Are given more time to question the lorrys driver. Also on the programme. Let us in republican lawmakers disrupt an impeachment hearing by storming the room. They say the investigation shouldnt take place behind closed doors, but will their protest make a difference . And, winning the world series one game at a time the Washington Nationals beat houston in game two. It could be one of the sports biggest upsets. Hello and welcome. Im Michelle Fleury in washington, Christian Fraser is in london. Borisjohnson has written to the labour Leaderjeremy Corbyn setting out proposals for a general election on december 12th. In the letter he says he is extremely sceptical, that parliaments habit of voting to delay brexit will change and a further delay he says will do nothing other than waste more time. The Prime Minister says he will be putting forward an election motion for parliament to vote on, on monday. It would require a 2 3 majority to pass. Mrjohnson says if labour votes in favour of the motion, the government will timetable the brexit legislation again providing time for scrutiny until the 6th november, when parliament would be dissolved. Previously labour has said it would not back an election until the eu had given the uk a brexit extension. This is a party, Jeremy Corbyn and the labour party that have called repeatedly for a general election. They have called for an election to be delayed until there is ideal in brexit, until there is be delayed until there is ideal in brexit, untilthere is an be delayed until there is ideal in brexit, until there is an extension. They have got their Hearts Desire and now is the time to be reasonable, to agree, that with the extra time that would be available, a considerable chunk of time, for parliament to get together, for mps across the house to come together, look at this bill properly, get it done, but agree also that we can then go to a general election. 50 then go to a general election. So lets go to vicky young who is in the lobby for us. I never trust my maths, 650 mps in the house so if you get to the service you get to about 434 and looking at all the smaller parties you cannot do this without labour being on board . You cannot on the problem borisjohnson has is that even the snp are not on board. They are saying that Boris Johnson is saying, give me the bill which i want, a deal which they dont think its any good at all, and give me the general election i wa nt and give me the general election i want as well. They are not willing to go along with those terms and they think it would be agreeing to something borisjohnson they think it would be agreeing to something Boris Johnson wants they think it would be agreeing to something borisjohnson wants is not something borisjohnson wants is not something they want. The liberal democrats have said they will not vote for an election until they are sure the uk cannot cash out without ideal. Whether that means once we hear from the eu about that brexit extension which could be as early as tomorrow, if they grant a three month extension, maybe the liberal democrats would change their mind, but the smaller parties think this is the selection by the government because what is happening todayis government because what is happening today is that Boris Johnson government because what is happening today is that borisjohnson is government because what is happening today is that Boris Johnson is for the first time admitting he will not be able to abide by the promise he made repeatedly and has made four months, that do or die, he will make sure the uk leaves the eu by 31st october. That will not happen now and what they think is happening here isa and what they think is happening here is a lot of headlines happening about an election which he knows full we ll about an election which he knows full well he is not going to get. So the promise of do or die, we will be out of the eu october 31 is dead. Given that it is not in his gift to call a general election, can you shed more light on what the thinking is in downing street right now . M asa is in downing street right now . M as a big problem for him. One senior conservatives said it is ridiculous, borisjohnson is conservatives said it is ridiculous, Boris Johnson is pretending conservatives said it is ridiculous, borisjohnson is pretending he has power in this relationship is parliament and he doesnt. He is 23 mps short of a majority and that is very ha rd mps short of a majority and that is very hard for him to get much through Parliament Although he got the queens speech vote through today, but he cant really govern, so today, but he cant really govern, so lots of his own mps, and i spoke to lots of conservatives today, they think, most of them, what he should do is carry on with that bill. The Withdrawal Agreement bill. It went through its first stage earlier this week and he thinks it should go back to the house of commons and get that through first. There is not much of an appetite here certainly amongst labour mps an appetite here certainly amongst labourmps or an appetite here certainly amongst labour mps or amongst many conservative mps for a general election, particularly one that held so election, particularly one that held so close to christmas. Thank you for that. Reaction coming in all the time. Ian blackford saying he wants an election earlier. He says he wa nts an election earlier. He says he wants an election but these terms are unacceptable. Every vote will count on monday. A senior figure in the former Tory Rebel Alliance has told the editor of newsnight that he doesnt want to vote for an election, so the 21 ex conservative mps not all thinking the same way. Lets speak now to rupa huq labour mp. Nice to see you. What do you think about this . Are you prepared to vote foran about