Hello, im lyse doucet. The main un agency in the gaza strip is again warning its humanitirian work is becoming more difficult becasue of a lack of fuel in the territory. Unrwa says its having to drastically limit its consumption of fuel, which is seriously affecting what aid it can provide to people in gaza. It comes as the israeli army conducts another Ground Incursion into gaza to target hamas fighters. The idf says infantry and armoured units were accompanied by Helicopter Gunships as they entered eastern gaza city. Its the second Ground Incursion in as many days. Another development the us has carried out airstrikes in Eastern Syria against two facilities used by irans revolutionary guards, hitting weapons and ammunition Storage Facilities. The us says it is not linked to this crisis. More on that later. But first, lets get more on deepening humanitarian crisis in gaza. Unrwas commissioner general Philippe Lazzarini has been speaking. Lets hearfrom him. Gaza on the brink of a Massive Health hazard as the risk of diseases are looming. A few days ago, i warned that we will not be able to continue our humanitarian operation if we do not get the fuel supply. My warning still stands. Over the last few days, unwra has drastically limited its consumption of fuel. But this came at a cost. Our team had to make a tough decision that no humanitarian workers should do. Live now to amman and unrwa spokesperson, tamara alrifai. Unrwa has been warning for many years many days that fuel was desperately short and you might have been forced into this position to cut back what you can do. Is there a sense about what the top priority is now with the limited fuel that you do have . Hi. Now with the limited fuel that you do have . ,. , do have . Hi. Everything is a priority. Do have . Hi. Everything is a priority, because do have . Hi. Everything is a priority, because right do have . Hi. Everything is a priority, because right nowl do have . Hi. Everything is a i priority, because right now the question we are asking is, should we unplug incubators for premature babies in hospitals. Should we stop providing fuel to the bakeries, knowing around 1 Million People only get one piece of bread per day. Should we stop pumping clean water through our desalination plants. Thats the only way for people to drink water that is not contaminated. So this is the state of discussions that we have as aid workers, and its really excruciating to have to ask ourselves these questions. Is excruciating to have to ask ourselves these questions. Is there an here ourselves these questions. Is there anywhere else ourselves these questions. Is there anywhere else that ourselves these questions. Is there anywhere else that you ourselves these questions. Is there anywhere else that you can ourselves these questions. Is there anywhere else that you can go ourselves these questions. Is there anywhere else that you can go to i ourselves these questions. Is there l anywhere else that you can go to get aid. Are there some of the Many Charities working in gaza who Have Fuel Storage . And israel says that you should get your fuel from hamas. They say hamas does have fuel stocks but they are not sharing them. We cannot but they are not sharing them. Cannot talk about what others have in gaza, including hamas. But we should not be begging warring parties for fuel anyway. We are an independent Un Organisation that vets very strictly our offenders and our beneficiaries, and we deliver our beneficiaries, and we deliver our aid directly. We should have our own resources to put us in such a squeezed place and then tell us that one party, hamas, has fuel, go and get it there, knowing what can come later if we effectively take this fuel is really disingenuous and dishonest. Fuel is really disingenuous and dishonest fuel is really disingenuous and dishonest. . ,. , dishonest. Are there any glimmers of ho e . Dishonest. Are there any glimmers of hoe . We dishonest. Are there any glimmers of hone . We can dishonest. Are there any glimmers of hope . We can imagine dishonest. Are there any glimmers of hope . We can imagine talks dishonest. Are there any glimmers of hope . We can imagine talks are hope . We can imagine talks are intensifying around the clock with many capitals including amman, including the us to try and pressure israel to find a way around this and to reassure israel that its main concern seems to be that any fuel that gets him will be diverted by hamas. Is there a third way out of this in order to carry on those critical operations that you carry out there . Critical operations that you carry out there . ,. ,. ,. , out there . Theres not going to be awa to out there . Theres not going to be away to conduct out there . Theres not going to be away to conduct humanitarian away to conduct humanitarian operations without additional fuel coming into gaza and given to unrwa. We are the largest un agency in gaza and we support bakeries, water plants, hospitals. Our own trucks that bring in the supplies, that meagre trickle of aid supplies coming in from egypt, its our trucks that bring it in and distribute it. Therefore we are still addressing the israeli authorities directly but also asking friendly governments and governments who do influence or can influence israel to step in. You mentioned the us but there is also the european union, germany, the uk. We are talking and in discussions with countries that can help push the point across and we guarantee that we will take care of our own fuel and only use it for humanitarian purposes. And only use it for humanitarian uroses. . , and only use it for humanitarian purposes and only use it for humanitarian uroses. ,. ,. , purposes. Aside from fuel, what about the food, purposes. Aside from fuel, what about the food, the purposes. Aside from fuel, what about the food, the water, purposes. Aside from fuel, what about the food, the water, medicine. That has been approved. The un has criticised that there is just not enough. But is it being stepped up . Its not being stepped up. The logistical and security conditions are very, very complex. So to give you an example. It took two weeks of Shuttle Diplomacy and intense political negotiations at the highest levels to get in a total of 74 highest levels to get in a total of 7a trucks of aid over the last four days. In terms of context, before this current crisis, garzo used to receive 500 trucks per day of food and other supplies. 