First grand Slam Quarterfinalfor Jack draper, the first british player in mens singles to reach the last day of the Us Open since Andy Murray eight years ago. More of you should see at least a little bit of Sunshine Today but they will still be shower clouds around. I will have all the details. Good morning. Its tuesday the 3rd of september. PhOne companies are to meet with Government Ministers to discuss measures to tackle crime, after the number of Snatch Thefts more than doubled in england and wales over the last year. The government says the rise is down to an increase in demand for second hand smartphOnes both in the uk and overseas. Our correspondent Frances Read has the details. Audacious. Easy. A quick snatch, and its gOne. Pins and facial recognition help, but theyre not a solution. And its often young people who are being targeted in places like parks and outside transport hubs. Theres been work to try to crack down on thefts, but Ones'>Mobile PhOnes are now the most stolen items in england and wales, according to the latest figures. Shouting. There are at least 200 Snatch Thefts every day. Last year, 78,000 people had their phOnes or bags snatched. Yet less than 1 resulted in a charge, and more than 80 of Police Investigations were closed before a suspect was found. For a while now, there have been calls for more to be dOne. The governments asking Tech Companies and manufacturers to work with it to find solutions, and end the illegal market for stolen phOnes. Police chiefs will also be asked to gather intelligence on where the phOnes end up, in an attempt to end organised crime. Primarily, whats in it for them is data, of course these days weve got all ourfinancial and banking apps on our phOnes and all manner of, you know, passwords saved, perhaps, for every service we engage with. And thats primarily what theyre after. That attracts a high price on the dark web as people who will pay many times the value of the handsetjust for the data thats on them. The advice for now avoid using your phOne on the street if you can, look around you if you cant avoid it, and that youre less likely to be targeted if you look confident and know where youre going. Easier said than dOne, but it mightjust stop you from being the next victim. Frances read, bbc news. We will be talking about that later in the programme and also about what the police are doing, a new scheme to tackle shoplifting, an entirely separate development this morning. Sally has more of the days news. Thank you, jon. The Uk Government is facing international backlash after it suspended some Arms Sales to israel. Foreign Secretary David Lammy said the decision was made due to a clear risk the equipment might be used to commit serious violations of International Law. 0ur Chief Political Correspondent Henry zeffmanjoins me now. Morning. What has been the reaction . The first audience for David Lammy s announcement was the House Of Commons and there it went down 0k. Commons and there it went down ok. You have to remember the vast majority of mps at the moment are Labour Mps who are broadly supportive of the Governments Agenda generally. I think in the hours after the statement to the House Of Commons, the reaction was more mixed, both politically and also actually in society more generally. In the Labour Party, there are some who think that this does not go far enough. David lammy was at pains to stress in the House Of Commons Yesterday that this is not an Arms Embargo because the government is only suspending 30 of the 350 or so Arms Export licenses that are in place. There are some on the left of the Labour Party, although several are outside at the moment, who are now calling on David Lammy and the government to suspend all of the licences. But there are others in the Labour Party, the Labour Friends Of Israel great for example, who say they are worried about the signal this send to an ally the uk has and David Lammy says wants to maintain a close intelligence sharing relationship. A separate set of concerns about the timing, the fact that this happened to be announced on the first day of the parliamentary term, but also the day of the funeral for six hostages who were killed by hamas In Gaza in recent days. Interestingly, emily thornberry, formerly a close part of Keir Starmer s inner circle, now a backbencher, said she supported the decision but that the timing was unfortunate. The Chief Rabbi said the decision feeds what he says is a falsehood that israel is in breach of International Law. I think this debate will rumble on longer. Thank ou. The israeli prime Minister Benjamin Netanyahu has asked for forgiveness for failing to rescue six hostages who were killed In Gaza. We can speak now to our diplomatic correspondent james landale, who joins us from jerusalem. James, how much pressure is the israeli Prime Minister under right now . ~ ~ , now . Well, i think he is under pressure now . Well, i think he is under pressure at now . Well, i think he is under pressure at home now . Well, i think he is under pressure at home and now . Well, i think he is under pressure at home and abroad. J now . Well, i think he is under pressure at home and abroad. Here in jerusalem Last Night protesters walked past his home carrying empty coffins, symbols of those six hostages killed by hamas last week that the protesters believed Benjamin Netanyahu could have saved if he was willing to agree a Ceasefire Deal with hamas. In washington President Biden is saying he doesnt believe israels Prime Minister is simply doing enough to try to agree a deal. In the face of all of that pressure, Mr Netanyahu is doubling down, he had a Press Conference Last Night in which he made it very clear that he did not believe a ceasefire and a Hostage Release a deal should be agreed In Gaza if israeli forces have to be kicked out of a One'>Buffer ZOne in Southern Gaza between gaza and egypt. He also made it very clear, same to President Biden that he did not believe the us president wanted to make concessions to hamas so soon after the killing of these hostages in a way that rewarded what had happened. So he at the moment is sticking to his guns, but the pressure is mounting. This country, israel, has deep divisions over the way forward at the moment. There is a lot of international uncertainty about the direction being taken by the government and Mr Netanyahu but all the evidence so far is that he is sticking to his guns. Is sticking to his guns. James, Thank You is sticking to his guns. James, Thank You very is sticking to his guns. James, Thank You very much is sticking to his guns. James, Thank You very much indeed. L this morning we are looking at the issue of bed poverty. As many as 900,000 children across the uk could be sleeping on the floor or sharing a bed, according to the