Started yet but theres already been a change of manager. Julen lopetegui has left wolves just a matter of days before their opening game. Good afternoon. Police officers in Northern Ireland say theyre shocked and angry after a data breach that revealed Sensitive Information about them. Yesterday the Police Service of Northern Ireland published the names, roles and Work Locations of all its staff by mistake. Its blamed human error and apologised. But officers are now worried about their safety and fear dissident republican groups could use the information to target them. 0ur ireland correspondent chris page reports. Police officers everywhere deal with danger. But in this part of the uk, the risks are especially stark. Members of the Police Service of Northern Ireland take steps to protect their identities, and the media agree not to show theirfaces. So the publication of personal Details Online has caused distress. This has the potential to be a major security breach. Its a serious loss of data. 0ur Officers Trust the psni to make sure that when they have their data that they hold it and hold it appropriately, and not to be disclosing things like this into the public domain. The problem came about after a routine request for data under freedom of information laws. The response should have focused on the number of staff working at different grades, but the police also released a spreadsheet by mistake. It contains the surname, initials, rank and Work Department of every employee. The data was published on this website for around two hours yesterday afternoon. I do apologise to officers. This is unacceptable. In terms of the security for individuals, there is nothing at the moment to suggest there is any immediate security concerns, but we have put actions in place to ensure that if anything does arise, we will be aware of that. Tomorrow there will be an Emergency Meeting of the Policing Board, which holds Senior Officers to account. Politicians who will be there want to know how the data breach could affect staff in different areas. What is a realistic assessment of the threat level against these individuals . That threat level will not be uniform. I would imagine somebody who is an officer working undercover, for example, will feel at more risk than a civilian with a deskjob at police headquarters. We need a really realistic assessment of the implications of this leak. Earlier this year, the official Terrorism Threat Level here was raised from substantial to severe. That came after the Attempted Murder of a senior detective. John caldwell was shot by the new ira, a dissident republican Paramilitary Organisation which is opposed to the peace process. The police have said the data breach was the result of human error, but there are questions, concerns and fears about the potential consequences. Chris page, bbc news, belfast. Our correspondent sarah girvin is in belfast. A really huge data breach, staggering. Tell us more about the concerns and fears of police staff. When you use the words concern and fear, those are exactly the feelings expressed to us by officers today. We have heard of Police Officers having to disclose to friends and Family Members for the first time what they actually do for a job, after may be keeping it secret for a long time. To put this in context, during the troubles in Northern Ireland, more than 300 officers were killed. While attacks are more rare now than then, Police Officers serving here still operate every day under a severe terrorism threat, particularly from dissident republicans. Memories of recent attacks will be fresh in the minds of police staff who have been affected by this data breach. We know that, given what has happened, new Security Advice has been issued both to Police Officers and civilian members of psni staff, but given their concern and fear this has caused, that will not be enough for many people, and they will be listening very carefully to what the Chief Constable simon byrne has to say tomorrow at a Policing Board meeting. We understand he has cut short his holiday to attend it. Those 10,000 people affected will be looking for reassurance about their security and a guarantee Something Like this will never happen again. Hundreds of firefighters have been tackling a series of wildfires in portugal. Although the country often suffers summer fires, these come amid a ferocious heatwave with temperatures reaching 46. 1; celsius this week. 1,500 residents and tourists have been evacuated from an area around 0demira. 0ur Correspondentjenny Hill reports from the affected region. Scorched earth still smouldering. The fires consumed a0 square miles of land. Here, flames swept up the valley, right up to the southern town of 0deceixe. 