this . Are you prepared to vote for an election . I dont think we should be pushed around by Boris Johnson and he is trying to blackmail and belay parliament into an election for his own personal gain because, as your reporter said, to reflect from the fact he said do ordie. He said to reflect from the fact he said do or die. He said he would die in a ditch, so i say lets help him locate the dutch and die. Except Jeremy Corbyn had said for a long time he wanted a general election and then said he didnt want one until there was an extension and we know that will probably be granted on friday, so how can you put forward an excuse on monday once that extension is in place that you dont want an election . Lets see what the eu says tomorrow. Again, it is on the basis that this is the worst of all worlds. Boris johnson is saying that his defective deal that we didnt allow him to have the rush passage of the other day, that he will run that through parliament and then we have an election. The deal was even worse than that of theresa may. The worst thing to do is disentangle. The spanner in the works is brexit so if you take that away from all the election gimmickry. Are you sure this is not with the polls . John curtice says labour was not in this position since 1983 around the time of michael foot. I didnt quite finish my sentence. I dont put too much faith in polls because twice they saidi faith in polls because twice they said i wouldnt be elected and last timel said i wouldnt be elected and last time i was also behind in the polls and my majority went up by a factor of 50. We need to start brexit before we have an election and i would love to have an election. I think every day Boris Johnson is would love to have an election. I think every day borisjohnson is in power as a day too long and i would love to get rid of him but he has been electioneering, this thinly disguised election the whole of august. The queens speech actually passed today so what was the point of that if he is going to short circuit parliament . This is somebody obviously used to getting his way so he is willing to suspend parliament if it is not doing what he wants. It is a trap and what we need to do is extricate brexit out of the equation because an election didnt solve anything last time when theresa may tried that. If you take that out and offer a single issue referendum just on brexit then you can sort that issue, then you can proceed to an election on all the other issues on which this country so other issues on which this country so badly needs a Labour Government. Given the deadlock we have seen, the risk is that the Withdrawal Agreement deal goes back, the amendments in the process drags on and on and there is that sense that people just want to get it done. Isnt there a point to be made, lets call that election and that puts pressure on you to firm up what your position is and what people can expect from a Labour Government . The thing is, an election in a four Party Political system can be won on 30 of the vote so that is fundamentally dishonest. 70 of people annoyed and if you are a leaf author and remain seat or a main voter in the leaf seat your voice is completely cancelled out so you need to do it, do a referendum, a binding referendum this time, on the single issue of the european deal once that comes back, because again it is only an outline agreement at the moment, so an outline agreement at the moment, so lets put this through its parliamentary pieces properly with scrutiny once that comes out the otherend, andl scrutiny once that comes out the other end, and i and other colleagues said we would be prepared to agree to a Boris Johnson deal going through on the proviso that it had a referendum attached to it, and then let people decide on that issue because it started with a referendum and it should end with it. He is trying to hoodwink people away from the fact his do or die pledge failed and bamboozle people into the selection. We are not going to be bullied around by him. I dont want to be anyway. We shall see how the vote goes on monday, thank you so much forjoining us. Police have released more details about the 39 people found dead in a refrigerated lorry here in britain. They are all believed to have been chinese nationals, they include 8 women and 31 men. A Company Based in dublin has confirmed it owns the trailer. Global trailer rentals say they leased it on the 15th octoberfrom a yard in County Monaghan in ireland. The firm has given essex Police Information about the person that leased it. A timeline is now emerging detailing the containers movements in the runup to its discovery in the early hours of wednesday morning. It arrived at the belgian port of zeebrugge at 2. 49pm local time, tuesday afternoon. According to police it then left the port that same day to arrive in the essex port of purfleet at half past midnight the following morning. The front part of the lorry crossed at holyhead from Northern Ireland and picked up the trailer at purfleet docks, on the thames just after 1am. Half an hour later, the driver stopped his truck at an Industrial Park in grays, essex a short distance away. He has told police he opened the trailer to get his paperwork and discovered the 39 bodies inside. Lets go then to zeebrugge and speak to the bbcs anna holligan. The suggestion is that the means used to detect people that are hidden in lorries is not as good as it might be at other ports like calais. Precisely, and that is kind of business as usual at least on the surface here. About 4000 containers are travelling from here in belgium to the uk every single day. And it is also a hotspot for people smugglers as we know and as the authorities have known from at least 2016, so much so that the uk has a permanent presence here, to border force