charity barnados. But in South Yorkshire, a scheme is offering children under five a free bed if their Parents Cant afford One. 0ur Reporter Rowan Bridge has been to meet the first family to benefit. If, like majesty here, youre 11 weeks old, where youre sleeping isnt really what youre concentrating on. But for her mum, its a much bigger concern. Now, though, shes become the first parent to benefit from the new scheme. For me, its a whole lot. Its a whole lot. Its. Having a perfect place for your baby to sleep gives you a comfort as a mum. Now it takes you off the worry of, oh, how am i going to get this cot for my child . Where am i going to get it from . How am i going to purchase it . You know, it takes all those thinking away from you and, you know, you could use that energy for something else. The scheme will provide a free bed for any child up to five in South Yorkshire who needs One. This is our national warehouse. This warehouse in sheffields the Front Line in tackling whats known as bed poverty. In 2023, One in ten babies born in sheffield received a Moses Basket Starter pack from baby basics sheffield. We hear stories from our referrers of two year olds sleeping in baths, six week olds sleeping in bouncy chairs, children sleeping on carpets on the floor without a mattress, or on a sofa. And i think we also know that for every bed were providing, there is a parent sleeping on a floor. As well as a bed, the pack contains everything a child needs to get to sleep. Families will be referred to the scheme by Front Line workers and groups such as churches. They say the lack of an appropriate Bed Impacts everyOne. Parents dont get a good nights sleep, kids dont get a good nights sleep. If theyre trying to get older children to School And Theyve not been to sleep, then it affects their schooling. Itjust has so many knock on effects. Its, um. It just crushes people. Here. The office of the south Yorkshire Mayor is funding the scheme for four years. What do we need . We need the cot, the mattress, and the bedding bundle. Mayor 0liver Coppard joined us as the first bed was handed over. Hello. Morning weve got a bed for you. 0h 0hh, im so happy. Even he accepts, though, theres more to do. Families take their babies home and face all sorts. Of struggles to feed their baby, clothe their baby, give the Babies Everything that they deserve and need. And thats why weve stepped into that first bit of their life. | we would love to do more, and over time we will do more. But the most urgent need was somewhere to sleep, j and thats why we stepped in with the beds for babies project. I see whats inside. Lets see whats inside. So that looks like a set of pyjamas. Majesty, it seems, wasnt all that excited about being the first to benefit from the scheme, but its hoped it will make a real difference to the lives of all those who follow her. For many of us, technology is a daily part of life from doing School Work on a laptop, to paying our bills on our smartphOne. But what about those who cant get online . Government figures show the North East has the worst Digital Divide where people dont have regular access to the internet at home. 0ur Reporterjim scott has been to sunderland to find out more. Hows it going, pal . Aye, spot on. 0bviously, wanting to donate these to the charity. 0h, brilliant. If thats any help. Of course it is. Another donation to add to a big pile of unwanted phOnes, tablets and laptops. Theyll be handed back out to those struggling across Sunderland And Washington in a few weeks time. We get people in on a daily basis, just popping in, just even to use the wifi, getting on to do the Universal Credit claims orjust a job search. The Digital Divide in Washington And Scotland in general is vast. Lee has signed up his venue in concord to be One of more than 20 Donation Drop off points created by the council. One in three of our residents doesnt have access to good digital technology, and they need it for all sorts of things to access services and guidance and help that they need. So its really important that the Council Support that and help provide them with the equipment they need. All personal information will be deleted from donated devices. Theyll then be cleaned before being handed out by the authority. Free Sim Cards are also being made available from certain charities. Will securely take that away, we data sanitise it, well securely take that away, we data sanitise it, everythings certified, and then it goes back through to the council to be allocated out to someOne that needs it. But it isntjust sunderland thats suffering from a technology black hole. Well, the Digital Divide right across the region is clear. Weve looked at the latest figures available, and they show the North East has the highest number of adults in the country thats just over 11 of people here who arent online or dont have regular access to the internet. The north west, which includes cumbria, follows in fourth place with 8. 9 . The divide really shows, though, when you look at london where just under 5 of the people there arent online the lowest in the country. There are many reasons to why there is a Digital Divide, but having little or no income is a big factor. Lee says hes seen a rise in people cancelling their One-and-broadband'>PhOne And Broadband contracts because they cant make ends meet. You dont see it as essential. Food, warmth comes first before anything. We see a lot of that. I know. Universal Credit Everything online, so its quite easy to be sanctiOned if you cannot access the internet. We find a lot of people are being sanctiOned because theyre not getting access to the internet. About 50 devices have so far been donated. Its early days, and the scheme will run until october, so bosses here say Theres Plenty of time for that collection to be even larger. In response to that report, the government says it has made tackling digital exclusion in every corner of the country a priority adding Thatjob Centres continue to provide help for claimants who have limited digital access. Hello, Good Morning from Bbc London, im nicky ford. More than £1 billion has been paid out to take dangerous cladding off Londons Tower blocks in the last six years. Figures from The End of august, seen by Bbc London, show that more than 700 blocks have applied forfunding from a number of government schemes. Gerrard house in lewisham has been Re Fitted in a way London Fire brigade would like to see every high rise dOne. But there are concerns that some other projects arent happening quickly enough. Im really pleased that the government is saying there is funding available. We will support that. But theres also people responsible for the buildings, people who built these buildings, who have the funds to do what they need to do and for whatever