0n the outskirts, destruction. But somehow the community itself was spared. There is a really strong smell here. It is notjust of the smoke, it is eucalyptus and pine those are the trees which line this landscape, and they have been consumed by the fire. After three heatwaves, the ground is now extremely dry and extremely vulnerable. It is five days since this fire started. Firefighters have contained much of it but they are still battling on the southern front. It is difficult, dangerous work. For those who live here, these are traumatic days. Translation it was horrible. There was fire everywhere and we had to fend for ourselves. Nobody was there to help us but luckily i had Three Friends who came. The firemen who where there found themselves surrounded by fire and we asked them for help but it wasnt possible. In spain, too, a heightened risk of wildfires. The authorities have warned that Heatwave Conditions will peak today. Temperatures in the south could hit 44 celsius. Translation we already know that summers are getting hotter and hotter with climate change, so we will have to prepare and train ourselves to cope as well as possible with this heat. Portugal remains on high alert. Even as communities assess the damage, the fire is not yet done. We have just had some encouraging news. Authorities here say firefighters have brought the wild firefighters have brought the wild fire under control. It is still burning but it is in what they describe as the resolution phase. But people here are on high alert. A firefighter told me they are extremely concerned about what might happen this afternoon, partially because the wind has changed direction. They fear it could trigger readmission or further flare ups. They still have aircraft dumping water over the area and the 1000 or so firefighters who have been battling the flames not far from here for the last couple of days remain at the scene. Nine bodies have been found and two more people are feared dead after a fire at a Holiday Home Hosting people with Learning Disabilities in france. Six of englands biggest Water Companies are facing legal action over claims they underreported the pollution they cause, and overcharged customers. The law firm bringing the claims says customers could be in line for around £40 each in compensation, though the process could take years. The Water Industry has dismissed the accusations as without merit. Ben king reports. A rising tide of anger about sewage in seas and rivers is spreading across the country now, followed by a wave of legal action. Every Water Company has an agreement with the two regulators, the Environment Agency and 0fwat. And its our contention that they have been underreporting the extent of the spills of sewage that they have created, because by underreporting, they are seen as hitting their targets. And if they hit their targets, they are allowed to charge their customers more for their services. The former 0xford professor is bringing cases on behalf of 20 million bill payers. Under competition law, solicitors can mount an action which every bill payer will be a part of, unless they opt out. With the help of law firm leigh day, she plans to bring similar cases against five more water firms thames, united utilities, anglian, yorkshire and northumbrian. Industry representatives water uk say the highly speculative claim is entirely without merit. Severn trent says it strongly refuted the claim. Should pollutions ever occur, they are always reported to the Environment Agency. Any claim to the contrary is wholly and completely wrong. In may the Sewage Industry Apologise for spells and promised a plan. The case relies on laws introduced in 2015, and though dozens of cases are in the works, none has yet reached a successful conclusion. It could take years, but if the claim succeeds, customers could get compensation of around £40 each. But its notjust about money, Professor Roberts hopes it will force Water Companies to clean up their act. Ben king, bbc news. The time is 13. 14pm. Our top story this afternoon. Police officers in Northern Ireland are said to be worried and frightened after a data breach saw personal details about them made public. Coming up. A big slowdown in the chinese economy. We look at what the impact could be on the rest of the world. Coming up on bbc news. West ham agree £30 million deals for two england internationals. Harry maguire, who will leave manchester united, and southampton captain james ward prowse. Thousands of people on Universal Credit are having money deducted to pay their utility bills, despite a legal case that challenged the policy. Anyone on old style benefits must give consent, but it isnt required from those on Universal Credit. The Department For Work And Pensions insists it strikes a fair balance. Phil mackie reports. Helen simpson keeps a close eye on her utilities after a nightmare four years caused by a faulty meter. It caused her bills to rocket. No one would listen to her and, before she knew it, things got worse. The Utility Company started taking over £80 a month out of her benefits, without her consent. She was one of about 200,000 people affected. Itjust seemed wrong that i didnt have the right to choose how my money was spent. You were obviously saying this to them, and to other people. What kind of response were you getting . 