For most people, this is such a shocking story. Go on her way to school being killed in this way but obviously, for you, there is particular Resonance Given what he went through with your own son . When our son was killed, i was very aware that i didnt want a politician to come and say we are going to change it or make Something Else illegal because i would like to think that people tend to step back from this rhetoric, wejust tend to step back from this rhetoric, we just need tend to step back from this rhetoric, wejust need harsh punishment or harsh condemnation of these things. And try to accept the fact that these things are actually happening, there is no quick solution, increasing the punishment that has been done will not solve that. But come to the understanding that. But come to the understanding that our young people growing in this country who do not know any other way to behave, maybe we can start looking at it from a different angle. Some Breaking News now. 0fcom has launched an investigation into the episode earlier this week on tuesday as dan wootton tonight on gb news. 0fcom say they have received around 7300 complaints about the programme which aired on tuesday and they are investigating this programme under the Broadcasting Code which states that in applying generally expected standards, broadcasters have to ensure that material which may cause offence is justified ensure that material which may cause offence isjustified by the ensure that material which may cause offence is justified by the context. This is of course the media Regulator 0fcom that is launching an investigation into that programme, choose as episode of dan wootton tonight on gb news. That is a development on that story. You will remember that there were some comments made about another journalist, there was a lot of backlash to those comments and now we are hearing that 0fcom, the Media Regulator is going to be looking into this incident. We will bring you more on that as we get it. The separatist leader of Nagorno Karabakh has formally ended the territorys struggle for independence. Samvel shakhramanyan issued a decree saying that at the end of the year, the republic of Nagorno Karabakh will cease to exist. The region is recognised internationally as part of azerbaijan but armenia took control in the 19905 following the collapse of the soviet union. Azerbaijan mounted, in effect, a blockade of a vital route into the enclave in december last year. Just over a week ago, Azerbaijani Forces seized control. More than half the Ethnic Armenian population has now fled, fearing violence. Armenian Officials Say more than 70,000 people have now crossed their border. Many have ended up in the Armenian Border town of goris, from where our correspondent Sarah Rainsford gave us this update. There are huge crowds here in the centre of goris this morning, lots and lots of people. Tens of thousands have now left Nagorno Karabakh and are heading here to armenia. And in border towns like this, there is now a massive aid effort under way. It is notjust the government that is helping out, there is also local businesses bringing donations and local people who are offering rooms and houses for people to stay in. We have seen people arriving here with cars packed full of belongings. There was one this morning that had chickens, a cage of chickens strapped to the roof and a bicycle, a childs bike on top of that. People are bringing everything they can carry, but of course it is not very much, and so their needs are pretty huge as they arrive here. And there are groups of families, large families, lots and lots of children just sitting around on the grass or in some shade here, getting food, getting some help, but really, their future now is pretty uncertain. They dont quite know where they go from here, but what they do know now is that they wont be going back. In fact, there has been a formal statement by the separatist authorities in Nagorno Karabakh, that region that has never been internationally recognised, they have now said that formally speaking, all State Institutions there will be dissolved by the end of this year, and that the republic of artsakh, as armenians call it, will cease to exist. People i have been speaking to here have been very saddened by that, but also they are angry. They say they have been abandoned by the armenian government, that they were abandoned, and this was inevitable. They have called it a tragedy because so many people here have actually fought over the years for the right to be in control of that sliver of territory in the mountains, and now they have had to abandon that of independence. 0lga Ivshina Reports from the azerbaijan capital, baku. From what i hear from residents in stepanakert, the station remains critical. That help theyre getting is not enough. Azeri side says that they have sent at least six humanitarian convoys and theyre ready to deliver more. However, the Karabakh Armenians refuse to accept this help, at least directly. But overall, it seems the volume of humanitarian effort which reaches Nagorno Karabakh is definitely not enough for the amount of people who are currently trapped there. And just to remind you, all those people are exhausted, both physically and mentally, because of the nine months de facto blockade, because the only road connecting Nagorno Karabakh to armenia is currently controlled by the azeri forces, because all of that territory of Nagorno Karabakh is recognised by International Law as the territory of azerbaijan. And azerbaijan militarily has an upper hand now. The biggest question now is whats happening in those small villages around stepanakert, what situation there . Armenians are afraid that, you know, all those people they account now as missing might have died during the recent hostilities. Azeri side denies any accusations of wrongdoing. They say they have targeted only military targets. But before there is any International Independent assessment of the situation in the ground, all those questions will remain. Live now to dr vicken cheterian, who is an International Relations lecturer at the university of geneva, and also covered the establishment of Nagorno Karabkh in the 19905 as a journalist. If you think back to covering the establishment of this separate state and now what we are seeing, what are your reflections on what is with moment means . The tragedy we are witnessing today was announced for the last nine months when azerbaijan imposed a total blockade on Nagorno Karabkh and the International Community had nine months to packed to avoid this tragedy, to avoid thousands of casualties but we were paralysed, i think the war in ukraine has covered our screens, you didnt let any space to debate about the looming war over Nagorno Karabkh. In fact, azerbaijan could have chosen a diplomatic way of solving this problem, and said they chose war, they chose to ethnically cleanse Nagorno Karabkh. That war, they chose to ethnically cleanse nagornokarabkh. That is Somethina Cleanse nagornokarabkh. That is something you cleanse nagornokarabkh. That is something you are cleanse nagornokarabkh. That is something you are mentioning cleanse nagornokarabkh. That