reason, are not doing everything that they should be doing at pace. Transport for london says its Computer Systems have been targeted in an ongoing Cyber Attack. It says there is no Evidence Customer data has been compromised and there is currently no impact on tfl services. Insiders have told Bbc London they have been told to work at home if possible and have been told it is Back Room Systems at the corporate headquarters that are mainly affected. The former Childrens Laureate Michael Rosen says the erosion of londons libraries makes him both sad and angry. A Bbc Investigation has found more than 400 Library-staffjobs'>Library Staffjobs have been lost In London since 2016 and 99 of the capitals remaining Council Run libraries have reduced their opening hours. Some libraries like this One in harrow are only kept open because the community stepped in. I just. Ijust feel so sad, mixture of sad and angry. Im sangry, thats what i am, sad and angry about this, that this wonderful facility that weve had and perhaps taken for granted has been eroded bit by bit, taking it away from us. Lets Take A Look at the tubes now. There are minor delays on the Central Line this morning. Now onto the weather with kate. Good morning. Its quite an unsettled week of weather. Its another mild, quite humid start to the day. We can expect scattered showers but still a few bright and sunny spells around as well. The showers are moving in from the west. Could get One or two heavier Ones, One or two breaks in The Cloud, maybe a few bright, some sunny spells developing. The wind is light, Temperature Today around 23 celsius. Just depends on how many sunny spells we get as to how warm it gets. 0vernight tonight, that front will start to clear. We will get a few clearer spells. Actually that humidity will start to drop. So a Cooler Night than Last Night, ten to 13 celsius the minimum. For tomorrow, its a similar situation. Variable amounts of cloud, we will see some scattered showers, some sunny spells. Through the afternoon and into the evening, those showers perhaps becoming a little more frequent. Temperatures less warm, 20 celsius, the maximum on wednesday. As we head through thursday and into friday, the humidity starts to increase again so the temperature getting warmer by the weekend. Thats it, Theres Plenty more on our website and Social Media pages. Back now though tojon and sally. Hello, this is breakfast with Sally Nugent and jon kay. It is an issue which is becoming more prevalent. Almost half of workers work away from the office in some capacity at the moment, and it is estimated that One quarter of workers use a space like this, Coffee Shop or restaurant, at least One day a week. The moment we will be talking to the owner here to see how he makes it pay for him and his customers but first we spoke to people in manchester to ask if they think it is fair to work as their office in a cafe or bar. I have a couple of times. I dont think ive dOne it to like Scrounge Off of the electricity or the wi fi. I know a lot of people that would do, but i think its a nice environment to work in. I think if you keep ordering food and drinks then i think its justified that you sit there. Yeah, i think most people realise if youre in there and its been like an hour and a half and youve not bought something, i think most people really kind of do that. A lot of the places around here, though, you kind of get to know the people who are serving and stuff, and you come in and theyre already like flat white, Sit Down and they know that youre not going to bother you for another 45 minutes because youre going to be working, and then youll Order Something after that. I i dont really think its fair,. Especially for other customers, because they want to be coming into the cafe and having their lunch. |and if youre taking up a table, | then they cant come in and sit. Over the last few weeks, weve heard about a new Barbie Doll who is visually impaired and a Lego Figure with disabilities. Now a business in the midlands has created a range of Sikh Action Toys which they hope will inspire children to take pride in their religion. The bbc asian networks Raj Kaur Bilkhu has been taking a look. So the children had seen it on youtube and they were super excited. They were like, oh, mum, theres some figurines that look like sikhs. Obviously its something that hasnt been dOne before or theyve ever seen. So yeah, they just saw something that represented them, their culture, their religion. So yeah, they were super excited and they knew straightaway that they wanted One. The toys have encouraged belindas ten year old Daughter Tara to embrace her faith. Its been really beautiful to see tara practising herfaith, so shes been covering her head on and off for quite a while. My religion probably means to me like Equality And Love and to not give up and to be brave. Coventry based Khalsa Toy store was developed in 2021. They had no idea how much of a demand thered be for the Action Figures. I was with my business partner, we were at his house and he has two young boys aged between six and eight, and they were playing with some of their toys that they already had. And they said, dad, why dont we have any toys that look like us . And that was kind of like a Light Bulb Moment where we thought, actually, yeah, thats true. Like, why dont we have something that, you know, represents our image, our physical characteristics, because we have a very distinct and unique appearance. An idea that started off in the Living Room has gOne global, and these are still thought to be the only sikh Action Figures available anywhere in the world. Yeah, weve got quite a global reach now. Initially it was even quite promising when we had, like i said, just the One first, the piOneering figurine, the baaj singh navy. So weve had a lot of orders from canada, a lot of orders from america. And now we see an increase in demand in Australia And India as well. Sukhwinder singh teaches sikh history. He says representation in toys is crucial for Childrens Sense of identity. For them to have enough confidence, where is that confidence going to come from . When they see these figurines and these heroes from our history, not fictional, but real heroes, it gives them that confidence that that they need to be able to go out there and be proud of who they are. And there are big plans to take these toys forward. So the future for Khalsa Toy store, we want to tell the backstory of those characters, so were working very hard on developing their story through animations. So we want to make animations which will allow children to watch them and take away a piece of education from that as well. Raj kaur bilkhu, bbc news. Brilliant. And to me, its letting everybody down. I enjoy myself mainly because of these ladies. And