70 of people in gaza already relied on food assistance, humanitarian food assistance. Imagine their situation now with 1 million of them in this place, 600,000 of them inside unrwa shelters where they only have access to what we can provide them with, which is at times one piece of bread per day. 7a trucks in four days is very very far from what the people of gaza need. Thank you forjoining us. Keeping us up to date on what are the critical shortages and the growing fears of unrwa, the biggest un agency providing for palestinian in gaza. We will keep across the Press Conference by the head of unrwa, which is still taking place. We have this Breaking News almost every day now. The Israel Military has increased the numbers of how many hostages are being held in the gaza strip. The latest number is 229 and it warns that the figure could rise again. Yesterday it went up to 224, and we know this includes israelis and we know this includes israelis and dozens of other nationalities being held by hamas, islamicjihad and other groups. After we finish our conversation, we just got the news that a senior un official says another eight trucks carrying food, medicine and water are expected to cross into the gaza strip today, but as weve heard, much more is needed. The mantra now of the United Nations is that it is a drop in an ocean of needs. Lets get more on the us strikes in Eastern Syria overnight on facilities used by irans revolutionary guards. Officials said the strikes hit weapons and ammunition Storage Facilities near the border with iraq and were carried out by F 16fighterjets using precision munitions. In a statement the secretary of defense, lloyd austin, described them as precision self defence strikes in response to a series of ongoing and mostly unsuccessful attacks against us personnel in iraq and syria by iranian backed militia groups that began on 0ctober17. The pentagon said at least 16 attacks had injured more than 20 us Military Personnel in recent weeks. Us defence officials said they were in the process of moving around 900 troops to the region amid fears the gaza conflict could spread into a regional war. The roots are this intensifying war of israeli air strikes against the gaza strip. Israel has conducted targeted raids in the central area of the gaza strip and struck dozens of Hamas Targetsisrael Defense Forces said shadi barud, the deputy head of hamass intelligence arm, was killed in a targeted operation in gaza lots happening in terms of the war on the ground in the humanitarian crisis, what the us because a humanitarian catastrophe on the risks of a wider war with the strikes in Eastern Syria. The us took care to say that those strikes in syria were not connected to this conflagration, saying it had not informed israel, but obviously it is all connected. With me now is our middle east correspondent, yolande knell. Lets begin by talking about the strikes into Eastern Syria and its not the first like the us has struck them. Even though they say it is not linked, it is in one sense linked. Yes, we had a day ago at the un that the Iranian Foreign minister say if israel did not stop its Ground Offensive, or offensive there was fear of intensifying that with a Ground Operation at the moment, then the us would not be spared from the fire. It came against the backdrop of that. We had the white house giving a rare warning to the iranian Supreme Leader about the attacks against Military Personnel in the region and saying more than 20 people have only been lightly injured and most of them have returned to their duties but still for the us this is a worrying of element and we know it has been taking steps in recent days to protect its assets around the middle east. We protect its assets around the middle east. ~. ,. ,. , east. We had heard a report earlier this week that east. We had heard a report earlier this week that the east. We had heard a report earlier this week that the us east. We had heard a report earlier this week that the us had east. We had heard a report earlier this week that the us had asked i east. We had heard a report earlier| this week that the us had asked the israeli leadership to delay the Ground Attack until it got its own air defences into place and there is growing concern if this intensifies and its already intense, there could be more attacks on us assets and individuals in the region. That be more attacks on us assets and individuals in the region. Individuals in the region. That is art of individuals in the region. That is part of the individuals in the region. That is part of the Consideration Individuals in the region. That is part of the consideration that i individuals in the region. That is i part of the consideration that there are other things beside which could delay a bigger Ground Offensive. 