teams, and we know that this is where they came from, so the Harbour Master has been given a bit more detail about the type of security they have in place year, so lorries coming into the sport are filmed and the drivers identified, and then they carried out co2 sensor scans on the lorries and containers that have canvas tops, but not on those that are sealed, unless there is any sign that the seal has been tampered with and of course we know these 39 people were inside a sealed refrigerated container which is why they couldnt escape by themselves. So that is one of the things they are looking at here, so this whole issue of people smuggling from belgium, moving up potentially from calais is something the locals are conscious of, and also the local may r. He said they have an average 50 migrants picked up here every single month is trying to get across to the uk. He speculated that a recent rise was bound to brexit and people seeing the sights kind of their last chance before the border gets even tighter, this porous sea border between the european continent and british mainland, and in fact earlier this morning the Police Detained eight migrants who were trying to climb a fence into a compound of a Trucking Company here in zeebrugge so the fact that it happened than the try to get across from belgium isnt surprising, but possibly what is is their nationality. The fact these 39 people were chinese nationals and we we re people were chinese nationals and we were speaking to one migration expert who said it could be that this is possibly the tip of an iceberg we didnt even know existed, so iceberg we didnt even know existed, so this is one of the things the prosecutors here are focusing on. Lets speak now to retired Police Detective mick gradwell, who was one of the investigators in a similar tragic case from 15 years ago when 23 undocumented Chinese Workers drowned while cockle picking in Morecambe Bay in lancashire. Hejoins us now from preston. We just heard from anna saying one of the things that caught authorities by surprise was the nationality of those inside. Why is that the case . It is difficult to say but my experience of this kind of incident is with Chinese People. I have learned from the coast where they 58 Chinese People died in the dover incident. I have been retired for a few years but certainly from 2005 under in that period it was one of the main issues the country had to face, illegal immigration from chinese emigrants who had been trafficked to the uk. I dont know the current picture. Given the distance you are talking about from china all the way to the broker and ultimately to essex where the truck was found, why are they making this difficult journey . What was found, why are they making this difficultjourney . What are the circumstances driving them to take this route . And the Morecambe Bay case, the victims came from a place called the fijian province, one of the poorest and most deprived areas in the world. The only way these people could improve their lives for theirfamily people could improve their lives for their family was to send a Senior Memberof the family their family was to send a Senior Member of the family unit, get them trafficked to an economic opportunity, and to do that they go toa opportunity, and to do that they go to a snake head gang, a criminal travel agent, and they take a loan from that gang that allows them to be trafficked through mainland europe to the uk where they are promised work at higher rates but when they do work some of the money goes to the People Housing them in the uk, some goes to payoff the loan they have ta ken the uk, some goes to payoff the loan they have taken and some goes back to family, but it is basically deprived and very poor people thinking they can make a lot of money in a place like the uk. Why do you think they have come this way . Asi you think they have come this way . As i understand that they used to come on a tourist visa and actually fly into the country and then outstay the tourist visa. This is a much more risky route to travel. Is it because security has got tighter . I dont think so. I think it is a mixture. I i dont think so. I think it is a mixture. Lam i dont think so. I think it is a mixture. I am aware of a number of people, thousands of people who used to present themselves at terminals and heathrow and ask for political asylum, but i gain, a lot of people, many thousands of people in the early part of the 2000 were coming to the country through the ports on the back of lorries and were waiting in paris for them to have it identified which vehicles would take them through. It is not new. The point is, you dont know what you dont know and you dont know how many people in recent weeks, months and years have managed to be trafficked into the country in this way. As the police try to identify this, identify the 39, you have experience of this. A group of chinese migrants who died on the beach. How difficult is it to piece it all together . The senior identification Managers Team have a difficultjob but i consider that already there will be Chinese People trying to make contact with people from the Chinese Council in this country, and the police are likely to get the information of saying, it is our relative we believe has died. What they will have to do is send office rs what they will have to do is send officers to china eventually and ta ke officers to china eventually and take dna samples as part of the identification process. At this stage i would be quite hopeful that essex police eventually would be able to identify all of these 39 victims. Senior investigating officer in the 2004 Morecambe Bay tragedy, thank you for that. And later in the story we will be revisiting the story with an immigration lawyer who represents chinese