we all talk and we can talk about anything really, which is nice. And me and my position in this, a lot of it is company for me. The council says no decision has been made yet. It is still consulting over a possible closure and they say they are listening. Quite clearly from the meetings that i was at, people are very passionate about their libraries and they will find it very, very difficult in many cases to go to different libraries. You know, its all well and good, the government saying you have to provide these services by law, but if they dont provide us with the resources to do so, its a big challenge. A Government Spokesman say they understand the pressures facing councils and are committed to giving stability back to local councils so services can best meet the needs of their communities. Dont steal our libraries. For laura swaffield, this has been a long campaign. Its hOnestly a national disaster. When you think that in 2010 we had over 4,000 libraries where you can walk in and literally get almost anything free, all those 4000 plus for £1 billion. Thats all. Hello, Good Morning from Bbc London, im nicky ford. More than A Billion pounds has been paid out to take dangerous cladding off Londons Tower blocks in the last six years. Transport for london says it is currently dealing with an ongoing Cyber Attack in which its Computer Systems have been targeted. It says there is no Evidence Customer data has been compromised and there is currently no impact on tfl services. Insiders have told Bbc London they have been told to work at home if possible, and have been told it is Back Room Systems at the corporate headquarters that are mainly affected. The former Childrens Laureate Michael Rosen says the erosion of londons libraries makes him both sad and angry. A Bbc Investigation has found more than 400 Library-staffjobs'>Library Staffjobs have been lost In London since 2016, and 99 of the capitals remaining Council Run libraries have reduced their opening hours. Lets Take A Look at the travel now. We cant bring you the Tube Board at the moment, but there are minor delays on the hammersmith City Line this morning. Overnight tonight, that front will start to clear. Thats it Theres Plenty more on our website and Social Media pages. Ill be back in half an hour. Back tojon and sally. Good morning, welcome to breakfast with Sally Nugent and jon kay. Our headlines today. A promise to crack down on Street Crime thefts of bags and Ones'>Mobile PhOnes more than double in a year. Jack draper reaches a first grand Slam Quarterfinal the first british man to reach the last eight at the Us Open since Andy Murray eight years ago. And a brighter Day Today compared to yesterday, already some breaks in The Cloud in west sussex, but dont forget your umbrella because there will be showers around today. We will talk about that a bit later and also a new scheme that police are operating to try to crack down on shoplifting, as well. But what else do we need to know this morning . The Uk Government is facing international backlash after it suspended some Arms Sales to israel. Foreign Secretary David Lammy said the decision was made due to a clear risk the equipment might be used to commit serious violations of International Law. You look at the Labour Party, for example, and there are some mps within the Labour Party or at least who were elected as Labour Mps who think this does not go far enough, the question why only 30 of 350 Arms Export licences have been suspended. It is also the view of the Labour Muslim Network. There are others in the Labour Party, for Example Labour friends of israel group, who say they are worried about signal this sends to iran and there is a separate vein of criticism for example from emily thornberry, formerly part of the shadow cabinet, and she supports the decision but says the timing was unfortunate because it coincided with a day when israel was burying hostages who had been murdered by hamas. Then there is the Chief Rabbi who says the decision feeds what he saysis who says the decision feeds what he says is a falsehood that israel is in breach of International Law. Criticism also coming from other parties, from the conservatives, andrew mitchell, the shadow foreign secretary at the moment, says this is something designed to satisfy labours backbenchers while at the same time not defending israel, an ally in the middle east, ive fear it will fail on both counts. We also heard from robertjenrick, One of the front runners to become the leader of the conservative party, who said this was shameful gesture politics to appease the hard left. Henry, thanks very much indeed. We heard henry mentiOned those six hostages who had been killed by hamas. The increasing pressure that the israeli Prime Minister is under at the moment. Well, good Morning Situation for Mr Netanyahu . Well, Good Morning. The situation for Mr Netanyahu . Well, Good Morning. The Pressure Situation for Mr Netanyahu . Ii Good Morning. The pressure on israels Prime Minister remains. Domestically and from overseas. Domestically, protests against him continue. Last night demonstrators filed past his home here in jerusalem, carrying empty coffins, symbols of those six dead hostages killed by hamas last week. They argue that they could have been savedif argue that they could have been saved if Mr Netanyahu had agreed a deal with hamas to secure a ceasefire and their release. At the same time, in washington, President Biden is saying he does not think that Mr Netanyahu is doing enough to secure a deal. He says a deal is very close but the government simply is not doing enough. In the face of all that pressure, Mr Netanyahu is doubling down. He gave a Press Conference Last Night in which he made it very clear that no ceasefire could be agreed if it meant israeli forces had to leave a One'>Buffer ZOne in Southern Gaza with egypt. He made it very clear that that was his priority ahead of the release of any hostages. So for now the pressure on the israeli government remains but divisions in this country are very, very deep, and what we dont know yet, though, is whether those protests will become a catalyst that will actually finally force political change. Will actually finally force oliticalchane. ,. , political change. James, thanks very much. The pope has arrived in indOnesia at the start of a i2 Day Tour of asia. What can we expect to hear . Morning. What can we expect to hear . Morning. We dont know the exact details of what is coming here at holyrood this afternoon but as you mentiOned, we are expecting substantial cuts to public services in the current financial year. People might remember that last month, scotlands Finance Secretary Shona Robison wanted tough decisions, difficult choices would need to be taken to fund public Sector Pay