of year. The showers continue into the evening and then they will tend to fade away for many parts of the country. We have got this focus of some cloud and rain moving southwards into the north of england but either side of that, there will be clear skies and temperatures in rural areas easily down into single figures so, a bit ofa down into single figures so, a bit of a chilly start on tuesday. Sunshine to start the day for many places. Shower bursts heading across scotla nd places. Shower bursts heading across scotland and into Northern England. May be a bit of rain affecting west wales, South West England and Northern Ireland later in the afternoon. Ahead of that, temperatures, like they were today, 1721. Temperatures, like they were today, 17 21. By the middle part of the week, were seeing something a bit more active coming in from the atlantic, another area of low pressure. But this weather front is going to produce a band of heavy rain, accompanied by some strengthening winds. Ahead of it, some sunshine and a few showers. Rain coming over Northern Ireland, into scotland later in the day. Ahead of it, some sunshine for the south east of england. That warmth will build a bit, notjust in the south east, but it should spread a little further over the next few days towards the end of the week. We have got subtle changes, the jetstrea m have got subtle changes, the jetstream is a bit further north now. We have still got areas of low pressure but they are running to the north of scotland as we head towards the end of the week. Probably temperatures peaking at 27 or so in the south east on saturday. Summer rainfor the south east on saturday. Summer rain for scotland and Northern Ireland on saturday and Northern England on sunday. Hello, youre watching afternoon live, im carrie gracie. Thanks olly, and well bejoining you for a full update just after half past. Darren bett has all the weather. Good afternoon. We see sunshine and showers today, some heavy and thundery. Later in the week we may get some warm and drier weather and i will have a look at all of that later on. Also coming up, on todays nationwide the first Proton Cancer Centre in the south east gets its official opening. Hello everyone, this is afternoon live, im carrie gracie. Downing street has confirmed that rules, allowing eu nationals to live and work freely in the uk, will end immediately of a no deal brexit at the end of october. Theresa mays government had considered extending freedom of movement to 2021, or allowing eu citizens to stay in the uk for three months before having to apply for a longer stay. The Home Office Said plans for a new immigration system are being developed and borisjohnson and the home secretary, priti patel, would pursue a tougher approach to freedom of movement than their predecessors. The Prime Minister told bbc radio cornwall that the uk would not suddenly become hostile to immigrants and that an australian style points based immigration system would be adopted. An australian style points based immigration system would be adopted. With me is our Home Affairs Correspondent, danny shaw. We correspondent, danny shaw. Have a home office s this. We have a Home Office Statement on this. Does it add flesh to the bones . It clarifies a little bit what the thinking is regarding this. The key thing is that there will be some immediate changes, if britain leaves the eu without a deal on the 3ist leaves the eu without a deal on the 31st of october. Previously, it was thought that things would remain pretty much the same. For a period of time, probably tell the beginning of time, probably tell the beginning of 2021. But clearly the government wa nts to of 2021. But clearly the government wants to send a signal to everyone that this is going to be different. And particularly they want to make it quite clear that there will be new rules regarding people who want to come to the uk from, who are you nationals, who have criminal convictions or have a criminal record. They want to apply the same rules to those people as they to that the moment to people outside europe. Because the rules are more stringent. For non eu. Europe. Because the rules are more stringent. For noneu. They europe. Because the rules are more stringent. For noneu. They talk about a criminality threshold which puzzled knee, what is that . About a criminality threshold which puzzled knee, what is that7m about a criminality threshold which puzzled knee, what is that . It is complicated but at the moment it is difficult to bar people who are eu nationals from coming to the uk, short of proving that they are clear and present threat to society, are quite high bar. Under the new rules, as far as quite high bar. Under the new rules, as farasi quite high bar. Under the new rules, as far as i think they will apply, border staff will look at peoples previous convictions, if they are, if they have got recent convictions in the last 12 months, if they have committed an offence which caused serious harm, if they are a persistent offender, they will look at their character, all those aspects will be taken into account and can be barred from coming into britain. Those rules were always going to apply, but what the government is seen today i think is that they will apply from day one, under a no deal scenario. And what if those people dont acknowledge their criminal record or dont acknowledge that they have something of character problem, how is, how are we as a country going to find out about that . Those other details which have not been worked out, we dont know how they have been worked out, particularly in a situation where we