I think there has to be an examination of how our Prison Services work and crucially what happens when someone is released from prison. Because i need to know whether or not the parole board were involved in his release. Apparently, they were not. They make that statement quite quickly after yesterdays terrible incident. Secondly, there was apparently no Probation Service involvement in monitoring this former prisoner who after all had only served half a sentence and he came out i think a year ago and there has to be an examination of what goes on in the prison because prison ought to be a place where people are put away because of major, serious offences, but also a place where rehabilitation takes place. And theyve been saying that the government are misleading the public on this, making a point that if this individual had been convicted now, he would not have been released early because the parole board would have had a role in it, but you have also got chuka umunna from the liberal democrats saying that what needs to happen is the parole board needs to be properly funded, and it shouldnt be used as a political football. Clearly, the system needs to be looked at. But the facts are this. The assailant, the person who committed the attacks here, wasjailed under a regime inherited by the Coalition Government from a Labour Government and then he was released early under a conservative government. So, this happened under governments of different political persuasions and the changes that need to be made, frankly, i think the focus has to be on properly funding the parole board, properly funding the Probation Services, and let us remember, i think the Prime Minister has been dishonesty. Those things were cut under the liberal democrats when you were part of the coalition. Like i said, this is why it is difficult to try and play political games with this. And let us not forget, actually, that if this particular individual had been convicted for doing what he did now, he would not have been released early, he would have to serve at least two thirds of his sentence, and he would have only been released if the parole board deemed that he didnt pose a threat to the public. So, i think lets draw a line under the silly political games being played with this terrorist incident and just focus on what needs to happen to make sure it doesnt happen again. And of course there are those who are saying that this shouldnt become a political issue, but we are less than two weeks away from a general election, a very crucial general election, and so it is something that all of the Political Parties are being questioned on, and will have an opinion on. As you said, we should all know our status. And if its treated just the same as any other virus thats exactly what should be happening. Yeah. People are saying, what do we do next . They feel that theyve shown that theyve got the wider support of the hong kong people through the elections last weekend, and they feel theyve got International Support as well from the united states, significantly. And they are saying, look, do we take stock, hang back, try and come up with a better strategy which will bring us some sort of political reward . Some people are saying that. On the other hand, they are saying, no, we need to keep going, and if that means violence being the answer, then we have to do that. And so i think there is a bit of discussion, certainly online people are trying to work out what to do, and this is not an obvious movement with designated leaders. I think at the moment people are taking stock, and the latest we hear tonight in hong kong is that many people have now gone home for the night. Normally this might be the point at which things escalate. Maybe there are a few pockets of tension, but in the main this is a pretty peaceful city tonight. We are hearing from the politicians in response to the attack on friday. The Prime Minister is talking about there being longerjail terms for those convicted of terror offences. How helpful would that be . The failure has not been on the length of the jail term but in the process of the jail term but in the process of de radicalisation and supervision after his release from jail. Ian aitchison conducted a review of the radicalisation and treatment of terrorist prisoners in 2016, and he found absolutely desperate systemic failures from the top management to the bottom Prison Chaplains and prison officers, so again, the problem is essentially one of resourcing and expertise, and that is where the failure is and that is where resources and effort needs to be put. The phrase Early Release, then, implies that people are let out of prison and that is it. What really happens when someone is on Early Release on licence . Every single prison sentence has a period of detention and a period of supervision, and that is the same for every type of offence including terrorist offences. The problem i think is in the language you use to describe it, because when people hear the word Early Release, they think someone is simply being let out scot free, but in reality what is happening or should be happening as they are effectively being monitored, and can be recalled to prison at any stage. No system will ever be com pletely tagged . No system will ever be completely successful in detecting liars, but what we do know from the aitchison review is that the system is not detecting those sorts of offenders and judging the sincerity offenders and judging the sincerity of their rehabilitation. How difficult is it, then, to tell whether somebody really has given up those radical ideas . The one thing that you need is people with experience and expertise in this area, and the prison and a service does not have that expertise. It does not have that expertise. It does have it in relation to sexual offences, but this terrorist sphere is one where huge amounts of extra effort is going to need to be put if the government is going to seriously combat the risk of terrorist reoffending after release. There are 230 such people in prison at the moment. They are going to have to be let out at some stage. We have to have a system that is fit for purpose, and we dont at the moment. Ware will we draw those experts from . They have to be trained up. What Ian Aitchison found was that there was effectively an ad hoc approach to evaluating these things that had been developed by prisons themselves. We have universities and think tanks like quilliam which are capable of advising governments on how you go about these things, and thatisif how you go about these things, and that is if anything more important than keeping people in prison for longer. People have to be kept in prison, and people deserve to be punished, but at some point they have to be let out, and when they are have to be let out, and when they a re let have to be let out, and when they are let out, they must be properly judged to be safe and no longer a risk to the public. What do we know about how usman khan was radicalised initially . We know about his associations to our, and we know about his associations with other extremists who told muslims that they had to fight and defend the caliphate, and that was the Muslim Association of britain which is an organisation which unfortunately has become mainstream, and it has partnered with politicians and Civil Society organisations, and i saw that last weekJeremy Corbyn said he would invite the Muslim Association of britain to downing street if he we re of britain to downing street if he were elected as pro minister. I published a paper last month for the commission for countering extremism which talked about the perils of mainstreaming islamist organisations that promote the caliphate, and this isa that promote the caliphate, and this is a good example of what that risk is. And looking at that issue of keeping terrorists in prison permanently, for life, how likely is it that that could become law of borisjohnson is it that that could become law of Boris Johnson is prime it that that could become law of borisjohnson is Prime Minister after this election . That is clearly possible and probably the right thing to do in relation to prisoners who have committed terrorist atrocities, but the problem with usman khan is that he was planning it, you cant put somebody in prison for life are preparatory acts, you have to have a degree of proportionality, and that is why the emphasis needs to bejudging when they are safe to be let out under an extended sentence regime rather than keeping them in prison for ever. He began by paying tribute to the victims, the families, all of those involved in the attack, the Emergency Services and the members of the public that he described as extraordinarily brave, those people who intervened, put their lives on the line to stop the attacker from injuring or killing anyone else. Interestingly, he backed the use of lethal force towards usman khan, saying that the police do have the right to use lethal force when someone poses a risk to the public. And thenJeremy Corbyn went on to talk about keeping the people safe, and people have the right, he said, to know how the authorities will be keeping them safe. And he really questioned what kind of contribution those cuts could have had to fridays attack, and we can hear what he said about that now. Our Public Services are the glue that binds our whole society together. Community, policing, the Probation Service, the Mental Health service, Youth Service and social services all have a vital part to play in this as does our education system. When the Public Services are cut back as they have been during the past decade of austerity, they leave behind huge gaps. And that can lead to missed chances to intervene in the lives of people who go on to commit absolutely inexcusable acts. Well, the government has announced a review into licensing conditions. The Prime Minister has said he is going to end this Early Release for terrorists, those who commit the worst crimes, saying that they are going to serve a minimum of 14 yea rs. Going to serve a minimum of 14 years. I did ask mr corbyn what he thought of that, should usman khan have had a longer sentence, a tougher sentence .