increases. So there has already been a freeze for example on all but essential recruitment. We also know that not all pensiOners will continue to receive their Winter Fuel Payment, the same as the situation elsewhere in the uk. There has also been concerns about cuts to an Arts Fund here in scotland. This is edinburgh, famous for its festival, so some performers have been using their platform here to protest against that. Last week, the independent scottish fiscal commission said that while Uk Government policies contributed to pressure on the Scottish Government budget, that much of that pressure comes from the Scottish Governments own spending decisions, and ahead of this afternoons statement, Shona Robison has said that the uk is entering a whole new era of austerity. The Uk Government has said it has been clear that tough decisions need to be taken to restore financial credibility and address the hole in the public finances. It says it was left by the last Uk Government. A bit of a Blame Game going on. What is most important to most people is how the statement this afternoon will affect their day to day lives. She died by suicide after learning that the watchdog was downgrading her school. 0fsteds Chief Inspector has accepted most of the review s recommendations, as our Education Editor branwenjeffreys reports. Ruth perry had a happy family life, a job she loved. Last year, the primary Head Teacher took her own life. An 0fsted inspection an inadequate grade shattered her Mental Health. But 0fsted was Defensive And Complacent, says this report. The Education Secretary says it shows the need for change. Its deeply concerning, and it underlines the view that ive held for some time about the need for wider reform of 0fsted. The measures that ive set out in terms of moving away from those One word judgements are only The First Step in terms of the change that we need to see. And im determined to work with the new Chief Inspector to drive forward that change, and to have a culture that encourages openness and transparency. Ruths sister, julia, has campaigned for that change. In the months after the death, 0fsted made no attempt to contact the family. Its a complacent, defensive organisation that has been incapable of self reflection, that will not listen to criticism, and has been doing untold harm as a result and getting away with it. Do you think that the inspection came to the right conclusion . I do. I think the findings were secure and i think the Inspection Team worked with the Professionalism And Sensitivity that i would expect from our inspectors. 0fsteds Boss at the time was Amanda Spielman. She defended their approach. The bbc has asked her for an interview about this report, or any response to its many criticisms of 0fsted leadership at the time. She has refused both requests. 0fsted now has a new boss he says he wants change, and headteachers say hes taken The First Steps. Since the new leadership has taken over the reins at 0fsted, weve seen a real Sea Change in their openness and their willingness to take on change, and were looking forward to working with Sir Martyn to make sure that we can co construct the future. But a new way of filling them in is being trialled in derbyshire. It uses a surprising new ingredient, given what caused them in the first place recycled tyres. They are going into the holes our reporter Dave Edwards has the details. Potholes the scourge of the modern motorist. But could this be part of the solution . The material being heated up is about to be used to fill some potholes. Its called roadmender asphalt, which is made using old tyres. Its a recycled material. Its got a rubberflex in it, so its quite flexible. It allows us to seat up defects without actually having to excavate, so theres no manual handling, it cuts out all the cutting and the vibration, and it also does a lasting repair. The team here can cover 60 to 70 square metres a day thats much more than before and it sets quickly, so its ready for traffic within minutes. Earlier this year, Derbyshire County Council wrote an open letter saying sorry for what it called a massive increase in the number of potholes. It put part of the blame on last winters bad weather, and promised that things would improve. Materials like this and new techniques like this will hopefully mean that we wont have to come back to the same pothole hotspots time and again. And the work has attracted attention from local residents, keen that their road would be next. The Road Surface is just disintegrating. When the Road Sweeper comes in, he only does One side of the road because if he swept in front of mine, hed take half the road away. We know that what theyve been putting in only lasts a short time, but this this looks really good and were really impressed. What weve seen today is part of a three month trial scheme, which the council could then extend. These repairs should last at least five years. Dave edwards, bbc news. Transport for london says its dealing with an ongoing Cyber Attack in which its Computer Systems have been targeted. Onto the travel. We cant bring you the Tube Board at the moment but there are minor delays on the hammersmith and City Line this morning. Overnight tonight, that front will start to clear. The chief executive of oxfam has said that there are all kinds of loopholes in what you are doing, for example, they say that compOnents for a 35 fighterjets that have been dropping bombs on palestinians for months now they say are not included. This is notjust these are notjust jets that the uk or israel use, its 20 countries and around 1000 of these jets around the world. In the uk makes important critical compOnents for all of those jets that are going to a global pool. So first of all it is hard to distinguish those that might go to israeli jets, and secondly, this is a global Supply Chain with the uk a vital part of that Supply Chain, and we are not prepared to put at risk the operation of fighterjets that are central to our own uk security, that of our allies and of nato. We saw too much of that under the last government. This is about following the rule of law, and this is a government that will respect the law. But in The End, the only way to end israeli actions, the only way to end israeli actions, the only way to end israeli actions, the only way to end the attacks from hamas, from hezbollah and for others that mean Israel Harm is for an immediate ceasefire and we have been arguing that from opposition and government. Thats why the foreign secretary and i have been in the region since the election arguing the case for both restraint and this immediate ceasefire. Because in The End that is the End Way that we get out the hostages, we flood gaza with much needed aid and thats the way we build a much needed path