On a barge off the south coast of england have now begun arriving on board. The governments use of the barge called the Bibby Stockholm Has been controversial. Officials say it will be used to house up to 500 men while they await the outcome of their asylum applications. Campaigners have expressed concern about the conditions on board, but the government insists the vessel is safe and that it will help reduce the cost of placing migrants in hotels. Protestors have gathered close to the barge in dorset. Heres what some of them had to say a little earlier. Iam against i am against the barge, i think it is extremely dangerous. As has been proved by the fire brigade. I do not think they should be on the barge, it is like a prison. I think a lot of them will have come from prisons, it is appalling. Portland has not got the infrastructure, i can see that Point Of View but we have to welcome them, they are here now. Our correspondent ellie price is in dorset for us now. The first of the Asylum Seekers are on board, and were expecting to arrive . Yes, i had from a colleague just up the road and born mouth who said a coach has left a hotel they have, she thinks one or two migrants on board bone from the barge. We understand a number on board, we do not how many. The home office do not want to be seen to put numbers on it because that would imply there has been a success or not, we are expecting 50 within the next week, up expecting 50 within the next week, up to 500 because the capacity of the barge, you canjust about see it. The red and grey building is actually barge and the capacity has been increased. Previously around 220 people could be accommodated in single rooms, used for oil and gas workers and migrants and other countries but this time the uk government has put bunk beds in to the single rooms and are told it can hold up to 500 people. We are expecting 50 within the next week, we do not know exactly how many today. Want to be no about conditions on board . And what the migrants will be able to do, and able to leave. They are, it is very much not a ship that is for detaining people, migrants will be three to come and go. It has a working port. You can see Police Officers and Security Staff so that is some security measures that need to be taken but we are told a bus be offered to migrants that can take them to portland and weymouth so they can come and go, there is no curfew per se but we are told they would be encouraged to be back on bimetallic to 11pm. Would be encouraged to be back on bimetallic to pm. A sense that there is no detainment on the barge, worth mentioning previously ten years or so ago there was a floating prison and the birth, so this port just to having People Living on barge type ships but this one is not confined to the badge but the issue of conditions on board, reporters were invited a few weeks ago to have a look, it was clean and tidy and relatively spacious, ensuite facilities and tv rooms on board, bases for meetings and access to internet. The government say this is safe and functional but it is not a luxury and that is part of the message of the government is trying to bring that they are doing their bit to meet the obligations of international Asylum Seekers but this is not about welcoming people with open arms, because being tough on immigration as part of the Government Strategy and tough on illegal emigration and the point of the barge is that the government says it is cheaper than housing migrants currently and hotels. We are told across about £6 million a day for hotels are in the uk. We have not been given a figure of how much the barge is but we are told it will be cheaper and so very much a symbolic moment but fs works and are seen to work we can probably expect more barges across the uk. Our correspondent chris ewoker, spoke to me earlier about the impact of the closure of the airspaces. The mother to the gym tightly does said they are not taking chances, into Central Africa but did not mention the name is because of that flight diverted and those flying within niger that is disruption but beyond that aside from the closure of the airspace we also have a situation where borders are closed although the Junto Leaders have opened the border with some african countries, the nigerian born dog with niger remains closed and the majority of the input comes from there. This is hurting businesses and has a spot increased and prices of food. Nigeria has cut electricity which is also affecting the niger households. Now to the womens world cup where england have beaten nigeria on penalties to secure a place in the quarterfinals. This was the moment england sealed the victory in a nail biting penalty shoot out chloe kelly scoring the winning goal for england. But it wasnt all plain sailing for the Lionesses Laurenjames was sent off for violent conduct and nigeria had more shots on target. In the other last 16 game, australia are currently playing denmark. Its well into the second half. A short time ago australia were winning two nil. Our Sports Reporter Jane Dougalljoins us from brisbane. Asked earlier on top and this one. Australia on top. Winning 2 0, the second goal on 71 minutes. 