is. Something you are mentioning again, saying that time was lost in which diplomatic situation could have been found. Do you think there are lessons here in terms of dealing with these kind of conflict and perhaps pointing to the fact that solving them by mitres right doesnt produce long lasting results . I think the conclusion from what we witness is that exactly the contrary. Today, the azerbaijani president learnt and potentially many dictators in the world have learnt, that might is right. You can create tragedies and you can initiate Ethnic Cleansing and eventually what comes is that you are Strong Enough and you win. Even after the start of the attack and Ethnic Cleansing, i didnt hear a single Western Leader apart from the french leader, who said that what is happening is Ethnic Cleansing and that they are responsible for the crimes being committed. So i think it is the contrary. It is the contrary. Thank you very much, it is the contrary. Thank you very much. Good it is the contrary. Thank you very much. Good to it is the contrary. Youre live with bbc news. New rules have been published for what presenters on flagship bbc programmes can say on social media following a row over gary lineker s posts. In March The Bbc presenter was suspended for a tweet criticising the governments Asylum Policy he was then reinstated after a few days. The report says high profile presenters should be allowed to express views on issues and policies but should stop short of political campaigning. Gary lineker said the new rules were all very sensible. 0ur Media Correspondent David Sillitto has the story. So lets go through the findings with helena wilkinson. What have we learnt today about what presenters can or cannot say . Ianthem presenters can or cannot say . When the directorgeneral presenters can or cannot say . When the directorgeneral Of Presenters can or cannot say . When the directorgeneral of the presenters can or cannot say . When the Director General of the bbc tim davie earlier this year after that whole episode, you mentioned when gary lineker, the presenter of much of the day, the bbc s highest paid star, tim davie had said that there were grey areas in the existing bbc social media guidance and that is why there was this review to look into how it applied to freelancers, and also staff, but the bigger names on those Flagship Programmes and today, after that review, which has been published, we have also got a new set of guidelines for those big names and how they can use social media. As you mention there, it says that those presenting Flagship Programmes and the bbc lists a number of Flagship Programmes that include match of the day, which gary lineker presents, The Apprentice that alan sugar presents, the presenters of those programmes must not endorse a political party, they must also not criticise the character of individual politicians in the uk. But it seems there is quite a lot of leeway because the presenters under this new guidance can express views on issues and policies, including matters of political contention. We know of because gary lineker has tweeted previously, many occasions, regularly tweets about his fort on politics. But i think the only way that these new guidelines can be tested is when somebody like gary lineker, here is one of these high profile stars, tweets something to see how he interprets these guidelines. As you mention there, he has reacted to this update and guidance by putting on social media that it all sounds very sensible to him but we shall wait and see and probably all eyes on what he will be putting on a social media Going Forward to see how he interprets these new roles. As republican representative told cnn the other day, president tom has gone on a social media account and say we should be impeaching joe biden. This impeachment was a result of president trans pressure. So remove from the Government Shutdown to a tramp ordered Impeachment Process and yet that any reality based world, the majority is set completely empty handed with no evidence of president ial wrongdoing. In fact, we have had to slide awkwardly into a pouch that it might house Impeachment Process that the benefit of the floor vote. They went to the Department Ofjustice and got an 0lc opinion saying, quote, no Pit Committee may overtake the momentous move from legislative oversight to impeachment without the delegation from the full house. 0lc opinion, january 19, 2020 and that is why the house voted in the case of donald trump but that is exactly what has not happen here because they dont have the votes, because dozens of republicans recognise what a futile and absurd process this is. In fact, as we head towards the end of the day, it is going to turn increasingly wet across some western parts. 0n the satellite picture, you can see yesterdays storm system, this curl of cloud pushing away northeastwards. But another Weather System now pushing in from the west that will turn things increasingly wet. And its already quite breezy out there. In fact, really quite windy up towards the northwest of the uk. Outbreaks of rain developing across some western parts, further east, largely dry with some hazy sunshine, 17 to 20 degrees. And then through the evening we will see this Band Of Rain Moving across the West Of Scotland and northern ireland. Could be some heavy thundery bursts and some squally winds and then turning really wet through the evening across parts of wales, particularly south wales, up into the midlands, some parts of south wales could see enough rain for some flooding and some localised disruption. That rain then pushes its way towards the south east corner. Behind that, clear skies, further showers racing into the western side of scotland where it will stay really quite windy. Temperatures of ten degrees in aberdeen and glasgow, but 16 there in london. A mild night down towards the southeast where this Weather Front will still be clearing away first thing in the morning. High pressure to the south of us, low pressure to the north that will bring something of a split in weather fortunes. Essentially, its a day of sunshine and showers, but most of the showers across western and particularly North Western parts where it is going to stay windy. In fact, gales are quite likely in the far north of scotland. The further south you are fewer showers. In fact, it should stay dry with some sunshine. 18 degrees in cardiff, 19 in plymouth, always a little bit cooler further north, 1a there in stornoway. Now this area of High Pressure toppling its way through could give quite a chilly night on friday night. And then for saturday, here comes another Weather System, another bouts of wet weather thats likely to push across northern ireland, up into scotland, affecting northwest england, parts of wales, further south and east. It should stay largely dry, perhaps with some sunshine lifting those temperatures to 20 or 21 degrees could actually be even warmer down towards the southeast on sunday. This band of cloud and Showery Rain Across Parts of england and wales. Further north, a mix of sunny spells and showers, temperatures ranging from 15 to around 23 degrees. Bye for now.