to peace in the region based on the two State Solution which respects the right of israel for a secure future but also respects the rights that palestinians have a right as well. Emily thought emily thornberry, senior mp who is not in Keir Starmer s government, has criticised the timing of the announcement saying it was a bad idea to announce itjust saying it was a bad idea to announce it just as saying it was a bad idea to announce itjust as israel is burying those six hostages over the weekend. It was agonising to see the images of those wonderful young people in the newspapers yesterday, and to imagine the anguish that those families that have been waiting for the loved Ones and see their murdered bodies come back. The timing was driven by the fact that this is a legal process. The review had been completed, it was important the foreign secretary reported to parliament as we said we would do before the election at the first opportunity. But for anyOne that means israel home, to believe that means israel home, to believe that this changes means israel hamas, to believe that this changes the determination of uk to stand with israel, to recognise its right to self defence, to support its defence in the face of direct attacks, we are resolutely with israel, it was something i was able to say to the israeli Defence Minister Yesterday morning before the announcement. Just as we did in april, when britishjets helped intercept iranian drOnes and missiles to protect israeli citizens. As weve been hearing, a review has found 0fsted was Defensive And Complacent in responding to the death of Ruth Perry who died by suicide following a school inspection. The government is scrapping One word ratings for schools, something herfamily have campaigned for. Were joined now by ruths sister, professorjulia waters. Morning, julia, Thank You for talking to us this morning. That is a really fairly specific quotes, isnt it, about Ofsteds Attitude going into this report, your response to what you have heard today . Response to what you have heard toda . ~ , , , today . Well, Christine Gilberts re ort is today . Well, christine Gilberts Report is absolutely today . Well, christine Gilberts Report is absolutely damning i today . Well, christine Gilberts Report is absolutely damning of today . Well, Christine Gilberts i report is absolutely damning of an organisation that was dysfunctional, chaotic, was poorly led, failed in its basic duties towards its own staff, has a complete lack of communication internally, as well as externally. Clearly my family have been on the receiving end of that Defensive And Complacent culture. For many, many months, and that was incredibly hurtful. But to see now what its root causes are, within The Organisation, does not fill me with confidence that reform of 0fsted is going to be easy or quick. Pond confidence that reform of 0fsted is going to be easy or quick. And could ou share going to be easy or quick. And could you share with going to be easy or quick. And could you share with us going to be easy or quick. And could you share with us if going to be easy or quick. And could you share with us if you going to be easy or quick. And could you share with us if you dont mind i you share with us if you dont mind how that defensiveness impacted on you and your family . How that defensiveness impacted on you and yourfamily . Igrate how that defensiveness impacted on you and your family . You and your family . We were not contacted by you and your family . We were not contacted by 0fsted you and your family . We were not contacted by 0fsted at you and your family . We were not contacted by 0fsted at all, you and your family . We were not contacted by 0fsted at all, in i you and your family . We were not contacted by 0fsted at all, in the. Contacted by ofsted at all, in the first four months after Ruths Death, and only contacted indirectly after Amanda Spielman had gOne on national television defending that inspection. And that defence of an inspection. And that defence of an inspection continued all the way through until the inquest. And i gatherfrom through until the inquest. And i gather from christine Gilberts Report that members of staff in 0fsted, 0fsted staff, their members of the board of 0fsted which are meant to hold 0fsted to account, only became aware of Ruths Death through the media when i chose to speak out. And their total lack of any empathy towards my family, their unwillingness to learn any lessons from what has happened, their unquestioning defence of that inspection, their inspector, their inspection, their inspector, their inspection system, was not only really personally hurtful to my family in the worst moment of our grief, but actually struck me as utterly irresponsible, if this organisation that was meant to uphold the standards and uphold schools to account was absolutely refusing to be held accountable and to ask any hard questions of itself. This report recognises officially that 0fsted should have come and spoken to your family soOner than they did. Does that give you any comfort at all that that has at least been recognised . Comfort at all that that has at least been recognised . Well, it is, es, its least been recognised . Well, it is, yes. Its an least been recognised . Well, it is, yes, its an acknowledgement i least been recognised . Well, it is, yes, its an acknowledgement that| yes, its an acknowledgement that our experiences of ofsteds inadequate response to our family were well founded. We werent imagining that it was outrageous that a public body refused to engage with a family who were raising legitimate concerns of widespread importance. So im glad that Christine Gilbert felt able to go beyond the very limited terms of reference that she was set for her review to reveal, frankly, dysfunctional institutional culture and a long Standing Lack of proper Leadership And Management in 0fsted. Martin oliver had a massive, possibly impossible task ahead of him to put that culture right. Gieeh him to put that culture right. Given that, him to put that culture right. Given that. Given him to put that culture right. Given that, given what him to put that culture right. Given that, given what you him to put that culture right. Given that, given what you have him to put that culture right. Given that, given what you have just i him to put that culture right. Given that, given what you have just said that, given what you have just said that that task is almost impossible, what, at this point, do you think could be dOne, what is achievable . Martin oliver has said repeatedly, he has said in his response to the corOners recommendations, he said in his response to the big listen, that he is committed to transparency and openness. And yet the responses of 0fsted to recommendations precisely about that, about allowing external scrutiny of their processes, having independent members on Complaints Board for instance, refreshing the senior Leadership Team with new blood, he is resistant to all of those things. For me, the only way that 0fsted can rebuild trust in the sector and in the public is by opening itself up, by showing that it means it, opening itself up to scrutiny and accountability. The kind of accountability. The kind of accountability it expects from schools and institutions it inspects. 