2 0 beating denmark. Sam kerr has come on to the pitch, great news for australia because she is the poster girl, the all time scorer for australia had been injured for the first couple of games in the group stage and she was on the bench for the third match but she is back on the third match but she is back on the pitch, good news for them. As for the match taking place in brisbane earlier between england and nigeria, england were given an almighty scare. Questions will be asked as to why they failed to score against a team ranked 36 places below them in the fifa rankings. They are through on penalties but that was after 120 minutes of goalless action. In sharp contrast nigeria looked very strong from the start of the match, forcing the england goalkeeper and several saves in the first few minutes. 20 minutes and england had a shot on target but the nigerian goalkeeper pounced on it. After half an it looked as though rachel daly had a penalty shout, she was pushed in the box but var checked it and it was deemed no penalty much to the annoyance of the england fans who were adamant that was a penalty. And the second half and a credible chance for england where the Nigeria Keeper made a double save, rachel daly with a view head on from the corner, trying to make up for the to she was not given, but then drama towards the end of the second half, and the 87th minute when the star of the england squad laurenjames was shown a straight red card. She was entangled with a nigerian defender and it looked as though as she got up she stamped on the nigerian player and was sent off solanke and had to play the whole of extra time with ten players and it means james wont mess the quarterfinal and could face will mess the quarterfinal and could face a longer suspension. It was nail biting because england missed the first one and thought their chances were over but nigeria missed the first two penalties and then at went to the rest of the strikers who scored and it finished 42 to strikers who scored and it finished 11 2 to england, chloe kelly with the winning penalty, the rest of the bench ran onto the pitch to embrace her, they are through to the quarterfinal by the skin of their teeth and it means they will play eitherjamaica or colombia. Still 20 to eitherjamaica or colombia. Still 2 0 to australia but sam kerr is on which has made the crowd happy. It looks like no way back for denmark. The British Government has unveiled a new Vaccine Research facility, where scientists are working to prevent future pandemics. Its located at porton down, a high Security Research facility best known for its work on Chemical Warfare. Experts are preparing for what is known as disease x . Or the next pandemic virus. Our Health Correspondent Dominic Hughes was given rare access to the facility. The delicate task of protecting the nations health. This is one of the laboratories at porton down, where scientists are analysing current threats new variants of covid, for example and trying to identify new ones. Inside these purpose built labs, more than 200 scientists working for the Uk Health Security Agency are helping to develop and test vaccines against a range of diseases. Its vital work to keep us all safe. Weve got, in many respects, the toughestjob in the world, which is to protect health against Infectious Diseases and environmental hazards and it is tough because we know the risks of new and emerging infections, including those of pandemic potential, is increasing. For decades, scientists at porton down have been involved in medical research, as well as the work on chemical and biological warfare for which the centre is perhaps better known. During the pandemic, laboratories like this one played an absolutely vital role in assessing how effective the vaccines were in combating the coronavirus, and that work continues today. But as well as monitoring how effective existing vaccines are against new covid variants, the new Vaccine Development and Evaluation Centre is looking at emerging threats for which no vaccine yet exists. One of those is crimean congo haemorrhagic fever, a virus that is spread by the bite of an infected tick and is fatal in about 30 of cases. A serious outbreak occurred in afghanistan in 2017 but the disease is widespread across africa, asia, The Middle East and the balkans. Changes to climate and the way we live mean viruses like this one could find a way to the uk. But equally, the next pandemic could be caused by a virus that has yet to be identified what experts call disease x. Dangers known and unknown. These scientists will be working to make sure we are prepared for both. Dominic hughes, bbc news, porton down. Earlier i spoke to professor Damejenny Harries Chief Executive of the Uk Health Security Agency. I asked her how they can possibly prepare for a threat that they dont know what it is. That is the challenge you heard described but there are a number of steps we can take to be better prepared