may not have access to all same Intelligence Data bases where we may not have access to all same Intelligence Databases that are used in europe, as we do at the moment. Of course, this could also factor in extra delays at the border. If you are going to summons criminal records and having to check them. So these are the types of message that the government wants to get out there, that freedom of movement ends and new rules will make it tougher for you to get access to the uk. Thank you. Joining me now is alexandra bulat, an eu citizen living in the uk who works with the Campaigning Group the 3million. What do you understand about the impact of these new rules that we are hearing about today . impact of these new rules that we are hearing about today . I think the news created quite a lot of uncertainty amongst the immigrant community. This is an example of reckless politics because it is arguing to replace a system without having much detail of the system that will be the new system. In the uk. So, this undermines some of the promises, let us not forget that borisjohnson, promises, let us not forget that Boris Johnson, amongst other politicians, in the 2016 referendum promised that nothing will change. For eu migrants year, already here, that would be automatically granted status. Over 2 million eu citizens havent yet applied for the settle m e nt havent yet applied for the settlement scheme. So our main worry is discrimination that may occur when, for example, nhs staff or landlords or employers might not be able to differentiate between someone like me, for example, already in the uk, and some who will come on november one, for example. The Home Office Statement does assent to be quite clear on the subject. It says eu citizens does attempt to be quite clear. It says eu members have until 2020 to apply for the settlement scheme and 1 Million People have already been granted status. So presumably, if you are an eu citizen, already resident, to get the settlor status, you just have to apply for it. Resident, to get the settlor status, you just have to apply for itm resident, to get the settlor status, you just have to apply for it. It is easy to say that, i have applied already, and even as a phd researcher, someone who has been working part time during her degree, i have additional evidence for every single year i have been in the uk, the system is not that easy for everyone. And i think the main concern here is that no system in the world has reached 100 of its target audience. So there will be some people who may not apply by the deadline and the question is, would the hostile environment face then when it does not apply for whatever reason. Also, iam when it does not apply for whatever reason. Also, i am concerned about the home Office Process of the application on time before the no deal deadline. There are still quite a lot of people to get to. 3. 2 million the home office estimate is quite a conservative estimate. For the settlement scheme family members, not family members can apply as well so it will be much more than over 3 Million People. Although, to be. Just clear about what the government says, it says it is not seeking to apply a hostile policy and is going to have an australian points base system in the future to make to have people make a greater contribution, on the basis of the contribution they can make rather than where they come from, does that not seem a fair point . What happens after brexit is up for the government and the campaign knows all about. And what was promised by the vote lead campaign and by politicians, notjust Boris Johnson, is that everyone would already get those rights if they are already get those rights if they are already here. Rights such as i dont know if i will be able to vote in local elections, so there is a broader point about what happens to people already here before we sought out new immigration system that is indeed up to the government. Sought out. And for the government to decide on that. Thank you very much. Meanwhile, Jeremy Corbyn has vowed to do Everything Possible to stop a no deal brexit, and urged other politicians to back him. In a speech in northamptonshire, the labour leader said a general election would provide a once in a generation chance for a change of direction in british politics. His comments come a day after details of a confidential government report were published in the sunday Times Newspaper, outlining the potential difficulties caused by a no deal brexit. Several Police Officers have escaped injury in a bomb explosion, in County Fermanagh. The explosion happened at wattle bridge, near newtownbutler, close to the irish border, during a security operation launched after a warning was received. It is understood a hoax device was found initially last night. Northern ireland polices deputy chief constable Stephen Martin gave more details at a News Conference this afternoon. I have nothing at my disposal, at the moment, any information that would directly link this attack to the eu exit debate and the impending 31st of october debate. But i will say this. We have had two and a half years of no devolved constitutions. We have unresolved issues around legacy and we saw that play out in Londonderry Derry last weekend. We have the uncertainty around eu exit. We have had five attempted attacks to murder Police Officers this year. And found another mortar type device. One of those attacks, of course, tragically killed lyra mckee. And when you add all that up, i think there is a time of reflection. And a time to question what type of society we want to live here. And these terrorists have spoken. In