0h, they didnt care. And ijust Ping Ponged Backwards and forwards with nobody doing anything. And at that point, how were you feeling about a system that didnt appear to listen to you . How can it be in my best interest to be paying Utility Arrears that obviously arent correct, and not be able to pay my rent . She eventually won her case in the high court and got her money back. Its meant that the Department For Work And Pensions has stopped taking money unless people are consulted first. But the ruling only applies to people like helen on old style legacy benefits. For most people, for instance, if i were in arrears with a Utility Company and they wanted that money back, first of all, theyd have to talk to me or theyd come to a place like this and get a County Courtjudgment against me. But for people on benefits, they dont need to do that. Ive always said a loaf of bread will be about a fiver by the time my kids are like 15, 16. And the way that the worlds going at the moment, its probably going to end up like that. That includes chelsea ellerman, who lives with her three children and two dogs and got heavily into debt. Id not like given any consent. Id not spoken to anyone. So then when i realised it was actually coming out, and i was like, but no ones actually sat and discussed this with me or you know, like, said. Or can she even afford to do this . Its not helping. She sought help and found a charity that deals with this every day. Noahs ark centre has looked after 1,500 people in calderdale who had money taken out of their benefits. Around 80 of them by utilities. And the deductions were brutal. I mean, back in pre october 2019, someone on uc could lose 40 of their money to pay debts, and it almost felt like the dwp were becoming the countrys biggest Debt Collection agency. In a statement, the Department For Work And Pensions said the scheme strikes a fair balance between protecting people from the serious consequences of not dealing with uncontested debts for essential services, and making sure outstanding bills are paid. Safeguards are in place to allow claimants to dispute deductions and limits ensure theyre manageable. It ground me down and just made me feel that i was a victim and theres nothing i could do. But its been fighting back and winning thats made me feel empowered. Phil mackie, bbc news. For years, the vast Economy Of China has been an engine of global growth, but now there are signs its slowing down significantly in the wake of the pandemic. China is slipping into deflation, when prices fall rather than go up. Deflation can erode profits and depress business confidence. Injuly, prices in china fell by 0. 3 compared to a year before, with a crisis in the Property Sector and high Youth Unemployment among the factors behind lower domestic spending. Trade data this week Shows Chinese exports falling at their fastest rate since the pandemic, by more than 14 in the year tojuly. And its a similar story for imports, which fell by more than 12 in the same period. 0ur China Correspondent Stephen Mcdonell is in beijing. Stephen. China was an economic powerhouse, what is going wrong . What is going wrong . People may wonder why what is going wrong . People may wonder why all what is going wrong . People may wonder why all this what is going wrong . People may wonder why all this concern what is going wrong . People mayj wonder why all this concern about the price of things in china coming down. I can tell you it is a warning sign not only for this place but internationally. Figures released today appear to show china drifting into a period of deflation, and that is a strong indicator that this country is recovering much more slowly from the covid crisis than expected. Households arejust slowly from the covid crisis than expected. Households are just not spending that much. Theyre worried aboutjob spending that much. Theyre worried about job security and spending that much. Theyre worried Aboutjob Security and the value of the homes they live in. That is spooking business which is not investing and is laying off staff contributing to more job investing and is laying off staff contributing to morejob insecurity and that goes round and round. The big picture is this bass population, Chinese People buying less means less imports which hits other countries. The hope is sometime next year the Global Economy will be a bit more healthy with more overseas demand for all the stuff that china makes and at the chinese economy is so important that a healthier chinese economy feeds back into healthier Global Economy. But it could be a tough six months between now and then. Could be a tough six months between now and then and here, the uk may be on course for five years of lost economic growth, according to a leading think tank. The National Institute of economic and social Research Says brexit, covid and russians invasion of ukraine have badly affected the british economy. It says stuttering growth may widen the gap between the wealthier and poorer parts of the country. 0ur Chief Economics correspondent Dharshini David is with me. A pretty gloomy picture . It is not cheering anyone up there lunchtime when we look at this report it suggests that our problems do not echo those of another country but another era. We have seen a revival of 1970s legends in different form in concert but here we could see a revival of a less appealing feature of the 1970s, so called stagflation when growth basically stores but you still have strong inflation. If we take a look at what this think tank is suggesting, the economy is due to expand just by 0. 