Great to have you with us. How do you think this is going to impact already difficult relations with china . , already difficult relations with china . V. Already difficult relations with china . ,. ,. , already difficult relations with china . ,. ,. ,. ,. China . Thats a great question. We have been playing china . Thats a great question. We have been playing pingpong china . Thats a great question. We have been playing pingpong withl have been playing ping pong with china fork some time now between us export control measures, weve seen china taking matches against us Companies Like macron, and it has imposed recent Export Controls on gallium and germanium, which we need for some of our Technology Sector is. I think that we are already at an increasingly fraught relationship with china. That being said, china in the broader Business Community have been on notice that this measure is likely to come down the pipe and we watch this plant a tenant legislative and administrative disgrace. I think that the administrations language on this is very telling in the Executive Order that this is anticipated to be narrowly targeted. Its not a final really and has many, many to go through including a no comment period. The bottom line, i think is that this is not going to file relationships any time soon. Does this make it generally more difficult for American Companies to invest across the board in china . Weve seen a decrease in investment in china for all the reasons that i just stated, the handwriting has been on the wall. You see where this ultimately ends up, theres still a lot of questions in the Business Community is asking. Is this going to cover passive investments, is there going to be, how are they going to define the exemption for transactions in the National Interest and how are we going to really define the scope of technologies like aia . I think that answers to those questions will really drive how the impact is going to look for us businesses. [30 really drive how the impact is going to look for us businesses. I think this is really about deterring this is really about deterring chinas conditions to both engage in amazing in key Technology Sectors and also to give it self more geopolitical leverage. China has been unequivocal in its ambitions when it comes to semiconductors and ai and other technologies. So i think that this is not a sweeping measure that would be seen as full decoupling, but rather testing the waters of how this is going to potentially impacts chinas next moves. , potentially impacts chinas next moves. ,. ,. ,. , i, moves. So i think that this is potentially a way to delay chinas ambitions and to keep a more peaceful world. Mil ambitions and to keep a more peaceful world. Peaceful world. All right, very interesting peaceful world. All right, very interesting to peaceful world. All right, very interesting to get peaceful world. All right, very | interesting to get perspective. Thank you. Joining me now is british mp sir iain duncan smith, who co chairs the inter Parliamentary Alliance on china. Good to have you on the programme. We have seen this Executive Order from the white house. Should the uk follow suit . I from the white house. Should the uk follow suit . ~ , follow suit . I think the uk has been dragging its feet for a little while i dragging its feet for a little while now for china. I think this is the right thing to do for americans. Its the right thing to get the leadership to the whole of the free world. China poses, and i dont know why people pretend this is in the case, but china poses a distinct and particular threat now to the free world. It has a very strong set of ambitions. The bd is it never hides them. So the chinese president artie said that he intends to have the Largest Military force eventually in the world that he did originally planning to be by about 2050, but he probably let that that slip. Whichever way you cut it, his ambitions are clear. He wants to make the chinese form of government and life than natural. He thinks that democracy and the free world is an aberration of 250 years, but that the real way of governing is the way that he governs. This is a country guilty of genocide, a country guilty of brutal tearing up of international agreements, threats to taiwan, invasion of the South China Sea is. And stealing technology, Subsidising Business which they do all the time. So this is a country with a significant threat, so i think america is right and many of us should now countries like iran should follow suit stopping to think a british Business Community would be on board with a step . I think if the government gives the lead, the british Business Community will begin to tailor its attitudes. The problem is that we have become in some sense as a kind of soft underbelly here in access to the west because our universities are now penetrated by the chinese. They dominate student numbers, but they also have many postgraduate students that end up on defence contracts. We seem to be much more slack than the us has been, and certainly the threat of china getting the technology and Development Using money from the west is one of the key problems. Its us that floods china with money for development and for product. Its us dependent on the product that returns. Look at electric cars. We rush to a net zero pushing those cries, china will be ready to swallow the whole of europe and the whole of the uk with cheap electric cars. Thus gaining even greater dominance. So youve got to think carefully about this because we are getting our power and strength in terms of politics to china, which we shouldnt be doing. Very good to have you on the programme. Thank you. Bring back our panel, i went to get your reaction from what we heard there. Do you think that is the prevailing opinion here in london . I think that is the prevailing opinion here in london . Think that is the prevailing opinion here in london . I think he certainly has cloud within here in london . I think he certainly has cloud within the here in london . I think he certainly has cloud within the sunak has cloud within the sunak administration. They will be listening to him. I think the Prime Minister, the british Prime Minister will be most focused on the fact that this Executive Order was very nearly focused in terms of security. It is not pretending to be some great new chapter in the trade war. Its all about security and in those terms, as an intelligence partner, i think the uk will be likely to go along with that. 0bviously most of this tech is from the us from japan and the netherlands as well as china. We still have some Supply Chains that would be affected. I think whats interesting overall from britains Point Of View is that we have moved a long way from the relationship between David Cameron and the chinese president which was much more about the golden era of relations. We also heard with liz truss, a more hawkish approach. Rishi sunak is trying to do a middle way between those two, trying to engage diplomatic where possible but also be quite robust on security. I think the british approach will be to roughly follow what President Biden has announced. We to roughly follow what President Biden has announced. To roughly follow what President Biden has announced. We ust saw the heinous images biden has announced. We ust saw the heinous images of h biden has announced. We ust saw the heinous images of david biden has announced. We just saw the heinous images of David Cameron biden has announced. We just saw the heinous images of David Cameron and | heinous images of David Cameron and the chinese president having a pint together in 2015 in a pub here in london. Coming to you, joel, we saw the us Secretary Head to beijing and try to soothe tensions a bit with china, but at the same time, in washington, we see Export Restrictions and of course no restrictions and of course no restrictions on investment in china. What do you think the white house s strategy is here . I what do you think the white house s strategy is here . Strategy is here . I really agree with what paul strategy is here . I really agree with what paul said. This is a i with what paul said. This is a National Security question. Interestingly with secretary, she oversees the committee on Foreign Investment in the us, which is a committee that looks at any countries, companies related to countries, companies related to countries that want to invest in the us potentially posing a National Security threat to our acquisitions. So this is a sort of Reverse Dynamic where we see our Expert Technology is going directly into the military Industrial Complex of china, and thatis Industrial Complex of china, and that is just too much. Industrial complex of china, and that isjust too much. And i think from a National Security perspective, we continue to find ourselves being penetrated by china, spice scandals happening often from attacks happening often, clearly the prc is using the technology for oppression at home, for building up its Military Capability for aggressive operations abroad. In this technology is incredibly important to americas long term National Security position, so enough is enough. I think you see the biden team saying that, so it is a delicate dance to what you said as well. There is a lot on the table with china. Theres no way to isolate the Chinese Government from the world. Thats not the goal here. To make sure that its clear that there are bread lines, and when it comes to exporting our smart technology, it being used by the chinese military, that is a redline that clearly President Biden doesnt want christ. 5m . This gang of Drug Traffickers calling themselves los lobos or the wolves has said it was behind the assassination. But this is yet to be verified. Mr villavicencio was one of the few candidates to allege links between organised crime and government officials in ecuador. President Guillermo Lasso has said, the army will be deployed to ensure elections go ahead as planned on august 20th. He has also requested help from us federal agents to investigate the killing.