response, the Police Service will continue to do its job. Men and women will be in every Community Today and tomorrow and the next day, serving. But, as i said, in response, when i went to derry, the day after lyra mckee, and i appealed for people to have conversations, i think we now need action. We need, as a society, led by politicians, to absolutely set out, notjust our condemnation, to these people, but to work collectively together. Society right across the police, police playing their part, but police on their own not being sufficient, to say that you do not represent the type of society we want to live in, and we want to reclaim the prosperity that i think we all felt a number of years ago. But many of us, and certainly people have reflected to me, sense that things are becoming more entrenched. And progress that had been made is maybe slipping back little bit. Tough words there. Our Northern Ireland correspondent emma va rdy is at the scene of the explosion. It was very interesting listening to him sounding frustrated with politicians but also pulling no punches in identifying who he suspects as being responsible . think complete exasperation from the police and for many other organisations in Northern Ireland about the fact that this place has been without a government for more than two and a half years because of the inability of the two back political parties, the dup and the sinn fein, to for me new parish training agreement. There is no doubt it was a very lucky escape. For me new power sharing agreement. It was while they were investigating the device over the weekend that this morning they were caught u nawa res this morning they were caught unawa res as a this morning they were caught unawares as a second device went off and this is the second time in a number of weeks. Police were called toa number of weeks. Police were called to a setup hoax and a booby trapped device was found under some concrete. The continuing dangers that police in Northern Ireland face from dissident republicans. The Police Service has said they suspect the new ira or the continuity ira who are behind this attack, i suspect it will be confirmed in the coming days as it usually is. The continuity ira claimed they were behind the other attack, if you like, rather an ambush, a couple of weeks ago. And it is the fifth attempt this year to kill Police Officers. We had a very high profile incident in which the journalist lyra mckee was killed in londonderry, actually killed because a new ira, if you like, someone with a new ira, if you like, someone with a weapon from the new ira was firing towards police but there was a cloud of crowd of people, which led to the death of lyra mckee. The continuity ira which could be behind this incident, police say they have been ramping up their activities over the past year. Is there a direct link between that and the lack of government . Very difficult to link the two directly, but police we re to link the two directly, but police were getting at today that this is creating a vacuum in which there is a lack of ministerial direction, diminishing the ability to tackle the causes which lead to extremism, people joining extremist groups like the continuity ira, like the new ira, the lack of Political Leadership which diminishes the police ability to tackle things more widely and what they are saying is look at the threat that is posed, continuing dissident republican threat, while at the same time, we do not have politicians in stormont, able to make decisions, provide a voice for people, making a wider plea today to not only politicians but to society, to come together to try to stop this kind of threat which continues today. Here in Northern Ireland. At the scene, people are going to police will be here for a while, trying to investigate what happened while they try to establish exactly which group was behind it. And another very strong warning today, and a plea to politicians to get back to government in stormont. Thank you emma. Youre watching afternoon live, these are our headlines. Rules allowing eu nationals to live and work in the uk will end immediately, says the Prime Minister, if theres a no deal brexit in october. Police escape injury in a bomb explosion in County Fermanagh. Security forces say it was a deliberate attempt to lure officers and army colleagues into the area to murder them. The video shows Prince Andrews billionaire friend Jeffrey Epstein, leaving his town house in manhattan. Farmers leaders are warning that Climate Change is one of the Biggest Challenges facing the Agricultural Industry. The National Farmers union is calling on the government to provide more money forflood prevention, and says consumers have to play their part. The department for the environment said it had provided more than £2 billion to deal with the risks posed by Climate Change. Lets speak now to our correspondent Sally Challoner whos at lye cross farm in somerset. We are on a a000 acre farm, set over several sites. You can probably hear the milking parlour behind me, quite loud, 750 cattle going through therefore the second time today. Farmers have been in the firing line in the past couple of weeks, the un report talking about the amount of Greenhouse Gases and methane and nitrous oxide produced by livestock farming. So do we have to change the way we eat and shop . Joining me is morley, the green morley. The green mep. You were saying earlier there was a disconnect . Your right to say that farmers are in the firing line. There are three 1 2 million vegans in this country andi 1 2 million vegans in this country and i think it is great