50 schools and institutions it inspects schools and institutions it inspects. Schools and institutions it insects. ~. ,. , inspects. So we know that 0fsted has announced it inspects. So we know that 0fsted has announced it is inspects. It is the department for education that makes enough . It is the department for education that makes that enough . It is the department for i education that makes that decision and im heartened to hear that the department for education has made that long overdue decision but it is not enough. Its a significant first step but as Martin Oliver himself recognises and as Bridget Phillipson has promised, there is a need for much greater reform. Christine gilbert says in her report that in order to rebuild trust, there needs to be radical change. I have been saying this for over 18 months now. Radical change, the changes that Martin Oliver is suggesting, some of the very good and sensible changes, they still do not really address the central problem of ofsteds Defensive And Complacent institutional future. Igrate Defensive And Complacent institutional future. We have mentiOned institutional future. We have mentiOned to institutional future. We have mentiOned to a institutional future. I welcome some of the responses to the big listen survey, whatever the floors of the survey and its conception, 0fsted have now received some really hard hitting and critical messages from teachers and Head Teachers about what is going wrong with 0fsted. Now they need to engage with the profession, they need to continue to speak to teachers and Head Teachers and their representative bodies, in sorting out a solution to those problems, and not retreat behind their barriers of independence to make up their own minds about how best to address the multitude of problems that have been identified. They need to engage properly with the profession, to listen and to act. Professorjulie walters, Thank You so much for talking to us this morning. You have some on the left of the Labour Party and also the Labour Muslim Network saying why is it only about 10 of the export licences . Why is the government not banning all Arms Exports to israel . Then you also have other people in the Labour Party, for example the Labour Friends Of Israel group, saying they are worried about the signal it sends to iran. Also, as you are questioning John Healey about, there is because of the sum in Labour Party, for example emily thornberry, not about the decision but about its timing. Last month scotlands Finance Secretary Shona Robison warned about tough decisions, difficult decisions that would be neededin difficult decisions that would be needed in order to fund increases to public Sector Pay. For example, there is already a freeze on all but essential recruitment. We also know thats not all pensiOners will continue to receive the Winter Fuel Payment. That will be means tested, same as in other parts of the uk. There are also concerns of cuts to Arts Fund here in scotland. This is edinburgh, famous for its festivals, and some performers have used their platforms to protest against that. Last week the independent scottish fiscal commission said that while Uk Government policies contributed to the pressure on the scottish budget, that much of that pressure actually came from the Scottish Governments own spending decisions, and ahead of the statement today, Shona Robison has said that the uk is entering a whole new era of austerity. She says the Scottish Government will do what it can to protect people and services from Uk Government cuts. The Uk Government has said it has been clear that tough decisions are needed to be taken to restore economic credibility and address the hole in public finances it says has been left by the last Uk Government. But Bbc Analysis has found that since 2016, One in 20 libraries in the uk have been lost either completely closing or moving them to volunteer run groups. 0ur Reporterjayne mccubbin is at bedale Library'>Community Library for us now. It is One of those that has been saved by some very happy campaigners. Good morning. Goad campaigners. Good morning. Good mornin campaigners. Good morning. Good morning to campaigners. Good morning. Shouting are you a fantastic gOne are the days when we used to go shhh. Good morning, kids, you are beautiful. This place is run by volunteers like jenny. A moment ago, when the large in the large print area, jenny moved a book out of the way that was called come and get me, cowboy. People love libraries, they want desperately to keep them open. There Isjunk Model making, Blood Pressure monitors ready for a session this week. It support, books arejust monitors ready for a session this week. It support, books are just the beginning. People are desperate to keep these places open but they are under threat up and down the country. Not without a fight. Have a look at this report. Save our libraries the fight back is well under way. Whose Library . Library-Library'>0ur Library Library closures, shorter hours, staff cuts. Hands off our libraries and the poorest parts of the country have been around four times more likely to have lost their Library than the richest parts of the country. People love libraries, but enough people to justify their existence when Council Budgets are tight . My favourite book . Oh, there are too many. Violet absolutely loves her Library. I like the Diary Of A Wimpy Kid books. I like the bacon books. But books arejust the beginning when it comes to libraries like this. And Bunny Vs Monkey Books and Dog Man books and stuff. Here in romford, theres it support, a school uniform bank, a crochet club, a knit and natter club. Knitting like crazy they even arrange the towns recycling bags. I watch the people come in and collect their orange bags. Where are they going to go for their orange bags if this shuts . But the future of this place hangs in the balance. I feel that theyve made a big mistake to shut them down, because its not just adults that want to read, its children who want to read. Perhaps their mums and Dads Cant afford books. Thats all. That is loose change for a government. But local authorities dont seem to have any loose change, and more difficult decisions are on the way. It is difficult, councils are between a rock and hard