0n the one hand we have the Israeli Military wanting to show its ready to go in and we had the tanks and we saw the images that came out from the north of the gaza strip and now we have got them going in from the eastern side and the Israeli Military wants to show it is ready when he gets a green light from the political echelons but then playing into all of this, you have these protests by families of more than 220 people who are being held hostage and that is a big complication when it comes to a Ground Offensive and on top of that you have International Pressure building on israel and more and more calls from its allies. The us has said it should consider these humanitarian pauses, they are being called to allow aid to get into gaza and we saw overnight there were voices from the eu with european leaders saying they would back the creation of a humanitarian corridor and these pauses in hostilities that stops short of a full on ceasefire but would allow aid to get to those who desperately need it. So but would allow aid to get to those who desperately need it. Who desperately need it. So many fronts in this who desperately need it. So many fronts in this war who desperately need it. So many fronts in this war and who desperately need it. So many fronts in this war and it who desperately need it. So many fronts in this war and it has i who desperately need it. So many| fronts in this war and it has almost finished its third week. Thank you for updating us on all of these different aspects of the story this morning. Lets return to a border thats been very much part of the war at the beginning, concern it would be a second front, in northern israel along the border with Southern Lebanon and there has been crossfire across that border with the Lebanese Hezbollah Militia Firing in there. We can go to israel now and join anna foster. We havent spoken for a few days but i know youve been reporting. Update is. How does it look and sound on the border this morning . Look and sound on the border this mornin . Look and sound on the border this mornin . ,. ,. , look and sound on the border this mornin . ,. , morning . This border is more active than it has been at any point morning . This border is more active than it has been at any point in i morning . This border is more active than it has been at any point in the. Than it has been at any point in the last three weeks since this crisis began, since the terrible attacks we saw in the south and things started slowly with the occasional exchange of fire between hezbollah based in lebanon, a strong ally of hamas and also designated a Terror Organisation by many governments around the world unlike hamas backed by iran and what we have seen his exchanges of fire growing day by day and we are at a point where every single point we are seeing multiple engagements across the border. We are seeing anti tank missiles fired across from lebanon to israel and every time we see the Israeli Military respond and you see and hear it, the outgoing fire from the israeli side and you see on the ridge line like the mountains of lebanon, you will see the puffs of smoke rising on the ridgeline where the missiles hit their target and also what israel has started to do is move into a phase where it says its trying to target some of these cells and hezbollah seems to be focusing on the Israeli Military, things like the israeli camera points on this side of the border but this is unsustainable in its current form and causing a problem for israel because theyve had to send so many of their troops here to shore up the northern border to secure it and they have moved Tens Of Thousands of civilians out the area as well and all of that means, and i think this is what iran is ultimately trying to do is that while israel wants to focus on what is happening around gaza iran is forcing it to focus on the situation here as well and splitting its focus and effort into securing and assuring up this northern border. Indeed that was one of the many reasons cited days ago as to why this widely anticipated Ground Attack was delayed and it was, as you mentioned, the need to consolidate and to intensify the forces, the readiness along the border so if there was an acceleration in the attacks from Southern Lebanon, the israeli army would be ready to reply, and of course able to keep whoever is left there, and i imagine there are not many to keep them safe. Many to keep them safe. Thats ri. Ht. Many to keep them safe. Thats riuht. So many to keep them safe. Thats right so many many to keep them safe. Thats right. So many people many to keep them safe. Thats right. So many people have i many to keep them safe. Thats. Right. So many people have been moved out of the community is here, the towns and villages along the border and when you go through many of these evacuated areas, all you really seen our soldiers and some of the local Security Teams who have stayed behind to look after the sick and elderly, people who cannot be moved out of those areas and i think what is also interesting is so much of the rhetoric we hear from what is also interesting is so much of the rhetoric we hearfrom iran, through the last week or so, and the Iranian Foreign minister has regularly been talking about the point at which they will decide to enter this conflict and many people have looked at a full scale Ground Operation into gaza as possibly a Trigger Point but interestingly one of the hamas Senior Spokespeople who is in lebanon on at the moment was speaking to the media yesterday and he was actively calling on hezbollah to step forward and help hamas, so i think all of these things taken into account, the rhetoric and all of the words said, from all of the different sides here, you really feel that things here on the northern border and of course by affect the rest of the region are really finely balanced at the moment, and any small thing, and i think israel realises that which is why they put so much effort into the northern border, any small thing