before moving towards a plant based diet but it is not a simple answer to the question which is why i am getting involved in a process where we talk to farmers, vegans and soil scientists and the question we need to a nswer scientists and the question we need to answer is what does food and farming look like in a Climate Emergency . How you getting them together . We will organise a series of round tables. We have an exciting opportunity because i am mep for the whole of the south west. Lots of types of soil and farming, what i would like to come out at the end is a map to show we will have some rewilding over here, more peas over here and the whole valley which used to be vegetable growing will go back to be vegetable growing will go back to that perhaps. Some dairy, certainly with good quality source and Carbon Capture and asking those questions and try to make some suggestion about how we might change the landscape and how it would make a difference to what people are eating but also what the countryside looks like. So a lot of reimagining. The main thing is we all need farmers everyday, we shouldnt take them for granted and we need to work with them. Are farmers doing enough to mitigate Climate Change on their farms . A lot of people have only woken up to Climate Change recently and agriculture is responsible for a lot of emissions but we are right next to Bristol Airport and there is an industry which is not taking responsibility seriously at all and still expanding aircraft travel. So farmers are waking up to this and i am very impressed by what many have done saying they will become carbon neutral. And it is now process about how we achieve that notjust attacking forms, but starting to see land food and farming as part of the solution. We are due to be leaving the eu at the end of october as you know, how much of a difference will that make for Food Production and rolls around the environment and food . We know that if farmers do not get the subsidy support they get now, 90 will go out of business because they are small scale, but they will also face a lot of problems exporting goods to market and this dangerous idea of going for and this dangerous idea of going for a no deal brexit means farmers will be facing a0 extra cost may be on the meat and milk and cheese they are selling on into europe. And that is not viable. So we must make sure that we stop this crazy idea of no deal and then think through constructively what we do about moving forward and i oversee think we should have another vote now and a lot of farmers obviously think we should have another vote. And a lot of farmers want to stay in the eu. We will have our own agricultural policy, is that not enough . We have not seen the agriculture bill yet, we dont have legal protection, we dont even know that farmers will continue to be subsidised after 2020. So there are really big improvements we could make, for example making sure that we pay farmers to plant trees or reward them for Carbon Capture and flood Risk Management and so on. So i would like to see us moving forward in those areas, but to be honest with you, i dont trust this government to protect farmers and so iam wary government to protect farmers and so i am wary of giving up protections they have now for something that is not yet pinned down in law. Although they have guaranteed the subsidies . Until 2020, not very far until if you are a form. I think farmers are starting to worry about brexit and i am working with them and i think we have still got a chance to turn around and have still got a chance to turn around and i hope we can do that. Do you think there are still a disconnect between farmers and the people who eat it . Absolutely. It is amazing, people have a relationship with a supermarket and think i shop at tesco or sainz, but they do not have the same relationship with farmers. Sainsburys. So i think it is great youre focusing on farming and it is great youre focusing on farming and i think in this Climate Emergency we need to think about what farmers can contribute to that because whatever were going to be eating in the future, they will be going in. Thank you so much for joining us. The cows will be coming out any second think we will get out of the way. Back to you. Now its time for a look at the weather with darren bett. Hello there. We will continue to see a mixture of sunshine and showers through the rest of the day. Some quite heavy showers, mind you. They have been developing over the past few hours across the midlands, and earlier on, into east anglia. These showers are developing far and wide now. Pushing into areas such as lincolnshire and yorkshire that were dry earlier on. Should turn a bit drier for south wales and the south west of england, those showers tending to fade away slowly during the evening. A band of thicker cloud running southwards across scotland, affecting Northern Ireland with a bit of rain, pushing its way into the far north of england later in the night. Clearer skies either side of that, it will be pretty chilly overnight, you will notice that first thing in the morning. Temperatures in rural areas, easing down into single figures. Some sunshine to start the day for many places. It will brighten up for a while in Northern Ireland, some bursts of rain, pushing back into scotland, a band of cloud and patchy rain will head south across Northern England. And maybe across Northern Ireland, west wales, south west, it will cloud over, bit of rain later on in the afternoon. 02 31 34,120 2147483052 52 31,775 ahead of it, sunshine 2147483052 52 31,775 4294966103 13 29,430 and temperatures like today