place, local Government Association say they have lost about 27 of of funding since 2010 and difficult decisions are being made. Transport for london says its dealing with an ongoing Cyber Attack in which its Computer Systems have been targeted. It says there is no Evidence Customer data has been compromised and there is currently no impact on tfl services. Insiders have told Bbc London they have been told to work at home if possible and have been told it is Back Room Systems at the corporate headquarters that are mainly affected. Police officers in berkshire are reminding motorists about not driving while holding a mobile phOne. Overnight tonight, that front will start to clear. Hello, this is breakfast with Sally Nugent and jon kay. In recent years retailers and Shop Staff have reported a sharp rise in Theft And Abuse from customers but now Police Chiefs say the tide is starting to turn against prolific shoplifters who steal for organised criminals. Operation opal collects cctv pictures, crime reports and other evidence from all 43 police forces in england and wales. The team has identified 152 prolific thieves involved in organised retail crime during the first three months of its work. And police forces and retailers have made 86 referrals to the unit, resulting in 23 arrests. Were joined now by katy bourne, national lead for business and retail crime at the association of police and crime commissiOners. Good morning, katie. You are approached by the retailers themselves, how did that work . It was about 18 months ago, they came to me and said, we have got a really big problem, organised crime gangs operating across the whole sector across england and wales, and we cannot get government to take us seriously. And we need One front door for policing because they were having to go to 43 different police forces which was very time consuming. They tend to look at harm on a physical basis so if you have cuts and bruises, its much easier to see that. But the harm that shopkeepers and shop workers will get from the abuse and the assaults is much more long lasting and much more impactful but you cannot always see those. I have yet to hear what is going to be dOne. One thing i would like to do, and i called on the last government to do is tag those prolific shoplifters with electronic tags because if they are in place they should not be you can see whats happening. But with more people released from prison now, shoplifters are not going to go to prison as easily, which is why this work of what Operation Opal has been doing is so vital because they can track gangs across multiple forces and get some really good prison sentences into it. There is a lot more to be dOne and local forces need to keep pressure on and make sure that they go out and follow all lines of inquiry where they can see it and uses cctv cameras. Its a modern cultural conundrum, how long is too long when it comes to sitting in having your coffee, answering a few E Mails, doing a bit of work away from the office . Yes, the owners want you in there to buy the coffee but if you stay for too long, here i have been taking up a family of four and a family might want to come in and a family might want to come in and have lunch. A lot of the places around here, though, you kind of get to know the people who are serving and stuff, and you come in and theyre already like flat white, Sit Down, and they know that youre not going to bother you for another 45 minutes because youre going to be working, and then youll Order Something after that. I i dont really think its fair, i especially for other customers, because they want to be coming into the cafe and having their lunch. |and if youre taking up a table, | then they cant come in and sit. Lets have a look at summer, we all have an opinion on the weather and the perception but do the stats back it up . The Met Office revealed this yesterday. Summer across the uk was One of the coolest in nearly ten years. Probably does not surprise you, temperature is below average. What may surprise you, if we go back to the 60s, 70s and 805, the what may surprise you, if we go back to the 605, 705 and 805, the summer was a chilly warmer than average by comparison. What might surprise some of you is that Sunshine And Rainfall amounts were about average for the summer but there will be big variations in the rainfall chart. Brown colours are below average, some parts of England Half of the normal summer rainfall. The blue is where it was much wetter than normal, cumbria, parts of Western Scotland and we saw double the normal rainfall in some parts. For those in the wet spots where it was dull as well, there is more sunshine this week and also a bit of warmth. Today more sunshine then we saw there yesterday, but not completely dry picture. We still have showers around, be prepared, there will be sharp downpours not a thunderstorm. Some of the most frequent showers across parts of the midlands, eastern england, East Anglia, showers spreading into Northern Ireland and Western Scotland, brightening up later. Eastern scotland, Northern England, wales and the South West, and not a lot more in the way of sunshine. It will feel more pleasant when the sun is with you. A fresh feel to northern and western areas, still quite humid in East Anglia and the South East, with some sunshine and a few sharp showers we could get up to 26 degrees. The humid air will start to get away a little bit more tonight, some showers dotted around england and wales pushing into Northern Ireland and South West scotland. The clearest skies in south East Scotland and North East england. Here are the cooler conditions Tomorrow Morning, but the best of the Morning Sunshine here. Showers will be quite wide across northern and western areas and in East Anglia and western areas and in East Anglia and the South East tomorrow, a few will avoid them altogether but a few more Showers Tomorrow then we will Sea Today and temperatures continuing to drop. Beyond that, things are changing in terms of the weather pattern, it looks likely we are seeing low pressure developing to the south which will throw bands of Rain In across southernmost counties of england and wales but with a strengthening breeze we will see humid Air Push to our shores, bringing a lot of Cloud On Thursday and some outbreaks of rain, but by friday, saturday and potentially sandy, northern and western areas, temperature is into the low 205 and sunshine to go with it. So temperature is into the low 205 and sunshine to go with it. Sunshine to go with it. So there is summer, sunshine to go with it. So there is summer. Now sunshine to go with it. So there is summer, now we sunshine to go with it. So there is summer, now we are sunshine to go with it. So there is summer, now we are in sunshine to go with it.