could tip the balance and turn it into a much larger and wider regional conflict. Into a much larger and wider regional conflict. Anna foster at the israel Northern Regional conflict. Anna foster at the Israel Northern border, i regional conflict. Lets take a moment to look at the other stories making the news in the uk. An independent review finds Serious Failings were made by natwest in its treatment of nigel farage when it closed down his bank account. The report said the communication with mr farage did not follow the banks policies, but found the closure was lawful. Data released to the bbc from the government reveals there are almost three and a half thousand banned dogs living in england, scotland and wales under an exemption scheme. It comes as a ban on xl bullies is expected by the end of the year. A Health Think Tank predicts that Waiting Lists for non urgent treatment in england will rise by a quarter of a million, to Eight Million , by next august. You are live with bbc news in jerusalem on day 21 of the israel gaza war. Lets get the latest from Southern Israel now off the back of another raid by the Israeli Military into gaza overnight. The second consecutive night where the idf carried out a limited Ground Incursion and also use Helicopter Gunships as well as artillery. Live now to our correspondent wyre davies. Youve been moving around the border this morning. How does it look and sound . ,. , this morning. How does it look and sound . ,. ,. ,. ,. , sound . The sounds familiar. You hear the continued sound . The sounds familiar. You hear the continued sound sound . The sounds familiar. You hear the continued sound of sound . The sounds familiar. You hear the continued sound of israeli the continued sound of israeli bombardment into gaza itself and the weather is actually very cloudy and dusty this morning and that is affecting visibility but it doesnt seem to have stopped israels targeting of what it says are hamas related positions across gaza itself. But as you said, the most interesting Military Development is the second consecutive night of a Ground Incursion, notan the second consecutive night of a Ground Incursion, not an air incursion to Ground Incursion by israeli troops down towards central gaza. They say to a track and destroy successfully a specific hamas target in gaza itself, and then those israeli troops accompanied by several ground vehicles including tanks withdrew. It doesnt appear from the first site to be as big as the incursion from the night before and several tanks and bulldozers went into a more northerly part of gaza and according to israel, to prepare the ground for what is expected to be a future full scale Military Invasion of gaza itself and they could have been Clearing Minefields or hamas positions much closer to the fence but all of this is despite the diplomatic pressure for a cessation of fire or a lull in the fighting, all of this, says israel is in preparation for this full scale invasion which will achieve according to the israelis the aim of defeating hamas once and for all. Thank you very much forjoining us and underlining that israel at this stage is concentrating on the intensifying air strikes right across the gaza strip but also the limited ground raids which the idf tells us is a way to prepare its forces for what could lie ahead but intense debate in public and private hear about when and where and even if there should be a full frontal assault on gaza. And all while the concern that this will spread. There are Media Reports from egypt which say a missile has struck a medical facility in the red sea resort of taba near the israeli border. Egyptian tv says six people were injured, and an adjacent building was also damaged. The Israeli Military said it was aware of the reports but the incident was outside its borders. But everything now seems so close. Joining me now is the former Foreign Minister of egypt, amr moussa. Welcome to bbc news. Thank you. Thank ou welcome to bbc news. Thank you. And until now with the humanitarian crisis in gaza and the difficulties in bringing in food and medicine and other things needed, there is an incursion, as you call it, and invasion as it should be called of the gaza territory and this also has a risk of escalation which means a reaction by the palestinian organisations and palestinian people. But i have an observation on your coverage of this issue, as ive heard in the last two or three minutes. There will be no horizon or political horizon open and israel is not ready to change its attitude and the way it deals with the people in the us. With the settlements and destruction going on, so it is not only what is going on, so it is not only what is going on, so it is not only what is going on in gaza, but what is going on in the other occupied territories. We do not have to wait until the israelis have finished with gaza, and then they will address the west bank. These things will have to be addressed immediately. If you, the uk, is not, the us is not ready to address this issue, then we are risking another round that could come up at anytime any corner because palestinians will not accept the situation and we saw that on the 7th Of October and we will see that many more times. We have to be very efficient in addressing this problem, the humanitarian side, and it has to be addressed very quickly on this basis, and that is the invasion by Israel Of Gaza again, and what can i say, the punishment, the collective punishment that the people, the civilians of gaza have been subjected to for so many days, with over, as i understand, over 7000 casualties. 7000 people killed. Including children, women and old people. This issue is important, not the only humanitarian thing, but this is a massacre.