and terms of surveillance and we are doing that work separately but what we do and the labs at porton down which is separate from the mod facility for Chemical Warfare is get ourselves ready to isolate new pathogens to develop and test them accurately and work with other partners, academics and Pharmaceutical Companies to test out prototypes for the vaccine and be ready to evaluate them. The really exciting thing about the legacy from the pandemic as we have 2800 square metres of Laboratory Space we did not have before and we are using that as part of our new strategy to ensure we are as best prepared as we can be for new pathogens and existing ones. What is the most important lesson learnt from the pandemic . I was going to say a partnership was the immediate one that comes to mind and we can see that when responding to Infectious Diseases and chemical incidence but it applies to industry as well. The Vaccine Task Force was the grip which originally was the group which originally supported the investment and Laboratory Space at porton down at the site and it is that continuing work which we are planning to continue Going Forward so we are working together as soon as the pathogen appears and beforehand so we are prepping as fast as we can. How close are you to being able to deploy a vaccine within one hundred days of identifying the threat . That is an ambition so to get from identified pathogen to a vaccine and therapeutics within 100 days. In context that is about one third of the time it took to get a Covid Vaccine into arms and that was an outstanding record. Usually it takes about 5 10 years for a new vaccine to come through so it is a challenging ambition and it will not work for all viruses and bacteria, some are different on more difficult some are different or more difficult to incorporate quickly but i think it is possible for many and the more we think about it in advance the more likely we are to achieve it and that is what the purpose of the new Vaccine Development and Evaluation Centre is. Back to portland as Asylum Seekers attached to board the bibby stockholm. There are concerns locally by the government says the barge as safe and better value for taxpayers so the first Asylum Seekers we know have boarded and more about the On Board Latent today and through the week. And a developed from the world cup in sydney, australia have beaten denmark 2 0 to progress to the quarterfinal, they will face either france or morocco. Hello there. For a time this week the weather is set to feel a little bit more summer like than it has of late. Already looking like summer for this Weather Watcher in hertfordshire. We are going to see some drier and warmer weather developing this week, but perhaps only for a short time. On the Satellite Picture you can see this big swirl of cloud, a potent storm system currently battering parts of northern europe. Thats going to get a little bit closer, close enough to strengthen the winds across the far north east of scotland, particularly shetland. Quite windy here over the next few days. Then, at the other end of the uk, weve got this zone of cloud and some patchy rain starting to push in across the far south west of england, the far west of wales. Turning quite misty and murky for some coasts and hills and overnight it will push that cloudy, damp and murky weather a little bit further eastwards across southern areas. Further north, some clear spells. That strengthening wind in the north east of scotland. Turning really quite chilly again for a good part of Scotland Down Into Northern England, whereas further south, with more cloud, with splashes of rain, not as chilly. In fact, turning quite humid as this Frontal System rolls its way in into tomorrow. So thats going to bring a zone of cloud, some outbreaks of patchy rain, some mist and murk around some of the coasts and up over the hills. But from Northern England into Northern Ireland and scotland we will get to see some sunshine. Scattered showers in the north east of scotland, where it will be turning increasingly windy. Wind gusts of 50mph or more affecting parts of shetland. That Wind Direction not particularly warm, so just 12 degrees for lerwick. More generally, 17 to 20 degrees. Into wednesday, well, increasingly humid air spreading from the south west. With it quite a lot of cloud, some mist and murk and bits and pieces of rain and drizzle. Some sunny spells, as well. The best of the sunshine across a good part of scotland. Still windy and chilly in shetland, 12 degrees here, but further south highs of 24. Thursday looks warmer still. All of us just about getting into this southerly wind, lifting temperatures into the middle 20 celsius, maybe 27 in parts of south east england. Notice it will always stay that bit chillier in the far north east of scotland. Where we do see that warmth, it probably wont last all that long. A Frontal System will push eastwards during friday, turning things cooler and more unsettled again into the weekend. Hello and welcome to sportsday. Im paul scott At The Bbc Sport centre.