4 this year and a similar amount next year. That would put it in line with what the Bank Of England has been suggesting as well. There is uncertainty about forecasts as we always say, even more uncertainty about the next five years but this is a picture which is not particularly bright at the moment and it has some repercussions. If you take into account what happened with higher prices for energy and filled in particular, inflation and then tax changes, that means that Household Incomes could have 70 less Spending Power than they did prior to the pandemic. And that is not usual by any means. That mag so we will get official gdp figures on friday that tell us how the economy is doing and they are not set to be grateful that all this comes in the run up to an election next year and people are asking politicians how they will kickstart the economy and get us back on the path to prosperity. Senior conservatives say their party is likely to campaign to leave the European Convention on human rights at the next election, if flights for Asylum Seekers to rwanda continue to be blocked. There is government frustration at the role of the European Court in stopping the flights. Today the Immigration Mininster Robertjenrick refused to rule out leaving the convention on human rights and said we will do whatever is required. 0ur chief Political Correspondent nick eardley is in westminster. Is this just a threat or could this become conservative policy, nick . There are some who hope it will. What is going on here is the government is frustrated by its inability to get those flights to rwanda of the ground. They were initially blocked by the European Court of human rights which implements the convention on human rights. There are some conservatives all the way up to the cabinet who say that the court has become too political, some have suggested to the bbc that the uk may even be being punished for brexit. They argue that if rwanda flights, take off than behind the scenes the Conservative Party will have to pivot towards a position where they threatened to leave the convention at the next general election. Interestingly when the immigration minister robertjenrick was asked about this earlier he did not rule it out but said we will do whatever it out but said we will do whatever it takes to get control of small boats. So weather it becomes policy is another step because many conservatives completely disagree on one told the bbc this morning it would be foolish for the party to back leaving the convention. 0pposition Parties would disagree with that as well. But because at the moment the plans are just not delivering the results the government wants, many conservatives all the a cabinet level want radical action. ~ all the a cabinet level want radical action. , ~ ,. , now a look at some other stories making the news today. England are preparing for their quarterfinal against colombia at the womens football world cup, if they get through they could meet co hosts australia. Their star striker and captain is chelseas sam kerr but an injury has meant shes only made one brief appearance in the tournament so far. But what can england expect if they do come up against her in the last four . Heres jane dougall. 10. 20. And another header. Can she finish . Yes, she can. The all Time Top Scorer for australia. Sam kerr is the poster girl for this world cup campaign, but the chelsea striker, whose celebratory backflips have become her trademark, started from very humble beginnings. Kerr grew up in a suburb of perth called fremantle and her Primary School was where her talents were first recognised. Samantha practiced her backflip over here on the school oval. She would get out there with a group of girls and they would all try and emulate her. Marian burt was sams pe teacher and remembers a pupil who just loved sport. She was always that student that would get up and go, and it didnt matter what she picked up, what sort of sporting equipment. Little bit cheeky sometimes at school. Push her luck. But because she was such a lovely person, she could get away with it. This mural of sam kerr is right in the heart of the area that she grew up, looking over All The Young Girls And Boys who aspire to be like her. This is where she was taught to play football or soccer, as she calls it. And back then, those who knew kerr had a feeling she might become a global superstar. At 15, kerr signed for perth glory, where she was spotted by coach bobby despotovski. I saw this kid running so fast. Im going, oh, this is exceptional. If she starts converting chances to probably about 75 to 80 of the chances converted, shes going to be the best footballer in the world. And, you know, she laughed in my face. Despite being the talisman for australia, theyve had to get through the group stages without kerr, after a calf injury confined her to the sidelines. Bobby is in contact with sam and said its been tough. She was distraught not to be there, especially playing the world cup on your home soil, you are captain. Unfortunately, injuries happen in football and she has to deal with that. But in their first knockout game, a sold out aussie crowd roared their welcome, as sam kerr stepped back onto the pitch. This is the one australia and the world have been waiting to see. The matildas and the co hosts have their icon back. Jane dougall, bbc news, perth.
